Abstract

This study examines the success factors of organizational development in village governance. The targets of this research are government administration system innovation, community service system innovation, tourism economic innovation, education innovation in the Wukirsari Village Government, Sleman Regency. In understanding the innovation process, researchers use the theory of innovation implementation. The emphasis of the theory is individual factors, structural factors and cultural factors. This means that the innovation strategy of the development of the Wukirsari Village Government organization can be seen from how the individuals in the village government and the village community run well, so that it can affect the existing structure and culture. The results of the research are the implementation of electronic organizational development innovations can improve the skills of the village government and the community of Wukirsari Village. Meanwhile, several innovations in the public service program, namely government administration system innovation in the form of Population Administration Data System (Sidampak), community service system innovation in the form of the Lukadesi system, My Birthday and Sidanik, economic innovation and tourism in the form of owl conservation programs, Tyto Alba, innovation education in the form of smart school programs. Abstract

The Province of Riau Islands is one of the provinces that have borders with neighboring countries, thus became the window of Indonesia. Therefore, the management in border areas will be a barometer state management of border in Indonesia in general. The current government has formed border management agency between countries starting from central government, Province to District/City level since Riau Islands share a border with 4 (four) foreign countries. Therefore, proper inter-country border management is expected to run optimally. However, there are still various problems from illegal activities such as smuggling, piracy, illegal fishing/mining, drugs, terrorism, etc. These problems should be solved by Collaborative Governance approach between stakeholders involved in the management of border areas. To find out how the parties are then this research will analyze how the involvement between parties with Social Networking approach. Abstract

Abstrak Potensi ancaman terhadap wilayah adat bisa terjadi di mana pun, tidak terkecuali pada wilayah adat kampung Kuta yang notabene selama ini memberi kontribusi terhadap pelestarian lingkungan hidup yang ada di Ciamis. Tujuan dari penelitian ini untuk menganalisis peran lembaga adat Kampung Kuta yang dikenal sebagai kampung “seribu” larangan dalam mempertahankan nilai-nilai dan tradisi untuk melestarikan lingkungan hidup. Metode kualitatif digunakan untuk mengeksplorasi informasi guna memperoleh kejelasan makna dari setiap peran yang ditunjukkan oleh para aktor dalam melestarikan lingkungan hidup berbasis kearifan lokal. Pengujian keabsahan data dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menunjukkan bahwa peran Lembaga Adat Kampung Kuta dalam merencanakan pesan berawal dari nilai-nilai yang diwariskan secara turun-temurun dengan istilah “pamali. Nilai ini sangat efektif dan secara khusus memiliki implikasi positif dalam pelestarian lingkungan hidup. Kemudian peran dalam membuat pesan penyadaran masyarakat dalam melestarikan lingkungan hidup tertuang dalam nasihat-nasihat yang berkembang dari mulut ke mulut yang diwariskan dari para leluhur. Selanjutnya peran dalam menyampaikan pesan berbasis dari keluarga sehinga nilai-nilainya bisa ditanamkan sejak dini. Peran Komunitas Adat dalam mempraktikkan nilai-nilai sesungguhnya ada dalam seluruh aspek kehidupan, secara khusus peran kuncen dalam menjaga hutan keramat atau Leuweung Gede sangat menentukan dan berpengaruh terhadap kelestariannya sampai saat ini. Secara keseluruhan empat peran dalam melestarikan lingkungan hidup berbasis nilai-nilai kearifan lokal diperankan oleh kuncen, sesepuh, dan ketua adat. Kata Kunci: Peran, Lembaga Adat, Lingkungan Hidup, Kearifan Lokal.

Abstract

This study examines the factors that influence youth participation in legislative elections inMaros regency in 2019. The participation of youth is as participants in the election of a political party.Based on data from the Regional Election Commission (Election Commission) Maros has recorded asmany as 105 young men involved as a legislative candidate Maros regency in 2019. The method usedin this research is qualitative method with descriptive models. The data collection was done byinterview, observation, and focus group discussion (FGD). The informants came from variousbackgrounds political parties and youth organizations. Determination of informants were chosenintentionally (purposive). This study was conducted in Maros, from December 2019 until February2020. The results showed that the factors that influence youth participation in legislative electionscontestation is divided into three: the idealism of youth, power relations and capital, as well as thesupplementary administrative requirements. 1) pertaining to the idealism of youth and youthorganizations during a student activities on campus. 2) The power relations and capital, capitalutilization and the persona of the parents of the young man to come forward to fight. 3) Complementaryadministrative requirements, relating to the regulation of elections that take advantage of youth toparticipate as election participants and carried out by a political party elite as well as the supplementaryadministrative requirements.

Abstract

This study aims to explain the local government's strategy in tourism development in East Nusa Tenggara Province, with a focus on: identifying tourism potential; leading tourism areas and destinations; identification of tourism problems; and local government strategies to achieve successful tourism development. This research uses descriptive analysis method. Data were collected through literature studies and documentation studies. Data obtained from secondary data through internet footprints based on the website of the West Nusa Tenggara Provincial Government and other related institutions. The results of the study concluded that first, West Nusa Tenggara Province was able to achieve the success of tourism development through a tourism potential identification strategy; determination of leading tourism destinations; stipulation of regional tourism strategy areas; and formulation of Regional Tourism Development Master Plans; The Tourism Office's Strategic Plan and the Tourism Office's Performance Plan, second, the tourism development planning system is formulated in stages, synergies and involves multi-stakeholders; third, sustainable tourism development through changing poor villages into tourist villages; fourth, developing tourism infrastructure and supporting facilities; marketing through tourism promotion; establish partnerships; improving the quality of tourism human resources; increasing the number and quality of tourism attractions. Abstract

bertujuan mengungkapkan adanya antisipasi Covid19 di masa new normal melalui kebijakan, pemahaman pencapaian tujuan yang harus dapat dipahami secara menyeluruh. Penelitian ini bertujuan untuk Untukmengetahui Kapabilitas Dynamic Governance serta faktor penghambat Pemerintah Kota Pekanbaru Dalam Memberlakukan New Normal di masa pandemic covid19.Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang berlandaskan pada filsafat postpositivisme atau enterpretif, digunakan untuk meneliti pada kondisi obyek yang alamiah, dimana peneliti adalah sebagai instrumen kunci. Hasil penelitian ini adalah Konsep kapabilitas dinamis menjadi aspek yang paling esensial dalam upaya pemerintah Kota Pekanbaru untuk meraih keunggulan kompetitif yang mampu mengantisipasi pandemicCovid19 dan memanfaatkan peluang guna mendukung tercapainya tujuan yang diharapkan, sehingga dapat menghasilkan dan mengimplementasikan kebijakan adaptif (adaptive policy) melalui pengembangan dynamic capabilities (mencakup kemampuan thinking ahead, thinking again dan thinking across) pada proses pemberlakuan new normal di masa pandemic Covid19.
