Abstract

The increasing number of enthusiasts accessing the BPJS card does not seem to be accompanied with the service of obtaining JKN card (National Health Insurance). Reality people start waiting in front of the office around 6 am just to get early queue. Not to mention the readiness of very minimal service, limited staff and counter and various facilities that do not support the comfort during the wait. Even every day is limited to 90 people. This shows that the quality of service on the manufacture of JKN card in BPJS office has not function properly. The purpose of this study is to know the influence between the quality of service to public satisfaction in the manufacture of JKN card in the office of BPJS Bogor City. The theory used in this research is using the service quality theory of Zeithaml, Parasuraman, & Berry in Ratminto and Atik Septi Winarsih and also the theory of public satisfaction by Boediono which states that to measure a quality of service and a community satisfaction can be measured through five dimensions namely: Tangibles, Empathy, Reliability, Responsiveness, and Assurance (TERRA). The method used is associative with Rank Spearman correlation test. From the correlation coefficient results there are two indicators of the level of influence is very strong that is serving properly and have knowledge while the level of influence on indicators to complete the needs is very low. The results of the contribution of service quality variable to the variable of community satisfaction by 54% are influenced or determined by BPJS service quality variable by 46%. So it can be concluded that Based on the results of associative statistical hypothesis that H0: p = 0 (no relationship) means there is no effect of service quality on community satisfaction.Keywords: Quality of service BPJS, JKN-BPJS program, and community satisfactioncard maker JKN-BPJS.

Abstract

This research is focused on the impact of employee’s performace against the training administration held by The Management and Leadership Training Center for Agriculture (PPMKP) Ciawi, Bogor, because based on the observation on the field, employee’s performance and training implementation are not yet optimized. The purposes of this study are: (1) To know the employees of PPMKP’s performance, (2) To know how the PPMKP administered the training, (3) To assess if there is any impact on employee’s performance against the training held by PPMKP. The type of research used is quantitative research with associative and descriptive methods. Purposive Sampling is the technique used involving 68 PPMKP employees as sample. The data gathering used was the study of literature and the study of field. To find out the employee’s performances and training administration, analyses descriptive is applied with the result of 4,37 for performance which is in very good category with the lowest value is derived from the indicator expertise in completing the task. Whereas administration of training’s result score of 4,39 which is in very good categoty with the lowest score is derived from the curriculum indicator. To determine the impact on the employee’s performance of training administration the spearman rank correlation is used, with a correlation coefficient of 0,037 and a significance value of 0,766 with positive direction and not significant, meaning thet there is a very low impact on the performance by having training.  The conclusion of the research shows that, (1) employee’s performance has been very good with the lowest score is in in the indicator of realibility in completing task, (2) training administration has been very good with the lowest score is in the indicator of curriculum, also (3) there is very low impact on employee’s performance against the trining administration. The possible suggestions made are: first, the expertise of emloyees in completing the task enhanced by giving trainings and study permits for their employees; second, curriculum plan is expected to be more adjustable with the participants by learning more on the participants background; third, research is carried out on other factors that influence the training administration, in order to see the effect on the level of training. Key words: performance, training administration.

Abstract

This study aims to describe the managerial skill of district head to improve the civil servant performance in Ciawi District Bogor Regency. There are four managerial skills necessarily mastered by district head, namely conceptual skill, administrative skill, human relationship skill, and technical skill. The performance of civil servants consists of quality of work, pomptnees, initiative, capability, and communication. The method of this research is associative-quantitative in order to statistically test the relationship of variables by using Rank Spearman Correlation with SPSS version 18. The result of this research indicates coefficient correlation of the managerial skill of district head to the civil servant performance 0.699, categorized as strong. By t-test, it is gained t-counted 5.948 and t-table (N=27) 2.886; t-counted > t-table means that Ho is rejected and Ha is accepted. There is a strong relationship of managerial skill of district head to the civil servant performance. Coefficient determination indicates 48.8% that means contribution of the managerial skill of district head to the civil servant performance 48.8%. By counting Weight Mean Score, the managerial skill of district head gains the mean score 4.15 categorized as good. The civil servant performance gains the mean score 4.15 categorized as good.Keywords: Managerial Skill, District Head, Civil Servant Performance.

Abstract

The purpose of this study are to describe the discipline of motor vehicle drivers in traffic and the level of traffic safety in Bogor City, to analyze the effect of discipline motorists against motor vehicle safety in Bogor, to describes the efforts undertaken Bogor City Government cq. DLLAJ city of Bogor in improving discipline of motorists against motor vehicle safety in Bogor. Methods used are descriptive and associative method. The data used are primary data and secondary data. Primary data is collected by distributing a questionnaire, and supported by the observations and interviews. The collection of secondary data sourced from documents, literature and related research. The sampling technique is simple random sampling that amounted to 56 motorists on the three streets are: Jl.Raya Tajur as many as 20 riders, 16 riders from Jl.KS Tubun, and 20 riders from Jl.Jalak Harupat. Based on the correlation coefficient between the disciplines of motor vehicles with safety in traffic amounted to 0.513 and the interpretation is quite strong, and the positive direction indicates that the variable of riders discipline with variable of safety is significant correlation, means that the higher discipline the higher the level of safety. That correlation between the variable X (Discipline) with Y (Safety) is significant at an error rate of 0.01 (1%) and 99% confidence. Based on the conclusion, the author recommend: the Department of Transportation in Bogor through the Section of Communication, Information, Education and Communications-Section Guidance and Safety in order to continue disseminating safety riding, and equipping of road infrastructure such as mounting traffic signs, road markers, tool of speed limit, a safety device road users to improve road safety. Abstract

The employee work enthusiasm come up from the lack of leadership adopted a leader in an organization to achieve its objectives optimally, so that leaders were able to move their subordinates. For this reason, an organization was required to have a leader who was able to create a dynamic working atmosphere and be able to improve employee work enthusiasm. Based on the research results themselves were aware that the Cicurug District employee work enthusiasm declined, it was seen from the interests of employees who work less were: in completing the job was not timely, the lack of desire was achieved, the minimum salary factor especially permanent employees, were less conducive working atmosphere, sub-district in Cicurug District who tent to use a democratic leadership style was less effective and optimal running. Based on calculation result showed that leadership style democracy in the Cicurug District in the criteria very well shown in 4.24, and for employee work enthusiasm in the Cicurug District was good criteria shown in figure 3.89. Based on the testing hypothesis results through the spearman rank correlation formula showed that the Ha accepted and Ho rejected, it meant that there was no democratic leadership style influence on employee work enthusiasm with rho calculation values of 0.24 and the coefficient of determination of 5.76%. Thus 94.24% employee work enthusiasm influenced other variables such as: 1. influence of incentives 2. Organizational work climate.Key word: Leadership style, Democration.

Abstract

The purpose of this study is to know the Keluarga Harapan Program (PKH) in Bogor Selatan District Bogor City. The theory used in this research is by using policy evaluation of William N. Dunn which states that to measure the success of a program evaluation can be measured through six variables namely: effectiveness, efficiency, adequacy, equity, responsiveness, accuracy.The method used is descriptive analysis using Qualitative approach. While the data analysis technique used is by using Interactive model developed by Miles and Huberman, which includes data reduction, datadisplay, and conlusiondrawing / verification. Data collection techniques used were interviews, direct observation and documentation. The informants that the researchers took were 2 kinds of informants, the first PKH assistant who was taken by 2 persons, namely the active companion and the less active companion, and the second informant, the PKH participant who was taken 3 people, the participants who had long been the PKH participants, just become PKH participants and participants who complete the PKH component.The result of this research can be concluded that the process of PKH implementation has been running well in accordance with the purpose of launching PKH in the hope of solving the classical problems faced by RTSM such as malnutrition, high maternal and infant mortality and low participation of school age children. The target achieved in the implementation of family planning program (PKH) in the district of South Bogor is in the form of the incapability of the community is not able especially RTSM in meeting the needs of life related to education, health of pregnant women and toddlers. Keywords: Evaluation, Program, Poverty.

Abstract

Police sector (police) Wonoboyo an element of the duties and authority of the law of the District Police region Wonoboyo Temanggung regency, Central Java province which is an extension of the internal security duty Police Resort (Police). Noted region Wonoboyo police law in 2016 to the month of February there were 5 cases consisting of 4 times the theft as well as the first time fraud. Thus, only 36.97% of cases that can be resolved by the Police Criminal Investigation Unit Wonoboyo, or in other words the police officer performance Wonoboyo still low. The method used in this research is quantitative approach to research is descriptive, the research focused on solving the problem was investigated by using file state the subject or object of research is happening now based on factors that seen in the field as it should be or is used to describe a fact or systematic character defined population, actual and precise. The results of this study indicate that the leadership style adopted by the Chief of Police Sector Wonoboyo obtained 3.68 figure with a good assessment criteria. While the performance results obtained with the 4.50 figure Excellent assessment criteria. It is clear that the leadership style adopted by the Chief of Police Sector Wonoboyo obtained 3.68 figure with a good assessment criteria. This is influenced by leadership style (10.4%) and (89.6%) by other factors, such as motivation, supervision, etc., but not studied. The conclusion of this research in general is a style of leadership, the Chief of Police Sector Wonoboyo considerable influence despite the need for improvement especially in terms of giving confidence to subordinates to make decisions and give freedom to members to cooperate with other units. Keywords: leadership style, performance, Police.

Abstract

Public service is a form of services provided by the bureaucracy or government to the community as the service user. Implementation of the public service is intended to fulfill the needs in accordance with the wants and expectations of the community. The purpose of this research is to find out the service quality provided by the civil servants in Samsat Cibadak Sukabumi Regency. The service quality can be measured on five dimensions, namely tangible, reliability, responsiviness, assurance, and empathy. This research uses the descriptive-quantitative methods. The population of this research is 1653 service user community and the sample is 96 respondents. Data is collected by using the observations, interviews and questionaires. Then, data is analysed by using the Weight Mean Score (WMS) to count the mean score. The result of this research indicates that the evaluation of respondents on the service quality in Samsat Cibadak Sukabumi Regency gains the mean score 3.8 categorized as good.Keywords: Bureaucracy, Public Service, Service Quality.

Abstract

The background of this research based on constitution article 27 paragraph 2 which states that “every citizen is entitled to work and means appropriate for humanity ”. Several steps are taken by a government in implementing this law such as the national program of community empowerment like KOTAKU/PNPM. Generally, there are contemporary issues in development such as Human Development Index (HDI), Poverty , Justice and Social Equality and accordingly there are strategic issues in the Bogor area such as  Human Development Index is still low, marked by unemployment and poverty rate is still high and although Bogor has sufficient natural resources and competitive , but not yet been explored optimally. Thefore, it is important to discuss the participation of the  program KOTAKU / PNPM as a form of community involvement to resolve these issues. KOTAKU Program use synergy platform the collaboration of local government and other stakeholders in the district and community-based infrastructure development to accelerate the handling of urban slum problems.The formulation problem are how public participation of the program KOTAKU/ PNPM, what problem occured and influenced the program, and what efforts are taken to solve the problem. The purpose of research are to understand the extent of effectiveness of the KOTAKU program and the level of participation from general public. According to Cohen and Uphoff, as cited by Siti Irene Astuti (2011: 61-63) distinguish participation can be devided into four types: (1) participation in decision making, (2) participation in the implementation, (3) participation in the utilization, and (4) participation in evaluation. Some factors that affects participation namely benefit of activities, an opportunity, skill, a feeling of ownership and community figures. Meanwhile, the implementation is action performed either by individuals or groups or government officials or private directed at the achievement of the some of the causes that have determined in the policy decision (Van Meter and Van Horn, 1975. In addition, policy implemenentation theory proposed by George C.Edwards III (1980) states that policy implementation is influenced by four variable as follow : (1). Communication, (2). Resources, (3). Disposition/Attitude, and (4). Bureaucratic Structure.Research methodology used is quantitative descriptive, technique of data collection and data analysis use primary and secondary data based on observation technique , the questionnaire and interview , and then  processed into the form of figures to do statistic calculation to draw conclusion. The sampling technique used is proportional random sampling in accordance to Solvin’s formula , and obtained samples of 100 respondents , with reference to productive ages .Based on the research it can be concluded that based on the calculation on those dimensions of public participation in Ciawi district has a value of 3.72 and intepreted as “good” category. With the conditions of Ciawi district which is so vast, potential large enough of religious communities, but still high poverty rate and many things to be improved and could not be separated from public participation in developing their areas. But there are several things must be done to increase, among others as follow :Socialization should be increased , that intention and purposes can be implemented and in accordance with the target.Optimalitazing society organizations in the each area/Village.Budget transparancy is needed to maintain of public trust. Keywords : Participation, Implementation, Program

Abstract

The purpose of this study is; 1) To determine the performance of the implementation of the e-ID card recording program in the Village of Margajaya District of West Bogor; 2) To determine the supervision by the headman of the village staff performance the Village of Margajaya District of West Bogor; 3) To determine the effect on the performance of staff supervision headman in e-KTP Recording Program in the Village of Margajaya District of West Bogor.The method used in this research is descriptive method of analysis, which is the method of analysis is descriptive research that aims to explain certain social phenomena. The population in this study were all employees of the Village Margajaya District of West Bogor as many as 15 people. In this study, the sampling technique used was simple random technique. The number of samples in this study amounted to 14 employees at the Village Margajaya District of West Bogor. Analysis of the data against two variables in this study is the Product Moment Correlation Coefficient.The results showed that the analysis of surveillance headman, obtained an average value of 3.86 which, according to the criteria of interpretation of the figures were high criteria. While the analysis of the performance of pegwai, obtained an average value of 3.92 which, according to the criteria of interpretation of the figures were high criteria. There headman influence on the performance of staff supervision in the management of e-ID card recording programs in Sub Margajaya District of West Bogor based on the analysis turned out to be very significant where the result is greater than tcount > ttable (5.599 > 2.178). Keywords: performance, monitoring headman, e-ID Card
