Kajian Ekonomi dan Keuangan (KEK henceforth)was first published in 1996 as an initiative of researchers of Ministry of Finance. In the earlier years of its publication, KEK was also known as Kajian Ilmiah Ekonomi dan Keuangan (KIEK). Since then KEK has been published regularly as one of the prominent sources of reference for public policy evaluation as well as a recommendation, in particular on Indonesian state budgets and finance topics.

Abstract

The Indonesian government has already allocated 20 percent from its budget every year for education. Therefore, it's profound to know whether the budget spent on education is giving significant return. The paper aims to examine the rate of return to education, whether there's a disparity between rate of return to education between females and males, and whether education can help tighten the gap of income inequality which is a crucial issue these days facing emerging countries. This paper is using Mincer Equation as the model and Indonesian Family Life Survey (IFLS), a panel data from Indonesian households, finding the rate of return to education to be 7.5 percent. Interesting finding coming from return to education for females to be not different from males, given that return to education for females usually higher than males, though disparity tends to get smaller over time. In addition, it is found that education is not widening the gap of inequality though we can't say whether income equalizing process through education really occurs except for female case, it is income equalizing. This finding is crucial showing that the government should pay more focus in educating females as a means to tighten the income inequality gap.

Abstract

Over the past few years, environmental issues have became a major policy agenda in developed and developing countries. The government has some alternative policies that can be used as a form of the intervention either to play the role of market-based policies and government regulations as well as other options. In this context, the Government of Indonesia already issued Presidential Decree No. 61 Year 2011 on National Action Plan for Reducing Greenhouse Gas Emissions (RAN-GRK). Based on this document, financial source for climate change (PI) and also protection, preservation of the environment (PPLH) mainly comes from the state budget, local budget, private sector, and other sources legalized by regulations. Unfortunately, the capacity for this obligation is still constrained. For this reason, public funding must be able to cooperate with the private fundingr in order to leverage the capacity. Regarding this matter, the flexibility for the allocation of state budget/local budget is not easy, due several reasons. One of that reason is the lack of policy meanstreaming PPLH the PI on the budgeting systems, the nature of the management PI and PPLH and also lack of awareness from many stakeholders. By using descriptive analysis method, this paper tries to answer these issues from the variety of scenarios, especially in the sphere of government planning and budgeting policy.

Abstract

The amount and composition of government spending in fiscal operations has a significant impact on aggregate demand and national output and affects resource allocationin an economy. Therefore, in order to achieve effective economic development, government spending has to be allocated appropriately according to the potentials of each area. Indonesia, which consists of areas with a variety of potential resources would require the determination of the amount and composition of different government spending in order to have an impact on the growth of private investment and employment opportunities are maximized. The purpose of this study is to examine the regional government expenditure performance, private investment and employment opportunities in the area where contribution of the agricultural sector to GRDP is high and low. The study utilizes an econometric model of the system of simultaneous equations using a panel of data of 20 provinces in Indonesia for the period of2003-2011. The 20 sampled provinces were classified into two groups, based on contribution of agriculture sector to the respective regional economy. The estimation results indicate that the determination of the amount of local government spending, both in the areas where the contribution of the agricultural sector to GRDP is either high or low, based on the activity or program of the previous year. Meanwhile, the greater the number of regional government spending for the agricultural sector, the private investment of agricultural sector and employment is increasing.

Abstract

It has been more than three decades that the government provided subsidized fuel. The cheap fuel price leads to consumption of the fuel increase. Although the government has implemented some policies, subsidy on fuel remains hike in the budget. Therefore, by issuing MEMR Regulation on Control of Fuel Consumption, the government implement control policy of subsidized fuel consumption on official vehicles and others. The goals of the policy are to control of the subsidy through reducing the use of low-quality fuel (RON 88). Refer to the above illustration, this paper aims to describe the effectiveness of the policy and to propose policy recommendations to be effective. To measure effectiveness of the policy, this paper uses paired t test. The tool to know whether a significant difference on subsidized and non subsidized fuel sales between before and after the policy implemented. Based on the results, it can be concluded that the policy is not effective. To be effective, it is proposed as follows (1) there is adequate fuel cost allocation for each official vehicle, (2) optimization of the vehicle’s benefit, (3) the policy needs strong monitoring system, and (4) there is sanction for those who violate the policy.

Abstract

CPO is a strategic commodity in the global market, so that the condition and CPO prices in the domestic market is strongly influenced by the global market. This study aims to analyze several factors that affect CPO export, namely CPO price in the international market, the exchange rate rupiah against the US dollar and tax policy as stated in the PMK No. 128 / PMK.011 / 2011. Based on this research, in the period 2005-2013 Indonesia's CPO exports was influenced by the CPO price in the international market, the exchange rate rupiah against the US dollar and tax policy in 2011. Overall the model is able to explain that variation changes CPO exports in the period 2005-2013 by 73,73%t are influenced by the three variables used in this model, while the rest is influenced by other variables that are not included in this study observations. while the rest is influenced by other variables that are not included in this study observations.
