Abstract

This study aims to analyze the accountability of the use of the Emergency Budget (BTT) funds in the Financial and Asset Management Agency of Sidenreng Rappang Regency. The Emergency Budget is an allocated fund for unforeseen urgent needs, such as natural disasters and other emergencies. This research employs a qualitative descriptive approach to understand the mechanisms of disbursement, oversight, and accountability of BTT funds. Data were collected through in-depth interviews, observations, and document reviews involving relevant stakeholders, including regional financial officers and budget users. The findings reveal that while the BTT fund management mechanism adheres to legal frameworks such as Government Regulation No. 12 of 2019 and Law No. 24 of 2007, its implementation faces several challenges. The main issues include bureaucratic delays and limited human resources, which hinder the timely disbursement of funds for disaster response. Monitoring and accountability processes are conducted through transparent financial reporting and periodic audits following governmental accounting standards. This study recommends improving BTT fund governance by enhancing human resource capacity, streamlining bureaucratic processes, and optimizing information technology. These measures are expected to ensure the more effective, efficient, and accountable management of emergency funds, thereby increasing public trust in the government.

Abstract

Innovation in public services has a crucial role and is very necessary as an effort to improve the quality of services to the community. Therefore, the government as executor of its duties is expected to be able to continue to innovate, public service providers need to always innovate, so that people can get services that are more responsive, quality and based on their interests. Including innovation in archives. The Sidoarjo Regency Library and Archives Service is an example of an institution that has succeeded in providing innovative public services in the archives sector by educating young children with a service program called JELAS. JELAS or better known as Jelajah Archives is an innovative activity in the archives field which aims to provide education about personal archives, how to manage them, as well as information related to archival documentation. This type of qualitative descriptive research focuses on the theory of Stephen Robbins (2003: 115), namely that innovation has characteristics/specialties, has characteristics or elements of novelty, through a planned program, has a goal.

Abstract

The implementation of regional government is directed to accelerate the achievement of community welfare by improving services. The Sidoarjo Regency Library and Archives Office as a public service institution responsible for providing services to the community has provided excellent services that focus on the needs of the community. The library tour service program is one of the excellent services provided by the staff to the staff. This research aims to describe the application of excellent service in the Office in the Library Tourism Service program. With a qualitative descriptive method, the author analyzes six elements of excellent service: attitude, attention, action, ability, appearance, and responsibility. The research results show that the Sidoarjo Regency Library and Archives Office has implemented six elements of excellent service in this program.

Abstract

This study aims to assess the effectiveness of the implementation of the Absensi Pusaka Kemenag (Online Attendance) system in enhancing the discipline of Civil Servants at MAN 2 Kolaka. The methodology employed is qualitative with a descriptive approach. The findings indicate that the implementation of the Absensi Pusaka Kemenag has been successful. The first indicator in the Tangkilisan theory demonstrates that the target for improving discipline has been achieved. Based on the attendance recapitulation, there has been an increase in employee attendance from 89.75% using fingerprint attendance to 95.37% following the implementation of the Absensi Pusaka system. Furthermore, employees have shown a good ability to adapt to the new system, attributed to effective socialization efforts. Additionally, job satisfaction has improved, as evidenced by higher work morale among employees. The responsibility of employees in utilizing the attendance application has also been effectively fulfilled, supported by the user-friendly nature of the application and the provision of assistance in resolving attendance-related issues. Consequently, the implementation of the Absensi Pusaka Kemenag contributes positively to the discipline and work enthusiasm of employees at MAN 2 Kolaka.

Abstract

Government Regulation Number 53 of 2010 concerning Civil Servant (PNS) Discipline is the main guideline in regulating the discipline of State Civil Servants (ASN) in order to improve performance and professionalism in public services. This research aims to analyze the implementation of these regulations in improving ASN discipline in the Tabanan Regency Population Control and Family Planning Service and identify supporting and inhibiting factors in its implementation. This research uses a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. The results of the research show that the implementation of Government Regulation Number 53 of 2010 in the Tabanan Regency Population Control and Family Planning Service has been quite effective, marked by increased ASN compliance with working hours, duties and responsibilities. However, there are still several obstacles, limited recruitment and regeneration of family planning instructors, limited budget, lack of community interest and motivation, heavy workload, wide area coverage, and limited facilities and supporting infrastructure. The supporting factors in implementing this regulation include the leadership's commitment to enforcing the rules, the existence of a clear system of rewards and sanctions, as well as strengthening supervisory mechanisms. With this regulation, the mechanism for monitoring and coaching employees can run more systematically through sanctions and rewards that are applied in accordance with the provisions. This is proven by an average attendance of 98%.

Abstract

Community Health Centers (Puskesmas) play a strategic role as the frontline of primary healthcare services in improving the quality of public health services. Denpasar City is one of the regions that has successfully achieved Paripurna accreditation for all its Puskesmas, making it a model for successful accreditation policy implementation. This study aims to analyze and describe the implementation of the Puskesmas accreditation policy in Denpasar City and identify the supporting and inhibiting factors in the process. The research approach uses a qualitative descriptive method, applying George C. Edward III's policy implementation theory, which includes four main factors: communication, resources, disposition, and bureaucratic structure. Data collection was conducted through observation, in-depth interviews, and documentation studies. Informants were selected using purposive sampling, and qualitative data analysis was inductive. The results show that the implementation of the accreditation policy in Denpasar City has shown progress, but several challenges remain. Supporting factors include effective communication between Puskesmas and the Health Office, adequate human resources, high staff commitment, and an organized bureaucratic structure. On the other hand, inhibiting factors include budget limitations, uneven workload distribution, a lack of shared understanding among staff, and suboptimal task division. This study recommends increased socialization, continuous training, and restructuring of the bureaucratic framework to strengthen the implementation of the accreditation policy.

Abstract

This study aims to evaluate the implementation of source-based waste management policy at the Reduce, Reuse, and Recycle (3R) Waste Processing Facility in Bindu Traditional Village, Abiansemal District, Badung Regency. The research employs a qualitative descriptive approach, utilizing observation, interviews, and documentation as data collection techniques. Informants were selected through purposive sampling, totaling eight individuals. The findings indicate that the implementation of source-based waste management policy has been effectively carried out, as evidenced by the comprehensive waste processing system, with no residual waste being sent to the final disposal site (TPA), and the creation of a clean environment. However, the aspects of efficiency and responsiveness remain suboptimal. The implementation of this policy has generated positive impacts on the community, particularly in improving environmental cleanliness and public welfare. The study recommends strengthening collaboration with stakeholders to ensure program sustainability, optimize the achievement of policy objectives, and reduce dependency on government assistance.

Abstract

In fact, the issue of regional assets and property is a serious problem that must be handled well by all regional governments. The release or publication of one of the BPK RI auditors entitled "Unraveling the Tangled Thread of Regional Government Fixed Assets" shows that there are many problems with regional assets and property. which has not been arranged properly and correctly. The phenomenon of still chaotic management of regional government assets encourages researchers to want to study/analyze management policies (governance) of regional assets and goods, in this case within the scope of the Bali Provincial Government. The above wishes become even more interesting to examine in more depth considering that some time ago the Bali Provincial Government exchanged land for the Bali Provincial Archives and Library Service, Bali Provincial Cooperative Service Land with former land. Galian C Tukad Unda Klungkung with the Bali Province High Prosecutor's Office. Proper management of assets and Regional Property (BMD) will be able to provide additional Regional Original Income (PAD), either through a rental system or a cooperative system for asset utilization.

Abstract

This study aims to evaluate the implementation of Land and Building Tax (PBB) collection in Pusungi Village, Ampana Tete Sub-district, Tojo Una-Una Regency. The evaluation focuses on using the CIPP model (Context, Input, Process), developed by Stufflebeam. The research employs a descriptive method with a qualitative approach. Data were collected through observation, interviews, and documentation. The findings indicate that in the context aspect, there are still discrepancies between tax object data and the Tax Due Notification Letter (SPPT), as well as delays in reporting and land ownership by individuals who are not yet Indonesian citizens (WNI). In the input aspect, the billing process still relies on manual forms and lacks support from a digital system, along with limited operational facilities for village tax officers. Meanwhile, in the process aspect, there are challenges in socialization, data collection, and taxpayer compliance, particularly regarding inherited land or land that has changed hands without administrative updates. Although the payment realization rate reached 72.6%, there is still untapped revenue potential. Overall, the implementation of PBB collection in Pusungi Village is deemed suboptimal. This evaluation suggests the need for improvements in the data collection system, enhancement of billing facilities, and stronger synergy between the village government and related institutions. With accurate data updates and the use of an integrated information system, it is hoped that future PBB collection can be conducted efficiently, transparently, and support sustainable village development.

Abstract

Village government plays a strategic role in providing quality public services to the community, especially in realizing effective and responsive governance. However, in practice, there is still a gap between theory and implementation in the field, especially in Mondatong Village, Porigar District, Bolaang Mongondow Regency. Public services in this village have not run optimally, characterized by the maximum malfunction of the village office, limited human resources (HR) of village apparatus, and lack of service support facilities. This study aims to analyze the existence of Mondatong village government services by focusing on the organizational function of the village office, the quality and availability of human resources, and the completeness of service facilities. The method used is a descriptive qualitative approach, with data collection techniques in the form of observation, in-depth interviews, and documentation. The main findings of the study show that the existence of village government services has not been fully realized functionally; Village officials still lack competence, inadequate service facilities, and the community has not felt optimal public services. The results of this research are expected to be the basis for the village government in formulating a more effective service improvement strategy, as well as strengthening the application of public service principles as mandated in Law Number 25 of 2009 concerning Public Services.
