Abstract

This research study aims to examine the COVID-19 vaccination policy which is realized nationally in the perspective of the rights and obligations of citizens. This research method uses a normative legal approach, which combines a statute approach and a conceptual approach. The research findings show that health, including the human rights sector, is guaranteed by the constitution and legislation. The health crisis due to the impact of COVID-19 makes the fulfillment of citizens' human rights in the health sector very urgent to implement. Efforts are made to vaccinate in order to stop the spread of the virus and restore all state activities. The realization of the national vaccination program includes the fulfillment of rights and obligations in health facilities guaranteed in Law No. 6/2018 concerning Health Quarantine and Law No. 4 of 1984 regarding the Outbreak of Infectious Diseases. Citizens' rights to health insurance are stipulated in articles 28 and 34 of the 1945 Constitution. The perspective of the obligation in the vaccination program can be seen from Article 28 J paragraph 1 and also 2, the participation of citizens in vaccination is also included in efforts to provide a defense in accordance with Article 27 of the Constitution. 1945. The public may be subject to sanctions if they intentionally or unintentionally obstruct efforts to overcome the epidemic. Vaccination is expected to increase one's own immunity which will encourage the recovery of health, economy and national activities.

Abstract

This study aims to determine the effect of organizational culture and organizational commitment on the success of financial reporting applications/accounting information systems (AIS) and organizational performance. The population of this research is RAO (Regional Apparatus Organization) city / regency in the northern coastal area of ​​Riau Province. The sample selection used proportional stratified random sampling and obtained a total sample size of 104 OPDs and 262 respondents returned the questionnaire. The data analysis used in this research is Smart PLS. The results show that 1) organizational culture affects the success of financial reporting applications, 2) organizational culture affects organizational performance, 3) organizational commitment has no affect on the success of financial reporting applications, 4) commitment organizational has no affect on organizational performance, 5) the success of financial reporting applications affects organizational performance. The results of this study indicate the importance of developing a strong organizational culture to increase the success of financial reporting applications to support organizational performance. In addition, a strong organizational culture can directly strengthen organizational performance.

Abstract

This article discusses about Local government's public relations strategy in socializing the new tourism development of Jatigede Dam in Sumedang Regency. The method used in research is qualitative methods. Data collecting techniques through observation, in-depth interviews and documentation collection. Research informants were determined purposively from elements of local government, community groups, tourism business actors, and tourists. The results of the study concluded that the local government public relations strategy in developing tourism in the Jatigede Dam was carried out through several types of strategies. The programs have been implemented well but still need to be improved again to increase the number of tourists.

Abstract

Changes to the APBDes were observed to have occurred 3 times in 2020 during the pandemic at Sumbermulyo Ward in Bambanglipuro, Bantul, with reallocation of the field for village government administrations being the minority percentage-wise. The purpose of this research is to described the politics surrounding budgeting during the pandemic. This research using an interpretative qualitative method, and using observations, interviews, FDGs and documentation as data collection methods. Respondents consist of 13 informants. Results have indicated that deliberation had occurred because the ward government is faced of various conflicting interests by stakeholders, even though the supra-village government wants depoliticization by issuing various rules that must be implemented by the village. Contestation taken by different parties in the village, especially the hamlet heads who maintained physical development programs in their own hamlets. Participation of villagers has been relatively low as the process of budget allocations change are discussed at the village level, by passing hamlets forum. The majority of the budget distribution is allocated to the village government administrations. The authority and capacity of the parties in the village tend to be weakened by prioritizing over factors of “humanness” and “fast responses” in their response to handling the pandemic.

Abstract

Taxes are needed to finance government operations, for central and local governments. DGT's coordination with the Serdang Bedagai Regency Local Government is crucial for optimizing central tax. This study aims to analyze the coordination between the Directorate General of Taxes and the Local Government of Serdang Bedagai Regency. This study utilizes descriptive qualitative approach. This study found that the two parties’ coordination isn’t maximized, there’s no Regent Regulation optimizing central tax revenues. It’s not formally made in a Cooperation Agreement (PKS) for synchronizing activities-- furthermore unsupported by an information system. The local government and DGT’s technology are unintegrated. The intensification and extensification activities are lacking. Supervision of the Treasurer is implemented ineffectively. Data informations’ exchange between the Local Government and the DGT has been inadequate.

Abstract

The purpose of this research is to implement market-based organizational design as a creative tourism industry development strategy to promote tourist destinations. The creative economy not only contributes to several aspects of life from an economic perspective, but also has a positive effect on other aspects, namely social life, business environment, economic improvement and regional image. The method used is a qualitative method using a SWOT analysis of various data. This research produces several strategies that can be carried out by decision makers related to organizational design to get market driven with several strategies that can be developed, namely the development of a sustainable, community-based and comprehensive tourism creative industry, integrated between sectors, and between stakeholders. The concepts offered are the concept of ecotourism, halal tourism and Community-Based Tourism. So that everything can be carried out properly, it must be done with the marketing concept and the institutional concept. Keywords: market driven, creative industry , tourism.
