Abstract

The COVID-19 pandemic has forced the government in the Villages of Pacar and Dadirejo, Tirto Sub-district, Pekalongan Regency to use village funds to become BLT Village Funds to help communities affected by the pandemic. The purpose of this study is to evaluate the ongoing BLT Dana Desa policy. This study uses an exploratory qualitative approach, which describes in depth the policy of the Village Fund BLT in the Villages of Pacar and Dadirejo. data collection methods through interviews and documentation. As a result, the Pacar and Dadirejo governments did not succeed in implementing the Village Fund BLT policy properly, this was based on the public policy evaluation indicators from William N Dunn, such as effectiveness, efficiency, adequacy, equity, responsiveness.

Abstract

Entrepreneurship contributes a lot to the economic growth of a regional area. In former conflict areas, entrepreneurship is a mechanism to facilitate prosperity and peace. The involvement of former conflict actors in micro, small and medium enterprises (MSMEs) provided them opportunities to enjoy peace dividends and repair the order of life damaged by prolonged conflict. Even so, failure of MSMEs become a problem because it causes economic stagnation and has the opportunity to create new conflict. Therefore, this paper aims to analyze the importance of research and strengthening policies related to entrepreneurship in former conflict areas. This study was conducted in Aceh Utara District using a qualitative approach. The data collection process carried out observation, interviews, and document studies. The empirical facts were analyzed by the stage of data reduction and data categorization, data display, and conclusion. The results showed that one of the causes of failure in MSMEs developments is weak policies and regulations related to community business empowerment. This fact was raised because the policies presented by the stakeholders were not based on research. Indeed, strengthening policies related to MSMEs can be done by making the results of studies and social mapping the primary basis for policymaking. Thus, the development of the MSMEs model for former conflict actors in Aceh has effects on increasing welfare and maintaining sustainable peace.

Abstract

Electronic Government (E-government) application in various regional apparatus organizations is the government's effort to provide excellent public services to the community. The implementation of e-government through the development of an Education Management Information System is a policy taken by the Malang City Government to solve educational management problems and provide optimal educational services. This research is qualitative research with a case study approach. The research location is in the Department of Education and Culture of Malang City and the Department of Communication and Information Technology of Malang City. The findings of researchers in the field indicate uncertainty in the implementation of e-government through the development of  an education management information system (SIMDIK) in Malang City. The massive commitment of the institution is inversely proportional to the support of the state civil apparatus. It impacts uncertainty in the implementation of e-government through the development of education management information systems in the city of Malang. This inconsistency is motivated by inadequate resources. In the end, the implementation of e-government through the development of education management information systems in Malang City failed. The existence of these failures impacts the non-fulfilment of the dimensions of smart governance, which at the same time hinders the realization of good governance.

Abstract

This article aims to describe and provide an overview of the application-based innovation of the Lebong Dukcapil Service in the process of making population administration documents in the Lebong Regency to improve the quality of quality public services. Registration Service as the service provider in the field of population and civil registration. This research uses descriptive qualitative research, data sources use interview techniques and direct observation in the field, as well as documentation. The results of this study indicate that population administration services through the Lebong Dukcapil Service application at the Lebong Regency Population and Civil Registration Service are quite good This is seen from the aspects: of relative advantage, suitability, complexity, possibility to try, and ease of observation. With the application-based innovation of the Lebong Dukcapil Service, it is expected to be able to improve service quality through effective and efficient service patterns, as well as being oriented towards innovation targets. possibility to try, and ease of observation. Abstract

This article aims to find out how to innovate the implementation of the e-boarding pass system at PT. Kereta Api Indonesia (Persero) whether delivered well to train users or not, until they switch from conventional ticket printing to ticket printing system via e-boarding pass with smartphone. The problem is focused on the e-boarding pass system which the author considers very innovative in utilizing technology that is growing every year, especially services must think how they optimize their services, one of which is by utilizing technology in changing the old system that is considered irrelevant to use and there are always problems in it by overhauling certain aspects such as purchasing and printing tickets manually through tellers are being changed to online based system ranging from purchasing or printing tickets. To approach the problem of the author using a theoretical reference from Cresswell by using a type of qualitative research that is a literature study that uses books and other literature as the main object, because the author uses literature research then the data obtained through books and literature that supports research. This paper concludes that policy innovations in the implementation of the e-boarding pass system whether it goes as expected.

Abstract

Tourism is one of the industries with positive growth and the most dynamic that can make tourism a key sector to encourage economic growth, especially in providing jobs, increasing regional incomes and people's living standards, as well as encouraging the development of other sectors economically. Pulau Penyengat, which is the center of Malay civilization both in language and culture, with a million potentials, as well as characteristics and historical values that support local wisdom and have an important influence on regional economic, social and cultural growth, requires integrated, comprehensive and sustainable effort to become a leading sustainable urban tourism destination. This study aims to explore the role of social capital in supporting the realization of sustainable urban tourism in Pulau Penyengat. The important findings in this research are (1) bounding social capital is a type of social capital that forms and develops in sustainable tourism destinations on Pulau Penyengat; (2) strong ties in the community system are based on values, culture, customs, and kinship relationships; (3) the community is convinced that social capital is the key to success in developing sustainable tourism, although objectively there is a tendency for social capital to fade due to internal and external factors.

Abstract

This study aims to analyze the role of implementing business development services (BDS) to improve the tax compliance of MSME taxpayers. To do this, a qualitative approach with the Library Research method is used. Data is collected by reviewing journals, conference publications, books, and other sources related to the research problem, such as news from credible sources, as well as final project research from another relevant research. The results of the study show that Business Development Services (BDS) is a form of business development services that facilitates MSME actors to grow. In Indonesia, the Director General of Taxes uses this program to encourage tax compliance by integrating it with tax socialization. This program then provides various event platforms that increase tax knowledge and perceptions of tax justice. The implication for the Tax Office is to be able to develop a BDS program that is as attractive as possible for MSMEs. This study provides originality as the first qualitative study to investigate the effect of BDS on tax compliance.

Abstract

Implementation of Public Information Disclosure in Creating Good Governance at Andalas University. In line with the demands for reform, good governance comes in the form of a new transplant which is expected to be able to take care of the bureaucracy which has been represented as a bureaucracy full of acts of corruption and abuse of power. Transparency is an important aspect of governance that demands an increasingly open and transparent government system. The enactment of the Information Disclosure Act is one aspect to increase public oversight of the government system. Writing this journal is intended to be able to provide an overview by analyzing the implementation of public information disclosure in realizing good governance at Andalas University as a government institution that is to provide the information needed in the implementation of higher education. This study uses descriptive qualitative methods, while for data collection techniques in this research study the authors conducted interviews, and documentation. The results of the study indicate that the implementation of Public Information Disclosure in Creating Good Governance at Andalas University is still not running optimally, this is caused by communication that does not go well, inadequate resources.

Abstract

Indonesia is a country that has high natural resource potential. This potential encourages the government to collect the tax on land and building plantations, forestry, mining, and other sectors (PBB-P3). Then the proceeds are allocated to local governments to overcome vertical fiscal inequality. However, in practice, problems were found related to the low fiscal independence of regions due to dependence on Transfers to Regions (TKD) by the central government and the distribution of Revenue Sharing Funds (DBH) on Land and Building Taxes and natural resources. This paper analyzes the strengths, weaknesses, opportunities, and threats of Land and Building Tax (PBB) in the Plantation and Forestry sector devolution from the central tax to local taxes. Also, analyze the strategies for the transfer of PBB plantation and forestry sector. This study uses a qualitative approach with SWOT analysis and primary collection techniques through in-depth interview data and literature study. The analysis results show that PBB plantation and forestry sector has several weaknesses and threats related to the readiness of local government human resources, the mechanism for collecting PBB-P3, and the impact on the exploitation of natural resources. However, the strengths and opportunities found in this study can be considered for the regionalization of PBB plantation and forestry sector in the future. Strength-opportunity, strength-threat, weakness-opportunity, and weakness-threat strategies that can be prepared are preparing local government human resources, technological facilities for PBB-P3 administration, and special rules governing PBB-P3 regionalization.

Abstract

This study aims to see how the interaction process by Nagari Sumanik Government in managing migrants potentialities for the village  development from the interactive governance perspective according to Torfing, et  al. This research is using the qualitative type of research with a descriptive  approach. The results are indicating that in managing the migrants potentialities for the village development, they have been using the interactive governance perspective,  which can be seen in the institutional design variable that the village government  has designed the institutional according to their potential which is by incorporating the elements of Rantau into the vision and mission of the village of  Sumanik and forming the field of Rantau outside from the structure of the nagari  government and also involves migrants as the network actors for the village  development. In the Goal and Framework Steering variable, the relation between the village government and the migrants is coordination and more informal. In the process management variable, the Nagari Sumanik Government is taking the input and suggestions from migrants so that it can encourage innovation in development. In the direct participation variable, Nagari government has built the migrants trust by maintaining communication to provide the migrants understanding about the village conditions and the migrant support implementing programs that the benefits can be directly felt by the people of Nagari Sumanik. The interaction process is still dominated by the Wali Nagari and several special figures, and the Nagari social institutions involvements seems not enough. The function of this institution is important to optimize the migrant participations for the village development.
