Abstract

This article discusses the fulfilment of the necessary condition of institutional elements in the District of Pandeglang. Especially in carrying out its capacity as an autonomous region as well as the administrative region of the province. The purpose of this article is to provide a recommendation model in delegating the authority of the Regent to the Head of District based on empirical conditions. This study uses a qualitative approach. The results showed that in Pandeglang District, the fulfilment of the necessary condition of the district institutions such as human resources and the budget was not directly proportional to the legal authority delegated by the Regent. In addition, in the aspect of the legal authority of the Head of District is still not accommodating enough on several aspects including legislation changes, regional characteristics, the spirit of institutional strengthening in public services, and the demands for orchestration of national development programs. Therefore, this article recommends a model in which the Pandeglang Regency Government is expected to conduct a series of district institutional arrangements or restructuring in order to realize the effectiveness of district administration as a supporting force in the administration of regional government.

Abstract

This research is focused on the implementation of partnerships which includes the legal basis of implementation, the role of each party, form and model of partnership. In fact, the employment partnership of the village government, the private sector and the community lasts quite a long time, but it has not been able to improve the quality of employment services. The results of the study show that employment partnerships are carried out by two parties, namely the village-private and public-private governments, which are based on the outcome of the agreement through an agreement, in the implementation there is no equality of position between the partners, the coordination relationship is low and there is no balance of benefits and risks. While the partnership form is similar to the build own operate, the partnership model is franchise and free market.

Abstract

The ability of employees known as employee competency is one of the strengths for the organization. Recently the concept of core competency has shifted to a core capability that is an organizational ownership that is different from the others. The aim of the research is to identify the core capability of employees at Plant Conservation Botanic Gardens through knowledge creating activities. This type of research uses a description method with a qualitative approach. The results showed that in the Plant Conservation Botanic Gardens has carried out a process of knowledge creating activities consisting of consisting of joint problem solving, integration of new tools and methodologies, experimentation and prototype preparation, and absorption of knowledge from outside the organization so that core capability from skill dimensions and knowledge.

Abstract

Farmer community empowerment in agriculture development plays a significant role. Community empowerment is expected to reduce poverty, especially among farmers. The purpose of this paper is to summarize what are the causes of farmer poverty and what efforts have been made regarding community empowerment, to alleviate the poverty in the developing countries, especially in Indonesia and Ghana. This study used literature review approach to conduct a brief review of community empowerment and farmer poverty reduction. The results obtained, based on literature reviews and analyses, are the causes of farmer poverty such as low investment ability of farmers, dependence of farmers, dependence on funds, non-fulfillment of basic needs of farmer households, inadequate access to finance and extension services, etc. The findings suggest the programs to alleviate farmer poverty such as market creation for farmers, establishing or activating the Farmers Group, farmers group assistance, a program to procure demonstration field in each village, training, counseling, network formation, providing loan, etc.

Abstract

E-government has great potential to improve the way government works in order to provide public services and increase stakeholder involvement in public services. However, there are still many challenges in implementing e-government in many developing countries around the world. The purpose of this literature review is to summarize the challenges of e-government implementation in developing countries. The result show that e-government implementation in developing countries faced complex problems as following lack of ICT infrastructure, lack of security and privacy of information, lack of proper planning, public awareness, cultural resistance, institutional and political, and lack of budgeting. Therefore, in order to get benefit from e-government implementation, the government needs to overcome these challenges.

Abstract

In order to accommodate village potentials and fulfillment of villagers’ needs, through Law No. 32 of 2004 concerning Local Government, the government provides great support so that the village has a business entity which is able to develop and drive the local economy. Law No. 32 0f 2004 states that the village can establish a village-owned enterprises (VOEs), village businesses formed / established by the village government whose capital ownership and management are carried out by the village government and the community, in accordance with the needs and potential of the village. In its development, VOEs were encouraged as economic institutions at the village level supported by the government in order to handle economic activities at the village level because their shares were dominated by the village government. In the framework of this achievement, the financial performance assessment is needed to give feedback for VOEs manager in making the right decision for VOEs development. This study aims to search a proper measurement that appropriate to measure the financial performance of Village Owned Enterprises (VOEs). The result of the study found that several financial ratios can be utilized to measure the financial performance of Village Owned Enterprises (VOEs). Those financial ratios can be classified into capital, asset, management, earning and liquidity assessment, which is known as CAMEL model:1) Ratio of Asset Development is used to measure the Capital Adequacy; 2) Ratio of Productive Asset Quality is used to measure the Asset Quality; 3)BoPo Ratio (Operational Cost of Operating Income) is used to measure the Management Efficiency; 4) Ratio on Asset (ROA) is used to measure the Earnings Quality; and 5)Loan to Deposit Ratio to measure the Liquidity.

Abstract

Collaboration in public sector are a common concept. Its implementation are solely used to tackle the problem in public sector issues which often require all stakeholder to participate in oreder to achieve common goal without endanger every other stakeholder goals, and also to efficiently handle the issues that can only be solved by merge all resources from every stakeholder in the matter. In infrastructure development in Indonesia, often the issues are regarding the split allocation resource and authority that possessed by every stakeholder. This often worsen the development and need the approach of collaboration in which offered by collaborative governance in general. In the attempt to improve the infrastructure development in Indonesia, collaborative governance might be the best solution as of now if we investigate the general concept of collaborative governance and the state of the issue of infrastructure development in Indonesia.

Abstract

The implementation of Corporate Social Responsibility (CSR) in Indonesia is stipulated in Article 74 section 4 of Law number 40 of 2007. In addition to fulfilling legal aspect, CSR can be used as a strategy to improve company’s image. The purpose of this quantitative research is to assess the effect of the social dimensions of CSR on corporate image by conducting a study on Taman Nivea Family Care, which is the CSR of PT Beiersdorf Indonesia. The sample of this research was selected using purposive sampling with the criteria of (1) people who live in Greater Malang area (Malang city, Malang regency, or Batu city), (2) people who have visited Taman Nivea Family Care, (3) people who know that Taman Nivea Family Care is the CSR program of PT Beiersdorf Indonesia. This study uses primary data obtained from questionnaires and analyzed using multiple linear regression. This study finds that the social dimensions of CSR, i.e. society, corruption, public policy, anti-competitive behavior, and compliance, significantly influence the corporate image of PT Beiersdorf Indonesia. In general, the social dimensions of CSR have 55% influence on corporate image, while the remaining 45% is influenced by other variables outside the study. This indicates that the implementation of CSR to sustainably support social life is quite relevant to improve corporate image.

Abstract

The purpose of this study is to investigate and analyze the effectiveness of the Implementation of the Program 3R (reduce, reuse, recycle) in waste processing. This study was conducted in District We the City of Palembang. Research using this approach kualitatif with the level of explanation descriptive. As for the type of data used in this research included in this type of qualitative data. Data collection techniques used include in-depth interviews (indepth interview), observation and documentation. The data analysis technique used in this research is a descriptive technique which includes three stages of analysis, namely data reduction, data display and conclusion drawing/verification. From the research conducted, the processing of garbage through the program 3R proclaimed by the District We've been running effectively, it can be seen from the indicators of the effectiveness obtained by the researchers that the Level of Success of the Program, the Success Rate of the Target, the Level of satisfaction with the Program, the Level of Input and Output, and the Level of Achievement of the Objectives

Abstract

This study aims to determine Village Governance in Realizing Excellent Service in Jumantuang Village, Siempat Nempu District, Dairi Regency. Its governance is one part of realizing excellent service provided by village government officials. The research method used by researchers is descriptive qualitative research methods. Data collection tools used were observation and interviews and documentation. The data analysis technique used was qualitative data analysis techniques. This technique functions to process qualitative data and analyze data that has been obtained from the results of observations and interviews related to village governance in realizing excellent service. Narrative data obtained from interviews and observations are interpreted for further analysis. So in qualitative research, data analysis must start from the beginning. The results showed that its governance in realizing excellent service in Jumantuang Village has gone well. Jumantuang Village, as a public servant has served the community well and refers to the four characteristics of excellent service, namely by providing easy and fast, open services, in accordance with what the community needs, and implementing a familiarity with the community in Jumantuang Village. So that, the service in the community can be said to be better than before. The hope is that the government and the community can establish good cooperation in the success of service activities within Jumantuang Village.
