Penelitian ini menganalisis gerakan masyarakat tertib administrasi kependudukan di Kabupaten Sleman melalui inovasi pelayanan Lukadesi dengan alat analisis teori proses inovasi De Jong dan Den Hartog yakni melihat peluang, mengeluarkan ide, mengkaji ide, dan implementasi. Rendahnya kesadaran masyarakat Sleman akan administrasi kependudukan di bidang kematian menjadi perhatian yang serius. Hal ini dikarenakan ketika terjadi peristiwa kematian masyarakat enggan melaporkan ke pihak terkait sehingga data kependudukan yang ada di database tidak sesuai dengan jumlah masyarakat di lapangan. Semenjak dibentuknya inovasi Lukadesi justru keadaan berubah drastis, di mana dengan pelayanan Lukadesi masyarakat sangat partisipatif. Hasil menunjukkan bahwa inovasi Lukadesi menjadi layanan unggulan desa yang dibentuk pada pertengahan 2017 dan sampai saat ini sudah 83 desa dari 86 desa yang ada di Kabupaten Sleman menjadi peserta Lukadesi. Inovasi ini mampu menumbuhkan kesadaran administrasi kematian masyarakat di Kabupaten Sleman yang mencapai 90% lebih, sehingga data yang ada pada database kependudukan Dinas Kependudukan dan Pencatatan Sipil lebih akurat dibandingkan sebelum adanya inovasi Lukadesi. Metode penelitian ini menggunakan kualitatif deskriptif dengan teknik pengumpulan data dengan cara wawancara dan observasi. Kesimpulanya ialah gerakan inovasi Lukadesi telah memenuhi tahapan proses inovasi dengan tingkat partisipasi dan respon publik yang sangat prestisius.

The success of village-owned enterprises management cannot be separated from the quality of the performance and leadership of a village head. The more village-owned enterprises can develop rapidly, then there is the role and contribution of the Village Head as a catalyst for strengthening village community institutions. The purpose of this article is to provide an analysis related to how to strengthen village community institutions. Related to the focus of this research, namely the case of village-owned enterprises in Sumbermulyo Village, because the Village Head of Sumbermulyo has repeatedly been named the best Lurah in Yogyakarta, so whether this is in line with the development of village-owned enterprises in the village. The method used in this study uses a descriptive qualitative approach. Data collection techniques in this study used interview, observation, and documentation techniques. Processing research data using the stages of data presentation, verification, and drawing conclusions. The results of the study show that the management of the Sumbermulyo village-owned enterprises has not been able to run effectively and still encounters obstacles so that it is still far from being successful. This is related to strengthening the capacity of village governance which is still minimal so that further direction is needed. But on the other hand, independent innovations outside village-owned enterprises have also been found which are much more successful in their management, so that this can also be a means to form and revitalize village-owned enterprises so that their existence can be in line with village progress.

The issue of kinship politics networks and modalities Pilar Saga is built on the Ratu Atut Chosiyah's dynastic politics. Interestingly, the dynastic political network in Banten contributed to Pilar Saga's victory. Even the various corruption cases that ensnared Ratu Atut's family could not undermine her political network. For example, the corruption case of Ratu Atut for alleged bribery of the Constitutional Court and the trading of positions, T Chaeri Wardana for the corruption case of medical equipment, and Ratu Lilis Karyawati for the Cibenuangen River bypass case in Lebak, Banten. The purpose of this study was to analyze the extent to which Pilar Saga's kinship politics network and modalities influenced his victory in the 2020 South Tangerang Regional Head Election. This study used a qualitative approach with a descriptive method in South Tangerang. The research data was taken through observation and library research to strengthen the conclusion. The results show that the Pilar Saga political network and modalities, apart from being built from the Atut dynasty, were also boosted by the performance achievements of the incumbent Pilar Saga pair. The incumbent in the previous period with Airin Rachmi Diany (Atut's sister-in-law) was able to bring South Tangerang City to be the best Regency/City area in Banten in HDI (Human Development Index) numbers. On this basis, the rational behavior of voters in South Tangerang was not fooled by the various cases that ensnared their relatives in the corruption of the Ratu Atut Chosiyah dynasty.

 Pesatnya pembangunan di kawasan urban menjadi daya pikat bagi kaum di luar urban untuk mengadu nasib. Hal ini dikarenakan kawasan urban sebagai pusat ekonomi yang besar. Akibatnya terjadi urbanisasi secara masif dari area rural ke area urban tanpa didukung kapasitas yang memadai. Munculnya fenomena pengemis di perkotaan menjadi salah satu implikasi dari persoalan tersebut. Tujuan dari penelitian ini adalh untuk mengetahui faktor-faktor yang menjadikan kawasan urban menjadi daya pikat akan gelandangan dan pengemis di Daerah Istimewa Yogyakarta. Hasilnya menunjukkan bahwa berdasarkan studi di lapangan lebih dari 70% gelandangan pengemis yang ada di Daerah Istimewa Yogyakarta berasal dari luar Daerah Istimewa Yogyakarta. Hal ini diimplikasikan dengan meningkatnya trend Yogyakarta sebagai kota yang pesat pembangunanya, juga dari sisi ekonomi menjadi pusatnya. Oleh karena itu, dengan modal pembangunan ekonomi yang besar menjadi alasan gelandangan pengemis untuk mendapatkan keuntungan di Daerah Istimewa Yogyakarta.

This study discusses the practice of political bondage which is increasingly prevalent in various regions in Indonesia. Actually, the cause of political bondage is due to high cost democracy which causes prospective candidates to have to look for sponsors, especially in companies that manage natural resources. So, when the candidate is elected or has officially taken office, he must fulfill the promise that has been agreed between the authorities and the entrepreneur, which promise can be in the form of mining permits, transfer of land functions, and so on. Then, the method used in this research is descriptive qualitative by explaining that political bonds have a correlation with corruption. Then, the researcher uses Ross' main theory which relates the correlation between natural resources that will hinder and hurt democracy. Then, Billon's theory is that natural resources have the ability to motivate and fund various forms of activity. The results of this study show that the existence of political bonds is highly correlated with corruption, because the authorities justify or make something illegal to be legal due to an agreement with businessmen. The corruption of natural resources that dominates the most is in the Pilkada, especially in areas that are rich in natural resources. Entrepreneurs actually also take advantage of the momentum of the Pilkada to be able to enter the gap so that all permits related to natural resources run smoothly and they are protected by the law in their respective regions.

The military's involvement in power and land ownership often leads to conflicts, both vertically and horizontally. According to the Agrarian Reform Consortium's records in 2020, agrarian conflicts involving military personnel during the Covid-19 pandemic were relatively stagnant. This paper aims to explore the conflict between the TNI Akmil Magelang and the Magelang City Government. The method used in this study uses a descriptive qualitative approach. Data collection techniques in this study using observation and documentation techniques and processing research data using the stages of data presentation, verification, and concluding. This study uses Pondy's (1967) theory regarding the stages of conflict as an analytical tool. The results show that the military conflict over land control with the city government has occurred since 1985. However, this conflict has not yet found common ground. The peak of the conflict occurred in mid-August 2020 when the TNI put up a sign at the mayor's office complex. The TNI gave an ultimatum to the Magelang City Government to leave or compensate for land assets. The development of the conflict is currently heading towards conflict resolution. However, it does not mean that in the end the conflict resolution can be found. This departs from the historical record where this conflict has been going on for a long time, and various parties as mediators are involved. This study aims to determine the two decades of special autonomy in Aceh with the existence of special autonomy funds, but it does not have an impact on economic and social welfare in Aceh. Poverty and economic inequality are still rife, even though special autonomy is to provide space for the implementation of regional innovation and creativity in government administration. Several factors cause Aceh's special autonomy funds not to work correctly or still cause poverty in the Aceh region, namely development policies, the corruption that is still rampant, and poor management of the special autonomy funds. The development policy factor is related to the government, which favors industry players. Then, corruption is rampant because the Aceh government uses the special autonomy funds for its interests. The poor management of special autonomy funds is related to delays and errors in program planning from the provincial to regional levels. Then, the method in this study with a qualitative approach. Furthermore, the theoretical approach in this research is welfare theory to combine special autonomy as a way out of the slump in Aceh to date. This study shows that the Aceh Government is still misusing the Aceh Special Autonomy Fund because it is proven not to be prosperous, and the Acehnese people still experience the highest poverty rate in Sumatra. This research is essential because it needs to know and provide information to readers about how Aceh’s special autonomy funds are not being used appropriately, and the Aceh government still commits much corruption.

Aceh as a region rich in natural resources is still trapped in the paradox of plenty phenomenon. This is ironic if you look at Aceh, which is the poorest region on the island of Sumatra and the welfare of its people is low. This is of course a stark contrast that natural resource wealth should be able to make Aceh more prosperous from various sides. Law No. 18 of 2001 concerning special autonomy for Aceh was basically born as an attempt by the government to bring Aceh out of Aceh from the paradox of plenty. This means that none other than the goal of these efforts is welfare for Aceh. This type of research uses a qualitative approach with library research methods. Meanwhile, the stages of this research consist of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results showed that special autonomy was not able to bring Aceh out of the paradox of plenty phenomenon. This means that the goals of welfare by creating low poverty, high HDI, high IDI, and low unemployment still seem to have not been completed. In addition, the presence of special autonomy arrangements for Aceh turned out to give birth to new challenges in the field of governance. So far, the disbursement of special autonomy funds has not been able to be managed evenly so economic and social inequalities still occur in Aceh. There is a tendency that the implementation of Aceh's special autonomy for the past two decades has been exploited by certain politically related groups. The DOKA disbursement, which began in 2008 from the central government, has not been felt by the people of Aceh to this day. This finding is certainly a critical reflection for the government to evaluate this asymmetric arrangement in a comprehensive and sustainable manner for the welfare of Aceh.
