Abstract

Village-Owned Enterprises (BUMDes) are seen as entities that enable communities to achieve economic independence. One strategy to ensure that BUMDes operate properly is to include the local community. Until far, the community's involvement to BUMDes Makmur Sejahtera in Lemahmulya Village, Majalaya District, Karawang Regency has been negligible, both in planning and execution. The goal of this research is to ascertain the degree to which the community participates in BUMDes management. The qualitative descriptive approach was used in this investigation, and the following findings were obtained: 1) Community participation in BUMDes planning decision-making is still suboptimal, as indicated by the involvement of just a few groups. 2) Effective village community participation in the execution of the BUMDes program is shown by the community's active participation in the program's implementation. 3) The village community's participation in achieving the advantages of BUMDes is highly positive, as it enables small business operators to establish or expand their enterprises. 4) Community participation in suggesting activities for the BUMDes program is still suboptimal since the community lacks any methods of providing feedback and evaluation on the program's operation.

Abstract

Tulisan ini membahas tentang dampak implementasi MIFEE (Merauke Integrated Food and Energi Estate). MIFEE diatur dalam Instruksi Presiden No. 1 Tahun 2010 tentang Percepatan Pelaksanaan Prioritas Pembangunan Nasional Tahun 2010, yang berisi tentang penyusunan Grand Design Food and Energy Estate di Merauke. Penelitian ini menggunakan penelitian kualitatif dengan metode desk study (studi kepustakaan). Hasil analisisnya adalah implementasi MIFEE belum mampu secara penuh membantu masyarakat Papua, program yang bertujuan untuk pembangunan malah mengakibatkan kesenjangan di daerah sekitar. Sehingga MIFEE lebih banyak memberikan dampak negatif bagi masyarakat di sekitar program tersebut. Program MIFEE yang dilakukan pemerintah mengakibatkan marginalisasi masyarakat adat, hilangnya mata pencaharian masyarakat dan potensi hilangnya kepercayaan publik terhadap pemerintah. Oleh karena itu, pembangunan yang memperhatikan dan menilai sosial budaya dan potensi masyarakat Papua khususnya Merauke adalah desain kebijakan yang paling cocok untuk mendukung masyarakat asli Papua. Dengan memperhatikan potensi suatu daerah pemerintah dapat mendesain kebijakan yang juga mendukung masyarakat asli Papua.

Abstract

Pemerintah Kota Surabaya berupaya untuk terus memberikan pelayanan yang lebih baik lagi bagi masyarakat dalam hal pelayanan perizinan yaitu meluncurkan aplikasi pengembangan dari SSW yang disebut dengan Surabaya Single Window (SSW) Alfa pada 1 Agustus 2021. Tujuan dari penelitian ini adalah mengetahui inovasi program aplikasi SSW Alfa dalam meningkatan perizinan online di Kota Surabaya. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa: 1) Relative Advantage, SSW Alfa telah memberikan keuntungan bagi masyarakat dari kemudahan yang didapatkan pada saat mengakses perizinan. 2) Compatibility, SSW Alfa dinyatakan tidak sesuai dikarenakan alur penanganan perizinan dan kewenangan penandatanganan terdapat perbedaan dengan inovasi sebelumnya sehingga inovasi yang sebelumnya tidak digunakan lagi. 3) Compexity, tingkat kerumitan SSW Alfa menurut pengguna cukup rumit karena sempat terjadi error dan terkendala dengan berkas yang kurang lengkap. 4) Triability, sebelum diluncurkan ke masyarakat SSW Alfa telah melalui tahap uji coba. 5) Observability, SSW Alfa mudah untuk diamati oleh masyarakat untuk memantau jalannya berkas perizinan dan mempermudah petugas untuk mendapatkan data dengan rinci mengenai banyaknya perizinan yang masuk yaitu sejak diluncurkan 31 Agustus 2021 hingga April 2022 tercatat 127.200 berkas, dengan begitu tujuan dan hasil yang ingin dicapai telah sesuai.

Abstract

Pembangunan merupakan perang untuk melawan kemiskinan, aspek penting pada pembangunan tidak hanya mengfokuskan pada hasil akhir suatu pembangunan yang dicapai, tetapi harus bisa menggerakan keterlibatan masyarakat untuk berpartisipasi dalam setiap tahapan pembangunan. Tujuan penelitian kajian penelitian ini yakni untuk menganalisis tentang partisipasi masyarakat dalam perencanan pembangunan kampung di DistriK Ngguti. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif, teknik pengumpulan data berupa observasi dan wawancara, semantara tekni analisis data menggunakan metode interaktif yakni penyajian data, reduksi data, dan penarikan kesimpulan. Hasil penelitian bahwa partisipasi masyarakat di wilayah kerja pemerintahan Distrik Ngguti dalam proses perencanan pembangunan kampung belum optimal. Ketidakoptimalan ini terjadi karena kemampuan masyarakat dalam mengidentifikasi kebutuhan untuk menjadi skala prioritas pembangunan masih rendah, dan ketidakpuasan masyarakat kampung terhadap pemerintah karena apa yang mereka usulkan tidak pernah terealisasikan yang mengakibatkan masyarakat sedikit apatis terhadap proses pembangunan yang dilakukan. Oleh karena itu upaya yang perlu dilakukan untuk meningkatkan rasa partisipasi masyarakat yakni kemampuan masyarakat perlu ditingkatkan untuk memberikan daya dan semangat bagi masyarakat untuk mampu mengeidentifikasi kebutuhan, dan keberanian dan komitmen pemerintah untuk menjelaskan alasan program yang diusulkan tidak dapat direalisasikan untuk membangun rasa kepercayaan masyarakat terhadap pemerintah.

Abstract

Beberapa permasalahan ASN di Kabupaten Merauke adalah nilai kinerja (SKP) setiap tahunnya menurun, penempatan pegawai yang tidak sesuai dengan kompetensinya, ketidaksesuaian pendidikan dengan uraian tugas yang dibebankan, dan tingkat kehadiran pegawai pada jam kerja yang kurang.Tujuan dari penelitian ini adalah untuk menjelaskan hubungan antara kompetensi dan disiplin kerja dengan kinerja pegawai di Kantor Pemerintah Kabupaten Merauke. Metode penelitian yang digunakan adalah dengan pendekatan kuantitatif dengan analisis bivariat yaitu korelasi Somers’d dan pengolahannya menggunakan bantuan sofware SPSS 21. Populasi dalam penelitan ini adalah meliputi seluruh pegawai di Pemerintah Daerah Kabupaten Merauke yaitu sejumlah 5.453 orang. Untuk Jumlah sampel dalam penelitian ini ditentukan menggunakan menggunakan rumus slovin yaitu sejumlah 372 responden. Hasil penelitian ini menemukan bahwa kompetensi secara signifikan terdapat asosiasi yang kuat dengan kinerja pegawai di Kantor Pemerintah Kabupaten Merauke. Hal ini menunjukan bahwa ketika kompetensi pegawai semakain baik maka akan kinerja pegawai juga semakin baik, dan disiplin kerja secara signifikan terdapat asosiasi yang kuat dengan kinerja pegawai di Kantor Pemerintah Kabupaten Merauke. Hal ini menunjukan bahwa ketika disiplin kerja pegawai semakain baik maka akan kinerja pegawai juga semakin baik.

Abstract

Keterwakilan perempuan di legislatif sangat penting untuk diwacanakan, mengingat masih sangat minimnya keterlibatan perempuan sebagai penentu kebijakan. Artikel ini bertujuan menganalisis peran anggota legislatif (aleg) perempuan Dewan Perwakilan Rakyat Daerah (DPRD) Provinsi Sumatera Barat pada saat formulasi kebijakan responsif gender, yakni Peraturan Daerah (perda) Nomor 07 Tahun 2021 tentang Penyelenggaraan Urusan Pemerintahan Bidang Pemberdayaan Perempuan dan Perlindungan Anak serta menelaah faktor-faktor yang mempengaruhi peran tersebut. Jenis penelitian yang digunakan adalah kualitatif deskriptif dengan metode pengumpulan data melalui wawancara, dokumentasi dan studi literatur. Hasil penelitian menunjukkan bahwa peran aleg perempuan DPRD Sumbar dalam formulasi Perda Nomor 07 Tahun 2021 masih minim. Kondisi tersebut dipengaruhi oleh keterwakilan deskriptif aleg perempuan yang hanya berjumlah sebanyak empat orang (tiga diantaranya bersifat pasif). Sedangkan keterwakilan substantifnya, hanya diwakili oleh satu orang aleg perempuan. Adapun faktor yang mempengaruhi peran aleg perempuan dalam formulasi Perda Nomor 07 Tahun 2021 secara deskriptif dipengaruhi oleh rendahnya keterpilihan perempuan pada pemilu legislatif Provinsi Sumatera Barat tahun 2019. Sedangkan faktor yang mempengaruhi secara peran substantif dibatasi oleh tugas dan jabatan aleg perempuan yang melekat secara institusional, yaitu yang menyangkut pada tugas-tugas komisi pemrakarsa Perda Nomor 07 Tahun 2021.

Abstract

Kesenjangan antara pemberian pelayanan kepada publik, karena organisasi ternyata tidak mampu memenuhi janji-janji yang telah dikomunikasikan secara eksternal melalui berbagai kegiatan, kesenjangan antara harapan masyarakat dan kenyataan pelayanan yang diterima, hal ini karena tidak terpenuhinya harapan public.Tujuan penelitian ini untuk menjawab tinjauan Teori dari Dukungan Pemangku Kepentingan dan jaringan dalam Organisasi Layanan Publik.Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Pemilihan metode ini didasarkan pada teori atau model yang dijadikan rujukan dalam pengumpulan data, yang selanjutnya diverifikasi atau dikonfirmasi dengan data data lapangan. Fokus penelitian ini adalah kompleksitas dalam governance network yang dijelaskan dari Struktur dalam organisasni dan Koordinasi dalam jaringan. Hasil penelitian bahwa kelangsungan hidup organisasi hanya dapat dipastikan dengan mengamankan tingkat independensi sebesar mungkin dari pemangku kepentingan yang selalu berubah.Kebutuhan untuk mengelola ketergantungan lingkungan menjadi semakin penting karena batas antara organisasi dan pemangku kepentingan mereka menjadi semakin kabur di sektor publik menuju bentuk-bentuk jaringan tata kelola dan pemberian layanan telah menjadi hal yang sangat penting. Pergeseran ke arah pengorganisasian kebijakan dan layanan di sektor publik seputar gagasan pemerintahan telah meningkatkan minat dalam jaringan manajerial.Dalam organisasi pemberian layanan, aktivitas jaringan ini biasanya ditujukan untuk mengukir ruang relasional yang diperlukan untuk terus meningkatkan kualitas layanan.

Abstract

he spread of fake news on social media with the theme of COVID-19 is on the rise and knows no bounds. Various title taglines, contents, and narrations about COVID-19, Masks, and Vaccine are rapidly influencing individuals to be frightened to participate in activities. The goal of this research is to expand on the evaluation of long-term intelligent communication patterns in order to predict the propagation of COVID-19 false news on social media. This study was conducted primarily to investigate the factors influencing public opinion regarding the spread of COVID-19, victim cases, immunizations, and origins, as well as the government's response in West Sumatra Province. Data were gathered through in-depth interviews and direct observation, as well as in-depth interviews with six different sources and the distribution of 120 questionnaires. 112 questionnaires (93.3%) were collected and analyzed using the Structural Equation Modeling Partial Least Squares (SEM) technique in SmartPLS 3.0. The findings revealed a significant relationship between public opinion and the government's response to COVID-19 pandemic issues on social media. The findings indicate that a robust response to socialization, education, and public monitoring is required for the correct and intelligent use of social media. Digital literacy and information filtering must be enhanced, and perpetrators of disseminating COVID-19 false information must face strong and concrete penalties. Strict penalties and structured appeals will gradually have an impact on the media, which is not in charge of conveying COVID-19 information to the public

Abstract

The uniqueness of the population in Papua is the diversity of ethnicities and religions that come from all corners of the archipelago, but can live side by side without conflict. This condition also occurs in the world of government, especially in the application of situational leadership types. This study aims to determine how much the relationship between the ethnic origin of employees and the level of maturity of subordinates in situational leadership is carried out in the Papua Provincial Government. The method used is a quantitative research method using the statistical test of Sommer's dyx relationship to validate the theory of situational leadership, namely to determine the maturity level of subordinates and the leadership style used based on the suitability of the situation meeting, as well as the additional Lambda relationship test. Respondents consist of 21 (twenty one) leaders and 130 (one hundred and thirty) subordinates spread over 7 (seven) offices in the Papua Provincial Government. The results of this study found the magnitude of the relationship +0.23 (very weak relationship) where the subordinates of each ethnic origin, were at a high level of maturity, which had a weak/small relationship in the group of ethnic origin. The method used is a quantitative research method using the statistical test of Sommer's dyx relationship to validate the theory of situational leadership, namely to determine the maturity level of subordinates and the leadership style used based on the suitability of the situation meeting, as well as the additional Lambda relationship test. Respondents consist of 21 (twenty one) leaders and 130 (one hundred and thirty) subordinates spread over 7 (seven) offices in the Papua Provincial Government. The results of this study found the magnitude of the relationship +0.23 (very weak relationship) where the subordinates of each ethnic origin, were at a high level of maturity, which had a weak/small relationship in the group of ethnic origin. Abstract

Informasi pelayanan publik saat ini mengarah kepada keterbukaan informasi publik berbasis digital melalui aplikasi agar mudah diakses publik, maka perlu adanya suatu sistem informasi yang dapat mengaplikasikannya salah satunya adalah Anjungan Informasi Pelayanan Mandiri (ANFO) yang dikembangkan pada Sekertariat Daerah Kabupaten Merauke. Penelitian ini bertujuan untuk mengevaluasi penerapan ANFO di Sekertariat Daerah Kabupaten Merauke menggunakan model CIPP menurut Daniel L. Stufflebeam. Penelitian ini menggunakan metode penelitian kualitatif untuk menghimpun data dari sejumlah informan. Hasil penelitian menunjukan bahwa ANFO mampu memberikan layanan informasi yang dibutuhkan oleh masyarakat namun tidak maksimal dijalankan karena berbagai hal. Secara context aplikasi ANFO mampu menjawab kebutuhan pengguna dalam mencari informasi, dari sisi input dibutuhkan sumber daya manusia yang berkompeten untuk mengelola ANFO terutama diawal menggunakan ANFO berbasis anjungan mesin namun dari sisi aplikasi android cukup mudah untuk dijalankan oleh pengguna, dari sisi process aplikasi ini belum dimaksimalkan dengan baik terutama dalam hal sosialisasi kepada publik serta belum belum jelasnya pendanaan melalui instansi atau unit yang berwenang, sedangkan dari sisi product ANFO perlu dikembangkan dengan menambahkan menu agar menambah variasi informasi disamping perlunya regulasi untuk memperkuat program ini.
