Abstract

The current social services as present are still sectoral, fragmented, limited outreach, respond only actual problem, output based on budget absorbtion, they have not yet reached outcome and impact. Law No 11, 2009 and Government Regulation No 39, 2012 state that social service should be acted orientically, integratedly, and continously by government and community. Social Ministry Decree No 50/HUK/2013 on, integrated social service and movement toward regency/municipality welfare, answers the need of integrity and community participation. An implementation of integrated social service in Payakumbuh Municipality is a program use action research approach that took three years (2013-2015)of implementation. The first year, was to shape Anak Nagari social service unit (UPT-KAN). The second year was focused on the implementation of social service as community claims began. Guidance and advocation in the third year succesfully set social welfare institution (LKS), named Mitra Kenanga, functioned as an institution that diburse community fund as UPT-KAN operationalitation, targeted data base making, and socialization on the institution existence. Fun resources of UPT-KAN hailed from social and menpower and health agency, BAZ, Mitra Kenanga, and CSR. The existence of UPTKANin its application has proved poor community and people with social welfare problem easily to get base social service especially those have been untouched by regular social service program.

Abstract

This research means to know the just target of social health insurance assistance receipients. The just target is urgent so that social insurance is effective. The research is conducted in Purworejo Regency with qualitative-descriptive method. Data are gathered through interview, observation, with informants of social insurance participants program who get PBI-JKN and Jamkesda, and documentary analysis related to social health insurance. The result concludes that social health insurance in Purworejo Regency has been done to the right targets. They are poor community comply with the indicator, reached through PBI-JKN with local central government budget, and poor group through local health insurance (Jamkesda) budget. The participation in local social health insurance refers to validation of PPLS 2011 so that does not fit with current condition. It needs newly data verification 2014-2015 for social assistance and social insurance 2015 through the Ministry of Social Affairs, through Central Data and Information in coordination with BPS. PPLS validation is conducted every six months by Directorate Social Protection and Insurance in coordination with TNP2K so that the information gets the right targets and benefit as social security network.

Abstract

This study is aimed to determine the role of Social Service Office in the implementation of National Health Insurance System (JKN) for recipients of contribution subsidy (PBI) including the aspects of membership determination, poverty criteria, verification, validation, and implementation obstacles. It was an observational study with cross sectional design,which was conducted in Blitar and Malang City in 2015. The data were collected by conducting in-depth interviews and focus group discussion with the authorities of Social Service Office, City Health Office and BPJS and also with secondary data on membership and policy documents investigation. Social Service Offices in Blitar city and Malang city have conducted the updating of the membership of central PBI based on the Integrated Data Base of Social Protection Program (PPLS) in 2011. Blitar Social Service Office had not completed the verification and validation processes for local PBI participantsyet. In 2014 Malang Social Service Office only legalized the result of the verification activity. In 2015 Malang Health Office conducted the validation and the Social Service Office also participated in. The verification and validation process of central PBI was conducted by Social Service Office and by Sub-district Social Welfare workers, assisted by social worker community (in Blitar City) and the village team (in Malang City). The obstacles in conducting verification and validation for central PBI are the limited allocation of district budget (APBD) and the limited number of human resources in theSocial Service Office to get the society poverty data. It is needed the extended role of the Social Services Office, that does not lay only on the verification and validation of the center PBI but also on that of local District PBI.

Abstract

This study aims to describe the society perception towards the existence of Mandatory Reporting Recipient Institution. Thisresearch uses a qualitative approach with descriptive analysis technique. Data collection was conducted by spreading out questionnaires to the community, social institution and the organizer of the institution. The location andrespondents of the research were determinated purposively, that is in Medan City, Sumatera Utara Province.Respondents were consisted of 60 people who lived around the 6 IPWL regions and one was from Social Department officer and also one chairman or management of IPWL each from six IPWLs. The data and information collected were analyzed descriptively qualitatively. The result of the research showed that 80 percent of respondents had not understood the IPWL existence yet.  This was because of the lack of program socialization on IPWL to the community. It isrecommended to the Indonesian Republic Ministry of Social to socialize the tasks, roles and functions of IPWL as a rehabilitation managing institution for drugs users to the communitywidely through social service bodies, social media both press and electronic ones.

Abstract

Indonesian inhabitants who live along seashores still depends their lives on fishery. Fishermen are like a group of poor people living in slum areas along the coast and it is difficult to acheive welfare society. The study meant to know and analyse the need of social service for poor fishermen family. The study was held in Padang Pariaman Regency, West Sumatera Province, subjects of the study were 30 poor fishermen families and field guidance official. Data were analysed through qualitative-descriptive technique. The study found that poor fishermen families condition in Padang Pariaman were low income, under regional minimum wage Rp 1.630.000,- with members of the family they have to support more than three people. The educational background was also low, primary school or its equivalent. The majority have the houses decended from their parents, some living with their parents or parents in law. House conditions some permanent and some semipermanent. The majority benefited health care to local central community health care and some to privat doctors and assistants. They ate enough, three and two times dailly. Social and guidance services they needed, sort of training and motivating to enhance knowledge, reference, and to grow sense of entrepreneurship; Monetary management elucidacion to manage families fund including saving habit, and capital assistance and guidance so that fishermen courage to put up capital to develop their business. The Ministry of social Affairs should optimize the role of social to give social guidance and service to help enhance fishermen lives quality, motivate and give skill supplement on fishermen and their families so that their welfare quality raising.

Abstract

Appropriate natural disaster victims aid distribution is an effort to reduce more victims, the problem of aid distribution are so many refugees camps and coordination among command posts. In an effort to know aid distribution, especially in Jayapura Municipality, this research is done. The research question is how aid distribution for natural disaster victims implemented and what are the supporting and handicap factor in this distribution? The answer is the goal of the research. The research location is ditermined purposively based on its most natural disaster happening frequency, sort of earthquake, flood, landslide, and tsunami. Information resources (informant) taken from distribution aparatus, victims, and people who know directly on natural disaster. Informants are choosen purposively with the4 cosideration that those know well about disaster in their place and having formal and informal competency in the case. Date are gathered through interview, observation, documentary analysis, and focus group discussion. Data are analysed through qualitative-descriptive technique. The research finds that the implementation of natural disaster aid distribution is done swiftly, because of many supports from natural disaster prevention, social, health, military district, police district, ready disaster youth, and volonteers in under district, district, municipality, and province level that are implemented well and solidly. The handicap factors are the unadequate of land and water transportation devices that make the distribution arriving late. Aid distribution mostly fulfilled, such as health services, home and environmental rehabilitation, working and bussines rehabilitation. One that is unfulfield yet is the living resources of fishermen, such as boat for fishing as dailly lives resouces. It is recommended that transportation devices should be completed both for land and water needs, so that rehabilitation program can be fully realized for the victims that mostly fishermen to activate their work to fulfilled their daily lives needs.

Abstract

This research aims to generate green entrepreneurship incubator models to improve the welfare of rural communities through the utilization of local resources, with the involvement of the greatest community participation and ways to preserve the environment. This research uses of Participatory Action Reserach (PAR), where the research team together with partner organizations in the research sites the process of identification and diagnosis of the problem, developing the model and plans of action, intervention, evaluation and reflection, as well as the return to the initial process with stages that has been developed from the previous. The result of  research found a model of green entrepreneurship incubator based on economic democracy covers three dimensions: the dimension of green entrepreneurs, green institution, and green business. Green entrepreneur dimention requires incubation green knowledge through the implementation of the Green Schools expands the curriculum design, classroom, lab, teachers and cadres green. Green institution dimension requires intervention for the incubation of local wisdom, local organizations, and networks. While the dimensions of green business incubation requires intervention in the management of assets / land, production technology, finance, website (IT), marketing, bookkeeping, and governance of garbage.

Abstract

Police as a country agent that most strategically as a distinctive direction in children handling in facing laws. This puts the police personnel in a dilemma between the will to be responsive towards site specific needs and that of the will to make sure that they are able to make and carry out the decision correctly based on valid existing policy. This research is trying to reveal police personnel awareness in managing that dilemma, mainly in the context of understanding and tendency of addressing on the principles of protecting children with factors as a ground in making and carrying out discretional, interpretative, responsive decision in children case investigation. This study applies case study method through observation and interviews to some crime cases investigators that are involving suspected children in Sleman District Police area. This research reveals the understanding towards the principles of protecting children as a ground in addressing the decision making, has eventually not been widely possessed by police investigators. This issue is reflected on the preference domination either on the children protection principles on the handling way or that of its decision making in investigation of children cases. Bureaucratic preference and rule driven that orient to career safety assurance and career developmentare rational choices that base every decision making. This condition becomes one of the factors that make the low level of competency of Bureau personnels and its low bureaucracy conduciveness on the possibility of applying the police’s discretion competency to prioritize the principles of the best interests of the child before involving the society in decision making. The research recommeds integral approach in between criminal policy and social defence policy application to support social welfare policy that implicating on the use of criminal law process as the last alternative, because it hassubsidiary function, that can be used if other alternatives lack of satesfying result. But if it must be used, it should be oriented to protection, sheltering and public service. On this context, police is able to unite two doctrins through different stress in balance, namely a strong hand of society with a soft hand of society.

Abstract

On behalf of healthy life, every human being should fulfill their basic need. One among basic needs is food in order to gain energy to do daily activities, which based on sufficient nutrition standard. Every one needs at least 2.150 kilo caloryper day. Beneficiaries in Social Home Services are also need energy, so the management of those Social Home Services should have compulsary to fulfill the beneficiaries need. Meanwhile, the govermnet have decided a certain policy in terms of oil price. The decision impacted on market rate of food price. Ministry of Social Affairs as top manager of social services should reponsible to secure the beneficiaries of social home services. Hence, the Ministry should decide a new policy in terms of securing social services. It will take in to account of main indicator of social services for the beneficiaries in social institutions.

Abstract

Empowerment has recently become a keyword in any poverty alleviation programs, which is either conducted by the government or by any companies through CSR programs. Empowerment is closely related to potential, participation, and capacity enhancement, therefore it cannot be separated from the role of local institutions or local actors that exist inthe society, because of their function as the ‘driver’ in the empowerment. This study is aimed to comprehend the success of the empowerment program by the approach of the Koi fish farming groups’ asset growth in the village of Banyuglugur, especially during the empowerment process. The research used qualitative descriptive method and both the location and the informants were decided purposively to gain the samples. The data was collected by conducting observation, interviews, and documents study. The result showed that the success of the empowerment was achieved by the appliance of local asset-based approach, by local actors’ roles in encouraging the awareness of youth participation and in identifying the village potential collaboratively, and also by the proper cooperative factors between the Community Development Officer as the representative of PT PJB Paiton and the head of Karang Taruna Youth Local Organization. The word empowerment has recently become a key word in any poverty allevation program, be it a pro
