Abstract

This study aims to seek the validity of Ricardian equivalence in Indonesia and Malaysia using Autoregressive Distributed Lag (ARDL). This study finds the invalidity of Ricardian equivalence in the long-term and short-term in both countries. For Indonesia case, during the last three financial crisis happens in 1998, 2008, and 2020 caused by COVID-19, Ricardian equivalence happens only in 1998. More interestingly, this study finds that there is a different relationship between household savings and household expenditure in Indonesia and Malaysia. This study is expected to contribute to the development of body of knowledge, particularly with the case of Ricardian equivalence and Keynes approaches on expansionary fiscal policy as well as practical public policy, particularly related to government budget in crisis and household saving and expenditure.

Abstract

This study examines the impact of the Terminal Booking System (TBS) implementation as part of the digital transformation at Tanjung Emas Port in Semarang, focusing on optimizing logistics efficiency. The main issues raised are high dwelling time, inefficiency of conventional logistics systems, and the lack of integration of the port's digital infrastructure, which leads to high logistics costs and a decline in regional export-import competitiveness. This study applies an explanatory quantitative method with an annual time series from 2014–2024. The analysis was conducted using multiple linear regression, moderated regression analysis (MRA), and the Autoregressive Distributed Lag (ARDL) model to examine the dynamics of long-term and short-term relationships between variables. The results show that the implementation of TBS significantly improves logistics efficiency, reflected in the increase in the Logistics Performance Index. However, dwelling time is not proven to be a significant moderator in strengthening the influence of TBS on logistics efficiency. Policy recommendations include accelerating the integration of TBS into the entire port system, developing a single-window-based integrated logistics platform, and implementing automation technology. Research confirms that successful digital transformation requires policy synergy, infrastructure investment, and strengthened cross-agency coordination to create Tanjung Emas Port in Semarang as a smart port that is efficient and highly competitive at the national level.

Abstract

This study explores the potential of local off-takers in improving the bargaining power of rice farmers in Purworejo, Central Java, by addressing inefficiencies in the current rice distribution system. Despite Purworejo being a major rice producer with an annual average of 279,000 tons, farmers often face low bargaining power due to the long and inefficient supply chain. Farmers typically sell wet paddy to middlemen or collectors at low prices, especially during the harvest season, resulting in incomes below the government's purchasing price. This research uses a qualitative descriptive approach, including literature review, document analysis, and comparative studies from other regions like Kendal, Grobogan, Pinrang, and East Lampung. The findings indicate that the success of the local off-taker model depends heavily on the strength of local institutions, such as cooperatives and BUMDes. In regions with strong institutions like Kendal and Pinrang, the model has stabilized prices and increased farmers' income. Conversely, in Purworejo and East Lampung, weak local institutions prevented competitiveness. This study recommends strengthening local off-taker institutions, enhancing market access, providing financing schemes, and improving post-harvest infrastructure to create a more efficient and equitable distribution system, thereby boosting the competitiveness of local rice and improving farmers' welfare.

Abstract

The tourism industry in the Dieng Plateau region, Central Java, has great potential but has not been optimally managed. The lack of integration of available supporting facilities results in uneven development. This study aims to delineate and cluster tourist destinations according to the availability of infrastructure spread across the Dieng Plateau region. Geospatial POI data is analysed using the DBSCAN clustering technique to identify integration strategies. The results show that disparities in supporting facilities are found at several tourist destinations. Furthermore, the lack of variety of events other than the Dieng Culture Festival (DCF) is one area of improvement. This study delineated three development zones derived from the spatial distribution of tourism activities and supporting facilities, representing different stages of development. Targeted development strategies are proposed according to the characteristics and priorities of the clusters formed by involving relevant stakeholders.

Abstract

Short-term economic interest mostly neglects environmental concerns, resulting in continuous harmful impacts, including climate change. In response, the concept of green economy, which balances these conflicting interests, has attracted increasingly significant research attention. However, the green economy concept remains biased and vague. This study offers a novel contribution by systematically mapping the post-2016 evolution of the green economy concept, utilizing descriptive network analysis on a dataset of 11,301 Scopus-indexed articles to resolve prevailing definitional fragmentation. The study finds three main elements in the definitions offered: economic, environmental, and social , and highlights the multifaceted nature of trade-offs or synergies among these clusters. Consequently, the study defines the green economy concept as an economic philosophy, idea, and activity based on the principles of preserving the environment, enhancing public welfare, and maintaining social equity within and among generations. Theoretically, this consolidates the fragmented literature; practically, it provides a standardized framework for policymakers to design consistent green economy indicators and tracking mechanisms for future economic activity.

Abstract

Since 2016, the Government of the Republic of Indonesia has implemented the Rice Farming Insurance (AUTP) program as mandated by law. In the context of Central Java, with its large Muslim population and successful implementation of sharia economics, it is necessary to develop an AUTP model based on sharia principles. This research aims to create an AUTP model by applying sharia principles (Sharia AUTP or AUTPS) based on a rainfall index and to determine the amount of contribution and compensation within the AUTPS framework. The research methodology employs literature study and model development through stages of planning, analysis, pre-design, actuarial calculation, and final design. The research data comprises rainfall and rice production data from Brebes Regency for the years 2018–2022. The novelty of this research lies in the application of sharia principles and the use of a rainfall index to replace crop failure-based insurance. Consequently, the actuarial calculation for implementing contributions and compensation is based on the rainfall index. The contribution amount is calculated using the Black-Scholes Cash-or-Nothing Put Option equation, while compensation is calculated using the historical burn analysis method. The research results in a proposed rainfall index-based AUTPS model, where the contribution amount is determined based on rainfall percentiles, and compensation payments are categorized as maximum compensation, partial compensation, or no compensation. The mechanism for managing contributions (premiums) follows sharia principles and yields two types of AUTPS: AUTPS-R (without a savings element) and AUTPS-RI (with a savings element). The recommendation from this research is the need to pilot the developed concept in collaboration with a sharia insurance company before it is adopted as a policy by the Regional Government of Central Java Province.

Abstract

This paper examines rural economic transformation in Central Java Province with a focus on village-based agroindustrial downstreaming. The study develops an Agroindustrial Village Development Potential Index (IPPDA) using factor analysis. The index captures five dimensions, including rural infrastructure, digitalization, village institutions, industrial activities, and access to energy. The results show that villages with high development potential are located in areas with strong infrastructure, institutional capacity, and economic activity. Villages with low potential are mostly found in highland regions and face constraints related to energy access, digital connectivity, and limited integration into local value chains. Spatial panel analysis shows that Village Original Income, Village-Owned Enterprises, and digitalization play a significant role in promoting agro sector development and industrialization. The analysis also identifies positive spatial spillover effects across districts. At the provincial level, agriculture plays a key role in supporting agroindustrial downstreaming. Central Java acts as an important hub within interregional agroindustrial value chains across Java, Bali, Nusa Tenggara, and eastern Sumatra. The findings highlight the importance of developing village-based agroindustrial clusters, strengthening local institutions, improving access to finance, and enhancing agro logistics connectivity.

Abstract

Semarang City has significant potential for local culinary tourism, but it lacks an integrated spatial mapping of tourist destinations. This study aims to identify strategic culinary tourism areas through spatial analysis and machine learning based on data from 1,311 restaurants and over 40 indicators of facilities and tourist attractions. The methods used include EDA, the HDBSCAN algorithm optimized by DBCV, and zone assessment based on restaurant density, ratings, facilities, and proximity to tourist attractions. Visualization was performed using the Folium interactive map. The results showed that the majority of restaurants have high ratings (average 4,53), but service digitization remains low. Clustering resulted in three zones: the Gold Zone (842 restaurants), the Silver Zone (34 restaurants), and the Bronze Zone (435 restaurants). Areas such as Banyumanik and Tembalang were identified as potential destinations for thematic development. Recommendations include strengthening the branding of the Gold Zone, promoting the Silver Zone, and digitizing MSMEs in the Bronze Zone. This study demonstrates that spatial approaches and machine learning can support data-driven culinary planning aligned with the Central Java RPJMD.

Abstract

The women-centered empowerment model developed by Kelompok Wanita Tani (KWT) Nira Lestari has been pivotal in transforming Magelang’s organic coconut palm sugar industry into a driver of rural economic development. Despite strong potential, the industry faces low generational renewal among sap tappers, limited technological resources, and strict export certification requirements. This qualitative study, based on interviews, observations, and documentation, analyzes how KWT Nira Lestari’s integration of the value chain from training to digital marketing and organic certification substantially increased production, strengthened women’s socio-economic roles, and opened export market access. The core argument is that empowering women through targeted, integrated interventions is key to industry sustainability. However, challenges remain, such as sap tapper regeneration, implementing e-traceability, and affording Hazard Analysis and Critical Control Points (HACCP) certification. The study recommends strengthening women-led incubators rooted in local resources, expanding digital and technical capacity, offering fiscal incentives, and promoting multi-stakeholder collaboration to build an inclusive, sustainable ecosystem.
