Abstract

This study focuses on the implementation analysis of the Single Identity Number policy through the matching of the Population Administration Number and the Tax Identification Number at the local level, with Makassar City, Indonesia, as the case study. A qualitative approach in a case study design is employed in this research. Informants in this research are 15 people selected purposively, consisting of officials from the Department of Population and Civil Registration, officials and technical implementers of the Pratama Tax Service Office, administrative service personnel, and members of the public who are taxpayers and have and have not undergone NIK–NPWP matching. The population is all policy actors, implementers, and target groups of the SIN policy in Makassar City. Data collection was carried out through in-depth interviews, non-participant observation, and documentary study, and the validity of data was obtained through triangulation of sources and techniques. Data were analyzed qualitatively using Merilee S. Grindle’s policy implementation framework, focusing on the content of the policy and the context of implementation. The results showed that the NIK–NPWP matching policy has developed normatively and administratively but is still far from optimum due to technical data limitations, weak interagency coordination, and limited awareness and compliance from the public. It is concluded that the local success of the SIN policy depends highly on how the context of implementation is strengthened through cross-sector coordination, demographic data quality improvement, and adaptive socialization strategies. The study suggests strengthening integrated services and improving institutional capacity to optimize SIN policy implementation at the regional level. Keywords: single identity number, policy implementation, population administration, local government.

Abstract

This research is conducted to create an adaptive and sustainable Smart City ecosystem model for Banyuwangi Regency in response to challenges of digitalization and sustainable development in the region. The study emphasizes three pillars: building digital infrastructure, improving stakeholder cooperation, and formulating regulations conducive to technological innovation. Employing an exploratory qualitative method, the research was conducted through 18 in-depth interviews, direct observation, document analysis, and FGDs with diverse stakeholders. The collected data were analyzed using a paradigmatic model to construct a "Smart Sustainable City Ecosystem" tailored to Banyuwangi's characteristics and challenges. This study yields a digital ecosystem model incorporating policies to advance digital infrastructure, community digital literacy, and the regulation of technological innovation, adaptable across contexts. This development model would enable the continuity of Smart City development in Banyuwangi through an all-encompassing, adaptive strategy for environmental change. This study is only focused on the Banyuwangi area, and the data are collected from several stakeholders. It is suggested that future research, using multiple longitudinal studies, assess the model's effectiveness. Keywords: smart city, digital ecosystem, digital infrastructure, digital literacy, adaptive regulation.

Abstract

This research aims to analyze the impact of land access inequality on inclusive and sustainable local economic development in Jatinangor District, Sumedang Regency. Massive land use conversion during 2020-2023 (residential +59.16%, forest -50.24%, vacant land +83.77%) has created significant land ownership inequality, with 47% of agricultural land converted to factories, malls, residential areas, and commercial properties. Using qualitative approach with case study design and 13 key informants, this research identifies five multidimensional impacts: (1) employment—farmer transition to informal sector with significantly lower wages, (2) income—inequality increases (Gini ratio 0.337), (3) access to capital—farmers limited access to formal credit and dependent on informal ijon system, (4) environmental sustainability—severe ecosystem degradation with clean water coverage only 6.5%, and (5) social conflict—persistent agrarian disputes with ineffective resolution mechanisms. The research finds that economic development in Jatinangor is non-inclusive because benefits are only enjoyed by external actors (investors, educational institutions) while local farmers experience continuous marginalization. Integration of Inclusive Development Theory (Stiglitz), Land Tenure Theory, and Agrarian Conflict Theory demonstrates that land inequality hampers sustainable economic growth. The research recommends a holistic approach: agrarian reform, land conversion regulation, local economic empowerment, participatory conflict resolution mechanisms, and development planning based on inclusion principles. Keywords: land inequality, inclusive economic development, land use conversion, Jatinangor, agrarian conflict.

Abstract

Abstract

Surabaya's congestion in the "Friday of Horror" phenomenon dismantles the fundamental constraint of city mobility, namely the zero redundancy of the network. Public transportation is stuck rigidly in arterial corridors with no alternative routes. This research evaluates how the weaknesses of the route design collide with the stuttering of institutions responding to citizens' digital protests. Through an exploratory qualitative approach, data were dissected from two fronts: netnography of 855 comments on @tfsurabaya advocacy accounts, then cross-validated with in-depth interviews of 50 regular commuters (N1-N50). Thefindings of the study show the limitations of policy assumptions that have been oriented towards increasing capacity. All informants proved systemic redundancy failure, namely large capacity buses automatically paralyzed when the main road is blocked. The architecture of the route is too linear.  WiraWiri's fleet of feeders, which was designed to be agile, actually rotated back to the center of the congestion. Institutionally, the fragmentation of authority between the City Government, the Provincial Government, and KAI triggers an artificial service response. Authorities fail to read digital vigilantism as a demand for real accountability, and still treat it as a random complaint. Fleet additions without changes in network structure have the potential to result in limited effectiveness. Surabaya urges the activation of emergency routes across second-class roads, a total overhaul of bus stop priorities, and the establishment of the Greater Surabaya Transportation Authority to cut the sectoral impasse.

Abstract

The transformation of Banyuwangi under the leadership of Regent Abdullah Azwar Anas (2010–2020) presents a compelling case in public leadership studies. Amid the stagnation of hierarchical, top-down governance models in Indonesia’s local governments, Anas introduced a collaborative ecosystem leadership approach that is adaptive, innovative, and responsive. However, systematic academic investigations into the characteristics, strategies, and impacts of this leadership model remain limited. This study aims to identify the key features of collaborative ecosystem leadership, analyze cross-sectoral collaboration strategies, and evaluate its impact on bureaucratic reform, community empowerment, and sustainable development in Banyuwangi. This research uses a qualitative approach with a single-case study design, supported by document analysis, semi-structured interviews with 18 key informants, and indirect observations. The findings reveal that Anas’ leadership successfully built strong cross-sectoral networks, empowered local communities, and embedded Triple Bottom Line principles into regional policymaking. The study recommends replicating this leadership model in other regions with contextual adaptations, along with greater regulatory and fiscal support from the central government to promote local innovation and participation. This research contributes both theoretically to the discourse on sustainable management and practically to the advancement of transformative public leadership in the digital disruption era.

Abstract

Digitalization is one of the solutions to address challenges in public services, which is expected to make it easier for people. The lack of public awareness, especially in rural areas, about the importance of managing population administration documents is caused by several factors, one of which is limited time and cost due to long distances to service centers. Central Aceh Regency has around 50% of its population living in village areas, so many people still face difficulties in managing their population administration documents. The Population and Civil Registration Office of Central Aceh Regency addreses this problem by creating an innovative program called the Population Administration Aware Village, known as Kaminduk. The purpose of this study is to conduct an in-depth analysis of the implementation of the Population Administration Aware Village (Kaminduk) strategy in the villages of Central Aceh Regency. The main objective of this study is to identify the strengths of the program and highlight the challenges that need to be addressed to optimize public population administration services. The method used in this study is data analysis with qualitative descriptive analysis. The results of this study will consist of identifying the successes and obstacles in the implementation of the Village Aware of Population Administration Program (Kaminduk) Strategy, as well as providing conclusions and recommendations for further program development.

Abstract

This article examines the socio-historical transformation of the Aru Islands in Eastern Indonesia by analysing the transition from an Islamic cosmopolitan maritime society to European colonial domination between the fifteenth and nineteenth centuries. The study aims to explain how maritime trade networks facilitated the spread of Islam, shaped local cosmopolitanism, and were subsequently transformed through colonial intervention. Employing a qualitative historical approach that integrates archival research, archaeological evidence, ethnographic interviews, and secondary historical sources, this study reconstructs the changing political, economic, and religious landscape of the Aru Islands. The findings demonstrate that the Aru Islands functioned as an important peripheral node within the wider Islamic maritime network connecting Maluku, Banda, Sulawesi, and Papua. European colonial expansion fundamentally altered these networks by imposing commercial monopolies, restructuring local authority, and introducing new religious and political institutions. Rather than replacing local traditions entirely, colonial rule produced a complex interaction between continuity and transformation in Islamic and maritime life. This study contributes to the historiography of Eastern Indonesia by positioning the Aru Islands as an active participant in regional maritime history rather than merely a peripheral frontier of colonial expansion. Keywords: Aru Islands; Islamic cosmopolitanism; maritime history; colonialism; Eastern Indonesia; Maluku.
