Abstract

The increase in population is 0.9% each year. It affects the amount of water demand in Malang City. From 2014 to 2016 the water demand in Malang City reached 30,364,684m³. This is a balanced water source production in Malang City, which is around 11.7% of the total water source in the Greater Malang region. Therefore, cooperation between a cooperation agreement from 2002 to 2022. The cooperation between Malang Regency Government and Malang City Government. The research method used for Wendit Resources and the problems is a descriptive approach to the management of Wendit Resources. Data collection techniques are carried out by observation, interviews, and documentation. The theory used is Intergovernmental Networks Robert Agranoff which emphasizes the existence of key actors and joint actions in implementing cooperation. The results of the study show that there are action networks in the implementation of cooperation and management of Wendit Resources. Malang Regency Government as a water source provider and Malang City Government utilizes and manages the water source to meet water needs in Malang City. The problem in cooperation is the existence of disputes over the cost of contributions between the two regions and less intense coordination between the two regions.

Abstract

Given the rare terrain of land resources, the primary targets of Indonesia's economic development will be based on coastal zones and small islands and their sources. If not supported by the implementation of appropriate management policies, it can reduce the ability of coastal and small island ecosystems in the provision of sustainable natural resources. This research was conducted in Bima regency of West Nusa Tenggara aims to find out collaborative management in the effort of sustainable management of natural resources of the coastal area and small islands. Data collection is done through observation, interview, and questionnaire distribution. Involve 100 respondents consisting of, Head of Marine and Fishery, Head of Environment Agency, Head of Tourism Office, Community Monitoring Group, Non-Governmental Organization, and Environmental Community, and coastal community of districts Sape, Bolo, Lambu, Langgudu, and Wera. The result showed the implementation of collaborative management in the management of natural resources of coastal areas and small islands in a district of Bima has not active conducted when viewed from the achievements and respondents assessment based on the index scale of 1 to 5 on the indicators of the collaborative implementation management and sustainable development goals. Where the average value of collaborative management is only 3.25 or with enough category, also so in the implementation of sustainable development goals found the average value of the index of 3.32 even with enough class. Abstract

Sumenep Regency has high tourism potential where there are about 32 tourist attractions in which one of them is Sumenep Palace. However, in 2016 Sumenep Palace is still less touristy compared to other tourist attractions such as Lombang Beach which can attract around 66.000 tourists, while Sumenep Palace is only around 49.000. In addition, some travel agents also still do little tourism promotion, because they prefer to offer beach tour packages. Therefore, in order for tourism development to run optimally, Sumenep Regency carries out a collaborative strategy involving the private sector and the community. The research method used was the descriptive qualitative method to provide an overview of the strategy of Sumenep Regency Government in developing tourism of Sumenep Palace based on collaborative strategy. Data collection techniques are carried out through the process of observation, interviews, and documentation. The theory used is collaborative governance by Chriss Ansell and Alisson Gash which emphasizes that collaboration is carried out formally between government and non-government actors, where the government becomes the initiator in the collaboration. The results showed that the collaboration included government actors carried out by Disparbudpora, travel tourism agents and klenengan art groups. Each of these actors has acted as a facilitator, carried out tourism promotions, and supported the implementation of collaboration activities. The achievements of collaborative activities indicate the presence of increasing tourist visits from 2016 to 2017, but in terms of regional revenue, the contribution is still not that significant. Overall, the realization of the collaboration is supported by a forum for dialogue, trust, and commitment between actors. But there are some drawbacks in the absence of regulations to support the collaboration process, the absence of hotel and restaurant involvement and the lack of involvement of travel agents.Key Word: Government Strategy, Collaborative Governance, Tourism Development

Abstract

The Helsinki MoU agreed by the Indonesian Government and the Free Aceh Movement provided an opportunity for Aceh to have a customary institution called the Wali Nanggroe institution. This opportunity was used by the DPRA which was dominated by the Aceh Party by confirming Malik Mahmud Alhaitar as the Naggroe Aceh Mayor, in the Aceh Party structure Malik Mahmud was one of the leaders of this local Party, so it was possible to have a dual role played by the figure of Wali Naggroe. The inauguration of Malik Mahmud as the Wali Nanggroe also indirectly gave rise to a local figure of Strongmen within the structure of the Acehnese community, given the position of the Wali Nanggroe as a position that was highly respected in the structure of Acehnese people's lives. Moving on from the above problems, this study wants to see how the role of the State in giving birth to local Strongmen within the structure of Acehnese society. This research borrows his theorist Jonh T Sidel and Migdal who have formulated how the formation of local Strongmen or bossism and the characteristics of both. Based on the results in the field, it shows that the local Strongmen could emerge because of the involvement of the State in them, the involvement of the State is not limited to giving the opportunity for the birth of local Strongmen but more than that, the State also provides legal standing for local StrongmenKeywords :Local Strongmen, Wali Nanggroe

Abstract

Human resources planning apparatus is a system of development of human resource management. With the existence of good planning in managing the human resources of an agency, the expectation is to achieve the goals of the organization/institution with various planned strategies. The Regional Staffing Agency (BKD) of Daerah Istimewa Yogyakarta (DIY) collaborates between national policies and regional policies, especially in staffing affairs if there is a connection with the DIY Specialties business as one of the strategies in addressing the problems between the two. In this study used a qualitative descriptive method. Collection through interviews and data analysis in the form of documents. In this study, the authors explain about the human resource planning apparatus carried out by the Regional Government of DIY in 2017. The result of this research is that The Regional Staffing Agency of DIY  in fulfilling needs, especially in staffing affairs has been well prepared and with a fairly fast process. When an organization requires new employees to complete the government organization, BKD DIY will respond and of course with consideration of employees who are good enough from the aspect of ability and qualifications of employees who are in accordance with the organization or agency need.Keywords: Human Resources Planning, Human Resources Management, Staffing Agency.

Abstract

Some efforts have been made to develop economic potential in the region by implementing Special Economic Zones which have been regulated in Law No. 39 of 2009 concerning Special Economic Zones. One of the regions included in the criteria in the Special Economic Zone is the Lamongan Regency, because Lamongan Regency itself has good maritime potential and is also included in the criteria for special economic zones and also Lamongan Regency itself proposed by the East Java Provincial Government after the birth of the Law. Special Economic Zone Issues for 2009. This research was conducted by using a type of qualitative descriptive research and analyzing qualitative data about the Regional Readiness of Lamongan Regency in the Framework of the Establishment of a Special Economic Sector in the Maritime Industry Sector. In this study the theory used is the theory of special economic zones, the acceleration of local economic development. The results of this study are that some aspects have been fulfilled even though some are still being sought and then completed. Some of these aspects are first, the land readiness that has been available for 500 hectares of land is in accordance with the RTRW that has been established by the Regional Government. Second is the readiness of infrastructure in this case there are several aspects, namely land transportation network, electricity network, telecommunications network, sea port, raw water source. Besides that the readiness of Human Resources (HR) has been running several programs to print competent human resources in the field of maritime industry.Keywords: Readiness, Special Economic Zones, Maritime Industry.

Abstract

Before entering the reform era, bureaucratic governance in Indonesia was characterized by the practice of collusion and nepotism in which the bureaucracy could not carry out its duties and obligations professionally and they could not achieve their careers fairly and sustainably. This research use desciptive qualitative approach. In terms of data collection used, namely library research in the form of journals, books, and the Internet Therefore, the aim of bureaucratic reform is to realize fair bureaucratic governance in which bureaucratic apparatus can carry out their duties and obligations professionally and the bureaucracy can reach career paths as a state apparatus fairly and professionally. So far, bureaucratic reform has not yet reached its objectives, where bureaucratic governance, especially in the context of promotion of the position of state civil apparatus (ASN), is still colored by the practice of collusion and nepotism caused by high political intervention in ASN promotion. Regional autonomy and regional head elections are wrong which causes bureaucratic reform to not work effectively. The regional head who is the result of the regional election places ASN in the strategic position of regional apparatus according to their political interests, not based on the potential possessed by the ASN. For this reason, the design of bureaucratic reforms needs to be reorganized so that the gap of political intervention in bureaucratic governance can be minimized in order to realize a professional bureaucracy. Abstract

Government bureaucracy is an institution responsible for carrying out the functions of public services, community empowerment to the development of a country, so its presence is very crucial in supporting the state administration system. In reality, government bureaucracy has quite complicated issues, namely the widespread acts of corruption and public services that have not been maximized. Therefore, the Central Government's attempts to address current issues through Ministry of Empowerment of State Apparatus and Bureaucracy Reform to resolve existing problems are implementing an integrity zone development program, both at the central and regional levels. The program aims to create a corruption-free government bureaucracy and enhance the quality of public services. The research method used is descriptive qualitative. Methods for collecting data are through observation, interviews, and documentation. The theory used in this study is the Edwards III model's policy implementation theory, which consists of communication factors, implementing factors, human resource factors, and bureaucratic structure factors. The results of the study found that the Program had been implemented in the Malang Regional Tax Service Agency. The obstacles encountered are in the bureaucratic culture, human resources and public service systems that apply. The researchers' suggestion is that there must be further innovation and periodic supervision of agencies so that the implementation of the program has good results in implementing of bureaucratic reform, especially in Malang City.

Abstract

The problem of waste in Batu City can threaten tourism sector in this city. The Waste Management System Program is held by the Environment Agency (DLH) Batu City seems to be unable to access waste problems in the upstream sector, particularly  household waste from residential settlements. This lack capacity of the program followed up by DLH by organizing a waste bank program through the establishment of the Community Waste Bank (KBS) Kartini Sejati which coordinated around 60 waste banks in Batu City to be involved in waste management.This study aims to explain the involvement of KBS Kartini Sejati in waste management in co-production and the obstacles faced by it. The concept of co-production refer to an alternative concept in the implementation of public services where implementation focuses on the dominant role of the community, while the government or other parties such as the private sector are only facilitators. This research  use qualitative method by utilizing data from observations, interviews and documentation. The results of this study indicate that KBS Kartini Sejati in several of its activities which include training in waste management, waste management, and "Sapu Bersih Sanpah Nyemplung Kali" (Saberpungli) have applied the principles of co-production. It is due to those activities have implemented six co-production principles, namely the development of community capacity, mutually beneficial relationships between actors, network development, the government as a facilitator and catalyst, and the community as an important asset in implementing services. However, in its implementation, the waste bank program still has several obstacles such as the limitations of the budgetary resources, the decreasing level of public awareness to be active in waste banks, and the lack of innovation in waste managementKeywords: Co-production; waste management, waste bank

Abstract

This research entitled "Resource Transformation and Keda Survival as Broker in Exploitation of Gold Mine in Baldy Mountain of Buru Maluku Regency". The research with the title aims to know and analyze the transformation of resources and the survival of Keda as a broker in gold mining activity in bald mountain. This research uses a qualitative research type that prioritizes case studies. Data collection techniques such as observation and interview. The elite theory and brokerage concept is used as a blade analysis in reviewing research results. Data analysis techniques are done quickly in the process of interpretation so that data that has been collected does not experience freezing or even become expired. The results of this study show that Keda transformed from the symbolic-based resources of customs and eucalyptus land to material-based resources (gold) by exploiting the illegal gold of bald mountain. In addition, Keda uses wealth as a key resource for building political networks and able to survive to respond to government policies.keywords: Transformation, Survival, Keda, Eksploitation, Gold Mine
