Abstract

The greatest history of Aceh shows that Aceh was once a prosperous and sovereign autonomous State. On the other hand, before reaching its independence, Indonesia still consists of islands which is name Nusantara. Acehs triumphs that had never been conquered by the Dutch caught Soekarnos interest in calling for Acehs assistance in defending Indonesias independence. Sukarno also invited Aceh to join and become a part of the Republic of Indonesia and build the Nationalism through The Imagined Community Of Indonesia. After joined Indonesia, Aceh experienced various social and economic discriminations that generated ethnic sentiment through the Free Aceh Movement (GAM). The purpose of this study is to conduct a theoretical analysis of the Indonesian nationalism penetration by GAM through the use of ethnic identity. This research uses qualitative method with literature study and refers to two main theories namely Nationalism initiated by Bennedict Anderson (1991) and ethnic theory which was initiated by Anthony Smith (1981). The results of this study indicate that GAM became a massive movement because it managed to build ethnic sentiment through the use of ethnic identity and against Indonesian nationalism. On this basis GAM gained great support from its followers and sympathizers to separate from Indonesia.

Abstract

Atu Lintang forest was known as a critical area in Central Aceh which was experience a great damaged due to continuous illegal logging activities. This activities impacted on societal lives, such as floods, landslides, and the decline of wild animal in residential areas. So far, the Central Aceh regional government has implemented a legal and reforestation policy to deal with the problem of illegal logging. However, this policy has not succeeded in suppressing the number of illegal logging cases that have occurred. Therefore, this study aims to find out the implementation gap and barriers of the Central Aceh Regency government in dealing with the problem of illegal logging in Atu Lintang District. This study uses a descriptive qualitative approach. The data were obtained through field research by interviewing relevant informants and library studies by examining various relevant text sources. Through theoretical analysis using David Easton's political system theory (1953) and implementation gap theory (Andrew Dunsire, 1978). The results of this study indicate that the government is not capable in dealing with the problem of illegal logging. From the government side, implementation gap was occurred which caused by bad policy, namely the inability of the government to form appropriate policies: bad execution and bad luck in implementing policies. From the community side, the obstacle that arises is the low level of public understanding about the importance of protecting forests.

Abstract

ABSTRAKPenerimaan Dana Otonomi Khusus Pemerintah Aceh dalam waktu 10 tahun periode 2008/2018 telah mencapai Rp64.968 Triliun. Capaian penerimaan tersebut tidak membuat masyarakat menjadi lebih maju dan sejahtera. Penelitian ini bertujuan untuk mengetahui pengelolaan dana otonomi khusus di Pemerintah Aceh sebagai daerah yang berlandaskan sistem desentralisasi asimetris tidak dapat dilaksanakan dengan baik merujuk pada perspektif politik transaksional dan untuk mengetahui peran elite lokal dalam membuat perencanaan dan program kegiatan pada dana otonomi khusus. Untuk menganalisis permasalahan dalam penelitian ini menggunakan Teori Desentralisasi Asimetris dan Teori Politik Transaksional. Adapun pendekatan yang dilakukan menggunakan kualitatif deksriptif. Hasil penelitian ini menunjukkan bahwa 10 tahun pengelolaan dana otonomi khusus Aceh adanya faktor politis dalam perubahan regulasi yang ditetapkan pada Qanun No.2/2008, Qanun No.2/2013, dan Qanun No.10/2016 sehingga muncul tarik-menarik kepentingan dalam pengelolaan dana otonomi khusus di level Pemerintahan Provinsi dan Kabupaten/Kota. Tidak adanya pengawasan dalam pengelolaan dana otonomi khusus didasarkan pada permainan proyek tanpa perencanaan yang baik, dan adanya perencanaan yang berbasis kepentingan dalam pengelolaan dana otonomi khusus didasarkan pada program kegiatan yang populis sesuai keinginan para politisi yang berdampak pada lemahnya laju pertumbuhan ekonomi daerah, lambannya perbaikan indeks kualitas pembangunan manusia, tingginya angka kemiskinan, serta tingginya angka pengangguran di Aceh. Berdasarkan temuan tersebut dapat disimpulkan bahwa pelaksanaan dana otonomi khusus Aceh belum optimal, sehingga diperlukan evaluasi oleh Pemerintah Pusat dalam regulasi UU No.11/2006 untuk memperkuat tata kelola pemerintah daerah yang lebih baik terutama dalam peningkatan efisiensi perencanaan dan pelaksanaan anggaran serta memperkuat regulasi dan menerapkan sistem e-planning untuk menseleksi program kegiatan dari dana otonomi khusus Aceh.Kata Kunci: Dana Otonomi Khusus Aceh, Sistem Desentralisasi Asimetris, dan Praktik Politik TransaksionalTRANSACTIONAL POLITICAL PRACTICES IN THE ASIMETRIC DECENTRALIZATION SYSTEM IN ACEH (10-Year Analysis Study of Special Autonomy Fund Management Period 2008/2018)ABSTRACTThe Revenue of the Aceh Government's Special Autonomy Fund in the 10 years period of 2008/2018 have reached Rp64,968 trillion. The achievement of revenue does not make the community more advanced and prosperous. This study aims to determine the management of special autonomy funds in the Aceh’s Government as the region that based on asymmetric decentralization systems that cannot be implemented properly, referring to the transactional political perspective and to know the role of local elites in planning and creating program activities for special autonomy funds. To analyze the problems in this study using Asymmetric Decentralization Theory and Transactional Political Theory. The approach is done using descriptive qualitative. The results of this study indicate that the 10-year management of the Aceh Special Autonomy Fund has political factors in the regulatory changes stipulated in Qanun No.2/2008, Qanun No.2/2013, and Qanun No.10/2016 with the result that appear the struggle for interest in the management of special autonomy funds at the level of the Provincial and Regency/City Governments. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs in accordance with the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Based on these findings, it can be concluded that the implementation of the Aceh Special Autonomy fund has not been optimal, so that an evaluation by the Central Government is needed in the regulations of Law No.11/2006 to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations and implementing an e-planning system to select program activities from the Aceh special autonomy fund.Keywords: Special Autonomy Fund, Asymmetric Decentralization System, and Transactional Political Practices

Abstract

PT Beri Mineral Utama (BMU) was granted an iron ore mining permit but operated illegal gold mining in Simpang Tiga Village, Central Kluet, South Aceh. This activity led to environmental damage and water pollution. This research aims to analyze the persistence of illegal gold mining after permit closure and examine indications of transactional politics involved. Using a qualitative descriptive method, data were collected through interviews, observation, and document analysis. The study applies Transactional Politics theory and the concept of Anthropocentrism. Findings reveal that illegal mining persists due to the collusion between mining mafias and state actors, anthropocentric government attitudes, and weak law enforcement. The research offers insights to guide concrete solutions to address environmental degradation.

Abstract

The struggle of Acehnese to get the legality on the implementation of Islamic syar’iah law (also known as qanun) has been conducted since the authority of President Soekarno. The long process of it resulted in the enactment of law No. 11/2006 about The Government of Aceh which confirmed the establishment of Islamic Syar’iah Qanun. However after being established, the qanun experienced a lot of rejection. It is inversely proportional with the condition before the law was established, where Acehnese gave their full support in it. Pro and contra on the implemen- tation of the qanun has continued since 2006. Discriminatory attitudes of the implementer and the incomprehensive of legal content in qanun’s document become a fundamental problem that have to be solved. This paper will discuss about the implementation of Islamic Syar’iah qanun and several factors that led to the emergence of it resistance

Abstract

The regency of Aceh Besar often experiences environmental issues. Environmental awareness has become a serious matter that needs to be cultivated through character education from an early age through the learning process. Based on this, this community service initiative collaborates with 5 Kindergartens (TK) in Aceh Besar using a observational study. In this regard, the partner's problem lies in the lack of representative learning media to develop environmental awareness in children. This community service aims to educate children about the value of environmental awareness, which will affect their present and future social lives. Therefore, this community service project designs, produces, and distributes educational products through Educational Play Tools (EPT), such as flashcards and coloring books, as media for environmental awareness education.

Abstract

Kueh Village, located in Aceh Besar District, is one of the centers of rattan handicrafts. However, the rattan production process in this village generates unmanaged solid and liquid waste, resulting in environmental pollution. This community service program aims to improve artisans' awareness and skills in waste management through the application of the Eco-Design concept. The implementation methods included socialization, training on waste processing, and the provision of supporting production equipment. The results showed that artisans successfully processed solid waste into new value-added products such as souvenirs, while liquid waste was minimized through safe storage and environmentally friendly dye alternatives. This program demonstrated a positive impact on artisan knowledge, environmental sustainability, and local economic enhancement.
