Warta Penelitian Perhubungan diterbitkan oleh Sekretariat Badan Litbang Perhubungan yang memuat hasil penelitian dan kajian kebijakan di sektor transportasi. Abstract

The Research aims to identify the factors that affects the pioneering flight routes change to route commercial. This research use sample purpose to get the sample to observed. Factor analysis is used to obtain neuJ factors as the criteria to change non-commercial route (pioneer) to commercial route. The results of this study obtained four factors from the highest to the lawest of importance level that is potential routes (22.04%), air transport companies that operated (21.43%), air fare and airtransportation networks (19.43%), then air transport demand (15%).Keywords: pioneer route changes, commercial route, factor analysis Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang memperngaruhi perubahan rute penerbangan perintis menjadi rute komersial. Pengambilan sampel menggunakan teknik purpose sample. Analisis Faktor digunakan untuk memperoleh faktor baru sebagai kriteria perubahan rute non komersial (perintis) menjadi rute komersial. Hasil penelitian diperoleh empat faktor dari yang tertinggi sampai yang terendah tingkat pentingnya yaitu potensi rute penerbangan (22,04 % ), perusahaan angkutan udara yang beroperasi (21,43%), tarif penerbangan dan jaringan angkutan udara (19,43%), dan demand angkuta:n udara (15%).Kata kunci: perubahan rute perintis, rute komersial, analisis faktor

Abstract

Construction and shipbuilding of traditional ships are individual character, and should be preserved. Traditional ships are generally managed by middle economic groups of people, but very strategic in distributing public goods to the islands that are difficult for conventional vessels. Problem that emerged in traditional ships is high level of accidents and caused predominantly by their human resources. Therefore, in this research attempted strategies to overcome the problem through SWOT analysis in order to improve safety performance of traditonal ships. Result of analysis showed the need some strategies among others capacity building of human resource in shipbuilding, to encourage the improvement of shipbuilding standards, to encourage the improvement of ship classification standards, and to encourage their ability in mastery of loading and unloading systems.

Abstract

During the last decade, infrastructure development has become the main focus for several developing countries seeking to achieve a high economic gr()'l,()th rate. H()'l,()ever, developing sufficient infrastructure to meet the demand side is quite challenging, especially given the financing required. To fulfill this condition, methodology for financing schemes for infrastructure projects with Public Private Partnerships (PPP) has recently been significantly increased in both developed and developing countries. To attract private investments, the government has attempted to improve the legal and regulatory framework at transportation sector. H()'l,()ever, revising the infrastructure laws is not enough to attract private sector investment. The government of Indonesia still needs more efforts to create an attractive investment climate. Although Indonesia has had a system for PPP methodology, only a few projects have been implemented. The objectives of this study are to learn about and understand Japan's PFI methodology, particularly type I, and find the benefits of its implementation in terms of the development of public infrastructures and it can be implemented in Indonesia. Through comparative analysis between PFI methodology in Japan and PPP methodology in Indonesia, it can be concluded that in general, since the project scope between Japan's PFI and Indonesia's PPP are fundamentally different, not all procedures in Japan's PFI methodology can be applied to improve Indonesia's PPP methodology. To apply some lessons learned from Japan's PFI, it is necessary to consider the nature and culture of the country. Based on the current condition of PPP projects in Indonesia, the government needs to take specific actions, including: institutional framework, service payment scheme and risk allocation.Keywords: Japan's PFI, Indonesia's PPP, Comparative Analysis Selama dekade terakhir, pembangunan infrastruktur telah menjadi fokus utama bagi beberapa negara berkembang untuk mencapai tingkat pertumbuhan ekonomi yang tinggi. Namun, mengembangkan infrastruktur untuk memenuhi permintaan cukup menantang, terutama mengingat pembiayaan yang diperlukan. Untuk memenuhi kondisi ini, maka dikembangkan metodologi pembiayaan yang dikenal dengan Kerjasama Pemerintah Swasta (KPS), yang akhir-akhir ini telah meningkat secara signifikan di banyak negara maju dan berkembang. Untuk menarik investor, pemerintah telah berusaha untuk memperbaiki kerangka hukum dan peraturan di sektor transportasi. Namun, merevisi undang-undang infrastruktur tidak cukup untuk menarik investor. Pemerintah Indonesia masih membutuhkan lebih banyak upaya untuk menciptakan iklim investasi yang menarik. Meskipun Indonesia telah memiliki sistem untuk metodologi KPS, hanya beberapa proyek telah dilaksanakan. Tujuan dari penelitian ini adalah untuk mempelajari dan memahami metodologi PFI di Jepang, terutama tipe I, dan menemukan manfaat dari pelaksanaannya dalam hal pembangunan infrastruktur umum dan dapat diterapkan di Indonesia. Melalui analisis komparatif antara metodologi PFI di Jepang dan PPP metodologi di Indonesia, dapat disimpulkan bahwa secara umum, karena ruang lingkup proyek antara PFI di Jepang dan di KPS di Indonesia pada dasamya berbeda, tidak semua prosedur dalam metodologi PFI di Jepang dapat diterapkan untuk meningkatkan PPP di Indonesia. Berdasarkan hasil analisis PFI di Jepang, maka perlu mempertimbangkan sfat dan budaya negara. Berdasarkan kondisi saat ini, maka pemerintah perlu mengambil tindakan tertentu untuk proyek KPS di Indonesia, termasuk: kerangka kelembagaan, skema layanan pembayaran dan alokasi risiko.Kata kunci: PFI di Jepang PF!, KPS di Indonesia, Analisis Perbandingan

Abstract

This study intends to determinate criteria of the station location which the aim is to providing input in the policy that criteria. The priority of creteria and sub criteria the station location is determinated by using Analytical Hierarchy Process (AHP). Based on processing and analysis of data are obtained the aspect of regulation is more priority than other criteria in determining the railway passenger station location. The other aspects are of the economic environment, accessibility and connectivity, as well as operational. For sub-criteria, the suitability of the national railway master plan (Ripnas) is more priority than land-use aspects (spatial plan). For Sub-economic criteria, the first aspect is the economic potential in the region/ growth area. For sub accessibility and connectivity criteria consider about distance within the downtown stationKey words: criteria, passenger station Kajian ini bermaksud menyusun kriteria penetapan lokasi stasiun kereta api pen um pang dengan tujuan memberikan masukan dalam kebijakan kriteria penetapan lokasi stasiun kereta api penumpang. Dengan menggunakan Analytical Hierarchy Process (AHP) maka akan ditentukan prioritas dari kriteria dan sub kriteria untuk penentuan lokasi stasiun. Dari pengolahan dan analisis data diperoleh hasil bahwa aspek regulasi merupakan prioritas utama dalam penentuan lokasi stasiun penumpang kereta api, diikuti oleh aspek lingkungan ekonomi, aksesibilitas dan konektivitas, serta operasional. Untuk sub kriteria, kesesuaian rencana induk perkeretaapian nasional (Ripnas) sebagai prioritas dibandingkan aspek tata guna lahan (rencana tata ruang wilayah). Sub kriteria ekonomi yang menjadi urutan pertama adalah potensi ekonomi di wilayah/kawasan pertumbuhan. Untuk sub kriteria aksesibilitas dan konektivitas adalah pertimbangan jarak stasiun dengan pusat kota.Kata kunci: kriteria, stasiun penumpang

Abstract

The high traffic in OKI Jakarta is not only influenced by mavements in but also commuters from sub-urban areas like Bekasi District. For that we need to know the characteristics and distribution of the movement from North Bekasi to Jakarta. The purpose of this study was to determine the distribution of travelling from Bekasi to Jakarta. The research methods used are the establishment of Inter-Zone Travel Time Matrix, trip generation modeling (multiple regression analysis), Travel Distribution Modeling. In addition, the quantity method is used to identify travel time, total travel costs and advanced modes are used when using public transport. Based on the results obtained by the analysis of trip generation models Y = -1.44 of public transport + 2:14 of private vehicles. Trip distribution of Bekasi's population towards OKI Jakarta are Central Jakarta (261 trips/day), East Jakarta (180 trips/ day), South Jakarta (125 trip/day), West Jakarta (74 trips/day), and East Jakarta (87 trips/day). The different of travel time between private vehicles and public transport is average 30 minutes. Private vehicle users must expend more vehicle surcharge of Rp. 11 553 which compared with public transport.

Abstract

The rapid advancement of science, information and communication technology as well as changes in the strategic environment demands for reform of government bureaucracy and tailored to the demands of the community dynamics. Therefore it should be taken the steps that are fundamental, comprehensive and systemic so that goals and targets that can be achieved effectively and efficiently. Assessment Approval for Issuance of Salvage Job Activity and Job Approval Underwater Activities that took place in Jakarta is intended to provide licensing services that are transparent, accountable, faster and ensure legal certainty and certainty for actors in the field of transportation. Sampling was conducted on 17 companies salvage and underwater works in Jakarta and surrounding areas. Analysis of simplification and analysis of public satisfaction index (IKM) is used to measure people's satisfaction. From the results of the study appear in the overall value of the index is 3.02 expressed satisfaction both categories because they are on the range of values from 2.51 to 3.25. Highest satisfaction scores are at the service of security elements (3.5) is very good and the lowest satisfaction scores are at the speed of service element (2.7) and certainty of service charges (2.7), this value is still in good assessment scores for respondents. Simplification of the analysis, the publication "approval letter salvage work activities and work activities subpoena under water" still can be simplified, include: processing time, the implementation of one-stop service, and application of ICT. Keywords: Salvage, regulation, public satisfaction index  Pesatnya kemajuan ilmu pengetahuan, teknologi informasi dan komunikasi serta perubahan lingkungan strategis menuntut birokrasi pemerintahan untuk direformasi dan disesuaikan dengan dinamika tuntutan masyarakat. Oleh karena itu harus segera diambil langkah-langkah yang bersifat mendasar, komprehensif, dan sistemik sehingga tujuan dan sasaran yang telah ditetapkan dapat dicapai dengan efektif dan efisien. Kajian Penerbitan Surat Persetujuan Kegiatan Pekerjaan Salvage dan Surat Persetujuan Kegiatan Pekerjaan Bawah Air yang mengambil lokasi di Jakarta dimaksudkan untuk dapat memberikan pelayanan perizinan yang transparan, akuntabel, cepat dan menjamin kepastian hukum serta kepastian berusaha bagi pelaku di bidang transportasi. Pengambilan sampel dilakukan terhadap 17 perusahaan salvage dan pekerjaan bawah air di DKI Jakarta dan sekitamya. Analisis simplikasi dan analisis indek kepuasan masyarakat (IKM) digunakan untuk mengukur kepuasan masyarakat. Dari hasil penelitian terlihat secara keseluruhan nilai indek kepuasan masyarakat adalah 3,02 menyatakan kategori baik karena berada pada rentang nilai 2,51-3,25. Nilai kepuasan tertinggi berada pada unsur keamanan pelayanan (3,5) sangat baik dan nilai kepuasan terendah berada pada unsur kecepatan pelayanan (2,7) dan kepastian biaya pelayanan (2,7), nilai ini masih dalam skor penilaian baik bagi reponden. Dari hasil analisis simplikasi, penerbitan "surat persetujuan kegiatan pekerjaan salvage dan surat persetujuan kegiatan pekerjaan bawah air" masih dapat disederhanakan, meliputi; waktu pengurusan, penerapan pelayanan satu atap, dan penerapan TIK.Kata kunci: Salvage, regulasi, indek kepuasan masayrakat (IKM)

Abstract

In Indonesia there are some terminal type A that perceived lack benefits for users because the location is less representative. With quantitative analysis by AHP method the survey held on Bus Terminal at Giwangan and Leuwipanjang. The criteria to decide the location of terminal type A are passanger demand (0.39), density of traffic and road capacity (0.17), environmental sustainability (0.13), integration between modes (0.10), RUTR (0.09), topography (0.07), and security and safety (0.06). The criteria below passanger demand are number of routes, transportation nodes, travel deployment, travel destination and origin. The density of traffic and road capacity has 4 sub-criteria: low-side constraints, the degree of saturation lebih besar 0.7, on arterial roads min IIIA, and have access at least 100 m Sub criteria of environment sustainability: AMDAL documents, lower emissions, noise level lebih kecil 74 dB. Sub criteria of integration between modes are intermodal transfer facilities, 5 routes of public transportation, and b us shelter around bus terminal. Sub criteria for RUTR are located in capital of province, on the AKAP route network, located on the edge city, and the distance between terminal is 20 km. Sub criteria of topography are: easy access AKAP traffic and has at least 5 ha land area in Java. Sub criteria for safety and security are low fatality, safe from safety interruption, easy access for safety official.Keywords: Terminal, Determination of location, AHP  Di Indonesia terdapat beberapa terminal A yang kurang dirasakan manfaatnya bagi pengguna kendaraan angkutan umum yang salah satu penyebabnya dikarenakan lokasinya yang kurang representatif. Dengan mengevaluasi kriteria penetapan lokasi terminal type A dengan analisis kuantitatif menggunakan metode AHP, dari lokasi terminal Leuwipanjang dan Giwangan sebagai lokasi survey, tersusunlah konsep kriteria penempatan lokasi terminal tipe A dengan urutan prioritas demand terminal (0,39), kepadatan lalu lintas dan kapasitas jalan (0,17), kelestarian lingkungan (0,13), keterpaduan antar moda (0,10), RUTR (0,09), Kondisi topografi (0,07), dan keamanan dan keselamatan (0,06). Dari tiap kriteria utama terdapat subkriteria yaitu untuk demand terminal adalah jumlah trayek, simpul transportasi, penyebaran perjalanan, dan asal tujuan perjalanan. Kriteria kepadatan lalu lintas dan kapasitas jalan memiliki 4 sub kriteria yaitu hambatan samping yang rendah, derajat jenuh lebih besar 0,7, terdapat pada jalan arteri min IIIA, dan memiliki akses masuk minimal 100 m. Untuk kriteria kelestarian lingkungan memiliki urutan sub kriteria yaitu dokumen AMDAL, nilai emisi yang rendah, kebisingan lebih kecil74 dB. Urutan sub kriteria untuk keterpaduan antar moda yaitu adanya fasilitas transfer, 5 rute jalur angkot, dan terdapat halte angkot di terminal.Kriteria RUTR memiliki urutan sub kriteria yaitu terletak di ibukota propinsi, terletak pada jaringan trayek AKAP, terletak di pinggir kota, dan jarak antar terminal 20 km.Kriteria kondisi topografi memiliki 2 sub kriteria yaitu akses yang mudah untuk lalu lintas AKAP dan memiliki luas lahan minimal 5 Ha di Pulau Jawa. Untuk sub kriteria keamanan dan keselamatan yaitu fatalitas rendah, aman dari gangguan keselamatan, akses petugas mudah.Kata kunci: Terminal, Penetapan lokasi, AHP
