Abstract

This study discusses the impact of external factors at tourist sites on tourist environmental behaviour. The tourists in this study were students in Kupang City. The multiple-group analysis function was used to make comparisons of the education levels of student tourists at tourist spots to test the moderating effect of education levels. Through analysis of survey data collected from tourists at several tourist sites in the city of Kupang, it is recommended to encourage the formation of good communities in supporting environmentally responsible behaviour in tourist attractions. This finding also confirms that education level moderates the relationship between tourist intentions and actual environmentally responsible behaviour.

Abstract

This study investigates the sustainability of street vendors (PKL) selling fresh fish in Kupang City, focusing on the perceptions of both consumers and vendors regarding urban aesthetic values. The findings reveal that, despite high consumer satisfaction with the services provided by the vendors, there is a preference for relocating their business activities due to the negative impact on urban aesthetics and safety. The vendors themselves acknowledge the importance of obtaining business permits and are generally open to relocation, provided that the new locations are strategic and equipped with adequate facilities. These results highlight the need for government intervention in organizing vendor locations and improving infrastructure to create a more aesthetic and sustainable business environment in Kupang City. This study offers valuable insights for the development of urban planning that supports business sustainability while enhancing urban aesthetics.

Abstract

The city of Kupang has historically developed over time, and is now transforming to create a sustainable city. The role of Kupang City as a multi-functional city: such as a government city, trade city, education city, industrial city and tourism city has triggered high urbanization and produced a complexity of problems that threaten the survival of city residents. The problem is that the government and city development model is not yet compatible with the principles of sustainability. Thus, bureaucratic transformation is a solution in efforts to build a civilized and sustainable Kupang City through an urban governance model. Collaboration between the government and all stakeholders is a determining factor in the effectiveness of urban governance, including changing the culture of city residents from passive to active citizens with urban culture as an agent for civilized and sustainable city development.

Abstract

In the digital era which is fast-paced, dynamic and always changing, according to Weber's view, the traditional bureaucratic approach seems slow and rigid in responding to change. In this condition, bureaucratic simplification is an offer to the government to increase efficiency, transparency and quality of public services. The government is expected to creatively innovate to find a bureaucratic model that is more adaptive and responsive to dynamics and changes in the internal and external environment. Responding to this situation, agile bureaucracy is a solution offering to simplify bureaucratic processes, by applying the principles of flexibility, collaboration and fast decision making. In this case, the existence of an agile bureaucracy is expected to motivate the bureaucracy to adapt more quickly to change, increase innovation and provide better public services. This article examines the concept of agile bureaucracy, its implementation strategy, as well as the challenges and opportunities faced in efforts to simplify bureaucracy in Indonesia. By adopting an agile approach, the government is expected to be able to create a bureaucracy that is leaner, more dynamic and ready to face future challenges.

Abstract

This research raises the issue of the influence of financial report presentation and accessibility on the accountability of regional financial management in Kupang City. This research aims to examine: (1) The effect of financial report presentation on regional financial management accountability (2) The effect of accessibility on regional financial management accountability (3) The effect of financial report presentation and accessibility on regional financial management accountability. The research method used is purposive sampling, with primary data sources. The object of this research is the Kupang City Regional Financial and Asset Agency, which is located on Jl. S. K. Lerik No. 1, Kelapa Lima, Kupang City, East Nusa Tenggara, consisting of 35 respondents. Data collection through direct observation and questionnaire surveys to respondents. Data analysis uses quantitative methods using descriptive statistical tests and classical assumption tests, as well as hypothesis testing using SPSS 25. The research results reveal that the presentation of financial reports has a positive and significant effect on regional financial management accountability, this indicates that the better the presentation of regional financial reports, the better the accountability of regional financial management. There is a positive and significant influence of accessibility on regional financial management accountability, this shows that increasing accessibility has had a direct impact on increasing accountability in regional financial management. The results of simultaneous testing with the F test show that both the presentation of financial reports and accessibility have a positive effect on the accountability of regional financial management

Abstract

Old Town as a historical area in Kupang City. Initially, Old Town was the centre of trade activities on Timor Island. Over time, Old Town became the centre of government and religion. As an area that physically has a strong history, it has had an impact on the visual character of Old Town, which is very different from other areas. The existence of several heritage objects that have been identified today reflects the spatial layout of Old Town with the uniqueness and characteristics of the city's cultural heritage (urban heritage). The research approach used is qualitative analytic, namely by interpreting the data produced to obtain a picture of the condition and visual character of the Old Town landscape. In addition, to encourage the formation of the identity of Kupang City, an appropriate alternative landscape management is needed, and in accordance with the character of the city's heritage. The purpose of this study is to identify and describe the image of Old Town through analysis of the visual character of the landscape, providing alternative strategies for managing and utilizing the Old Town landscape in an effort to form the identity of Kupang City. The results of the study are a picture of the image of Old Town, and recommendations in the management and optimization of the potential of the historic area landscape as an effort to form the identity of Kupang City.
