Abstract

Electronic Procurement Service (LPSE) is a policy in the procurement of goods and services with internet-based, which facilitates a transparent auction. West Java was chosen as one of the 5 LPSE Center and expected to create transparency and accountability in government management. The purpose of this study is to describe and analyze the LPSE policy implementation, particularly in the procurement of official vehicles in West Java Provincial Government. The research was conducted through observation and interview techniques. Data consisted of primary and secondary data, therefore this research design used qualitative methods. The theory used in this study was the theory of policy implementation. Based on the research, it is known that the policy implementation of LPSE, particularly in the procurement of official vehicles in West Java Provincial Government, is not only able to minimize the corruption potential, but also able to provide a positive impact on the financial condition of local governments. This research conclusion is LPSE policy implementation running well.

Abstract

This article aims to determine whether the Provocative Proactive (PP) program on Metro TV proactive is known by Indonesian people, to explain how the media selection strategy for Provocative Proactive program is, and to explain the program on Metro TV can be written and known by the press or reporters (external PR). The method used was descriptive qualitative approach to analyze the existing problems by presentation of information from the data collected through the company's internal analysis of the results of in-depth interviews and field observations regarding activities in the company. The results showed that duties and functions of public relations are as a motor for better co-operation with external and internal parties relating to Provocative Proactive program. The PR and Promotion Departments were turned out to help the success of the PP program, in addition to various roles and hardworks of the Producer and the creative team. Based on the observations, the role of Metro TV’s PR and Promotion Departments in conducting media relations through cooperation with the media both print and electronic media in an effort to have Provocative Proactive widely known by the public is through cooperation with various mass media, implementation of mass media selection strategies, and introducing Provocative Proactive Program broadly.

Abstract

Nowadays, technology has developed in many different disciplines. One of the technologies that have been used in design interior is AutoCAD software used in technical drawing. This AutoCAD software has been well-known by drafters. Advantages of this software are small period time of working, drawing with precisely measurement; and it is environmental friendly because it uses digital data that can reduce paper use. Drawing decorative ornament is one of difficulties that have been avoided by students to draw. Therefore the purpose of this article is to give information about steps of drawing decorative element using AutoCAD for their technical drawing in interior design. The article used literature study and website of professional institutions about AutoCAD as an additional source to be explanations about pattern of each ornament. Results of using this technique in AutoCAD will minimize time consuming, and it will help students draw the Indonesian archipelago decorative ornament.

Abstract

Mall building has become part of the urban living’s lifestyle. Going to the mall is an independent necessity without any emotional bond with others. As a public area, mall has been trying to fulfill urban communities’ needs such as to enlarge employment opportunities as well as to provide an entertainment center for visitors. For most of urban communities, mall is considered to be a solution for all members of family. It is one destination for all. Mall elements consist of anchor, secondary anchor, street mall, and landscaping. They are built in a perfect composition in order to emphasize the main purpose of a mall building as a modern place for trading. Interior design in a mall building is not only to apply a finishing treatment but also to give an aesthetic experience to the visitors. The excitement of being surrounded by beautiful material, attractive colors in luxurious building are some of the impact that gives an aesthetic experience in mall buildings. This meant to attract customer to purchase the product. The phenomenon of mall building is that although the function of mall building has met the urban communities’ demand it also has used the green spaces and spoiled the water absorption.  In order to solve the problems that suitable for this situation, designing an integrated mal with green building concept should be the solution. The solution should be supported with government regulation based on the awareness of environmental friendly, combining a mall building with open space with well designed of landscapingwill offer a new place to gather for urban communities.

Abstract

Pragmatics is one of linguistics studies that is quite attractive to learn more about. There are many aspects of pragmatics; one of them is dealing with speech acts. Speech acts consist of many categories; one of them is directive speech act. This study aims to identify the directive speech act performed in “Sleeping Beauty” movie. Likewise, it will find out how often the directive speech act performed and which type of directive speech act that are most frequently used in the movie. This  study used qualitative method in which data collection is done by watching the movie, analyzing the body movement and the dialogues of each character, reading the script and library research. A total of 139 directive speech acts were successfully identified. The result of analysis showed that the directive speech act of ordering is the most frequently used in the movie (21,6%). The least frequently used directive speech act is inviting directive speech act (0,7%). The study also revealed the importance of directive speech act in keeping the flow of storyline of the movie. This study is expected to give some useful insights in understanding what directive speech acts is.

Abstract

The purpose of the research project is to find out how effective grammar teaching and learning using the Principled CLT method can improve the ability of freshman Binus University students to understand and use grammar knowledge for academic writing purposes. The research project is expected to result in computer-animated format which can be used as one of the main tools in teaching and learning grammar at tertiary level. The research project applies the descriptive quantitative approach, and thus uses numeric data. The research project involves two subject groups, which are experimental and control. The two groups are pre-tested so as to find out their level of grammar competency by their academic writing works. The experimental group receives the treatment of grammar learning by using the Principled CLT approach, while the control group receives the standard CLT approach. Then, the two groups have the post-test, and the results are compared. Through statistics, the numerical data show that there is no significant difference between the two methods’ results, and as a result, either method has its own strength and weaknesses. If one is to be implemented, it must be linked to the specific goals and purposes that each entails.

Abstract

This study examines the comparison between English Department students’ emotional intelligence (EQ), their self-esteem and their academic achievement. Twenty-two students participated in the research by answering EQ test and two Self-Esteem questionnaires. The result shows that there is no relation between students’ GPA and their self-esteem and EQ. This means that academic ability does not correspond to social skills. Though most students have average EQ and self-esteem, one student has High EQ, High Self-esteem and a 2.95 GPA (out of 4).

Abstract

This study has primary focus to analyze the aesthetic layout of a newspaper with a mathematical approach, which refers to some methods of Birkhoff’s aesthetic measurement developed by David Ngo Chek Ling, et.al. Ngo developed a method of measuring the aesthetic layout that can be used for various design purposes, especially for a computer interface design. Measurement method that he developed refers to the principles of design aesthetics, such as: the principle of balance, the principle of sequence, the principle of unity, and the principle of equilibrium. Birkhoff aesthetic measurement method was used as final analysis to determine the value of aesthetic layout. In this study, some national and local media were selected as samples to determine and assess the aesthetic layout. Based on data analysis, Birkhoff aesthetic measurement method can be applied to measure the aesthetic value of the newspaper layout mathematically.

Abstract

This paper discusses philosophical framework of practice-based artistic research within the field of art and design in contrast with research in the natural and social science. It is stated that paradigm of artistic inquiry is ilustrated with the role of practicioner as researcher wherein subjectivity, involvement and reflexivity are acknowledged, while (k)nowledge is negotiated – inter-subjective, context bound, and is a result of personal construction. Visual objects have been exhausting large amount of our physical and emotional energy in seeing it which certainly gives them a central role in contemporary ages. It is suggested that research could become part of the needs for experience, to inspire, or to collectively develop a profession. Recently, research as knowledge production has been increasing and gaining its interest within the creative art field. However, there is a foundation which underpins a research, at least some implicit philosophical assumptions of it, which serve as the basis of understanding of reality (ontology), and how to know and justify it (epistemology); and by explicating it, it is believed that scrupulous consideration of it may contribute practical benefits in conducting art and design research. In that regard, this paper presents ontological outlook of Heidegger and also epistemology of art of Merleau-Ponty – which rises within phenomenological tradition – as a philosophical framework which can serve as paradigmatic underpinning of artistic research, in contrast with objectivist approach already identical with research in general.

Abstract

Tourism is one of the most important sectors supporting the economy of Indonesia. One way to develop the Indonesian tourism is strengthening the image of Indonesia in the world. To strengthen the image, Indonesia has replaced the old brand, “Visit Indonesia”, and launched a new brand, “Wonderful Indonesia”. Besides the logo, in order to campaign “Wonderful Indonesia,” some television commercials have been launched. An advertising, which creates a powerful image, not only has a great power to influence the viewers but can also be a double-edged sword. Advertising can become a mirror of reality, but it can also become a distorted mirror of reality. A similar case happens with Wonderful Indonesia television commercial, which was released early in 2012 by the Ministry of Tourism and Creative Economy. The television commercial is considered to have distorted the image of Indonesia in the world by displaying only the culture, society, and nature of Java and Bali. Meanwhile, the other Wonderful Indonesia television commercial, “Feeling is Believing,” which was launched by Indonesia Tourism Board in 2012 considered to have become quite successful framing the beauty, and diversity of the cultures, communities, regions, and natures of Indonesia. Learning from the mistakes, and considering the importance of an image, the future Wonderful Indonesia television commercial should be dealt more carefully. The image that is proper to represent Indonesia, the visual signifier should reflect the intended signified precisely.
