Abstract

The aim of this study is for knowing  the realization of IMB levy achieved by all districts in Bandung regency and their potency. This study implemented qualitative and quantitative approach with triangulation technic. After analizing the data, there are some findings. First, there are only five districts that can achieve the target of 100%. They are Pasir jambu, Cicalengka, Soreang, Kutawaringin and Cimenyan. Next, the average realization of IMB levy in Bandung regency is Rp  Rp. 820.034.365,00 or 72,53% of total target. It is is still far from the target due to some factors. They are limited human resources,  low monitoring, low society’s participation in having IMB and low motivation from implementers for carrying out the policy. Further, based on high , moderat, and low approach, the potency of receiving IMB levy is good enough. If the assumption of  IMB levy is 5%, the estimation of levy target is 47.849.901.114 with high approach, Rp 41.969.646.924 with high moderate and, Rp 36.099.392.733. with low approach.

Abstract

Lahirnya Undang-Undang Nomor 6 Tahun 2014 tentang Desa menjadi titik awal perubahan pola pikir yangmenyerang pemerintah daerah baik kabupaten maupun kota yang ingin merubah kembali kelurahan-kelurahanyang ada saat ini menjadi desa. Dalam Undang-Undang tersebut disebutkan bahwa yang dimaksud dengan“mengubah status kelurahan menjadi Desa” adalah perubahan status kelurahan menjadi Desa atau kelurahansebagian menjadi Desa dan sebagian tetap menjadi kelurahan. Hal tersebut dilakukan dalam jangka waktutertentu untuk menyesuaikan adanya kelurahan yang kehidupan masyarakatnya masih bersifat perdesaan.Kata kunci: perubahan sosial, pemerintah daerah, transformasi organisasi

Abstract

Tujuan penelitian ini untuk mengetahui kinerja BPMPD dalam pemilihan kepala desa serentak melalui metode e-voting, untuk mengetahui faktor pendukung dan penghambat kinerja BPMPD, serta untuk mengetahui upaya dalam mengatasi faktor penghambat yang terjadi. Penelitian ini menggunakan metode penelitian kualitatif eksploratif dengan pendekatan induktif. Sumber data penelitiannya adalah person, place, dan paper. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Adapun informan yang diwawancarai ialah Sekretaris Daerah Kabupaten Bantaeng, Ketua DPRD Kabupaten Bantaeng, Asisten Daerah I Kabupaten Bantaeng, Ketua Divisi KPUD Kabupaten Bantaeng, Kasubbid Pemdes BPMPD, dan Kepala Desa Rappoa Kabupaten Bantaeng. Sedangkan data dianalisis dengan teknik analisis data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian, menunjukkan bahwa kinerja BPMPD dalam pilkades e-voting telah berjalan dengan baik. Setiap indikator pengukuran dari kinerja BPMPD yaitu masukan, keluaran, hasil, manfaat dan dampak telah terpenuhi capaiannya, di samping itu terdapat proses hubungan yang baik dan saling terkait dari indikator awal (masukan) hingga ke indikator akhir (dampak) yang memperlihatkan kualitas kinerja BPMPD sehingga tercipta pencapaian hasil dari pelaksanaan kegiatan tersebut. Walaupun terdapat beberapa hambatan dalam penyelenggaraannya seperti kurangnya kompetensi pegawai, gangguan peralatan dan rendahnya tingkat pendidikan masyarakat, tetapi berbagai upaya telah dilakukan untuk menanggulanginya dan secara umum hambatan-hambatan tersebut tidak mengganggu pencapaian kinerja BPMPD secara keseluruhan.

Abstract

The problem of waste management in Jambi City is still not effective and less than optimal, it can be seen that there are still many obstacles and expectations that have not been achieved from the implementation of the waste management policy. The increase in the amount of waste is in line with the increasing population growth in the Jambi City area, while the landfill area is getting narrower. Waste management carried out by the Jambi City Government from upstream to downstream which applies the 3R concept (Reuse, Reduce, and Recycle) does not run optimally due to the lack of facilities and infrastructure, so that the amount of waste generated in the landfill is increasing every year. The quality of education for apparatus resources in the relevant agencies is still low. This study uses a qualitative method with construction characteristics that are built based on natural conditions, are more descriptive, emphasizes more on the process, the analysis is done inductively, and places more emphasis on the value or meaning contained in a data or event. The results of research and discussion on the implementation of waste management policies in Jambi City, Jambi Province, from the legal basis are clearly linear from the national level to the Jambi City level, but in practice the implementation has not involved elements of the community even though Jambi City has received an award in early 2021, Jambi City in regional ranks who excel at the national level and succeeded in bringing Jambi City into the 13 regions in Indonesia that won awards in the field of waste management, the success of a policy if community elements can feel the results of the policy, in this context the researcher concludes that the policy is good but in the future it will be better Community elements must be involved as beneficiaries of waste management policies in Jambi City, Jambi Province. Researchers found a new model of this research, namely a collaborative model for handling waste, elements of the government, private sector, community, business world in waste management policies in Jambi City, Jambi Province, as a solution to solving problems in handling solid waste in Jambi City.

Abstract

This study aims to determine and analyze the Regional Government Strategy in Ordering the Administration of Moving PopulationsCome, to find out and analyze the supporting and inhibiting factors of the Regional Government Strategy in Ordering Population AdministrationMoving and Coming, as well as to find out and analyze the efforts made in overcoming the inhibiting factors of the Regional Government Strategy inControlling the Administration of Migratory Residents in Palu City, Central Sulawesi Province. This research uses Strategy Theory from Hunger DanWhelen (2003) as an analytical knife where in the theory of Hunger and Whelen Strategy includes 4 (four) indicators namely Environmental Observation,Strategy Formulation, Strategy Implementation, and Evaluation and Control. The research method used is descriptive qualitative methodwith an inductive approach. Data collection techniques were carried out by means of interviews, observation, and documentation. Interviewed informantsnamely the Head of the Population and Civil Registration Service, the Head of the Population Registration Service Division, the Head of the Population Migration Section,Head of Mantikulore sub-district, Tawaeli sub-district head, and the community which includes community leaders and youth leaders. Based on the results of research that hascarried out, in overcoming the problem of relocating residents, the local government through the Department of Population and Civil Registration of the City of Paluimplementing strategies that are already quite good, but public awareness still needs to be improved.

Abstract

This study aims to identify and analyze the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems, to identify and analyze the Determinants of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems. , knowing and analyzing efforts to overcome inhibiting factors in the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems in Pangkalpinang City, Bangka Belitung Province. This study uses the theory of implementation and determinants of policy implementation put forward by Muchlis Hamdi as an analytical knife that contains 3 (three) dimensions of policy implementation consisting of productivity, linearity, and efficiency, while the determinants of policy implementation contain 5 (five) factors influencing the success of policy implementation consisting of policy substance, implementing task behavior, network interaction, target group participation, and resources. The research method in this research is descriptive qualitative research with an inductive approach. Data collection techniques through interviews, observation, and documentation. The informants in this research are the Mayor of Pangkalpinang, DPRD of Pangkalpinang City, Secretary of the City of Pangkalpinang, Head of the Regional Development Planning and Research Agency, Head of Planning for Control and Evaluation of Regional Development, Head of Data and Information Section, Head of Regional Finance Agency, Head of Budget Division, and Head of Regional Financial Information Management Section. Data analysis techniques used include data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems in Pangkalpinang City, Bangka Belitung Province has not been productive, not linear and not efficient. Determinants of the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems in Pangkalpinang City, Bangka Belitung Province, consist of two factors that most influence the success of implementation, namely, the interaction of networks and resources. Efforts were made to overcome the inhibiting factors, namely to return to the old system (SIMDA) to carry out the stages that were hampered in the local government information system in Pangkalpinang City.

Abstract

Penelitian ini bertujuan untuk mengetahui serta menganalisis pola koordinasi pemerintahan dalam pemberian Bantuan Langsung Tunai Dana Desa, selain itu juga untuk mengetahui faktor pendukung dan penghambat koordinasi tersebut, serta mengetahui upaya apa yang tepat dalam mengatasi faktor penghambat koordinasi pemerintahan dalam pemberian BLT DD di Kabupaten Hulu Sungai Tengah Provinsi Kalimantan Selatan. Teori yang digunakan adalah teori koordinasi menjelaskan bahwa koordinasi meliputi 5 (lima) indikator yaitu komunikasi, kesadaran pentingnya koordinasi, kompetensi partisipan, kesepakatan, komitmen, dan insentif koordinasi, dan terakhir kontuinitas perencanaan. Metode penelitian nya adalah kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yakni: wawancara, observasi, dan dokumentasi. Informannya, antara lain: Sekretaris Daerah, Ketua Komisi 1 DPRD, Asisten 1 Sekretariat Daerah, Kepala BAPPEDA, Kepala Dinas Pemberdayaan Masyarakat dan Desa, Camat Labuan Amas Selatan, Camat Batang Alai Utara, Kepala Desa Lubunganak dan Kepala Desa Banua Kepayang. Terdapat faktor pendukung seperti : adanya pengawasan pemerintah, peran aktif RT/RW dan kerjasama yang baik antar pelaksanaan di desa, serta peran serta masyarakat umum dalam mensukseskan program tersebut. Faktor penghambatnya diketahui adanya salah paham dan kurang lancarnya komunikasi akibat tidak ada jaringan komunikasi, serta adanya perbedaan persepsi di dalam masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui pengembangan BUMDES (Badan Usaha Milik Desa) berbasis teknologi di Kabupaten Garut Provinsi Jawa Barat dengan merujuk pada Peraturan Pemerintah Nomor 43 Tahun 2014 Tentang Peraturan Pelaksanaan Undang-Undang Nomor 6 Tahun 2014 Tentang Desa. Adapun konsep yang dipakai sebagai rujukan dan analisis adalah konsep Simangunsong (2021) dalam buku Perencanaan Pembangunan Desa Berbasis Masyarakat. Metode yang digunakan dalam penelitian ini adalah evaluasi, yaitu untuk mengetahui seberapa jauh pelaksanaan suatu perencanaan atau seberapa jauh tujuan telah tercapai. Seperti yang kita ketahui kita berada di era digital dimana segala hal yang dilakukan dan terjadi tidak terlepas dari adanya peran kemajuan teknologi yang ada saat ini. Pesatnya kemajuan teknologi yang terjadi di era ini bagaikan pedang bermata 2 (dua) dimana disatu sisi dapat membantu dan membawa manfaat bagi kehidupan manusia seperti promosi tempat wisata melalui media sosial  yang berupa badan usaha milik Desa yang bergerak melalui bidang pariwisata sehingga menarik jumlah wisatawan lebih banyak namun disisi lain juga menjadi ancaman dimana semakin maraknya kasus penipuan berbasis digital dan dampak negatif lainnya yang ditimbulkan akibat kemajuan teknologi saat ini. Oleh karena itu langkah yang dapat diambil mengatasi persoalan tersebut dengan mengoptimalisasi dampak positif dan meminimalisir dampak negatif yang ditimbulkan akibat pesatnya kemajuan teknologi saat ini.Kata Kunci : BUMDES, Teknologi, Desa
