Abstract

This paper endeavours to scrutinize the ramifications of the economic policy reforms introduced in Saudi Arabia under the rubric of Saudi Vision 2030. Prince Mohammed bin Salman spearheaded this ambitious initiative as a strategic response to the nation's manifold economic challenges stemming from internal and external contingencies. Saudi Vision 2030 is primarily geared towards diminishing Saudi Arabia's reliance on the oil sector, fostering sustainable economic growth, augmenting societal welfare, and enticing foreign investment. Methodologically, the study adopts a Neoliberalism theoretical framework to dissect the implementation of Saudi Vision 2030, emphasizing pivotal concepts such as market liberalization, deregulation, and privatization. Analysis of the socioeconomic impact of the Saudi Vision 2030 program on the Saudi Arabian economy throughout the year 2020 underscores a trajectory marked by positive outcomes. Through a gamut of meticulously crafted programs and initiatives, Vision 2030 has catalyzed substantial transformations, mitigating dependence on the oil sector and broadening the country's economic landscape. Within the inaugural quinquennium, Saudi Arabia has attained commendable milestones, exemplified by heightened public investment, steadfast GDP expansion, diminished unemployment rates, and consolidation of its status as a preeminent global industrial entity.

Abstract

The e-Kelurahan services program is one of the leading innovative programs in Padang City, which aims to realize the convenience of essential services at the urban village. The result of research in 2022 shows that the implementation of e-kelurahan has yet to be effective, and this study is a follow up research that aims to evaluate e-Kelurahan services using Maturity e-Government Models. The evaluation model used the Five pillars of e-Government framework put forward by Fietkiewicz, Mainka & Stock in 2017, which consists of Information Dissemination, Communication, Transactions, Interoperability, and Participation. The research method used qualitative descriptive through collecting data, interviews, observation, and documentation. According to the findings of the study, that four pillars must still be fulfilled. communication pillar through the website that is not presented to the public, the transaction pillar has decreased function because the community can no longer submit letters online, interoperability is not fulfilled because integration with Dukcapil is interrupted and the participation pillar of e-Kelurahan utilization is not used for more democratic things. The Government of Padang City has only reached the stage of providing online service applications to produce the documents. The weakness of this theory is that the analysis only focuses on website development, ignoring other factors such as organization, resources, and supervision, which are also implementation problems.

Abstract

Customary land administration in West Sumatra has been carried out for a long time. However, many issues have arisen due to the administration of communal land needing to recognise communal rights to land ownership optimally. As mandated in the Basic Agrarian Law, the government is carrying out an administration transformation carried out by the Ministry of ATR/BPN starting in 2021, the customary land administration scheme is carried out with the customary land protection scheme which is granted through the granting of Land Management Rights (HPL) to customary authorities. The transformation of customary land administration is carried out with a Collaborative Governance perspective to optimize the program’s success. This study uses descriptive research methods through a qualitative approach with literature studies to analyze the transformation of customary land administration in the concept of collaborative governance in West Sumatra. Research results show that collaboration and partnership in the administration of communal land have represented essential elements in the principle of Collaborative Governance. Research also shows the failure to achieve consensus on the coordination and collaboration process, so the Pilot Project, which was planned in 3 districts,  was successfully implemented in 2 districts, namely Tanah Datar District and Lima Puluh Kota District.

Abstract

This research explains Policy Communication on Twitter Social Media: Development of Sustainable Tourism Destinations in NTB Province. New media offers digitization, convergence, interaction, and development of networks related to creating and delivering messages. Digital media is a source of information and a platform for tourists or visitors to communicate. Digital technology has experienced significant growth. This study aims to identify policy communication for Sustainable Tourism Destination Development through social media communication tools. NTB Provincial Government Twitter Account @ntb_Prov and Personal Twitter Account @bangzul_ntb. This research uses a qualitative method with the Qualitative Data Analysis (QDA) Miner approach, used for content, network, and cloud analysis using Nvivo 12 Plus software. The findings show that the intensity of each account has provided an overview of how local governments disseminate information related to the policies they produce. The total tweet intensity and highest tweet intensity were made by the @ntb_Prov account, with quite a significant difference compared to the @bangzul_ntb account. In analyzing the information content shared regarding the theme of Sustainable Tourism Destination Development, each account has distributed information directly related to the Sustainable Tourism Destination Development policy. Policy communication on Twitter is also a means of gathering input and responses from the public regarding the development of sustainable tourism destinations in West Nusa Tenggara. Overall, policy communication on Twitter and social media regarding the development of sustainable tourism destinations in West Nusa Tenggara is an effort to increase public awareness and participation in sustainable tourism development in the region.

Abstract

Providing tax incentives to attract investment is still one of the strategies relied on by the government, especially in Indonesia. This is realized by providing tax incentives in various Special Economic Zones (SEZ). Although many countries use tax incentives to encourage foreign investment, the actual impact of these tax incentives remains a subject of debate. This research aims to describe the role of tax incentive policies in industrial activities in SEZ, along with the various challenges that arise from implementing these policies. This study used qualitative research methods. Data was collected using literature studies with criteria by theme relevance, objectivity, and source reliability. Then, triangulation was carried out to reduce subjectivity and bias in the research. The research found that tax incentives needed to be more effective in attracting investment in SEZ. Apart from that, there is tension between the tax incentive policies that Indonesia is implementing massively to attract investment. At the same time, the country is also subject to the global minimum tax rate standard of 15%. This research provides recommendations for the government in developing non-tax facilities and implementing expenditure-based tax incentives such as investment allowances and tax credits so that they do not conflict with globally agreed standards. This research is still limited to the challenges of implementing tax incentives in the Indonesian SEZ. Furthermore, research can be carried out to identify how Indonesian SEZs can adapt to the global minimum tax rate standard of 15% and evaluate the impact on investment attractiveness in SEZs after the policy is implemented in Indonesia.

Abstract

The study's primary goal was to assess the role of public participation in developing the Integrated Development Plan (IDP) in a selected Municipality in South Africa. Local government remains vital for inclusive development in post-apartheid South Africa. To address the long-lasting effects of apartheid, the African National Congress-led government greatly emphasised local government as it was the closest developmental sector to the people. Hence it had to become important in the country's quest for inclusive development in the post-apartheid era. To answer the objectives of this study, a qualitative research approach was employed, and a purposive sampling method was used as a sampling measure. The research approach was essential to ensure the study gained in-depth narratives and arguments, which proved crucial in helping the study produce reliable results. Semi-structured interviews were conducted to acquire the required data. The findings revealed that most of the public participates in developing IDPs, but some still need to be made aware of the importance of public participation. In addition, the inaccuracy of relevant information regarding public participation in the IDP process prevents members of the public from actively participating in the IDP process. Hence this study recommends that the municipality consider developing programmes to increase public participation in exercising citizens' democratic rights. This would help increase awareness of IDP and how citizens can participate.

Abstract

This research focuses on evaluating the policy implementation of Digital Population Identity in Surakarta City, particularly for citizens required to have an E-ID card (KTP-el). Through a series of population organization and regularization efforts, the primary objective of the study is to ensure the fulfillment of population rights and provide legal certainty regarding the legality of population documents. The research employs a qualitative method with a constructivist paradigm and a single instrumental case study approach, conducted at the Surakarta City Population and Civil Registration Office. The study gathers both primary and secondary data relevant to the topic. Descriptive analysis is employed to present an overview of the policy on the implementation of Digital Population Identity in Surakarta City, particularly for citizens obligated to have an E-ID card. The research findings conclude that the policy implemented by the Surakarta City Population and Civil Registration Office regarding the application of Digital Population Identity for citizens with mandatory E-ID cards can be considered successful, particularly in terms of coverage using the applied method. Therefore, this research not only provides a comprehensive overview of the policy but also demonstrates its effectiveness and significant benefits in terms of coverage. This evaluation can serve as a foundation for further improvements or as a reference for other regions planning to implement similar policies in managing digital population identities.

Abstract

Policy communication is essential in building ideal governance. This research examines the public communication strategy carried out by Zulkieflimansyah as Governor of West Nusa Tenggara via his Twitter social media account (@bangzul_ntb) in formulating inclusive policies oriented towards Sustainable Development Goals with three sub-themes, namely healthy living, poverty alleviation and improving the quality of education. This research uses qualitative methods with the Qualitative Data Analysis (QDA) Miner approach used in the content, network, and cloud analysis using Nvivo 12 Plus software. The research results show that the Healthy Life context highlights progress in health policy and generates awareness regarding the positive correlation between health and economic growth. In efforts to eradicate poverty, concrete actions such as implementing inclusive programs and emphasizing local economic empowerment are conveyed via social media. Meanwhile, in the field of Improving the Quality of Education, Zulkieflimansyah guarantees access, improved facilities, scholarships, and the use of innovative technology. Its approach involving community participation forms an inclusive framework for enhancing the quality of education. Therefore, the strategic policies implemented by Zulkieflimansyah via his personal Twitter account reflect a holistic and sustainable approach to achieving inclusive goals and sustainable economic development.

Abstract

This research aims to evaluate the government policies implemented by Wajo Regency in resolving the complex challenges encountered by the Lake Tempe fishermen. It is difficult to determine the core cause of the Lake Tempe conflict because there are various local terms and interpretations from many researchers with diverse backgrounds. Therefore, this article seeks to provide a more detailed description of the conflict chronology as well as many of the terms used in Lake Tempe studies. This study gathered academic journals, scholarly literature, and related sources using a narrative review technique. The findings from all the articles are interpreted, summarized, and elaborated in a descriptive manner using implementation and evaluation concepts. Through the analysis of the collected data, the research findings reveal that the Wajo Regency administration issued particular regulations to control fisheries resource management to resolve the discrepancies between Pallawang and Pakkajalalla fishermen. The objective was to promote stability while empowering the community to manage fishing resources. However, the regulation's implementation was ineffective because of the limited availability of specialized human resources in the fisheries department, which hindered the successful execution of the policy. Furthermore, it shows that the enacted regulations contradict each other in terms of policy coherence. While the first issue concerns the fishing method, it has now evolved into a problem for the government to solve between the fisheries and agriculture sectors
