Abstract

This article discusses about the role of citizenship education in multi-ethnic countries, namely in Malaysia and Singapore. Malaysia and Singapore are two former British colonies, and in the population, there are three main ethnic groups namely China, Malay and India. This article is study of literature by using the comparative method by analyzing 14 national and international journals related to citizenship and diversity education in Malaysia and Singapore. Based on the results of this research, there is a difference in the management of ethnic diversity in Malaysia and Singapore. However, both in Malaysia and Singapore, citizenship education equally play an important role in creating a harmonious society even in the diversity of cultures, languages, religions and customs. Keywords: citizenship education, multi-ethnic, multicultural, Malaysia, Singapura Abstrak Artikel ini membahas tentang peran pendidikan kewarganegaraan dalam menciptakan masyarakat yang harmonis di negara multietnik, yaitu di Malaysia dan Singapura. Malaysia dan Singapura adalah dua negara yang sama-sama bekas jajahan Inggris, dan dalam populasinya terdapat tiga etnis utama yaitu China, Melayu dan India. Tulisan ini merupakan studi literatur dengan menggunakan metode komparasi dengan menganalisis 14 jurnal nasional dan internasional terkait pendidikan kewarganegaraan dan keberagaman di Malaysia dan Singapura. Dari hasil penelitian dapat diketahui bahwa terdapat perbedaan dalam pengelolaan keberagaman etnis di Malaysia dan Singapura. Namun demikian baik di Malaysia maupun di Singapura, Pendidikan Kewarganegaraan sama-sama memegang peranan penting dalam menciptakan masyarakat yang harmonis walau dalam keberagaman budaya, bahasa, agama dan adat istiadat. Abstract

The aim of this study is to find out the bureaucracy models from Human rights perspective as one of regional government public service influential factors, which is the influence of unprofessional work of civil servants (Abuse of power), the ignorance on duty (Violation by omission) and wrong policies which violated public rights (Violation by commissions) toward public services by regional government of South Pesisir Regency which is led to neglect of public services. Orientation on the interests of the bureaucracy which is shown by a large budgetaround 70% to 30% for the bureaucracy and the people. The study uses a quantitative approach, conducted in the of South Pesisir Regency with 200,000 households and a population of 1,000 households’ sample into respondents. Data were collected through questionnaires that have been validated and processed through techniques Path-Analysis with SPSS version 16. The results prove that the variables: human rights-minded bureaucracy (professional, caring not negligence), and humane policies is related to andinfluencial means to public service. Model hypothetical designed proven can be used as a model of bureaucracy in the public service vision of human rights, can improve citizen satisfaction with the services provided by the district government. The results of this study can serve as a model that needs to be tested in wider area, indifferent and spatial locus and cultural contextvalues, in order to make it a reliable model. Keywords: bureaucracy, human rights, abuse of power, violation by omission, violation by commission, public service Abstrak Tujuan penelitian adalah mencari model birokrasi dalam perspektif Hak Asasi Manusia sebagai faktor yang mempengaruhi pelayanan publik, yaitu pengaruh ASN yang tidak bekerja secara profesional, kelalaian dalam bertugas, dan kebijakan birokrasi yang salah. Orientasi pada kepentingan birokrasi yang ditunjukan dengan APBD yang besar 70% untuk birokrasi dan 30% untuk rakyat. Penelitian menggunakan pendekatan kuantitatif, yang dilakukan di Kabupaten Pesisir Selatan dengan 200.000 orang KK populasi dan 1.000 orang KK sampel yang menjadi respondennya. Data dikumpulkan melalui angket yang telah divalidasi dan diolah melalui teknik Path-Analysis dengan bantuan program SPSS versi 16. Hasil penelitian membuktikan bahwa variabel: birokrasi yang berwawasan HAM (professional, peduli (tidak melakukan kelalaian), dan kebijakan yang manusiawi menunjukan keterkaitan dan pengaruh yang berarti terhadap pelayanan publik. Model hipotetik yang dirancang terbukti dapat dijadikan sebuah model birokrasi dalam pelayanan publik yang berwawasan Hak Asasi Manusia, dapat meningkatkan kepuasan warga terhadap pelayanan yang disediakan pemerintah kabupaten. Hasil penelitian ini dapat dijadikan sebagai sebuah model yang perlu diuji secara lebih luas pada lokus dan konteks nilai budaya yang berbeda secara spasial, sehingga memiliki keterhandalan model. Abstract

The development of science and technology encourages most people to follow the changes that occur in the world including the use of the internet as a daily necessity. The internet has become inherent in human life, especially in the millennial generation today because it makes it easier to communicate and exchange information, including in Indonesia. However, the impact caused in the use of social media is not always realized by the user so that it can lead to something that is not desired. Therefore, this study aims to determine how the impact of the use of social media affects the civic disposition of users, especially the millennial generation. The research approach used is a qualitative research approach with descriptive research methods. The researcher collected data through observation, interviews, and documentation studies. The results of the study indicate that social media can support the strengthening of national integration because of some of its functions. The culture of mutual cooperation and the love of the country can grow and develop in the community, especially social media users. Then the researcher gave recommendations based on the findings of the research, namely the need for an anticipatory and selective attitude for all parties, especially social media users and other interested parties. Keywords: social media, millenial generation, civic disposition Abstrak Perkembangan ilmu pengetahuan dan teknologi mendorong sebagian besar manusia mengikuti perubahan yang terjadi di dunia termasuk penggunaan internet sebagai kebutuhan pokok sehari-hari. Internet telah melekat dalam kehidupan manusia terutama pada generasi millennial dewasa ini karena memudahkan berkomunikasi dan bertukar informasi termasuk di Indonesia. Akan tetapi, dampak yang ditimbulkan dalam penggunaan media sosial tidak selalu disadari oleh pengguna sehingga dapat mengarah pada sesuatu yang tidak dikehendaki. Penelitian ini bertujuan untuk mengetahui bagaimana dampak penggunaan media sosial berpengaruh terhadap civic disposition pengguna terutama generasi milenial. Pendekatan penelitian yang digunakan adalah pendekatan penelitian kualtitatif dengan metode penelitian deskriptif. Peneliti mengumpulkan data melalui observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa media sosial dapat mendukung penguatan integrasi nasional karena beberapa fungsi yang dimilikinya. Budaya gotong-royong dan rasa cinta tanah air dapat tumbuh dan berkembang pada masyarakat terutama pengguna media sosial. Kemudian peneliti memberikan rekomendasi berdasar pada hasil temuan penelitian, yaitu perlunya sikap antisipatif dan selektif bagi semua pihak terutama pengguna media sosial dan pihak lain yang berkepentingan. Abstract

The emergence of demographic issues makes research related to the behavior of beginner voters very interesting to do, some studies have managed to find a tendency for beginner voter behavior, and several other studies have also succeeded in finding trends in voting behavior against ethnic identity. Therefore researchers are interested in discussing and describing the tendency of voter behavior in certain age categories which are also clashed with ethnicity factors. Chinese ethnicity is an ethnic minority that has a long history on the Indonesian political stage, and the city of Palembang is one of the cities in Indonesia that has left a lot of evidence of the history of Chinese civilization, even from the time of the Srivijaya Empire. This study aims to determine the behavioral trends of choosing Chinese Ethnic Youth in the Mayor and Deputy Mayor of Palembang in 2018. The method used in this study is a quantitative method with a survey design. The unit of analysis of this study was ethnic Chinese youth who were members of the Indonesian Chinese Youth Association (IPTI) in Palembang City. This study uses a voter behavior approach with an analysis of three models, namely sociological, psychological and rational choices. Based on the results of the research in the field it can be concluded that the behavior of choosing Chinese Ethnic Youth in the Mayor and Deputy Mayor of Palembang in 2018 has a tendency towards psychological and rational voting behavior. Psychologically, the behavior of choosing ethnic Chinese youth tends to be influenced by indicators of the influence of campaigns and figures of candidates, while rationally tends to be influenced by the leadership performance indicators of candidates in the previous period. Keywords: voting behavior, youth, Chinese ethnic group, 2018 Palembang mayoral election Abstrak Munculnya isu demografi membuat penelitian terkait perilaku pemilih pemula sangat menarik untuk dilakukan, beberapa penelitian berhasil menemukan kecenderungan perilaku pemilih pemula, dan beberapa penelitian lainnya juga berhasil menemukan kecenderungan perilaku memilih yang dilatarbelakangi identitas etnis. Oleh sebab itu peneliti tertarik membahas dan menguraikan kecenderungan perilaku pemilih dalam kategori usia tertentu yang juga dibenturkan dengan faktor etnisitas. Etnis Tionghoa merupakan etnis minoritas yang memiliki sejarah panjang di panggung politik Indonesia, dan Kota Palembang merupakan salah satu kota di Indonesia yang banyak meninggalkan bukti sejarah peradaban Tionghoa, bahkan sejak zaman Kerajaan Sriwijaya. Penelitian ini bertujuan untuk mengetahui kecenderungan perilaku memilih Pemuda Etnis Tionghoa pada Pemilihan Walikota dan Wakil Walikota Palembang tahun 2018. Metode yang digunakan pada penelitian ini adalah metode kuantitatif dengan rancangan survei. Unit analisis penelitian ini adalah pemuda Etnis Tionghoa yang tergabung dalam Ikatan Pemuda Tionghoa Indonesia (IPTI) Kota Palembang. Penelitian ini menggunakan pendekatan perilaku pemilih dengan analisis tiga Model, yakni Model sosiologis, psikologis dan pilihan rasional. Berdasarkan hasil penelitian di lapangan dapat disimpulkan bahwa perilaku memilih Pemuda Etnis Tionghoa pada Pemilihan Walikota dan Wakil Walikota Palembang tahun 2018 memiliki kecenderungan perilaku pemilih psikologis dan rasional. Secara psikologis perilaku memilih pemuda Etnis Tionghoa cenderung dipengaruhi oleh indikator pengaruh kampanye dan ketokohan calon, sedangkan secara rasional cenderung dipengaruhi oleh indikator prestasi kepemimpinan calon pada periode sebelumnya. Abstract

This study shows that the e-sports extracurricular program of SMA 1 PSKD Jakarta includes character value formation such as hard work, discipline, creativity, respect for achievement, communicative, peace-loving, and responsibility. This study used qualitative methods with a case study approach. The informants were chosen through in-depth interviews with students who chose e-sports development programs, e-sports coaches, the principal, and the teachers. The obstacle in implementing the e-sports program is the negative public stigma towards games and infrastructure that have not developed at the same level (school). To overcome these obstacles the school describe the e-sports to parents, where the e-sports program is a directed activity and includes guidance and supervision by e-sports coaches and coaches. Besides that, SMA 1 PSKD has an e-sports team that participates in existing e-sports events which are representatives of their schools in participating in the event. Keywords: character training, E-Sports, SMA 1 PSKD Jakarta Abstrak Penelitian ini menunjukkan bahwa dalam program ekstrakurikuler e-sports di SMA 1 PSKD Jakarta terdapat esensi pembinaan nilai karakter berupa kerja keras, disiplin, kreatif, menghargai prestasi, komunikatif, cinta damai, dan tanggung jawab. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Informan dalam penelitian ini diambil melalui wawancara mendalam kepada pihak-pihak yang dinilai dapat memberikan data secara maksimal terkait pembentukan karakter melalui program pembinaan e-sports, seperti peserta didik yang memilih program pembinaan e-sports, pembina e-sports, kepala sekolah, serta guru. Kendala dalam pelaksanaan program e-sports adalah masih adanya stigma negatif masyarakat terhadap game dan Infrastuktur yang belum berkembang di level yang sama (sekolah). Untuk mengatasi kendala tersebut pihak sekolah mengkomunikasikan e-sports kepada orang tua peserta didik, bahwa program e-sports ini merupakan kegiatan yang terarah dan di dalamnya terdapat pembinaan dan pengawasan oleh pembina dan coach e-sports. Selain itu SMA 1 PSKD mempunyai tim e-sports yang mengikuti event-event e-sports yang ada yang merupakan perwakilan sekolahnya dalam mengikuti ajang tersebut.
