Abstract

Tourism competition between regions has recently become increasingly competitive, to be able to compete, an effective strategy is needed to develop the potential and uniqueness of the region to be competitive. For this reason, the development of tourist destinations must be more innovative so that tourists who come are willing to repeat their visits in these tourist areas. The main problem that arises related to tourism in the region at this time is how to increase regional competitiveness so that its potential can be exploited to the fullest. This study aims to determine the tourism communication strategy in developing tourism potential in Kuantan Singingi Regency. This research method is using a qualitative descriptive approach using a constructivist paradigm. Data collection techniques were carried out by observation, interviews, and documentation. To test the validity of the data in the field, a credibility test was conducted.  The results of tourism communication research are the process of delivering image messages that involve the role of stakeholders, both internal and external. The right strategy to be carried out by the Kuantan Singingi Regency government in developing regional tourism potential, elaborating brand image and brand identity, will be able to develop the potential and uniqueness of the region to become a tourism strength. The pattern of communication strategies between local governments and communities lacks synergy, with local tourism communities and human resources that do not have expertise in tourism.

Abstract

Indonesia’s national food security is still in an unstable condition. Indonesia is currently a food-importing country. Therefore, the purpose of this study is to describe the six pillars of global food security in Indonesia. To achieve the objectives of this study, a systematic literature review method was used. The data used were 254 scientific articles sourced from the Scopus database. To review the articles, the Vosviewer application was used. The results of the study reveal that food availability, food access, food utilization, food stability, food agency, and food sustainability are the six main pillars that must exist in every country to support their food security. This research contributes to two main things. First, the description of the six pillars of food security contributes to the development of the roadmap of Food Security. Second, the description of the six pillars of food security acts as the direction of Indonesia’s food policy. However, in this study, the articles used were only sourced from the Scopus and Mendeley databases, so the findings of this study have not comprehensively described the issue of the six pillars of global food security in Indonesia. Future research needs to use scientific articles sourced from other reputable international databases, such as the Web of Science and Pilaronds Scholars.

Abstract

This study aims to analyze the collaborative governance process in ecotourism development at Klayar Beach, Pacitan. This study implies that the sustainability of the role of collaboration between the government and non-government must be carried out by looking at the aspects of building trust, and commitment, as well as understanding and mutual agreement with the sustainability goal of marine ecotourism being able to be carried out optimally. This study uses a qualitative method with a case study approach. The results showed that the dynamics of tourists visiting the Klayar Beach ecotourism destination continued to increase every year, even though there had been a decline due to the disaster. However, the government through a collaboration scheme has succeeded in rebuilding the tourism aspect through trust and commitment to development. Looking at future projections, local governments must prepare further strategies in the context of common understanding. In addition, today's progress, which has shown a positive local socio-economic impact with nature conservation that has been implemented, must be able to be maintained and continuously improved along with opportunities for increasing tourists in the future. The conclusion shows that collaboration by local government in Pacitan Regency and non-government in general has shown a positive impact, but it is necessary to pay attention to mutual understanding and agreement within the scope of harmony between implementing parties, considering challenges faced in multi-actor development. It is very complex and has the potential to become an obstacle in the process of development of Klayar Beach Ecotourism.

Abstract

This study aims to find information on the rating system on provincial government websites in Indonesia with a merit system. The method used is descriptive qualitative with two grammatical and systematic interpretation models. This research was conducted in six Indonesian provinces with excellent categories in implementing the merit system, including Central Java, West Java, Lampung, East Kalimantan, East Nusa Tenggara, and Central Sulawesi, which were assessed based on the value of the proportion of the system information aspect. The findings of this study show that Central Java and Lampung dominate the information system aspect in terms of personnel information systems, competency assessment centers, e-performance, and e-office, with a score of 100 from the other four provinces. This research has limited time to test abilities, adjusted to the results of old research and new research, especially in the areas of provincial governments in Indonesia. Disclosure of information system data in the Indonesian provincial government can be used as a basis for evaluating various subsequent information systems to realize transparency towards the public.

Abstract

No poverty is the first goal of the United Nations Sustainable Development Goals. Based on Law Number 11 of 2006, Aceh Province Government receives a Special Autonomy Fund as compensation for achieving a peace agreement between Aceh Province and the Indonesian Government. This Special Autonomy Fund is valid for 20 years from 2008-2027, which is aimed at poverty alleviation. However, Aceh Province is still the 6th highest percentage of the poor province in Indonesia and the highest in Sumatra in 2018. Thus, this study aims to analyze the demographic, social, and economic variables that affect the poverty status of households in Aceh Province in 2018. The result of the research using ordinal logistic regression indicates that the age, the education level, and the working hours of the head of the household negatively affect the poverty status of the household, while the number of the household member has a positive effect on household poverty status. Households with a female head of household and working in the agricultural sector tend to be poorer.

Abstract

West Java Province, according to Indonesia’s statistical data, is a province with a large population and area of food crop production in Indonesia. So that, it becomes a national strategic food barn. The development of food security planning in this province is important and will also have an impact on national food security. In planning, many regional approaches have been used, for example, the commodity-based approach which is used as a reference in zoning-based development planning, or commonly known as the Location Quotient (LQ) approach. The LQ method in this study was slightly modified by changing the main commodity variables with variables from the existing Food Security dimensions based on the original LQ value   ≥ 1 with a range of 0 to 0.75 based on the average value of food security measurement standards with the example of West Java. The basic formula for LQ after the modified one can provide an overview of the condition of food security that occurs in urban districts in West Java Province. The results of the Modified Food Security Quotient in West Java showed that from the Food Availability Aspect with 13 measurement variables, then from the Food Access Aspect with 11 measurement variables, and from the Food Quality/Utilization Aspect with 13 measurement variables. The condition of food security in general is very safe (30% of West Java) and safe (70% of West Java), although in several districts and cities, there are still measuring variables that still need improvement, such as the area of land receiving irrigation water , production of sweet potatoes, corn, rice, harvested area of corn, rice, and cassava production, then total working population, road length and road conditions (state, province, district/city), number of health workers, number of hospitals and number of clinics.

Abstract

This study aims to analyze digital technology policies, especially for SMEs publication trends regarding time, author, journal, affiliation, and institution; research areas that are prominent and influential on digital technology policies, especially for SMEs, as well as opportunities and limitations for future researchers to explore. This study uses Scientometrics analysis through bibliometric analysis. Data analysis was carried out in two parts through inductive analysis where the first was bibliometric analysis and in the second part, network mapping. Data were extracted from the Scopus database, in November 2021 during the period 2003-2021. The results of the study show that the highest publications were in 2020 as many as 19 documents; the most relevant source is Telecommunications Policy, the most cited authors are Depaoli, Paolo and the most relevant affiliate is Loughborough University. The results of the study have implications that in the future Digital Technology Policy for SMEs research will focus on studies on Digital Technologies barriers, innovation-diffusion, SME innovation and E-Business.

Abstract

The COVID-19 pandemic is an epidemic of infectious and deadly diseases. The inculcation of environmental care values must be in the form of knowledge, attitudes, and actions for applying ecological awareness; however, citizens’ indifference becomes a challenge in planting the importance of caring for the environment. Ecological citizenship is the skill of citizens in preventing, caring for, minimizing the environment and themselves from disease outbreaks by actualizing the values of caring for the environment. This study describes the actualization of the value of caring for the environment through the program during the COVID-19 pandemic in Gunung Mas village by using descriptive-qualitative as a type of research. Data obtained by means of interviews as primary data, three people as respondents and literature study as secondary data. The data collection technique used was structured interviews. The data analysis process in writing this article consists of data reduction, data presentation, and concluding. This study’s results are programs created by Gunung Mas residents, such as protecting the surrounding environment, spraying disinfectants, healthy living patterns, and sanctions for residents who do not comply with health protocols. The environmental care value actualization carried out by the residents of Gunung Mas, namely cleaning public places once a month, providing handwashing places in public areas, using masks, throwing trash in the trash, spraying disinfectants in every house every two weeks, washing hands before After doing something, maintaining distance, exercising twice a week, worship, and verbal warning three times and if more than three times, then a penalty will be given in the form of a fine.

Abstract

The primary purposes of this research are to investigate the multifaceted role of health workers in the delivery of health services and to explore the legal aspects surrounding medical malpractice within the healthcare system. Specifically, this study aims to examine the evolving perception of health workers in society, moving beyond their traditional role as “healers” to encompass their broader responsibilities. Additionally, it seeks to understand the legal implications of medical errors and malpractice within the healthcare system, with a focus on negligence as a central factor. The issue of malpractice, because of the legal awareness of patients who feel aggrieved, results in the prosecution of doctors who commit medical errors (malpractice) which end up in criminal prosecution of patients who feel aggrieved, it is realized by all parties that doctors are only human beings who can one day be negligent and make mistakes, so that violations of the code of ethics can occur even to the point of violating applicable health regulations.This study employes a normative legal research approach to comprehensively examine the multifaceted role of health workers and the intricate legal dimensions surrounding medical malpractice within the healthcare sector. The result of the study found hospital criminal liability for malpractice committed by the hospital or by its health workers can be based on the doctrines of vicarious liability, hospital liability, and strict liability. Doctor’s medical malpractice in medical services can be intentional or negligent. What can be accounted for in medical malpractice is only a doctor’s negligence in carrying out medical procedures.

Abstract

The goal of the 2004 Law Number 23 on the Elimination of Domestic Violence is to end domestic violence in all of its manifestations. Cases of domestic abuse surged eightfold or by 792 per cent. The purpose of this research is to examine how domestic abuse prevention initiatives are being carried out in Indonesia. A qualitative descriptive literature review is the methodology used. This research shows that community outreach and education are two ways that prevention may be implemented, including a variety of stakeholders. Policy goals may be supported by providing chances for non-implementing agency actors to engage in policy implementation. In order to sustain stakeholder commitment, enhance the ability of implementing officers to undertake education, lessen sectoral ego, and promote stakeholders' comprehension of policy aims, coordination between stakeholders must enhance integrated collaboration and communication. The availability of human resources is one of the elements that impact a policy or program's implementation and success. Incompetent or underqualified policy implementers may be the cause of a policy's lacklustre execution. The reason that the community does not always recognize the Law on the Elimination of Domestic Violence is partly due to the variety of cultural values and social behaviours. It becomes more difficult to create strict and unambiguous standards the more diverse the services offered, the more diverse the conduct that is governed. As a result, it is advised to optimize preventative initiatives by fortifying family dynamics, improving cooperation with non-governmental organizations in the field of education, and putting digital anti-violence campaigns into action. The effectiveness of policy implementation depends on all policy implementers including the prevention of domestic violence into their work.
