Abstract

This paper aims to explore the multifaceted dynamics of Indonesia’s tuna export sector, focusing on key internal and external factors influencing its growth. Internally, the study examines the policies from the Ministry of Maritime Affairs and Fisheries aimed at reducing Illegal, Unreported, and Unregulated fishing. While these initiatives offer notable ecological benefits, they have also led to economic challenges, particularly in reducing the export potential and revenue from both fresh and processed tuna products. Externally, the paper assesses the significant barriers posed by global trade regulations, including both tariff and non-tariff measures, which impede Indonesia’s ability to fully leverage its tuna export potential. These complex international trade constraints hinder Indonesia's competitiveness, particularly in markets like the EU and the U.S., where stringent non-tariff barriers, such as quality standards and traceability requirements, place additional pressure on the industry. Using a qualitative research approach and comprehensive literature review, this study advocates for a balanced and inclusive approach to fisheries management. This approach should prioritize both ecological sustainability and economic development, aiming to improve Indonesia's processing capabilities and better position it in the global tuna value chain.

Abstract

Besides the emergence of new technology since the inception of technology industry 4.0, cyberspace has also emerged as a new spatial dimension apart from land, sea and air. Cyber security is not only tied to one region or country but has become a global issue. As a non-traditional security concern, cyberspace threats vary from state and non-state actors. The United States (US) responded to this threat by issuing the Clarifying Lawful Overseas Use of Data (CLOUD Act) policy. The CLOUD Act aims to give the US the legitimacy to gain access to data related to terrorism, violent crime, child exploitation, and cybercrime abroad that is stored with digital service providers from the US. This research tries to question why the United States uses the issue of terrorism in CLOUD Act. This research uses a non-traditional security perspective, namely, cyber security and human security in cyber space. Using qualitative methods with deductive approach utilizing the perspectives of Non-Traditional Security (NTS), this research sees the formation of the CLOUD Act as an exceptional US step involving the issue of terrorism, like other steps after the 9/11 tragedy. This article argues that the U.S. CLOUD Act strategically uses concerns about terrorism and cybercrime to legitimize exceptional measures for accessing data from U.S.-based digital platforms, reinforcing US hegemony in cyberspace. It highlights how this policy enables the US to exert global influence over digital infrastructures, often at the expense of privacy and multilateralism.

Abstract

Since the implementation of direct regional head elections (Pilkada) in 2004, the participation of women as candidates, both for the election of governors, regents, mayors and deputies, is still very minimal. In the 2005 and 2010 regional elections, only 26 women were elected. In 2015, of 1,646 eligible candidates, only 123 or 7.47% were women. In 2017, the number of women as candidates decreased to 48 or 7.17%. However, in 2018, female participation increased, with 101 women or 8.85% of the 1,140 candidates who registered. Despite this, the presence of female candidates continues to receive a positive response from the public, as evidenced by the election of women as regional heads and deputy regional heads. In 2005 and 2010, 24 women were elected, while in 2017, the number dropped to 13 or 5.90%. In 2018, 31 women or 9.06% were elected from 342 candidates. Dompu Regency, of the 224 existing districts, is one of the regions that will hold simultaneous regional elections in 2020. The 2020 regional elections are a new history for Dompu Regency because for the first time there are women running as candidates for Regent and Deputy Regent, namely Hj. Eri Aryani as candidate for Regent and Ika Rizky Veriani as candidate for Deputy Regent. This research aims to analyze the strategy implemented by Hj. Eri Aryani in the 2020 simultaneous regional elections. The method used in this research is descriptive qualitative. The research results show that the Eri-HI pair has not been able to carry out an optimal political strategy.

Abstract

This study examines and explains how Israel's efforts to improve its status as a developing country in the Middle East and the international system through the Abraham Accords. The Abraham Accords is an agreement that is an attempt to normalize Israel's relations with the United Arab Emirates and Bahrain. The Abraham Accords opened up new opportunities for Israel, which is a new player and a developing country, to become a bigger and more important player in the Middle East. This research uses two theories, namely Defensive Neorealism Theory and Liberal Theory to support the explanations in this research, and uses a qualitative method with a descriptive approach to further understand how Israel and other Arab countries, such as the United Arab Emirates and Bahrain are trying to improve their status in the international system through the framework of this agreement. Through the idea of emerging economies and also how a country can raise its status profile in the international system, it can be seen that the Abraham Accords is one of Israel's ways to strengthen its status in the international system through its role as one of the developing countries. The Abraham Accords is also a way for Israel to put aside the issue of conflict between Israel and Palestine.

Abstract

This study investigates the vulnerabilities and the illusion of well-being in platform-based digital work, focusing on drivers from Grab, Maxim, and Gojek in Tasikmalaya City. The urgency of this research arises from the rapid growth of the platform economy in Indonesia, which often overlooks the welfare of its workers. The primary objective of this study is to identify the factors affecting the vulnerability of drivers in achieving true well-being, as well as to analyze how the illusion of well-being is produced and maintained in platform-based work. The method used is a qualitative approach with a case study to illustrate the digital work vulnerabilities of Gojek drivers. Data were collected through document studies and Focus Group Discussions (FGDs) with representatives of drivers in Tasikmalaya City, and then analyzed through data reduction, data presentation, verification, and conclusion drawing. The findings indicate that online drivers in Tasikmalaya City face various vulnerabilities, such as a lack of social security and uncertain income. Therefore, collaboration between companies, the government, and driver partners is needed to improve their well-being. Proposed solutions include tariff transparency, the development of a social security scheme, and improved communication between the parties involved. In the future, it is hoped that a fairer and more sustainable partnership for the well-being of online drivers in Indonesia can be established.

Abstract

This article departs from the phenomenon of tolerance by the United Arab Emirates towards global citizens who live through the policy of legalizing alcohol, which was previously an act that was criminalized by the government which was heavily influenced by Islamic values. This observation uses a qualitative method with a descriptive model that takes information from several previous literature as well as articles and reports in the media that directly discuss related phenomena. This research uses the concept of national interests as a thinking approach in finding answers regarding the strong reasons for the United Arab Emirates to implement tolerance through this policy. The results of the observations provide an answer that the reason the United Arab Emirates issued a policy of legalizing alcohol freely was as a form of real execution of the country which wants to build a new image as a world tolerant country that accepts the differences of its immigrant citizens, especially culturally living with alcohol which is seen as very contrary to local norms. This policy is of course influenced by the main factor of the United Arab Emirates as a tourist country which has a very large migrant population that exceeds its own local population. By using a national interest approach, of course there is a goal that makes the country implement this policy, which is none other than tourism purposes. Certainly this research will be an informant regarding the unique things implemented by the United Arab Emirates.

Abstract

President Duterte's administration is showing a different approach to Philippine economic and political policies which previously leaned more towards the West, through concept formation Dutertismo And Dutertenomics. Dutertismo refers to Duterte's authoritarian, populist leadership style and focus on solving domestic issues such as drugs and terrorism, often with an approach that is at odds with the human rights values upheld by the United States. Meanwhile, Dutertenomics is a massive infrastructure development policy designed to increase the Philippines' economic competitiveness, with a focus on projects that support the Philippines' integration in China's Belt and Road Initiative (BRI). The research method used is an explanatory approach with the aim of explaining the cause-and-effect relationship between Duterte's policies and the shift in Philippine alliances, as well as their impact on the country's economic policy and foreign relations. The research results show that the mismatch between the human rights values upheld by the United States and Duterte's policies encourages the Philippines to seek a solution by strengthening relations with China, which is considered more pragmatic in supporting Duterte's agenda. Dutertenomics designed as a response to China's BRI, with a focus on infrastructure development as a way to improve connectivity and boost the Philippines' economic growth. This research also notes challenges in implementing this policy, such as dependence on foreign loans and domestic political uncertainty, which may affect the sustainability of this agenda.

Abstract

This study examines the compatibility of the Malang City Spatial Plan with the Begawan Apartment development and its resulting impacts. The RTRW aims to establish spatial patterns based on principles such as integration, harmony, sustainability, usability, openness, justice, and accountability. Using a qualitative descriptive approach, the research involved interviews with the Malang City Department of Manpower, Investment, and Comprehensive Services, the Begawan Apartment director, and residents of Tlogomas Village (RW 5 and RW 7). Analysis was conducted through William Dunn’s public policy framework to assess Malang City's regulations on apartment construction. Findings indicate that while no specific regulations govern Begawan Apartments, it has obtained a construction permit. The development has led to negative effects, including reduced green space crucial for rainwater absorption and air quality improvement, conflicting with regulations designating the Brantas River area as green space. However, positive impacts include economic benefits for local SMMEs and increased job opportunities for residents.
