Abstract

Pada tahun 2018, 2019, dan 2020 Kabupaten Bantul memiliki jumlah penduduk miskin tertinggi se-provinsi DIY. Penelitian ini akan menjelaskan bagaimana peran desa melalui pendataan SDG’s Desa untuk mengurangi kemiskinan sehingga Desa Tanpa Kemiskinan dapat terwujud. Metode yang dipilih dan digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan eksploratif. Hasil penelitian menunjukkan bahwa Kalurahan Wonokromo telah melakukan pendataan SDG’s Desa sejak kebijakan tersebut diterapkan. Kalurahan Wonokromo juga memiliki kapasitas dalam melakukan pendataan melalui sistem yang dimiliki, dan kelembagaan yang ada dan Sumber Daya Manusia yang dimiliki hingga ke tingkat Rumah Tangga. Pemerintah Kalurahan Wonokromo berkomitmen untuk menggunakan Data SDG’s Desa sebagai data dasar dalam menyusun rencana pembangunan agar lebih efektif dan efisien.

Abstract

This study aims to determine the dysfunction of the village recognition and subsidiarity principles, particularly in Kalurahan Sumbermulyo, Bambanglipuro, Bantul, due to the annual issuance of the Permendes PDTT regarding the priority of using Dana Desa and the increasing intervention through Presidential Regulation Number 104 of 2021, specifically Article 5 paragraph (4). This research employed descriptive qualitative methods with an interpretive approach. The results showed fluctuations in the use of Dana Desa. From 2015 to 2018, Dana Desa were solely used for infrastructure development. Starting in 2019, in addition to infrastructure development, Dana Desa were also utilized for community empowerment. In 2020, due to the Covid-19 pandemic, village funds were refocused on pandemic response efforts. In 2021, Dana Desa were used to accelerate the achievement of the SDGs Desa. In 2022, the use of Dana Desa experienced significant intervention through Presidential Regulation Number 104 of 2021. In practice, the government of Kalurahan Sumbermulyo devised strategies to use Dana Desa in 2022, not only to accommodate community aspirations resulting from the MusDes but also to fulfill the mandate of the Presidential Regulation.

Abstract

It is expected that the central government promotes sustainable development goals (SDGs) to enhance social participation and inclusivity in creating sustainable livelihoods at the village level. Although the Indonesian government has implemented policies to increase stakeholder awareness, there are still restrictions on inclusive participation, limiting the democratic process. This paper aims to analyse the promotion of SDGs in Terong Dlingo Village, Bantul Regency, Indonesia, focusing on regulatory aspects and social participation. The research adopts a case study approach using qualitative methods, including observations and in-depth interviews with local practitioners. The findings reveal that the SDGs village program is largely influenced by a top-down approach, despite efforts made by individuals, families, neighbourhoods, and other elements through surveys conducted on SDGs villages. In response, the researchers suggest that greater efforts are needed to effectively socialise and supervise the program to raise awareness among the local population regarding the benefits of SDGs village programs. It is recommended that an effective socialisation and communication strategy be implemented to encourage continuous local participation in this program.

Abstract

The waste problem is currently a problem faced by the DIY community. The provincial government encourages villages to carry out inde . Saat ini sampah menjadi masalah krusial yang dihadapi masyarakat DIY dan membutuhkan solusi untuk penyelesaiannya. Salah satu desa di DIY yakni Panggungharjo, pada tahun 2012-2013 memiliki kondisi yang sama dengan desa-desa lain, yakni belum adanya kesadaran masyarakat untuk memilah sampah dan memiliki ketergantungan pada petugas sampah. Pada tahun 2013, mulai perintisan pengelolaan sampah berbasis komunitas di tingkat pedukuhan yakni berdirinya KUPAS (Kelompok Usaha Pengelola Sampah). Saat ini KUPAS menjadi bagian dari BUMDes Panggung Lestari yang diharapkan dapat memberi keuntungan bagi desa. Kalurahan Panggungharjo melalui lurah dan perangkatnya menjalin kerjasama dengan berbagai pihak untuk mengelola sampah dari hulu hingga hilir. Kerjasama ini memunculkan kolaborasi yang dapat mendorong pengelolaan sampah berkelanjutan. Tujuan penelitian ini untuk mengetahui model collaboratif governance dalam pengelolaan sampah di desa. Metode penelitian adalah deskriptif eksploratif. Teknik pengumpulan data dilakukan: 1) Wawancara mendalam; 2) Observasi dan 3) Dokumentasi. Teknik analisis data menggunakan teknik analisis data interaktif. Hasil penelitian menunjukkan adanya kolaborasi yang dikoordinasikan oleh kepala desa dengan BUM-Desa, dan mitra (PT Pasti Angkut) dan Pegadaian berjalan dengan baik karena adanya dukungan kepimpinan kepala desa dan regulasi desa serta kebijakan yang konsisten. Pada tahap awal, kepala desa melakukan dialog dan sosialisasi dengan warga sehingga memunculkan kepercayaan dari masyarakat. KUPAS sebagai unit pengolahan sampah yang merupakan bagian dari BUM-Des mampu mendapatkan kepercayaan masyarakat karena adanya dialog terus-menerus antara kepala desa dan KUPAS serta upaya mensosialisasikan visi bersama yakni daulat sampah. Kata kunci: Collaborative Governance; Relasi; Stakeholders; Pengelolaan Sampah pendent waste management. One village that is quite successful in managing waste independently is Panggungharjo. Panggungharjo Village has made waste management a BUM-Desa business since 2015. BUM-Desa is mandated by the Village Government as one of the BUM-Desa business units, but the Village Government also collaborates with the private sector, namely PT Pasti Angkut, which manages waste transportation. There are several stakeholders involved by the village head for waste management. This research aims of this research is to determine the collaborative governance model in developing waste management policies in villages. This research uses qualitative research with exploratory descriptive. Data collection techniques were used: 1) in-depth interviews; 2) Observation and 3) documentation. The data analysis technique uses interactive data analysis techniques. The research results show that there is collaboration coordinated by the village head with BUM-Desa, and partners (PT Pasti Angkut). Following the collaborative governance model, the leadership role of the village head is large enough to make policies and implement policies consistently and transparently. At the beginning of policy formulation, the village head carries out dialogue and outreach with residents to generate trust from the community. The emergence of KUPAS as a waste processing unit which is part of BUM-Des was able to gain the community's trust because of ongoing dialogue between the village head and KUPAS as well as efforts to socialize the shared vision of waste sovereignty. The village head's leadership is also able to foster collaboration with external parties, namely the private sector (PT. Pasti Angkut) and the Yogyakarta and DIY city governments in expanding the waste processing business

Abstract

Pada tahun 2023, kegiatan pengabdian yang dilakukan di RT 13 dan RT 14 Kampung Surokarsan untuk mempersiapkan kampung tersebut menjadi kampung wisata kuliner. Kegiatan pengabdian telah merumuskan gambar pra-masterplan kampung wisata kuliner.   Namun, untuk mencapai perintisan wisata kampung kuliner perlu dilakukan fasilitasi dan pendampingan rencana aksi perintisan wisata kuliner di Kampung Surokarsan. Tujuan kegiatan pengabdian: 1) Melakukan sosialisasi gambar pra masterplan Kampung Wisata Kuliner; 2) Memfasilitasi musyawarah kampung untuk merumuskan rencana aksi perintisan kampung wisata kuliner; dan 3) Pelatihan perintisan kampung wisata kuliner dengan meningkatkankapasitas masyarakat Kampung Surokarsan. Sasaran kegiatan pengabdian masyarakat yang terlibat dalam perintisan kampung wisata kuliner yakni: kelompok sadar wisata, perangkat kelurahan, pengurus RT 13 dan 14, kelompok tani setempat dan perwakilan warga. Metode pengabdian dilakukan melalui observasi pemetaan masalah, sosialisasi, fasilitasi dan pelatihan perintisan kampung wisata kuliner.  Hasil kegiatan pengabdian peningkatan kapasitas bagi penggerak perintisan wisata kampung kuliner di RT 13 dan 14 Kampung Surokarsan. Dari hasil kuesioner yang dibagikan untuk para peserta pelatihan, mereka merasakan manfaat adanya pelatihan tersebut dan menyatakan sikap untuk mengembangkan rintisan kampung kuliner dengan wisata air yang berada di dekat wilayah RT13 dan RT 14.  Hasil kesepakatan bersama dengan peserta, untuk menjalin komunikasi dan informasi lebih lanjut dibuat group WA.

Abstract

In 2020, the Government issued the SDGs Desa program with 18 goals whose funding is supported by the village fund. The urgency of this research is to find a model of village fund planning and budgeting in accelerating the achievement of the SDGs Desa program in Sumbermulyo Village, Bantul, DI Yogyakarta. The planning and budgeting of the village fund by the Sumbermulyo Village Government is interesting to be researched to formulate a village fund planning and budgeting model based on the acceleration of the SDGs Desa program. This study used a qualitative descriptive method. Data was collected through observation, interviews, and Focus Group Discussions (FGD). The research data was analyzed to described the used of village fund, the implementation of the SDGs Desa program and formulate a village fund planning and budgeting model in accelerating the achievement of the SDGs Desa program. The result of this study is that the planning and budgeting of the village fund in Sumbermulyo is carried out with a governance centripetal model, in addition to using a technocratic approach to planning and budgeting the village fund because it is also based on the mandate of Permendesa PDTT No.21/2020.

Abstract

The current developments in Information Technology (IT) should not only be utilized by the public and the private sectors but also by all parties effectively. The government must also be able to take advantage of these advances in many ways, such as in providing government services. The role of IT in managing government has now become an essential part of the society. This study examines the people's expectations in Melikan Village and focuses on using IT advances to create an independent village. The author then draws upon SDG theories to delineate the service transformation process. It is a qualitative study consisting of primary and secondary data. The data collection techniques used in this study include in-depth interviews, FGD, observations, and document analysis. The findings show that IT has become a vital need for the people in Melikan, but the village government fails to meet those expectations. The study suggests that the local government needs technological innovation to develop Melikan Village and add more personnel to help with government services.
