Saat ini sistem berbasis mobile berkembang sangat pesat di pasar global khususnya pada sistem operasi android. Teknologi berbasis mobile ini digunakan sebagai alternatif dalam pemenuhan keperluan akses informasi ataupun akses yang lain. Paper ini bertujuan untuk merancang aplikasi khususnya informasi mengenai jadual kajian Islam untuk mempermudah masyarakat mendapatkan informasi jadwal kajian Islam yang lebih informatif serta dapat diakses dimana saja dengan menggunakan teknologi firebase realtime. Metode pengembangan sistem yang digunakan adalah SDLC (System Development Life Cycle) dengan model Waterfall. Hasil dari penelitian ini berupa aplikasi yang dapat dijalankan pada smartphone android dengan memanfaatkan Firebase Realtime Database untuk memudahkan masyarakat melihat jadwal kajian secara realtime. Aplikasi ini dapat memberikan informasi secara cepat, update secara otomatis dalam mendapatkan informasi jadwal kajian Islam. Recently, a mobile-based system has grown rapidly in the operating system of Android. This technology functions as the alternative to meeting the needs of information access and other accesses. This paper is aimed at designing an application, specifically the Islamic study schedule to ease society in accessing the schedule of the study. Furthermore, this system, using firebase and real-time technology, allows the people to get a more informative schedule that can be accessed anywhere and everywhere. The development of the system applied a System Development Life Cycle with the Waterfall model. The result of this study is an Android application that can be operated in every smartphone utilizing Firebase Real-time Database to help the society accessing the information of Islamic study in a real-time manner. Salah satu aktivitas pemerintah adalah memungut pajak. Wajib pajak (WP) kian hari terus bertambah seiring dengan program pemerintah mewujudkan yaitu masyarakat sadar pajak. Kementerian Keuangan yang membawahi Direktorat Jenderal Pajak (DJP) gencar melakukan perbaikan pelayanan perpajakannya, antara lain dengan menerapkan reformasi di bidang administrasi perpajakan. Sebelum menjadi WP maka calon WP harus melakukan pendaftaran, yang akhirnya mendapatkan Nomor Pokok Wajib Pajak (NPWP). Untuk mempermudah kegiatan mendapatkan NPWP dan untuk mewujudkan program pemanfaatan teknologi informasi (TI) untuk reformasi administrasi perpajakan, maka DJP menyelenggarakan kegiatan pendaftaran NPWP secara online yang selanjutnya disebut e-registrasi (e-reg). Sistem informasi berbasis TI ini telah diterapkan cukup lama namun masih sedikit yang memanfaatkannya bahkan cenderung stagnan. Paper ini berupaya untuk melaporkan hasil penelitian terkait analisis penggunaan teknologi informasi pada sistem administrasi perpajakan. Paper ini merupakan hasil penelitian dan merupakan penelitian survei kepada calon WP yang telah menggunakan sistem e-reg namun masih tetap datang ke Kantor Pelayanan Pajak (KPP). Analisis penelitian mengadopsi Technology Acceptance Model (TAM). Hasil analisis menunjukkan masih adanya kendala yang perlu diperbaiki dalam penerapan e-reg secara penuh sehingga nantinya tidak terjadi lagi kesulitan calon WP dalam memperoleh NPWP. One of the government's activities is to collect taxes, taxpayers are increasingly being accepted with government programs to realize tax conscious people. The Ministry of Finance in charge of the Directorate General of Taxes has improved its taxation services, including by reforming tax administration. Before becoming a taxpayer, prospective taxpayers must register the Taxpayer Identification Number (NPWP). To facilitate the activities of obtaining NPWP and to make technology use programs for tax administration reform, the government through the Directorate General of Taxes organizes online NPWP registration activities, hereinafter referred to as e-registration. This information system has been implemented for a long time but there are still few who use it and even require stagnation. This paper is published to inform the results of research related to the analysis of using the information technology in tax administration systems. This research is a survey of prospective taxpayers who have used the e-reg system but still come to the tax service office. The research analysis agrees with the concept of technology acceptance model (TAM). The results of the analysis show that there are still things that need to be improved in the application of e-reg which is fully needed, and there is no need for the difficulties of prospective taxpayers in obtaining NPWP.

Universitas Negeri Gorontalo (UNG) saat ini sudah menerapkan TI dalam menjalankan tujuan bisnis organisasi sesuai dengan visi dan misi. Namun, untuk memastikan keselarasan strategi TI dan strategi bisnis organisasi yang sesuai dengan tujuan organisasi perlu adanya analisis tingkat kapabilitas dalam penerapan TI. Tujuan penelitian ini adalah mengukur tingkat kapabilitas proses TI di UNG. Metode yang digunakan adalah metode deskriptif yang menggunakan data kuantitatif dan kualitatif serta teknik pengumpulan data melalui kuesioner, wawancara dan studi kepustakaan. Penelitian ini menggunakan COBIT 5 pada domain EDM meliputi EDM03, EDM04 dan EDM05. Hasil penelitian menunjukkan bahwa tingkat kapabilitas dalam mengelola TI secara keseluruhan rata-rata berada pada level 3 yang berarti proses-proses TI sudah diterapkan dikelola dan dipertahankan sesuai dengan standar yang ada, Rekomendasi yang diberikan adalah perlu adanya SOP terhadap evaluasi manajemen resiko, penambahan sumber daya TI dan komunikasi yang efektif terhadap pengelolaan TI di UNG. Universitas Negeri Gorontalo has implemented the information technology (IT) system in managing the business goal of the organization in accordance with the vision and mission of the institution. However, an analysis of the capability level of IT implementation requires sync between the strategy of IT and business strategy of the organization based on the institution’s objective. The objective of this study is to examine the capability level of the IT governance in Universitas Negeri Gorontalo. The data of this descriptive study comprised both qualitative and quantitative data; these were from the questionnaire, interview, and library research. This present study used COBIT 5 on EDM domain; the domain involved EDM03, EDM04, and EDM05. The results show that the capability level of IT governance is at level 3 on average, meaning that the processes of IT have been implemented and managed according to the standard. Kesuksesan suatu permainan sangat dipengaruhi oleh banyak hal, termasuk keterlibatan pemain untuk ikut mengembangkan permainan. Keterlibatan pemain dapat difasilitasi dengan penyediaan Application Programming Interface (API) sehingga membuat pemain dapat memanfaatkannya untuk memenuhi tujuan-tujuannya. Sebagai permainan yang sukses, Clash-of-Clans (COC) juga telah memberikan layanan API. Terdapat dua permasalahan utama dalam permainan COC terkait penglolaan klan, yaitu belum adanya indikator keaktifan pemain, dan juga belum ada pengaturan strategi perang yang baik. Penelitian ini menggunakan metode perancangan dan pengembangan perangkat lunak prototyping melakukan eksplorasi terhadap penggunaan layanan COC API untuk mengatasi permasalahan tersebut. Hasil menunjukkan bahwa layanan COC API mampu untuk mendukung pengembangan aplikasi pengelolaan klan, berhasil meningkatkan keaktifan pemain (dalam total waktu online seluruh pemain), dan penghitungan strategi perang terbukti meningkatkan hasil perang (sebesar 12%). Many factors influenced game success, including the player's participation in developing the game. Player involvement can be facilitated by providing Application Programming Interface (API) so that players can use it to reach their objectives, this strategy is used by Clash-of-Clans (COC) developer. There are two main problems in the COC game clan management: there are no indicators of player activity, and there is also no good clan war strategy. This research uses prototyping software design and development methods to explore the use of COC API services to overcome these problems. The results showed that the COC API service was able to support the development of clan management applications, succeeded in increasing player activity (in total online time for all players), and the proposed war strategy algorithm was proven to increase war results (by 12%).

Kemiskinan merupakan salah satu persoalan yang menjadi perhatian utama pemerintah daerah, termasuk di Kabupaten Bone Bolango, Provinsi Gorontalo, Indonesia. Berbagai program dan bantuan untuk mensejahterakan masyarakat telah dilaksanakan oleh pemerintah daerah namun dinilai belum efektif, karena adanya kekeliruan yang disebabkan oleh ketidaksesuaian dalam penentuan kategori rumah tangga miskin pada saat pendataan. Tujuan penelitian ini adalah menerapkan algoritma Fuzzy C-Means dalam menentukan kategori rumah tangga miskin. Metode yang digunakan dalam penelitian ini adalah Metode Eksperimen dengan menggunakan tahapan umum dari proses Data Mining dengan Algoritma Clustering Fuzzy C-Means. Penelitian ini menghasilkan sebuah sistem yang dapat mendata rumah tangga miskin dan kemudian mengelompokannya ke dalam (3) jenis kategori yaitu miskin, hampir miskin, dan sangat miskin dengan model perhitungan yang lebih akurat. Kesimpulan yang diperoleh bahwa sistem yang dibuat telah behasil mengklaster 100 (seratus) data sampel rumah tangga miskin di Kabupaten Bone Bolango ke dalam tiga kategori kemiskinan, dengan persentase setiap kategori adalah 50% sangat miskin, 34% hampir miskin, dan 16% sangat miskin. Poverty has become one of the major issues concerned by the government in Bone Bolango Regency, Gorontalo Province, Indonesia. Various programs and assistance for the welfare of the community have been implemented, yet they are considered ineffective due to some mistakes in specifying the category of poor households during the data collection process. The objective of this present study is to apply the Fuzzy C-Means algorithm in determining the category of poor households. Further, it employed the Experimental Method by going through general stages of the Data Mining process with the Fuzzy C-Means Clustering algorithm. This study produces a system that is able to record poor households, which then groups them into three categories, including poor (50%), almost poor (34%), and very poor (16%) with a more accurate calculation model. In brief, the produced system has successfully clustered 100 sample data of poor households in the site area into three poverty categories with the percentage of each category mentioned above.

Teknologi informasi turut berkembang sejalan dengan perkembangan peradaban manusia Salah satu jenis implementasi teknologi informasi dalam hal bisnis adalah perdagangan elektronik (e-commerce) yang mengakibatkan tersedianya data harga produk secara online. Hal ini menimbulkan peluang baru untuk proses pengumpulan data harga yang lebih efisien dan efektif. Salah satu metode pungumpulan data secara online yang lebih efisien, murah dan mudah adalah web scraping. Penelitian ini bertujuan mengembangkan sistem aplikasi yang mampu melakukan web scraping harga dengan mudah, membuat sistem basis data untuk menampung hasil web scraping serta membangun sistem yang dapat memberikan informasi harga dengan akurat dan real time. Selain informasi tentang harga, sistem aplikasi yang dihasilkan juga menyediakan informasi peramalan harga di masa yang akan datang. Penelitian ini menggunakan metode Design Oriented Research dengan hasil yang diharapkan berupa artefak sistem aplikasi web scraper data harga komoditas, dengan mengidentifikasi masalah yang terjadi serta usaha dalam penyelesaiannya. Selain itu, juga dilakukan pengujian dengan menggunakan pengujian blackbox testing, whitebox testing, dan system usability scale (SUS). Hasil dari pengujian aplikasi menunjukkan bahwa aplikasi berjalan sesuai dengan hasil yang diharapkan dan dapat diterima dengan baik dengan skor SUS 75,5. Information technology develops in line with human civilization development. One type of information technology implementation in business is electronic commerce (e-commerce), which resulted in the availability of online price data. It raises new opportunities for more efficient and effective price data collection. One method of online data collection that is more efficient, cheaper, and more accessible is web scraping. This research develops an application system which can do web scraping of price easily, database system to accommodate web scraping result and a dashboard system that can give price information accurately and real-time. In addition to pricing information, the resulting application system also provides price forecasting. This research uses the Design Oriented Research method with the expected results in the form of a web scraper application system for commodity price data, by identifying problems that occur as well as efforts in their resolution. Also, testing is done by black-box testing, white-box testing, and system usability scale (SUS). Pemantauan kondisi air secara terus-menerus dan realtime menggunakan sistem terkomputerisasi sangat diperlukan oleh perusahaan air minum. Hal ini ditujukan untuk memantau kekeruhan dan ketinggian air pada bak penampungan air agar sesuai dengan standar yang ditetapkan. Tujuan penelitian ini adalah untuk melakukan rancang bangun purwarupa sistem pemantauan kondisi kekeruhan dan ketinggian air pada bak penampungan di PDAM Bone Bolango. Metode yang digunakan adalah model pengembangan prototyping dengan empat langkah yaitu: komunikasi, perencanaan dan pemodelan sistem secara cepat, membangun purwarupa, dan terakhir penerapan, evaluasi dan umpan balik. Hasil penelitian menunjukan bahwa purwarupa sistem pemantauan kondisi air yang dibangun dapat digunakan memantau beragam kondisi kekeruhan air sesuai dengan standar kondisi kekeruhan air, mulai dari kondisi air jernih (400 NTU). Hasil pemantauan tersebut kemudian disimpan sebagai riwayat dan divisualisasikan dalam aplikasi berbasis website, dan setiap perubahan kondisi air kemudian dapat dikirimkan kepada petugas dalam bentuk notifikasi SMS secara otomatis. Meskipun masih dalam skala laboratorium, purwarupa sistem pemantauan kondisi air yang dibangun sudah siap diterapkan pada lingkungan sebenarnya dengan memperhatikan penempatan sensor-sensornya. Continuous monitoring of water conditions and realtime using a computerized system is indispensable for drinking water companies. It is aimed at monitoring the turbidity and altitude of water in the water shelter to conform to the standards set. This research aim is to perform the design of the monitoring system of turbidity conditions and water levels in the body of Bone Bolango PDAM. The methods used are models of prototyping development with four steps are communication, planning, and system modeling quickly, building prototypes, and last application, evaluation, and feedback. The results showed that the prototype of the water condition monitoring system that was built can be used to monitor various turbidity conditions by accordance with water turbidity conditions, ranging from clear water conditions (< 100 NTU), murky water conditions (101-400 NTU), and very cloudy water conditions (> 400 NTU). The monitoring results are then saved as history and visualized in the website-based application, and any changes in the water condition can then be sent to the officer in the form of SMS notification automatically. Although still in the laboratory scale, the prototype of the built-in water condition monitoring system is ready to be applied to the actual environment concerning its sensor placement.

The wireless communication is making it easier for smart devices to communicate with one another in terms of the network of the Internet of Things. Smart devices are automatically linked and built up a network on their own. But there are more obstacles to safe access within the network itself. Mobile devices such as smart home automation access point, smart washing machines, mobile boards, temperature sensors, color-changing smart lighting, smartphones, wearable devices, and smart appliances, etc. are widespread in our daily lives and is becoming valuable tools with wireless communication abilities that are using specific wireless standards that are commonly used with IEEE 802.11 access points. On the realism of the Internet, security has been perceived as a prominent inhibitor of embracing the cloud paradigm. It is resource storage and management that may lay in any since the cloud environment is a distributed architecture, which place of the world, many concerns have been raised over its vulnerabilities, security threats and challenges. The involvement of various parties has widened these concerns based on each party's perspective and objective. The Cloud point of view we mainly discuss the causes of obstacles and challenges related to security, reliability, privacy, and service availability. The wireless communication Security has been raised as one of the most critical issues of cloud computing where resolving such an issue would result in constant growth in the cloud’s use and popularity. Our purpose of this study is to create a framework of mobile ad hoc network mobility model using cloud computing for providing secure communication among smart devices network for the internet of things in 5G heterogeneous networks. Our main contribution links a new methodology for providing secure communication on the internet of smart devices in 5G. Lack of students’ attention and interest to learn influence the learning process within the class. Thus, their learning achievement decreased. This study aims at designing a motion graphic, video animation learning media in Indonesian history subject. This study uses a research and development method based on the modified research model developed by Borg and Gall with five stages model namely, needs analysis, media design, product development, evaluation and product trial, and final product. This study reveals that the average pretest score before the implementation of the learning media is 57.60, whereas the average posttest score after the motion graphic, animation video learning media implementation is 79.20. The fitness of the media feedback from the media experts’ score is 88% with very appropriate criteria. Also, the material expert gives a score of 89% for the media appropriateness with very appropriate criteria, and users’ (students) feedback on the media is 87.9% with very appropriate criteria. It is concluded that the designed motion graphic, animation video learning media for Indonesian history subject positively influences students’ learning achievement and is appropriate to be applied in Indonesian history subjects.

Penelitian ini bertujuan mengevaluasi kesesuaian strategi bisnis dan strategi teknologi informasi (TI) di Universitas Negeri Gorontalo (UNG) dengan best practice COBIT 5. Peneliti melakukan pengamatan bagaimana UNG melakukan perencanaan strategi bisnis dan TI kemudian dibandingkan dengan best practice COBIT 5. Metode yang digunakan dalam penelitian ini adalah kualitatif yang meliputi wawancara dengan pihak yang berkepentingan dan studi dokumen terkait strategi bisnis dan strategi TI. Model yang dipakai yaitu: COBIT 5 pada domain APO proses APO02 yang terdiri dari 31 aktivitas dan, SCAMPI (Standard CMMI Appraisal Method for Proses Improvement) sebagai metode penilaian. Hasil penelitian menunjukan bahwa aktivitas penyelarasan strategi bisnis dan strategi TI di UNG telah mendekati proses aktivitas keselarasan strategi bisnis dan strategi TI pada COBIT 5. Hal penting lainnya yang ditemukan dalam penelitian ini adalah meskipun aktivitas perencanaan penyelarasan strategi bisnis dan strategi TI di UNG telah hampir medekati best practice COBIT 5 namun, tidak menjamin dalam keseluruhan aktivitas bisnis dan TI di UNG selaras, hal tersebut dibuktikan dengan ditemukan 3 proses yang memiliki kelemahan utama karena tidak terdapat aktivitas atau bukti praktik-praktik yang dilaksanakan merujuk pada COBIT 5. This study aims to evaluate the suitability of business strategies and Information Technology (IT) strategies at Universitas Negeri Gorontalo (UNG) with COBIT 5 best practices. Researchers observe how UNG is planning business strategies and IT then compared with the best COBIT practice 5. The method used in this study is qualitative which includes interviews with interested parties and document studies related to business strategies and IT strategies. The model used is COBIT 5 in the APO domain APO02 process which consists of 31 activities and, SCAMPI (Standard CMMI Appraisal Method for Process Improvement) as a valuation method. The results showed that the alignment of business strategy and IT strategy in UNG had approached the process of alignment of business strategy and IT strategy in COBIT 5. Another important thing found in this study was that planning activities for aligning business strategies and IT strategies at UNG had almost approached. COBIT 5 best practice, however, does not guarantee that overall business and IT activities at UNG are aligned, this is evidenced by the finding of 3 processes that have major weaknesses because there is no activity or evidence of practices carried out referring to COBIT 5.
