Abstract

The city of Bogor is one of the cities that has implemented the concept of smart city and is one of the centers of attention for the movement of people. The implementation of smart cities often has difficulty in applying various aspects. One of them is about environmental problems in urban areas that are very vulnerable to various damages such as garbage. One effort to improve the quality of the urban environment is the concept of Smart Environment. This study uses qualitative research with a descriptive approach. This research results that the condition of Bogor City which is dense makes the volume of waste increasing. In this case, waste management efforts such as the Trash Bank, 3R Trash Program, and impelemntation of waste management of IT based. However, in its application the City of Bogor experienced constraints on public awareness and participation. Keywords: Waste Management, Smart City, Smart Environment

Abstract

The ease of doing business in Indonesia in 2019 has increased but the ranking only represents Jakarta and Surabaya and the overall value of Indonesia's competitiveness is still below expectations to attract foreign investors. This is because public organizations in Indonesia are considered inefficient, bureaucratic, less transparent, and have a high level of corruption. In terms of competence, there are differences in the ability of the State Civil Service Apparatus (ASN) in each region so that it is necessary to increase the ability of ASN to be able to deal with changes and developments in the world that is growing so fast and more rapidly. This is where the important role of ASN’s training units in the development of Human Resources (HR) in producing "world-class" bureaucrats. Existing training units are required to conduct training related to career development and personnel planning. For this reason, the training units must be transformed into a Corporate University (CU) which is a management tool designed to help organizations achieve their strategic goals by carrying out activities that encourage individuals and organizational learning and knowledge. In its formation, it is necessary to pay attention to the five stages in the development and implementation of CU, namely the initial diagnosis, the development of educational programs, the development of educational programs, the development and implementation of Learning Management Systems and finally the strengthening of knowledge of CU and the release of the formation of CU. Constraints in the application of CU can occur due to the mentality and moral degradation of ASN that has occurred and passed down by the previous generation. Therefore, demanded support from leaders who are open-minded and free from a silo mentality.

Abstract

Nowadays franchise business is seen as a type of business that promises profits. Especially in minimarket retails such as Indomaret and Alfamart. However, these two mini markets cannot be found in West Sumatra, which actually offers Minang Mart as a modern retail with local wisdom. Minang Mart is the Main Program of TPKAD and is managed by three West Sumatra BUMDs and enlivened by local UMKM. This research is a qualitative research with descriptive approach and inductive method. Data collection using interview techniques, observation and study of related documents. While the Snowball Sampling Technique is used in determining informants. The research purpose is measure the effectiveness of Minang Mart Retail based on local wisdom as an alternative franchise in the Padang city. For this retail effectiveness, it is measured based on effectiveness measurement indicators according to Siagian such as Clarity to Be Achieved, Clarity of Strategies of Goals Achievement, Process of Analysis and Formulation of Strong Policies, Good Planning, Appropriate Programming, Preparation of Supporting Facilities and Infrastructure and Monitoring and Control Systems. Among the indicators that have been going well are Supporting Facilities and Infrastructure.

Abstract

This study aims to identify the role of city branding in increasing the number of tourist visits in the city of Surakarta. The research method used is library research method. Data collection method used is the documentation method. The data analysis technique used is content analysis. The results of this study are city branding is an effort of a city to maintain the existence of the excellence of its region in global competition through logos, taglines, symbols, and slogans. This is an important element in the development of aspects of life in the City, as well as Surakarta, which feels that in an effort to improve the quality of the city, it is necessary to carry out branding to the international world. Thus, city branding in the city of Surakarta uses the tagline "Solo The Spirit Of Java" to describe the identity of the city of Surakarta to the world that the city of Surakarta is the center of Javanese cultural civilization so that it declares itself that Solo is the soul of Java. The strategy of the Surakarta city government in order to attract tourists to visit is through cultural attractions, arts and cultural festivals, and the provision of facilities and infrastructure that are able to accommodate the needs of tourists. In addition, the government also cooperates with the community, and the private sector or external bureaucrats in conducting branding communication. However, communication and consistency in promoting branding must be accompanied by synergy between the actors involved so as to achieve the main objectives of city branding. The recommendation for the government in branding is the consistency of branding that is used as a form of identity of the city of Surakarta because in the tagline "Solo The Spirit Of Java" there are several sub-branding that are also marketed to the public.

Abstract

This paper is the result of the author's study of his involvement in the preparation of the Eastern Sendawar Spatial Detail Plan (RDTR) in West Kutai Regency, East Kalimantan Province. Although the author's study is based on one case directly involved, but from sharing between planners the fact is that the various problems that occur are relatively similar to the various cases of the preparation of RDTR in other regions in Indonesia prepared for input of Online Single Submission (OSS), which began to be officially applied as of January 1, 2020. The results of this study, although they cannot be generalized, can be used as lesson learnt in the preparation of other RDTRs for the same type of RDTR and other regular RDTRs that have relatively similar characteristics. The results of the study indicate that there are still some weaknesses that need to be addressed both in the guidelines, standards, and synchronization with the system in OSS. It is recommended to do crash program preparing the base maps and related thematic maps, ajusment/improvement the guidelines, separate processes with KLHS, and prepare human resources for managing flexible systems on OSS

Abstract

The corona virus pandemic requires all sectors to improve and adjust to new normal conditions, and the local Government organization is no exception. Local Governments should take a number of steps to encourage local government organizations to be more effective and efficient in carrying out their duties and functions. This study aims to provide a new concept in the framework of structuring local government organizations in the "new normal" era and facing the industrial revolution 4.0, using the literature study research method. The new concept offered in the organization of local government organizations includes six aspects, including aspects of strategy, aspects of structure, aspects of processes, aspects of society, aspects of technology and aspects of leadership.

Abstract

Indonesia is a country whose governmental authority is distributed both vertically and horizontally. Vertical division of authority, making the government not only stop at the local government but also there is a village government that is in the guidance of the district government. Meanwhile, there is a phenomenon that rural communities are more disadvantaged compared to urban communities. Attention to life in the village which ultimately gave birth to policies on development and empowerment. The policy has implications for financial assistance and its management. However, at the level of implementation it is inseparable from various problems although at the same time the village government is required to manage village funds effectively and accountably. The attention of the Regional Government to the Village through the sub-district government can be approached by referring to the opinion of Stoner (2006) which says that management is a process of planning, organizing, directing and supervising the efforts of the members of the organization and users of other organizational resources in order to achieve the stated organizational goals . Then the strategy to increase the role of the sub-district in is done through planning; budgeting; disbursement of funds for the preparation of the accountability report; and assistance.

Abstract

This paper aims to describe the competency of civil servants in Kecamatan Prambanan Kabupaten Sleman. Using interview and observation as a research method, the result is described using the frameworks of the definition of competency in Law Number Number 5 of 2004 on Civil Servant Apparatus. The results show that there are problems in technical competency and managerial competency such as lack of skill of personnel due to small chances for workers to get training and almost half of the workers have not to reach higher education.
