With the development of Cloud Computing, the popularity of E learning, the increasing of social networking services, Smart Cloud E-Learning System with Social Networking has become a research topic. The characteristics of E learning Cloud and requirements of Social networking services in environments raise a challenge on building an Architecture and Implementation quite strong. In this paper, we elaborate a Smart Cloud E-Learning System with Social Networking based on architecture level of social networking and E learning cloud system to support E learning interactions in worldwide environments. Rapid developments in modern wireless communication permit the trade of spectrum scarcity. Higher data rate and wider bandwidth emerge the development in growing demand of wireless communication system. The innovative solution for the spectrum scarcity is cognitive radio (CR). Cognitive radio is the significant technology used to utilize the spectrum effectively. The important aspect of CR is sensing the spectrum band and detects the presence or absence of the primary user in the licensed band. Moreover, another serious issue in next generation (5G) wireless communication is to decide the less complex 5G waveform candidate for achieving higher data rate, low latency and better spectral efficiency. Universal filtered multi-carrier (UFMC) is one of the noticeable waveform candidates for 5G and its applications. In this article, we investigate the spectrum sensing methods in multi-carrier transmission for cognitive radio network applications. Especially, we integrate the sensing algorithm into UFMC transceiver to analyze the spectral efficiency, higher data rates and system complexity. Through the simulation results, we prove that the UFMC based cognitive radio applications outperform the existing Orthogonal Frequency Division Multiplexing (OFDM) based CR applications.

With the growing need for adoption of smarter resource control system in existing infrastructure, the proliferation of occupancy sensing is slowly increasing its pace. After reviewing an existing system, we find that utilization of Doppler radar is less progressive in enhancing the accuracy of occupancy sensing operation. Therefore, we introduce a novel analytical model that is meant for incorporating granularity in tracing the psychological periodic characteristic of an object by emphasizing on the mobility and uncertainty movement of an object in the monitoring area. Hence, the model is more emphasized on identifying the rate of change in any periodic physiological characteristic of an object with the aid of mathematical modelling. At the same time, the model extracts certain traits of frequency shift and directionality for better tracking of the unidentified object behavior where its applicabilibility can be generalized in majority of the fields related to object detection.

In this paper, the Robust Counterpart Open Capacitation Vehicle Rounting Problem (RC-OCVRP) Model has been established to optimize waste transport in districts Sako and districts Sukarami, Palembang City. This model is completed with the aid of LINGO 13.0 by using Branch and Bound solver to get the optimum route. For Sako districs, the routes are as follows: working area 1 is TPS 1-TPS 2-TPS 3-TPA with distance 53.39 km, working area 2 is TPS 1-TPS 2-TPS 3-TPA with distance 48.14 km, working area 3 is TPS 1-TPA with a distance of 22.98 km, and working area 4 is TPS 1-TPS 2-TPS 3-TPS 4-TPA with 45.45 km distance, and obtained the optimum route in Sukarami districts is as follows: working area 1 is TPS 1-TPS 2-TPA 44.39 km, working area 2 is TPS 1-TPS 2-TPS 3-TPA with distance 49.32 km, working area 3 is TPS 1-TPS 3-TPA-TPS 2-TPA with distance 58.57 km, and working area 4 is TPS 1-TPA with a distance of 24.07 km, working area 5 is TPS 1-TPS 3-TPA-TPS 2-TPS 4-TPA with a distance of 77.66 km, and working area 6 is a TPS 1-TPS 2-TPS 3-TPA with a distante 44.94 km.

This paper is studied about a new protocol of Packet combining (PC) and Aggressive Packet Combining Scheme (APC) in multipath diversity system to get higher throughput. In the proposed protocol of PC and APC schemes, two and three copies of a packet are sent in two and three paths. If either of the copies is received without any erroneous then select the correct one and discard all other copies. Again if all copies are found as erroneous then combine the erroneous copies and perform XOR operation in case of PC and bit by bit majority logic in case of APC in order to get the original copy. The paper is implemented using Mat lab and found that new proposed protocols are getting higher throughput and probability of receiving successful packet at the receiver side. Thus, performance of error prone wireless network can be improved by applying either PC or APC in multipath diversity system.

Information about blood vessel structures influences a lot of diseases in the medical realm. Therefore, for proper localization of blood vessels, its contrast should be enhanced properly. Since the blood vessels from all the medical angio-images have almost similar properties, a unified approach for the contrast enhancement of blood vessel structures is very useful. This paper aims to enhance the contrast of the blood vessels as well as the overall contrast of all the medical angio-images. In the proposed method, initially, the vessel probability map is extracted using hessian eigenanalysis. From the map, vessel edges and textures are derived and summed at every pixel location to frame a unique fractional differential function. The resulting fractional value from the function gives out the most optimal fractional order that can be adjusted to improve the contrast of blood vessels by convolving the image using Grunwald-Letnikov (G-L) fractional differential kernel. The vessel enhanced image is Gaussian fitted and contrast stretched to get overall contrast enhancement. This method of enhancement, when applied to medical angio-images such as the retinal fundus, Computerised Tomography (CT), Coronary Angiography (CA) and Digital Subtraction Angiography (DSA), has shown improved performance validated by the performance metrics.

The Act Number 19 of 2016 concerning the amendment of The Act Number 11 of 2008 concerning Information and Electronic Transaction governing the authority of government in clearing hateful and hostilities electronic information based on tribe, religion, race and intergroup. On the one hand, the government authority aims to protect the public interest and the integrity of the nation, but on the other hand, termination of access to information would restrict the right to freedom of opinion and the right to privacy of Internet users. This study was a normative legal research, which examined the basic authority for the government to shut down negative content in cyberspace. Legal materials were collected through library research. The analysis was conducted qualitatively. This study examined three issues, namely; spreading hatred and hostility in cyberspace, legality government to close the spreading hatred and hostility and electronic evidence in spreading hatred and hostility. Spreading hatred and hostility were criminal acts that used the Internet as facilities. Internet was used by extremists to disseminate his teachings, even being used to commit acts of terrorism (cyber terrorism). In maintaining the unity and integrity, then the government had the authority to shut down access to the unlawful electronic system. The closure should be accompanied by proof of electronic information that contains hatred and hostility based on tribe, religion, race and intergroup

In the making process of Balinese gamelan, the tone arrangement highly depends on aligner sense and feeling which generally performed by the gamelan’s craftsman himself. Each aligner has his way of aligning with different standard of tone. Tunings process is still based on the sensitivity of the ear and the feelings of the gamelan craftsmen so that the precision of tone can not be achieved. The unavailable of a standard measuring instruments tone used in the tuning process lead to the production process gamelan in Bali takes a long time. To solve these problems, a study conducted by utilizing information technology in the computer - software engineering approach.Besides, to anticipate the limitation of human resources in the field of alignment and to maintain the consistency of the gamelan’s tone in the long period of time it is in need for the touch of information technology in the form of software. The software to analyze the frequency of gamelan’s base tone in order to get the result of the tone in the strip of gamelan which is measurable and in accordance with the expectation. The software is intended will be able to perform the test tone as desired by the buyer. Thus the tone of the achievements obtained quickly, accurately correspond to the reference tone. Electrical energy consumption is one of the focus areas in Green and Sustainable technology in the 21st century. Many energy consultants offers services to reduce the electricity consumption to the commercial consumer. Many proposals are focusing on selling their energy management system product which cost a lot of initial investment. The problem of applying energy management system is that the building needs major renovation. In this paper, electricity consumption is reduced through delamping method. The delamping is strategizing based on energy efficiency audit. This technique complies with the ASHRAE international standard for office building. The number of light reduced and electricity consumption from this exercise can translate into reduction of maintenance and electricity bill. The comparison of payback period for various energy saving techniques were discussed as well.

Increasing power consumption in information and communication access networks is one of the major cause of greenhouse gas emissions. These emissions are harmful to life on earth. Passive Optical Networks (PONs) are energy efficient but the broadcast nature of downstream traffic may cause of huge unnecessary processing of frames by the optical network units and result in significant energy wastage. Bi-PON technique tried to solve this problem by changing the XGPON / GPON frame structure to an interleaved pattern but also required additional hardware changings at the optical network units. In this study, we have tried to achieve the same objective by making a few changings in the GPON frame structure without modifying the existing hardware structure. The simulation results show that 25.25% processing energy of an ONU can be saved by incorporating these changes.
