The STI (Science, Technology and Innovation) Policy and Management is a scientific journal discussing theoretical and practical issues in science and technology policy for economic competitiveness, research and development management and innovation management. The journal welcomes manuscripts from researchers, academics and practitioners in these areas. The Editor accepts articles and book reviews in STI policy and management. Two volumes are published in a year (July and December).

It is an accepted view that technological progress is an extremelyimportant, perhaps the most important, determinant in the growth in output per man. Therefore, the government's policies related to the R & D activities to spur the development of the technology in order to enhance economic growth in Indonesia are becoming very important to be analyzed. For this purpose, a process oriented model of technology-economy interactions (Technology-Economy Model) was developed; and through the simulation of the model a clear and distinct understanding of the role of the technology in the Indonesian economy can be obtained. In the model, the capital-labor ratio (KLR) is proposed as an indicator of the technology in an economic system. This implies that the development of technology will be strongly determined by the decisions those related to the development of capital (investment and depreciation) and the growing of labor (hire and fire). The structure of decision making process is naturally consists of the interdependent relationships among some components which constructing causal loops (feedback loops). Based on this thought, the system dynamics methodology is used in this study to develop the Technology-Economy Model. The growth behavior of the technology and the economy is obtained through simulating the model from year 2000 until year 2050 for some scenarios related to the R&D activities and the economic policies. The analysis of the model behavior provides some important policy directions those expected to produce the higher technology and economic growth and also the better performance of the economy, i.e.: policies to manage R&D activities becoming effective, R&D policies should have a linkage with the education and training policies (link and match), have also a linkage with the economic policies (investment, export, and import), and the development of industry (wage policies).

The main objective of this study is to examine the effect of team diversity and institutional factors in terms of top management support and incentive system on the number of license agreements in the context of the National Science and Technology Development Agency (NSTDA) in Thailand. The sample size is NSTDA’s licensed and unlicensed projects in between 2011 and 2015. Data has been collected through a survey carried out on a sample of 134 licensed projects drawn from the population of 144 licensed projects between 2011 and 2015. With limitation of time and sensitivity of identifying about unsuccessful projects, only 29 unsuccessful projects were identified. Consequently, the total projects to be examined by Poisson regression analysis were 163 projects. The results of the identification of the research teams in each licensed project indicated, a statistically significant positive relationship between the high degree of difference in terms of educational major/fields, the high degree of differences in experience and the number of license agreements. It contributes to a cognitive resource theory which suggests that diversity facilitates a more complex problem-solving process. In addition to team diversity, top management support as the institutional factor, is also another key success factor in supporting effective research team to enhance the number of license agreements. In this paper, an analysis is made of the technology and standardization strategies regarding ECHONET and KNX, which are the de jure standards for smart houses in Japan and Europe. Eleven interviews with the main actors related to the ECHONET Consortium and KNX were conducted. Three research questions were set. What are the technology strategy related concerns of the main actors related to ECHONET? What are the issues related to the diffusion of smart houses? What are the underlying strengths and weaknesses of ECHONET when compared with KNX? The analyses showed that the strategies of the various actors towards the diffusion of smart houses were different, based on their different perspectives, visions and competences. A comparison between Japanese and European case highlighted the different standardization strategies and areas of focus. The main bottlenecks towards the diffusion of smart houses were identified.

The changing times require people to be creative and innovative. People are required not only as users but also as a creator of goods thing. People needs to think creative to produce something that useful and also effective and efficient. One thing that in line with the demands of effective and efficient is an open source. Open source stimulates innovation and ensures that ideas can spread rapidly to the creation of a new product. Open source also can drive innovation to ensure sustainable value for companies with different business models. Open source is one of the most inexpensive solution and the most effective in the transfer of technology and knowledge in particular for developing countries. Open source does not just offer a low cost alternative to acquire the technology but also network-based cooperation. Characteristics of the open source compatible with the concept of frugal innovation. Concept of frugal innovation itself responding to resource constraints, both financial, material or institutional and using a variety of methods that transform obstacles into advantages. Frugal innovation minimizing the use of resources in the development, production and delivery, or by utilizing new ways that can dramatically produce products and services become less expensive. The success of frugal innovation is not only determined by its low cost but also provide an alternative edge that also can be made on a large scale. In addition, although not always, explicitly frugal innovation has a social mission. Through this paper the author aims to explore open source as a driver of frugal innovation. Spirit of open source along with the concept of frugal innovation. This paper attempts to explore the role of open source as a driver of frugal innovation and to explain that the spirit of open source along with the concept of frugal innovation.

Institutional is one factor that must be considered in the process of technology transfer. The Local Innovation System (in this case SIDa-Belu) was trying to look at those problems in agriculture to empowering poor farmers in the area. This paper analyzed transformation intitution, which occurs during and after the proccess of SIDa-Belu Implementation. The methods used in this research is descriptive analysis with structure, conduct, performance (SCP) approach.Institutional change is a transformation proccess that is part of development. Therefore, the main objective of any institutional change is to internalize the potential for greater productivity which comes from improved resource utilization, and creating a new balance simultaneously. On SIDa-Belu implementation, institutional change encourage the change for farming groups. Before SIDa-Belu they did subsistent farming, and after implementation they make a new adjustment by external factors (permanent feedback proccess) into modern farming groups with market oriented.

Inclusive development is a development prioritized to alleviate poverty and to encourage all community groups to contribute in creating opportunities, benefits, and participation in decision-making. Small industry is one of the target groups prioritized in inclusive development, especially in the creation of innovation. This paper aims to map the innovation potential of smallindustry in Indonesia. Potential innovations are represented by several indicators, namely: industrial resources obtained, innovation activities and industrial cooperation with the provider of science and technology. Innovation potential of small industry in Indonesia is still not statistically well identified. Therefore, this paper seeks to provide a preliminary description of the innovation activities in small industry. The data used as the basis of the analysis is synthesized from the innovation survey ofmanufacturing industry in Indonesia conducted in 2011. Total of 1.375 respondents, 556 respondents are identified as small industry. Out of the total, 350 small industry declares innovation activities both technological innovation and nontechnological innovation. Using descriptive analysis, it is known that small industry innovation activities are quite diverse ranging from: the acquisition of knowledge, human resource training, and intramural R & D activities. This indicates that the industry has potential for inclusive development.

Although the academics have discussed various topics related to the factors that influence the entrepreneurial success, but there are still many differences about which factors are very important. The most important characteristics of successful entrepreneurs often become a big question. It is reasonable due to the increasing diversity of approaches used in a variety of disciplines on the study of entrepreneur. There were many literatures that discussed a variety of variables affecting the success of entrepreneurs, especially in developed countries. In an effort to fill the lack of research on the success of entrepreneurs in developing countries, especially in Indonesia,this paper tries to propose a theoretical framework to examine factors that affect the success of entrepreneurs,the proposed framework uses a multidimensional analysis of success factors whereby three factors are discussed simultaneously. These include the entrepreneur, the entrepreneurial firm and the external environment. Success is represented by three indicators which consist of employment growth, profitability and survival. This framework is the development of theoretical framework proposed by Kiggundu, and Lussier and Halabi. Compared to Kiggundu and Lussier and Halabi model, the proposed approach is expected to provide a comprehensive analysis of the factors affecting the success of entrepreneur in Indonesia. This multidimensional approach can illustrate the scope of various entrepreneurial phenomena in Indonesia.In addition, using the analytical technique to be used to test the relationship and the influence of independent variables, the concept of this framework will produce determinant variables and eliminate the variables that are not relevantThe study will use Structural Equation Model. It is relevant and useful both from the academic and practical points of view and has practical implications for policymakers in terms of conceptualizing and operationalizing factors affecting the success of entrepreneurs in Indonesia.

Technology adoption is an attempt to accelerate controlling, learning, and utilizing technology from the outside. This will encourage the organization to be able to improve its product, process and competitiveness. A survey conducted by the Ministry of Research and Technology in collaboration with the Agency for the Assessment and Application of Technology on large manufacturing industries (national private, SOE and FI) in Indonesia showed that: (1) respondents conduct technology adoption due to the awareness of the importance of technology innovation in improving company’s performance; (2) the mechanism of technology adoption is mostly done by purchasing machinery and/or equipment from vendors or suppliers, and only few is done by license; and (3) most of national private companies and FIs adopt technology from other country, while the SOEs tend to utilize domestic technology. Some policy implications are suggested: (1) provide incentives for company utilizing a technology; (2) prepare competent human resource to encourage mechanism of technology adoption on industry; (3) encourage research activity in company and consortium and partnership research activity; and (4) build research area allowing every innovation actor to interact with each other.

This article describes the activities of knowledge-intensive entrepreneurship (KIE) in four wood craft manufacturers, namely Radio Magno, Stranough Guitar Technologi, Secco Guitar, and Matoa Watch. The four wood craft manufacturers represent KIE activities in the wood craft industry in Indonesia. The products of the four wood craft manufacturers are able to compete and have market share for both domestic and foreign markets. This article shows some lessons from KIE: 1) Educational background, knowledge, and experience play a significant role in supporting KIE activities, 2) Knowledge base and learning activities support the ability of four creative wood craft manufactures in enhancing innovation and product development, 3) The idea, product concept, and innovation become an important aspect in supporting the ability of the four wood craft manufacturers in the strategy of entering the market and creating market segment for the products, 4) The four creative wood craft manufacturers are able to perform a combination of complementary aspects of KIE (market, technological and institutional opportunities), 5) Ecosystems and cultural aspects are considered as important aspect in supporting the growth of creative industries.
