Abstract

Indonesia has continued to experience increasingly complex, global developments and requires change. However, there has been no reform in the government sector that is needed to anticipate these developments, especially regarding public administration. The aim of this research is to analyze the public administration reform in Indonesia. The research method used is a qualitative research method, and literatures study for gathering the data. The research results show that government institutions no longer monopolize the roles that have previously been the authority of the government. Therefore, the public administration paradigm needs to be reformed starting from government to the governance process. The government needs to increase management capacity and change the culture towards a new public management direction. In the systems paradigm, the government is encouraged not to focus on systems and procedures, but to be more performance oriented and work by emphasizing an entrepreneurial spirit.

Abstract

This study examines the determinant factors influencing implementing zakat management policies in Enrekang Regency. Employing a descriptive qualitative method, the research adopts an explanatory phenomenological approach to explore and interpret zakat management's causal and chronological dimensions. Data were collected through interviews, field observations, and documentation analysis using instruments such as interview guides, observation sheets, and document review protocols. The NVivo 12 Plus software assisted in data organization and interpretation. This findings indicate that several key factors significantly affect zakat policy implementation: government support, public awareness and trust in zakat institutions, the professionalism of zakat managers (amil), community religiosity, understanding of zakat regulations, inclusive socialization efforts in rural areas, comprehensive zakat implementation mechanisms, adaptability of information systems, local culture of sharing, and transparency of the UPZ (zakat collecting unit). These elements interact to shape the effectiveness of zakat governance, particularly in the digital era, where zakat institutions are increasingly required to integrate digital-based systems and respond to evolving information needs. The research highlights the necessity for BAZNAS and related stakeholders to enhance digital literacy, technological adaptation, and community engagement to improve zakat services.

Abstract

A fundamental question about local government that is rarely explored by scholars is, what do voters think about the local elections? Scholars construct clear concepts of elections, but do these concepts resonate with the thoughts of voters? The importance of elections for voters can vary and have diverse consequences on their perceptions of elections, but the issue is that voters in many countries face numerous types of elections in their country. This diversity can impact the degree of importance and their perspectives on voting, including the position of political parties in the minds of voters. For example, in Indonesia, voters engage in eight types of elections including two local elections for a local government. This article questions the degree of importance voters attach to the local elections and their consequences for the position of political parties. The article is based on survey data from two regencies in Central Java, Indonesia, during 2019 with 800 respondents, as well as in-depth interviews with over 20 voters during 2023. The results indicate that the position of parties is jeopardized by the lack of data aligning with the importance of local election for voters. It indicates that voters do not see parties as main entities on local government.

Abstract

This research examines kaomu as a political myth that continues to be reproduced in the post-reformation era in Muna Regency, Southeast Sulawesi, Indonesia. Kaomu is a group of people who have been narrated as leaders since the beginning of the founding of the Muna kingdom. It is produced as a political myth in era of Muna ancient kingdom and reproduced through language politics until the post-reformation era in Indonesia. As a result, the descendants of the Kaomu group have received social and cultural legitimacy to be chosen as leaders compared to other candidates; Walaka or Maradika social classes. Data was collected through historical documents, oral traditions, and interviews. This study suggested that kaomu myth in the post-reformation era on regional elections has become an instrument of political power in Muna. The myth of kaomu as collective knowledge directs society to elect someone based on a knowledge regime that has been established for hundreds of years. On the other hand, candidates from the kaomu group are also increasingly develop their capital not only in political arena but also economic and sociocultural ones. By this way, their existence is strengthened both in the party and in strategic positions in the local and national axis.

Abstract

This article discuss Pierre Bourdieu's concepts of habitus and field about the candidacy practices of Aisyiyah cadres running for legislative positions in East Java in the 2024 elections. Concerning the discourse of habitus formed from the socio-religious habitus formed through the experience in the Aisyiyah organization, it transformed when they entered a political structure that was patriarchal, competitive, and transactional, and not gender-neutral. The method used in this study is qualitative with a phenomenological approach, the data source used is primary data, collected through semi-structured interviews with related sources. The results of this study show that the disposition of Aisyiyah cadres in the political parties PAN, UMMAT and PDIP is based on inherent values in themselves and life journeys. In running their candidacy, they must adapt and build a strategy to navigate the contest arena by maximizing their modalities. The way is to approach party elites, local political figures, and organizational networks, take advantage of party assistance for campaigns, pengajian, and socialization with the transfer of their expertise.

Abstract

This study examines the feasibility of imposing an excise tax on timber products from forest logging activities in Indonesia, using a systematic literature review and a quantitative simulation approach. Data from Statistics Indonesia (BPS) on timber production between 2020-2023 are utilized to assess the potential impact of such a policy. The study argues that wood, as a key forest product, meets the criteria for being an Excisable Good (BKC) due to its consumption needing control, its environmental impacts, and the need for state levies. Additionally, it highlights the urgency of introducing this tax to address deforestation and generate additional state revenue. The research also presents various simulated excise rates to estimate the policy's economic effect. This study contributes to the literature on new BKC imposition and provides fiscal policy recommendations aimed at tackling deforestation, offering advice to the Ministry of Environment and Forestry and the Ministry of Finance on the implementation of timber excise.

Abstract

This study analyzes the dynamics of local government policies that prioritize deliberative processes among various stakeholders to reach consensus in spatial planning in Banjarmasin City. This research collected and analyzed data using qualitative methodology. As this research shows, Banjarmasin City's spatial policy has experienced many dynamics. There are stakeholders who support and oppose local government policies. These stakeholder groups have interests that contribute to the failure of Banjarmasin City's spatial planning policies. This research definitely helps policy makers make better decisions. Among the stakeholders involved in decision-making, there are many perspectives to consider. Then, to avoid horizontal conflicts that are detrimental to the development process of an autonomous region, good cooperation among the various participating parties is required.

Abstract

This study aims to analyse the impact of fiscal decentralisation policies on regional fiscal independence in Indonesia. Using a qualitative descriptive method and meta-analysis technique, this study reviewed 30 samples of related literature. The results show that fiscal decentralisation has mixed impacts: 15 studies showed a positive influence on fiscal independence through the delegation of authority to manage local revenue and expenditure, while 10 studies reported negative impacts, including high dependence on central transfers and corrupt practices. In addition, 5 studies revealed mixed results. The positive impact of decentralization can be seen from the devolution of local taxes and levies as well as central transfers such as General Allocation Fund (DAU), Specific Allocation Fund (DAK), and Revenue Sharing Fund (DBH), which help regions tap into local economic potential and increase local fiscal independence. However, limited management of revenue sources, weak supervision, and central dominance in budget allocation are major challenges. The conclusion of this study shows that fiscal decentralisation still faces obstacles in realising full fiscal independence. Recommendations include strengthening local financial governance, reducing dependency on central transfers, and increasing local economic capacity through inclusive and democratic policies. Thus, fiscal decentralisation is expected to be an effective instrument to promote sustainable regional development.

Abstract

The village community has the prospect of embroiling in the budgeting process more than just being the target group or beneficiaries. Still, as a subject, it is deliberative budgeting. The study aims to explain how the deliberative budgeting process at the village level can be realized or optimized. This study operationalizes three main variables: perception, attitude, and commitment, controlled by the respondent's characteristics. By using an experimental approach in a village to determine changes in understanding after treatment and correlational analysis, it turns out that there are two things found. First, the post-test score is higher than the pre-test score, and second, the age associated with the commitment to participate was a negative correlation, both pre-test and post-test. This shows that changes in understanding or perception will result in changes in commitment to participate. Then, increasing knowledge of budgeting in the village is much more effective for the younger age group to be more involved in the budgeting process. Therefore, in conclusion, increasing understanding through socialization, training, or education on various matters, especially budgeting, will impact the commitment to be more involved for the younger age group compared to the older one. These results can complement the explanation of various findings on community participation in village policy formulation, especially budgeting.

Abstract

Improving institutional performance is an absolute requirement in improving public service capacity, but Public Service Mall (MPP) often find operational challenges that render them ineffective. This research aims to analyze and describe how to strengthen employee and organizational performance to build a quality MPP in Malang City, going beyond previous studies that focused on implementation, partial effectiveness, or public satisfaction alone. The main problem identified is that the MPP's suboptimal performance is rooted in weaknesses in organizational work patterns such as rigidity, slowness of service processes, and fragmentation of services, which is allegedly not just an issue of individual employee capacity. This research uses a qualitative approach with the Malcolm Baldrige evaluation framework at MPP Malang City, this research collects primary data through purposive interviews with officials, employees, and the community, as well as secondary data in the form of archives and documentation. The results revealed fundamental problems in the dimensions of strategic leadership, quality planning, adaptive human resource management, utilization of data analysis, and integration of cross-agency processes, which caused the focus on meeting the expectations of the community to obtain fast and easy services to be neglected. Systematic adoption of the Baldrige model framework is recommended to strengthen visionary leadership, optimize data-based decisions, scalable planning, revitalize human resources, and redesign integrated processes to realize an efficient and community-oriented MPP.
