Abstract

Perkembangan kawasan pemukiman disekitar Jalan Akasia berdampak pada terjadinya kemacetan dan kepadatan jalan. Perilaku parkir sembarangan, penggunaan bahu jalan sebagai parkir, serta pemanfaatan bahu jalan untuk berjualan menyebabkan timbulnya hambatan yang berdampak pada terjadinya kemacetan. Metode penelitian ini adalah kualitatif dengan bentuk studi kasus dan analisis kualitatif-deskriptif. Pemilihan metode ini didasarkan atas data dilokasi yang tidak berupa angka numeris.Metode perolehan data dengan melakukan wawancara dan sosialisasi. Hasil wawancara dan sosialisasi awal yang dilakukan pada masyarakat sekitar Jalan Akasia, menunjukkan bahwa peran masyarakat dalam upaya ikut menjaga ketertiban umum khususnya berlalulintas masih kurang. Masyarakat masih berasumsi bahwa upaya ketertiban umum berlalulintas adalah tugas dari aparat desa dan keamanan. Masyrakat belum memahami tentang penggunaan badan jalan yang dilarang ataupun diperbolehkan. Hasil dari sosialisasi dan FGD adalah masyarakat sekitar Jalan Akasia bersedia mengikuti ketentuan hukum mengenai batas sempadan jalan serta aturan pemasangan reklame. Hal ini merupakan hasil yang positif sebagai bukti adanya peningkatan kesadaran masyarakat dalam ikut menjaga ketertiban umum dan mematuhi peraturan yang berlaku. Sosialisasi yang dilakukan dengan para pemilik toko/warung menghasilkan kesepakatan bahwa dalam proses berjualan agar parkir pengunjung ditata sehingga tidak menimbulkan hambatan jalan yang dapat berdampak pada timbulnya kemacetan.

Abstract

The development of settlements in urban areas is getting higher, causing complex problems to arise. Population growth also affects the need for land. This condition occurs in a residential area on Jalan Akasia, Kesiman Village. There have been regulations in the form of Perda Perda No.27 of 2011 concerning Spatial Planning of Denpasar City of 2011-2031 and Perda of Denpasar City No. 5 of 2019 concerning buildings. The regulation regulates the Basic Building Coefficient (KDB) so that infiltration areas and canal boundaries are available to prevent construction that reduces the canal's dimensions. The current condition of settlements does not comply with these regulations so that the lack of infiltration areas impacts the occurrence of floods. As well as a reduction in the dimensions of the channel due to development by the community. To overcome these problems, it is necessary to socialize the application of development rules in the study area to obtain a picture of the problem from the regulatory side. Meanwhile, from a technical point of view, this PKM reviews the condition of the channel and flood points, which is then outlined in a map of the channel and flood area on Jalan Akasia, Kesiman Village. In terms of regulations, socialization needs to be carried out so that people are aware of the importance of implementing KDB and channel boundaries in correlation to flood events.

Abstract

This study aims to analyze the model of ecotourism development based on local wisdom in Sambangan Village, Sukasada District, Buleleng Regency, Bali Province, and identify the role of local wisdom in managing ecotourism. Sambangan Village holds significant ecotourism potential with its natural attractions like Aling-Aling Waterfall, as well as unique local culture and arts. However, the development of ecotourism in this village has been hindered by the lack of appropriate strategies and limited community involvement in maximizing its potential. This research employed a qualitative method with data collection techniques including observation, interviews, documentation, and Focus Group Discussions (FGD). Data analysis followed the stages outlined by Miles, Huberman, and Saldana, which involved data collection, data reduction, data presentation, and conclusion drawing and verification. The findings showed that the ecotourism development model in Sambangan Village involved the integration of natural, cultural, and artificial tourism. Local wisdom, such as the spirit of community cooperation (gotong royong) and cultural preservation, plays a vital role in ecotourism management. The community actively participates through institutions like LPHD and POKDARWIS, engaging in sustainable tourism management. Furthermore, infrastructure improvements and accessibility enhancements were needed to support further development. Diversification of tourist attractions and improving community skills through training programs were also recommended to increase the village's appeal as a leading ecotourism destination.

Abstract

Penelitian ini bertujuan untuk menganalisis pelibatan pecalang dalam skema pengamanan KTT G20 tahun 2022 di Bali, melalui kerangka konsep community security. Konsep ini mencoba untuk menghadirkan perspektif baru di ruang keamanan masyarakat, dengan pelibatan secara komprehensif dari unsur masyarakat sipil. Fenomena ini dapat mengubah konstelasi paradigma keamanan, yang selama ini didominasi oleh negara, khususnya melalui instansi keamanan seperti kepolisian. Penelitian ini akan menganalisis bagaimana konsep global community security dari UNDP diterjemahkan secara nasional dan sub-nasional di Indonesia, khususnya di Bali. Kehadiran otoritas keamanan adat yakni pecalang menjadi sebuah paradoks tentang community security. Eksistensi dan keterlibatan pecalang di Bali dalam berbagai acara resmi kenegaraan seperti KTT G20 tahun 2022 memperlihatkan legitimasi negara terhadap kehadiran community security di tingkat daerah. Dalam menganalisis dan mencari pola-pola tersebut, metode kualitatif studi kasus akan digunakan, dibantu dengan teori community security sebagai pisau analisa. Metode Focus Group Disccussion juga digunakan untuk memperoleh data yang lebih komprehensif dari para informan, seperti Kepolisian Daerah Bali, tokoh pecalang di Desa Adat Pecatu, Desa Adat Kampial, Desa Adat Kutuh, dan Desa Adat Ungasan. Sehingga nantinya akan ditemukan hasil penelitian tentang bagaimana Bali telah memiliki sistem keamanan dengan konsep community security sesuai amanat UNDP. Namun tentu ada beberapa ketentuan dan indikator dari konsep community security yang belum terpenuhi dalam mekanisme kerja dan kelembagaan pecalang. Maka dari itu, penelitian ini penting untuk mengekplorasi lebih jauh hal-hal tersebut.

Abstract

This study aimed to analyze the development and empowerment of the community in managing ecotourism based on local wisdom in Sambangan Village, Sukasada District, Buleleng Regency, Bali. Initial observations indicated that the village's tourism potential, including ten waterfalls, cultural attractions, and man-made tourism facilities, had not been optimally managed due to limited development strategies and human resource capacity. This study employed a qualitative method, collecting data through in-depth interviews, observations, and document analysis. The results showed that ecotourism development based on local wisdom successfully utilized natural, cultural, and artificial tourism potentials to attract visitors and improve community welfare. Local wisdom, reflected in the spirit of mutual cooperation, agricultural traditions, arts, and culture, strengthened tourism governance, with community members actively participating in village deliberations, training, homestay management, digital marketing, and preservation of traditional arts and handicrafts. Institutions such as LPHD and POKDARWIS served as coordination platforms to maintain environmental sustainability and ensure responsible tourism. The study produced a model of community empowerment that supported local economic improvement while preserving cultural values and environmental sustainability. The findings emphasized the importance of community collaboration and the utilization of local wisdom as a strategy for inclusive, sustainable, and adaptive ecotourism development.
