Abstract

The aim of the paper to examine the efficacy of community participation in land use planning and logically conceptualize it. Participation in the society is understood to be the advantage of a group of citizens to engage in matters that express their eventual growth. As a policy to increase community participation at the community level, the current democratic government has implemented comprehensive municipal planning. For the municipality, land use planning has many significances, especially in resolving human settlement debacles, fostering citizen engagement to decide needs and goals, and addressing the historical spatial inequality brought on by apartheid spatial planning. The execution of land use planning, however, has faced several obstacles, including weak cooperation in areas under the jurisdiction of conventional authorities, unlawful land possession and political intervention, among others. The study argues that if land use planning in South Africa can be well integrated and coordinated the spatial justice can be reached and imbalances of the past can be redressed efficaciously. Nonetheless, the study concludes that communities are also upset with their extent of engagement. Despite the many municipalities general success in achieving citizen engagement, there is already an incomplete backlog in civic interaction owing to unethical activities, budget constraints, lack of capacity and improper targeting.

Abstract

This study investigated the barriers the Nelson Mandela Bay Municipality (NMBM) faces in delivering quality water service. This paper employed a desktop research. Data were collected using secondary data. The data collected were analysed using thematically analysis. The study's findings show that the NMBM faces various barriers to providing adequate quality water service. The study noted severe backlog challenges, including, among others, the ageing infrastructure and financial constraints perpetuated by corruption. The study established that the NMBM does not supply quality water services to communities due to poor accountability and massive corruption in the NMBM. Therefore, this study recommends that municipalities recruit adequately-skilled personnel to run the NMBM’s water supply service affairs.

Abstract

Political stability plays a pivotal role to determine country’s progress and development. Between the year of 2020 to 2022, Malaysia experienced political crisis that have never before happened in the country. It begins with what was known as the Sheraton Move leading to the collapse of two successive coalition governments and the resignation of two prime ministers in less than 18 months. This change of government caused by party switching or coalition among members of parliament raise concerns about public administration practices. What are the factors that influence public servant’s motivation to perform better is largely unanswered. What are the impacts of change of government towards job motivation and job satisfaction of the public servant such as police officer? This question is rather significant since the construct of change of government involve the process of revising existing public policies and strategies. This paper provides discussion about the impacts of change of government towards job motivation and job satisfaction based on the analysis of five experts and opinions of 48 police officers.

Abstract

Decentralization reform has been adopted by the Cambodian government since 2001, bringing the government and services closest to the people through the commune council, the lowest tier of subnational administration. The reform has contested local leadership to the premise of decentralization and local democracy based on good governance. To look into such a contest of a two-decade-long decentralization reform, this research aims to examine in-depth insights into the leadership capacity of the commune council in Cambodia upon the case of Choueng Prey district, Kampong Cham province. With the adoption of qualitative methodology along with score-based assessments, the results of this research uncovered the perspectives on local leadership. The results suggested that the current decentralization reforms need further reforms with stronger and more genuine political commitment of the government in return for local sustainable development and effective public service delivery. Evidentially, the leadership of the commune council has been identified to be relatively deficient due to the durable existence of a low education standard for the council candidates, the meagre structure of commune council management, and the privation of procedures for selecting and recruiting the council candidates. These are key focuses to results and discussion because they are believed to be fundamental drivers in shaping the quality of commune council leadership which is a cornerstone of this research.

Abstract

South African municipalities are mandated to provide accountable governance, ensure sustainable service delivery, promote economic and social development, provide a healthy and safe environment, and include communities in the affairs of local government, as contained in the country’s constitution. However, many municipalities are struggling to provide these services to their residents. Performance management is the tool that can contribute to solving service delivery challenges as the performance management contracts of all municipal employees are meant to be aligned to their Integrated Development Plans. This study investigates how performance management implementation challenges are negatively affecting the ability of KwaDukuza Local Municipality to deliver on their core mandate. The study uses a qualitative methodology with 14 semi-interviews of municipal managers and councillors. It finds that weak institutional capacity, low levels of accountability, poor implementation and poor communication of performance management practices are hindering the KwaDukuza Municipality. The authors recommend that the provincial government increases its support to the local municipality, increased managerial accountability and for managers to be capacitated to implement the performance management systems.

Abstract

The Covid-19 pandemic influenced various aspects of lives, such as in health, economy, and education sector. The conditions of these sectors attracted academics and practitioners, who in turn conducted research during the pandemic period. One interesting and rarely discussed aspect is the impact of the Covid-19 pandemic on the process and performance of university research and community service. This study aimed to evaluate the impact of the Covid-19 pandemic on the process and performance of research and community service. This research was conducted at Brawijaya University using pragmatic evaluation methods and a survey research approach. The unit of analysis was institutions/units related to research and community service activities, for instance, BPPM, Study Centre, Research Groups, and Laboratories. The researcher distributed questionnaire through google form. Although only 52 people responded to the questionnaire, they represented each institution as the unit of analysis in this research. The research findings showed most of the respondents conveyed that Covid-19 pandemic had impact on the process and performance of the research and community services. As suggestion, research and community service management are required to make improvement and adjustment to ensure continuous process and performance.

Abstract

The existence of technology is positive side for the government in managing public services to create services that are effective, efficient, transparent and able to involve the community. The implementation of new public services in local government is manifested by public service innovations that utilize technology. One application is the JAKI application which is used as a public service application in DKI Jakarta Province. This research uses qualitative research with an exploratory approach. Viewed from the perspective of the new public service, it has met the indicators; serve citizens, not customers; seek the public interest; value citizenship over entrepreneurship; recognize that accountability isn't simple; serve rather than steer; value people, not just productivity. In realizing the new public service in the JAKI application based public service, several problems were encountered.    In this case, the government needs to pay more attention to strategic steps in popularizing the JAKI application.

Abstract

This paper presents a new model for policy learning in the policy formulation process, integrating the incremental public policy development formulation model and the experimentalist governance approach. The aim of the new model is to offer a comprehensive and effective approach to addressing complex social problems. The study focuses on the activities and measures implemented by the government to control pandemic period. Through interviews, observations, and document analysis, a comprehensive understanding of the pandemic situation was achieved. The use of triangulation adds validity to the research findings, resulting in a well-rounded and reliable analysis of the crisis in the city. The results and discussion demonstrate the effectiveness of the Incremental Public Policy approach, specifically the Adjusted Plagiarism Incremental model, in responding quickly to dynamic situations such as a global pandemic. This model highlights the importance of making incremental changes to existing policies to adapt to changing circumstances. This approach proved effective in addressing the challenges pandemic peiod. By continuously reassessing and adjusting policies based on new information and feedback, the government successfully mitiged impact on the residents of the city in pandemic period. This flexible and adaptive approach to public policy proved crucial in navigating the uncertainties and complexities of the pandemic, emphasizing the significance of agility and innovation in crisis management.
