Abstract

High levels caused by factors that are not proportional to the level of education and the level of education of the community, which is the subject matter. This type of research is in the form of a case study using the balanced scorecard method. Data collection takes several elements and then each of these elements is examined, conclusions that only apply to the elements studied only. This research was conducted at the Sampang Regency Cooperative, Micro Business and Manpower Office. The results of the study averaged 0.5, which means the performance of the Micro, Cooperative and Cooperative Office of Sampang Regency. These results are the average results from several aspects, namely data that shows an internal NGR of 80% that is well-intentioned. The internal business perspective data produces a target of employee returns of 5% which means less. Internal business perspective data on employee training results is 50% which means less. Data to measure employee training level by 50% which means less. Tingginya tingkat pengangguran disebabkan oleh beberapa faktor diantaranya besarnya angkatan kerja yang tidak seimbang dengan kesempatan kerja serta tingkat pendidikan dan keterampilan yang dimiliki masyarakat, inilah yang menjadi pokok permasalahan. Jenis penelitian yang digunakan berupa studi kasus dengan menggunakan metode balanced scorecard. Pengumpulan data mengambil beberapa elemen dan kemudian masing-masing elemen tersebut diteliti, kesimpulan yang ditarik hanya berlaku untuk elemen-elemen yang diteliti saja. Penelitian ini dilakukan di Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kabupaten Sampang. Hasil penelitian menunjukkan nilai rata-rata sebesar 0,5 yang berarti kinerja Dinas Koperasi Usaha Mikro dan Tenaga Kerja Kabupaten Sampang dikatakan Cukup. Hasil tersebut merupakan hasil rata-rata dari beberapa aspek, diantaranya data perspektif bisnis internal menunjukkan hasil NGR sebesar 80% yang berarti baik. Data perspektif bisnis internal menunjukkan hasil target kepuasan karyawan sebesar 5% yang berarti kurang. Data perspektif bisnis internal menunjukkan hasil persentase pelatihan karyawan sebesar 50% yang berarti kurang. Data perspektif bisnis internal menunjukkan persentase pelatihan karyawan sebesar 50% yang berarti kurang.

Abstract

Abstract: Tourism is a new industry that takes a lot of money from its customers. It can be seen that tourism sells something that can not be perceived, that is entertainment and fun. In contrast to other tourist attractions, Kampung Wisata Keramik Dinoyo, besides selling something that is intangible, also has ceramic products that can be sold. Unfortunately, this tourist village even decreased popularity from year to year so it can not compete with other tourist villages in Malang. This study aims to determine the pattern of tourism communication undertaken by the manager of Kampung Wisata Ceramic Dinoyo so that it can be found a systematic solution so that it can solve the problem in the tourist village. The theory used is a public relations strategy to maximize the popularity of the tourism industry, particularly the Tourism Oportunity Spectrum (TOS) system that includes accessibility, compatibility, characteristics, interaction, acceptability, and degree of control management. The results showed that the communication performed by community is still not effective and they tend to work independently. Managers Kampung Keramik also ignore some aspects of the TOS system and have no tourism sensitivity. Managers are advised to pay attention to the consistent pattern of tourism communication to restore the popularity of Kampung Wisata Keramik Dinoyo. Because the effective communication pattern will determine the image of a tourism industry in the future. Keywords: Kampung Wisata Keramik Dinoyo, Communication Pattern, Tourism Oportunity Spectrum. Abstrak: Pariwisata merupakan industri baru yang menyedot banyak kapital dari konsumennya. Secara kasat mata, pariwisata menjual sesuatu yang tidak bisa diindera (intangible), yaitu hiburan dan kesenangan. Berbeda dengan tempat wisata lainnya, Kampung Wisata Keramik Dinoyo, selain menjual sesuatu yang intangible, juga memiliki produk berupa olahan keramik yang bisa dijual. Sayangnya, kampung wisata ini malah mengalami penurunan popularitas dari tahun ke tahun sehingga tidak mampu bersaing dengan kampung wisata lainnya di Kota Malang. Penelitian ini bertujuan untuk mengengetahui pola komunikasi pariwisata yang dilakukan oleh pengelola Kampung Wisata Keramik Dinoyo sehingga dapat ditemukan solusi tersistem sehingga bisa menyelesaikan persoalan yang dialami kampung wisata. Teori yang digunakan adalah strategi public relations untuk memaksimalkan industri pariwisata dalam sistem Tourism Oportunity Spectrum (TOS) yang meliputi aksesibilitas, kompatibilitas, karakteristik, interaksi, akseptabilitas,dan derajat manajemen kontrol. Hasil penelitian menunjukkan komunikasi yang dilakukan pengelola masih belum efektif dan cenderung mereka bekerja sendiri-sendiri. Pengelola juga mengabaikan beberapa aspek dalam sistem TOS dan tidak memiliki kepekaan kepariwisataan. Pengelola disarankan agar memerhatikan pola komunikasi pariwisata dengan konsisten untuk mengembalikan popularitas Kampung Wisata Keramik Dinoyo. Karena pola komunikasi yang efektif akan menentukan citra suatu industri pariwisata di masa mendatang. Kata Kunci: Kampung Wisata Keramik Dinoyo, Pola Komunikasi, Tourism Oportunity Spectrum.

Abstract

The high potential for corruption in the goods and services procurement sector in Indonesia has prompted the Central Government through the Government Goods and Services Procurement Policy Agency (Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah/ LKPP) to issue a Probity Advice policy. The effectiveness of the Probity Advice implementation in the procurement of goods and services is the goal and subject matter. This study uses a qualitative research method with an explorative approach, the determination of informants using snowball sampling. The results of the analysis of the implementation of the Probity Advice policy in Trenggalek Regency can be concluded that Probity Advice cannot be applied effectively. The obstacle is unclear regulation and overlapping authority. In addition, it is constrained by planning and allocation of immature budget due to incompatibility between the preparation of the 2018 General Procurement Plan (Rencana Umum Pengadaan/ RUP) and the Regional Budget (Anggaran Pendapatan dan Belanja Daerah/ APBD) of Trenggalek Regency for the current year, and the lack of provision of supporting facilities and infrastructure Tingginya potensi terjadinya korupsi di sektor pengadaan barang dan jasa di Indonesia mendorong Pemerintah Pusat melalui Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah (LKPP) mengeluarkan kebijakan Probity Advice. Efektivitas implementasi Probity Advice dalam pengadaan barang dan jasa menjadi tujuan dan pokok permasalahan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan eksploratif, penentuan informan menggunakan snowball sampling. Hasil analisis implementasi kebijakan Probity Advice di Kabupaten Trenggalek dapat ditarik kesimpulan bahwa Probity Advice belum bisa diterapkan secara efektif. Kendalanya adalah regulasi yang belum jelas dan tumpang tindih kewenangan. Selain itu terkendala perencanaan dan pengalokasian anggaran yang belum matang karena ketidaksesuain antara penyusunan Rencana Umum Pengadaan (RUP) tahun 2018 dengan Anggaran Pendapatan dan Belanja Daerah (APBD) Kabupaten Trenggalek tahun berjalan, serta minimnya penyediaan sarana dan prasarana pendukung

Abstract

Abstract: Higher Education as an institution of education service providers are required to provide services that can create maximum satisfaction to the community of its services users, which in turn will be able to encourage the progress of the Higher Education. The research was conducted at Akademi Farmasi Surabaya. The research used responder students, staff and lecturers, chosen randomly. Or also using 30 questions consisting of data analysis process used by the researcher is using multiple linear regression test analysis obtained from the relationship between service quality and student satisfaction as service user to student loyalty. The result showed that for service quality variables obtained the value of t arithmetic of 2.454 with a value of p-value of 0.016, that is a positive influence and significant quality of service to student loyalty. While The results for student satisfaction variables then obtained t count value of 4.901 with a p-value of 0.000, that is a positive influence and significant student satisfaction on student loyalty. Abstract

Abstact : The process of implementing village development activities requires a good planning. In the preparation of development planning, the village government is required to be accountable and participatory, considering that this is the mandate of the Regulation. In addition the quality of village development will be determined by the extent of the role of the community in providing aspirations, implementing, monitoring, and evaluating the village development as well as the extent to which the village government is able to implement the values of accountability so that the community has access to information and data related to village development. This study using a qualitative approach. Primary data sources in this study were obtained through interviews with the objects interviewed, including: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, and Tokoh pemuda. Based on the results of the analysis of this study, it is known that the level of involvement of the villagers in Sumberngepoh in the process of planning, implementing, and monitoring development is still lower. Communities that should be involved have not been well involved, such as vulnerable groups, disabled people, marginal communities, the poor, and women are still not actively involved. While in terms of accountability, based on the results, it is known that the delivery of information related to the planning and implementation process of village development has started well, although there are many things need to be improved. Such as the process of submitting the reports related to the implementation of previously planned development. Keywords : Participatory, Development Planning and Accountability. Abstrak: Proses pelaksananaan kegiatan pembanguna desa memerlukan perencanaan yang baik. Dalam penyusunan perencanaan pembangunan, pemerintah desa dituntut untuk akuntabel dan parisipatif, mengingat hal tersebut merupakan amanah UU Desa. Selain itu kualitas pembangunan desa akan ditentukan oleh sejauh mana peran masyarakat dalam memberikan aspirasi, melaksanakan, mengawasi, dan mengevaluasi pembangunan desa serta sejauh mana pemerintah desa mampu menerapkan nilai-nilai akuntabilitas sehingga masyarakat memiliki akses terhadap informasi dan data terkait pembangunan desa. Penelitian ini menggunakan pendekatan kualitatif. Sumber data primer dalam penelitian ini diperoleh melalui wawancara dengan objek yang diwawancarai, antara lain: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, dan Tokoh pemuda. Berdasarkan hasil analisa dari penelitian ini, diketahui bahwa tingkat keterlibatan warga Desa Sumberngepoh dalam proses perencanaan, pelaksanaan, dan pengawasan pembangunan masih belum maksimal. Masyarakat yang sepatutnya terlibat belum terlibat dengan baik, seperti kelompok masyarakat rentan, difabel, masyarakat marjinal, masyarakat miskin, dan kaum perempuan masih belum terlibat secara aktif. Sementara dari sisi akuntabilitas, berdasarkan dari hasil anlisa diketahui bahwa penyampaian informasi terkait proses perencanaan dan pelaksaan pembangunan desa sudah mulai baik, walaupun masih banyak hal-hal yang perlu diperbaiki. Seperti proses penyampaian laporan terkait pelaksaan pembangunan yang telah direncanakan sebelumnya. Kata Kunci : Partisipasi, Perencanaan Pembangunan dan Akuntabilitas.

Abstract

Land and Building in Indonesia are worned taxes regional. This tax as called PBB is one of the taxes transferred from the Central Government to the Local Government. The government of Malang City has made program of PBB at the beginning of the year in 2013. Authority about PBB are delegated to institution BP2D. BP2D are affording receivable amount Rp.110.348.875.252,- from PBB. The researcher has interestingabout strategic this institution to increase income from PBB. This research use desciptive qualitative approach. The outcome from this research are 1) BP2D often held a tax socialization, 2) The institution cooperating with stakeholders, 3) BP2D were establisinga unit to enforce taxes. This unit as called OPGAB, 5) The official are mapping about economic ability, 6) Implementation of a program was called Sunset Policy, 7) operate the tax car, and 8) Institution giving rewards totaxpayers who have good payment.

Abstract

The Formation Of Komisi Penyiaran Indonesia (KPI) on 2002 based on policy regulation No 32, 2002 as independent instution or regulatory on broadcasting, in central and district level. Today in realitity more published dangdut talent show program. This fact make be challenge to implemented policy regulation No.32, 2002 about broadcast. One of main KPI role to supervise of broadcast but still violation happen mainly about content of broadcast. This research aims is to analyse about KPID exixtence East Java given to zise of dangdut program broadcast published. This research is descriptive kualitative. The theory this research use implementation theory from George Edward III with four indicator communication, disposition, bureaucracy structure and main resource. The Result this research show obstacle factor to implemented of policy regulation No. 32, 2002 is limited of facility, so that impmenting of regulation policy not too maximum. Komisi Penyiaran Indonesia (KPI) terbentuk pada tahun 2002 berdasarkan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Lembaga independen ini menjadi regulator dalam bidang penyiaran baik di tingkat pusat maupun daerah. Kenyataannya saat ini semakin bermunculan program pencarian bakat penyanyi dangdut. Hal ini menjadi tantangan untuk mengimplementasikan Undang-Undang No. 32 Tahun 2002 tentang penyiaran. Salah satunya KPI memiliki peran utama sebagai implementor Undang-Undang tersebut. Adanya KPI sebagai lembaga independen untuk mengawasi penyiaran, pelanggaran masih terjadi terutama dalam sajian serta isi siaran. Oleh karena itu, tujuan penelitian ini, yaitu menganalisa mengenai eksistensi KPID Jawa Timur terhadap pemberian porsi alokasi penyiaran program musik. Jenis penelitian yaitu deskiptif kualitatif. Teori yang digunakan dalam peneltian ini yaitu teori implementasi kebijakan George Edward III dengan indikator komunikasi, disposisi, struktur birokrasi dan sumber daya. Hasil penelitian menunjukkan adanya faktor penghambat dalam implementasi UU No. 32 tahun 2002 yaitu keterbatasan berbagai sarana prasarana sehingga implementasi berjalan hanya dengan mengandalkan sumber daya yang ada

Abstract

This study relates to the implementation of the Government Regulation of the Republic of Indonesia Number 47 of 2008 concerning Compulsory Education in the village of Kaduara Timur Sumenep Madura. The researcher uses the implementation model Edward III that the success of the policy according to Edwards III is influenced by four factors, namely, communication, resources, disposition, and bureaucracy. As well as the Koentjoroningrat theory to analyze local cultural values, that according to the Koentjoroningrat elements of culture consist of: (1) language, (2) knowledge systems, (3) social systems or social organizations, (4) living equipment and technology systems, (5) livelihood systems, (6) religious systems, (7) arts. This research is a descriptive research type of qualitative approach. This study describes the community's perspective on education policy in terms of the existing local culture, there is an influence of local culture on the policy. This type of research is a case study, research subjects use purposive sampling and incidental sampling. The researcher acts as an instrument that goes directly to the field to obtain data as accurately as possible, while also using interview, observation and documentation techniques. Data were analyzed using an interactive model (interactive models of analysis) Miles and Huberman which has three main components are: data reduction, data presentation, and draw a conclusion / verification.. The results of the study show that the implementation of the Government Regulation on nine-year compulsory education in Kaduara Timur Village has been going well. This is evidenced by 60% of the villagers who have already and are currently undergoing a normal nine-year education. The success of the government is influenced by the local culture which is still thick but in addition to the local culture the values that develop through the advancement of science and technology also have a special effect on the way of thinking of the people of Kaduara Timur village which then affects the awareness of the people of Kaduara Timur of the importance of education, especially nine years of basic education

Abstract

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

Abstract

The quality of public services that given low by the Limited Liability Company (PLN) on Soe Rayon as a service provider in the field of electricity for the people in South Timor Tengah District, causes public as the customers dissatisfaction.In real terms, the public dissatisfaction is caused by frequent power cuts, which can damage and by the same time disrupt the public activities. Electricity is one of the basic needs in people's daily lives, the function of electricity is used for: energy sources for electronic equipment, lighting, cooking, and as a support in providing health services and so on. The research was conducted at PLN SoeRayon for 4 months, from January to April 2016. This research used Qualitative Descriptive as the approach technique, and purposive sampling as the sampling technique. Primary and secondary data are the types of data sources, while the monitoring instrument uses interview guidelines, which are supported by observation and documentation. Data Analysis used Interactive Model Miles and Huberman, data collection through: data reduction followed by data presentation, and finally conclusions. The results of the analysis in this research indicated that: the quality of existing public services at PLN Soe Rayon was unsatisfactory, Its due to frequent occurrence of power out ages, and the slow service provided by Sub Rayon, and the transactions pay ofworse electricity. The inhibiting factor in providing services at PLN Soe Rayon is the electrical energy sources lack, thenthe natural factors that do not support, and on the other one is there’s theft on this distict, and also the lack of employees. While the supporting factors, physical facilities are sufficient, which have been given to people who are PLN's SoeRayon customers and the ability of employees who are ready to give their good service to the customers.The low quality impact of services provided by the State Electricity Company to customers in the Tobu Health Center, and generally the people of Timor Tengah Selatan Regency is the decline of customer trust to the PLN.
