Abstract

The purpose of this study is to find out about the distribution of Raskin and fakror-Perform analysis of what factors influence the implementation Raskin and Conducting an analysis of alternative management model or pattern Raskin  orward, to ensure a fair distribution in the District Sidayu Sukorejo village,  istrict Gresik. The method is descriptive qualitative method, in which the main instrument is the researcher's own research. Source of data used is the primary data source and secondary data relating to the circumstances of the empirical implementation of policy. In this study, the authors also use survey research to obtain primary data on the distribution of Raskin. on the basis of existing data, the authors attempt to describe / illustrate a systematic, factual and accurate information on the facts, properties and relationships between phenomena. The results showed that using the frameworks of Edward III, bureaucratic structure, communication, and disposition of resources, implementation of program distribution Raskin conducted by Bulog in targeting encountered an error target (mistargeting) despite the relatively low levels, are often not appropriate because it concerned certain groups, rationing is not in accordance with the Policy Raskin Raskin is to share equally on all citizens. Recommendations include the data necessary to analyze back associated RTS-PM Raskin is not on target, RTS By rule-PM receives Raskin as much as 15 kg per month. In fact in the field, the distribution is often not appropriate number. Abstract

Education is defined as the effort to help students in gaining the maturity of thoughts which performed in a unit of organization, so that between one effort and the others are correlated to each other. Managing education by creating conducive and sustainable learning environment is a commitment in reaching agreement as an educational leader. Transformational leadership style used by the principals is very effective in developing schools become high achieving schools, through the efforts performed by the principals, such as: First,  in developing school vision and missions, the principals perform forgone observation and learn school culture, strengths and weaknesses at the beginning of their leadership at the schools, involve all school’s elements, socialize the target of school vision, and at last, the vision then formulated into measured missions as well as interpreted it in to clear school and communica-ted it to all school community.Key words: principal, transformational leadership, education

Abstract

Today many emerging Kiai who play outside the Pesantren and leaving its main task as an educator in Islamic education institutions and engage in practical politics. The actions taken by Kiai (whatever it is) will lead to a variety of social and political implications are very interesting to examine scientifically. Furthermore, this writing tried to describe an important finding that Kiai involvement in politics, even though on the one hand advantageous for Kiai and the pesantren, but on the other hand decrease the legitimacy of Kiai and bring resistance of society.Keywords: Kiai, Political, Social, Resistant

Abstract

Legally, it is known there are two ways of settling disputes, first settling disputes in litigation that is in court, and both are known by way of non-litigation dispute resolution outside the court that. With the existence of alternative dispute resolution such as non-litigation, the court only used as a last choice by the parties to resolve the dispute. In Aceh disputes in society more dominant resolved through Customary Council, as a matter of dispute inheritance, because according to them more in line with a growing sense of justice in society. Abstract

The purpose of this study is to describe and analyze the implementation of law number 6 of 2014 concerning villages in simeulue district. This study used a qualitative method with descriptive type. The analysis is carried out by relying on the findings of data that has been successfully collected and various relevant information from the literature (secondary data). This research uses van metter van horn's theory and institutional theory. The determination of informants used non-probability sampling techniques so that not all Simeulue District government officials had the same opportunity to be sampled (informants). The results of the study indicate that the implementation of the law on villages in simeulue district in general can be said to be quite good, it can be seen from indicators 1) standards and policy objectives, 2) characteristics of implementing agents, 3) Attitudes (Dispositions) of implementers, 4) Communication between organizations and implementing activities, 5) Economic, social and political environment. Whereas 6) the resources available in Simeulue Regency are still very insufficient in number, especially at the BAPPEDA and DPMD levels, and so are the skills / expertise possessed by village facilitators in the simeulue that are still weak. Keywords: Village, Implementation, Undang-Undang Desa, Government, Simeulue

Abstract

The purpose of this study is to provide an overview of interfaith communities’ existence in West Aceh until 2018 look’s harmonious without any disputes and conflicts. Although regarding Christians worship houses establishing had been hindered, because of the regulation that specifically regulates about the worship houses establishment according to the Aceh Qanun No. 4/2016 concerning guidelines for maintaining religious harmony and the workship places establishment, more interesting to study about the situation of religious harmony and social vulnerability in West Aceh District. This study uses a qualitative data analysis through the descriptive analysis approach and involved 5 informants that selected using purposive sampling i.e. government elements, the Religion’s Management Ministry, administrators of the Religious Harmony Forum (FKUB) and religious leaders. The results showed that the religious harmony control in West Aceh was under FKUB with a management administrator’s that involved interfaith leaders. The social vulnerability begins when the workship places establisment rules are limited by the Qanun with special conditions in order to the non-Muslim peoples must worship together clandestinely. Abstract

The awarding of employee service, aiming to motivate the passion and loyalty. The award, a government effort to provide remuneration or the work of employees, so as to encourage employees to be more enterprising and achievement. The award was in recognition of an achievement that has been achieved by a person, who will be a strong motivator. While the performance of employees, is the result of work achieved in executing the duties or responsibilities assigned to them, which are based on the timeliness, quality work. In this study, the authors use quantitative data analysis, namely data processing in the form of numbers, whether as a result of measurement and results. Kompensi, more widely used in research because it produces a more precise conclusion, compared with qualitative analysis techniques. Based on the results of research conducted, the results of coefficient r = 0.574 and r rithmetic tables 0.266 (0.574> 0.266), it can be concluded that there is a positive relationship between the awarding of the performance of employees, the Department of Education Culture Youth and Sports. From the table data classification determines that the award in the cultural education offices Youth and Sports, at the high category. This shows that the award to the Department of Education Culture Youth and Sport has been good, while for the result of the impact of the award on employee performance is pa6da very high category. Researchers found that employees expect every year, Head of promoting employee or proposed employee in order to get the award. Given to every employee job performance, will improve the performance of the duties in their respective fields.Keywords: awards, performance, employee

Abstract

Nelayan yang ada di Gampong Panggong Aceh Barat berjumlah sekitar 220 nelayan. Jumlah ini tentunya jumlah yang cukup tinggi dibandingkan dengan nelayan lain yang ada di Aceh Barat. Ketika nelayan mendapatkan hasil tangkapan yang banyak/melimpah terkadang nelayan masih merasa bingung harus dibawa kemana hasil tangkapan yang mereka dapatkan. Mereka merasa kesusahan dalam mengolah hasil tangkapannya sendiri, sebagian besar nelayan memang menjual hasil tangkapannya di Tempat Pelelangan Ikan (TPI) Aceh Barat tetapi dalam kenyataannya jika hasil tangkapan sudah membludak yang biasanya TPI Aceh Barat hanya dapat menampung 15 Ton perhari jika hasil tangkapan nelayan sudah banyak maka bisa saja meningkat sebanyak 45 Ton perhari. Dalam hal ini Panglima Laot berperan penting dalam mengatasi hasil tangkapan ikan yang melimpah tersebut, di karenakan salah satu tugas dari Panglima Laot sendiri adalah Memperjuangkan peningkatan taraf hidup masyarakat nelayan agar masyarakat nelayan yang ada di Gampong Panggong mendapatkan pendapatan yang cukup untuk memenuhi kebutuhan sehari-hari Kata Kunci: Peran, Panglima Laot, Hasil tangkapan yang melimpah

Abstract

The process of identifying risks and risks is part of policy and risk. Risk control is carried out for efforts to prevent occupational diseases and accidents. To learn about ways to handle risks to the crane barge. This research is a descriptive study, from the time process of this research is a direct research. This research is located at Palong III barge crane PT. Putra Tanjungpura Balikpapan. The method used by researchers in making measurements, information used by companies. In this study, primary data can be used at the same time and direct data that works on location and secondary data obtained from the company. Risk assessment is carried out using the JRA method (Job Risk Assessment and Risk Matrix. In the risk process, finding 12 types of risks, namely 5 risks with low risk levels, 2 risks with moderate levels, 4 risks with risk levels and 1 risk with risk level Things which must be done regularly to achieve different goals, and the results of risks that are effective and efficient. Keywords: Policy, Risk control policy, risk assessment

Abstract

The role of the government in empowering the development community in the Simeulue Islands Regional Water Supply and Environmental Sanitation Action Plan (RAD) will not succeed if it is not balanced with a public awareness program that is an effort to reduce, poor culture by way of remind, convince and injections to the community. To be trying to bounce do the hard work to get used to shame the poor receive aid as well as mental block change. The program targets AMPL activities in sequential order from the district level, the District, the Village (Village / Agencies) reached the target group. This is done through a mechanism in the development plan Deliberation annual planning and budgeting cycle of the area. The purpose of RAD AMPL needs to be supported by the role of the government by prioritizing synergic relations between elements of government, the private sector and civil society and involving the community itself based on the principles of Vision Strategy, by means of transparency, participation, and responsibility, by prioritizing community interests. By looking at the conditions of the community above, the government needs to do a social empowerment. Thus the RAD AMPL requires the support and participation of all development actors from the government, DPRD, universities, organizations and non-governmental organizations, private and international institutions. The involvement of all development actors are expected to encourage the establishment of a common point of view, the agreement and synergy in the efforts to Accelerate Achievement of Universal Access target of 100%. Keywords: Role, Government, Empowerment, Clean Water
