Abstract

The objectives of this study is to analyze the level of empowerment management in the fish auction and KUD in Cilacap regency. This study is conducted with several approaches, namely technical efficiency analysis with the Data Envelopment Analysis (DEA), empowerment level analysis, SWOT analysis, and strategy for empowerment. Number of sample is 9 fish auctions (TPI) for efficiency analysis, 60 respondents for empowerment level analysis, and 30 respondents for strategic empowerment. The results are only one fish auction, TPI Pandanarang, has no efficient with 10.16 percents level ofefficiency; the management of TPI/KUD in Cilacap regency has a high level empowerment to improve and develop the welfare of fishermen, demonstrated with an average percentage of successfull is more than 50 percents in terms of the service to the fishermen, organization participation, and lobying ability with stakeholders;  based on SWOT analysis, TPI Cilacap regency is located at hold and maintain so the empowerment strategy appropriate with the development of TPI is the market penetration and development of TPI/KUD. Keyword:  technical efficiency, level of empowerment, empowerment strategy

Abstract

The aim of this study is to analyze and examine the affect of human resources on regional economic growth in Province of Maluku by using the data of 8 regions for periods 2003-2007. Estimation method used in this research is panel data by applying fixed effect. Factors that affect economic growth are human resources which human capital (government and pivate investments in education), investment,  labour force,  and the population. The results of the study show that regional economic growth for periods 2003-2007 in Province of Maluku is influenced by human resources and labor force positively and significant. The population is affecting negatively and not significant. Investment is influenced by regional economic growth positively but not significant. Keywords: human resouces, economic growth, investment in education, GDRP

Abstract

The aim of study is to estimate the catch and effort at the level of maximum sustainable catches (MSY), Maximum Economic Yield (MEY), and Open Access (OA). MSY, MEY, and bioekonomi OA are an indicator that will be used to formulate a fisheries management in Cilacap regency. Bioekonomi analysis results used to formulate appropriate policies in the management of shrimp resources in the district of Cilacap. This study specifically uses trammel nets as an approach to the analysis of the shrimp resource stocks. Analysis tool used is the model bioekonomi Fox (Anderson, 1986). Fox model is more suitable for estimating the stock of shrimp in Cilacap regency. Further analysis in this study using the model of Fox. The results showed that the catch and effort at the level of Maximum Sustainable Yield (MSY) of 1806 tons/year and 10,104 trip/year. The estimated value of Maximum Economic Yield (MEY) and Open Access (OA) at the level of 1736 tons/year; 7518 trip/year; and 1258 tons/year; 21,288 trip/year. The level of benefits (economic rent) at MSY is Rp39,296,177,312, MEY is Rp41,978,949,609 and EOA of Rp0,-.  Trammel nets Net Profitability for Rp174.391/trip. Fox model analysis showed that it occurred more catches (overfishing) since 1986-2008 with the level of the average utilization of 121.42%. Some forms of fisheries management proposed in this study among others: restrictions on shrimp fishing quotas at the level of MSY of 179 Kg/Trip and to MEY 230 Kg/Trip; policy on optometry wide net; conservation efforts; control of the seasons/fishing area (spawning ground and fishing ground); rotation in the conduct of fishing (fishing with alternate day); limiting the issuance of new arrests for the ship; Co-management among stakeholders; Law Enforcement (enforcement) and control (Surveillance) and Fisheries Information System (FIS ) capture fisheries as the basis for policy resource utilization and management of shrimp.  Keywords:shrimp, bioekonomi, model fox, overfishing

Abstract

This study investigates the relationship between foreign direct investments (FDI) and economic growth in Maluku. The relationship on that variables is very important because Maluku has to optimize the economic growth in order to save from crisis. Econometrics technique Granger causality is used to estimate the short and long run relationship of these variables with the co-integration analysis as suggested by Johansen. This research is using time series data, 1971 to 2007. The finally results is the one-way relationship between foreign direct investment (FDI) and economic growth which FD has positive impact toward economic growth. Keywords: foreign direct investment (FDI), economic growth, Granger causality

Abstract

The phenomenon of rising food’s prices trend lead to lower of the purchasing power of society and so on have an impact on decreasing household’s demand for food. On the other hand, increase of food prices also have an impact toward household’s food accessibility, that household difficult to access food and the subsequent impact at household’s food security. Based on this phenomenon, hence this research estimates the demand of household’s food related to the level of food security in Central Java province. The source of data is the Panel of SUSENAS Consumption Module in March 2008 of the Central Bureau of Statistics, in the form of raw data. A systemic approach to the Almost Ideal Demand System (AIDS) in the form of linear approximation (LA/AIDS) was applied to analysis the data. The results of analysis show that all of the food commodities are non giffen goods, and is inelastic, except tobacco which is elastic as well as noodles for food-insecure households are unitary. Instant foods and beverages are the substitution food of rice for the food-secure, food-insecure, and food-vulnerable household, while at food-insecure households; noodles become the substitution food of rice. Most of the food commodities are the goods of daily needs, and tobacco is a luxury item. The recommended suggestions are the need of efforts to chase the total consume of tobacco, otherwise to reduce the total number of smokers, to control the quality and security of food in the food industry and to make innovation on producing noodles using local raw material (other than flour).                           Key words: household’s demand for food, Panel of SUSENAS, Almost Ideal Demand System

Abstract

Monitoring and evaluation (monev) are important to analyze the achievement goal through many activities so corrective policies shoud be done immediately. This research evaluates the government performance of Pemalang regency using 117  indicators based on PP No.6/2008. Some data SKPD are displayed from 2005 until 2007. However, data used to compare indicator among regencies are only displayed in 2006.
