Abstract

Border areas are categorized as disadvantaged areas due to various factors, such as locations that are relatively remote with difficult levels of accessibility, low levels of education and public health, relatively low levels of socioeconomic welfare, and limited facilities and infrastructure that cause disparities in the welfare of border communities. Ironically, this border area is the entrance gates (border gates), if not managed properly it will succeed in overcoming the complexity between the bordering countries. On the other hand, borders are often a serious problem in relations between countries. One problem that often arises and seizes a lot of attention until now is the problem of regional boundaries. These problems are usually in line with the socio-economic community. Poverty and underdevelopment tend to be characteristic of communities at the border. Synergy of stakeholders' interests to build community welfare. This article uses qualitative data with data sources and literature that discusses the benefits of border communities. The validity and reliability of the data is done by reference triangulation. The results of the study show that the realization of community welfare is undeniably a national disintegration.

Abstract

The performance of an organization is determined by the performance of employees. The Organization contribution in creating job satisfaction is needed, so the performance that produced by employees can be maximized. Besides the job satisfaction that can support the performance of a company, extra-role behavior or what is called Organizational Citizenship Behavior has a positive impact for the company. Organizational Citizenship Behavior (OCB) can arise from internal factors that come from the employee’s itself, one of them is job satisfaction perceived by the employees. Dinas Tata Ruang dan Cipta Karya Kota Bandung, as one of government agencies also expects its employees to have Organizational Citizenship Behavior. This study aims to determine the relationship of job satisfaction with Organizational Citizenship Behavior. The method used in this study is quantitative descriptive method. The data analysis method used is the correlation coefficient test, test the coefficient of determination, and test regression equation. Based on the result of research, job satisfaction has a relationship which in a very weak level of correlation with Organizational Citizenship Behavior.

Abstract

This research examines the influence of implementation of peace and public order policy on the effectiveness of regulating street vendors. The research methods used in this study are quantitative methods. The population in this study was the regulating coordination team of 137 people. The samples in his research were 33 people. Data collection techniques are used in three ways: observation, interviews, polls and documentation. Meanwhile, data analysis techniques using statistical analysis with the Path analysis model with the first tested validity and reliability. Based on a number of research results and hypotheses test results, it can be concluded that the implementation of public harmony and order policy has a significant influence on the effectiveness of PKL in Tasikmalaya City by 84.78% The remaining 15.22% is influenced by other variables such as the control given by the management and the supervision in the field is not optimal. The influence of policy implementation and public order towards the effectiveness of PKL in Tasikmalaya City is determined by dimentions, among others: communication, resources, disposition and bureaucratic structure. The greatest contribution is given by the dimensions of the then successive disposition followed by the dimension of resources, communication and bureaucratic structures. Thus the hypothesis that the author is tested and acceptable is the truth empirically.

Abstract

Atu Lintang forest was known as a critical area in Central Aceh which was experience a great damaged due to continuous illegal logging activities. This activities impacted on societal lives, such as floods, landslides, and the decline of wild animal in residential areas. So far, the Central Aceh regional government has implemented a legal and reforestation policy to deal with the problem of illegal logging. However, this policy has not succeeded in suppressing the number of illegal logging cases that have occurred. Therefore, this study aims to find out the implementation gap and barriers of the Central Aceh Regency government in dealing with the problem of illegal logging in Atu Lintang District. This study uses a descriptive qualitative approach. The data were obtained through field research by interviewing relevant informants and library studies by examining various relevant text sources. Through theoretical analysis using David Easton's political system theory (1953) and implementation gap theory (Andrew Dunsire, 1978). The results of this study indicate that the government is not capable in dealing with the problem of illegal logging. From the government side, implementation gap was occurred which caused by bad policy, namely the inability of the government to form appropriate policies: bad execution and bad luck in implementing policies. From the community side, the obstacle that arises is the low level of public understanding about the importance of protecting forests.

Abstract

Peat restoration as a government strategic program is a hot issue. This was initially thought to be the result of forest and peat fires which were the source of the worst smoke disasters in 2015. The World Bank estimated the impact of economic losses at Rp. 221 Trilliuns. In accordance with Perpres No. 1 In 2016, the government established the Peat Restoration Agency which became the leader in the implementation of peat restoration in Indonesia. It is important to note that peat restoration was designed with the framework of collaboration with many actors. Governments, communities, NGOs and the private sector are key actors in implementing peat restoration (collaborative governance). The actor's approach is the focus of this research by using collaborative governance theory as the main framework of research. This research uses a qualitative method with a case study approach. Researchers found that there was a failure of collaboration between actors in the peat restoration program in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda are the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors are the main because peat restoration is related to investment in forestry and oil palm plantations. Then the cause of the failure of collaboration between these actors was also caused by the lack of commitment from political leaders in Riau.

Abstract

One important factor that determines the successful implementation of mother and child policy is support from community especially the community whose be the target of the polices (clients) and also certain parties (coalitions) who have an interest in the policy. This paper aims to find clients and coalitions in the implementation of health mothers and children in Kupang Regency, which is one of the regions in Indonesia with the highest infant mortality cases. The method used is descriptive qualitative, by using one indicator in Najam implementation models, namely client and coalitions for analysis. The results of the study show that the implementation of Perda No 3 of 2016 as maternal and child health policy in Kupang Regency has not received support from the community, especially those who are the client of the policy. Therefore, it is recommended that the Kupang Regencial Government increase the socialization to the people in particular who are the clients of this policy
