Abstract

This research intends to find, understand and explain the problems as the phenomenon that occurs. Data collecting researchers do by using more and collect information by deepening the phenomenon studied.Then make an analysis by connecting the existing facts and the data that the researchers get in the field in accordance with the results of observation. After the data obtained from the field then the data isprocessed and analyzed by qualitative descriptive way that describes and explains precisely in accordance with the actual situation about the problems in the carefully derived from data that has been collected so that can be drawn conclusions appropriately. The results showed that 64% of the respondents acknowledged the existence of a very important role of local community leaders, while 36% of the community expressed no role from either government in terms of providing socialization / training on how to manage good waste. While 58% of the respondents stated that the infrastructure facilities for waste management of Village Karang Intan are still lacking, while the remaining 32% assumed that theinfrastructure was enough because the respondent community was in front of the road contained in the trash bin, 10% of the respondents did not there is an answer. Public participation in waste managementdirectly 54% of respondents did not carry out activities directly to manage the environment, and 16% rarely did, and 7% of respondents were quite frequent and 16% frequently carried out waste managementactivities.

Abstract

The Public Service is juring service by government, enterpreneur on government’s nama or entrepreneur to society with or without payment for filling necessary or society needs.Based on prior research was found that there was lateness problem in completion to make SITU that exceed time from determined time in procedure operational standard of service integrated office Hulu Sungai Utara District. The Purpose of this research are to describe and analyze : (1) How process permission servise in publication of work place permission letter (SITU) in Hului Sungai Utara District. (2) Factors that influence service publishing of work plece permission letter.The approach of research is qualitative. The plece of research is in service integrated office in HSU District. The technique of collecting data is done by depth interview, observation and documentation. The analysis data uses interaction model by Miles and Huberman. The data testing is done with triangulation, that is technique triangulation although source triangulation. The result of research showed that servies of KPT HSU District in SITU service is high enough. This fact is appeared from (1) kid of apparatus sources and related with their skills. (2) The ease in submission is done well. It is announced dearly about making of permission letter procedure. (3) The accuracy of service that free from mestaker is well done. It canbe seen from there is no mestaker in every publication of fermission document. (4) The service cost in well enough. It is appeared from transparency about amount of payment with out more tax. (5) Many employees heve SLTA education so that their qualities in education aspect is felt still low enough.

Abstract

Analyze the influence of behavior on the quality of public services, behavior on performance, and performance on the quality of public services at the Population and Civil Registry Service in the Province of South Kalimantan. This research uses quantitative methods which can be interpreted as research methods based on positivist philosophy. The design of this study was observational with a cross sectional approach. The sample of this study was 325 people and spread in 13 cities and districts in the Province of South Kalimantan. The results of this study are that employee behavior has a significantly positive effect on employee performance. Employee behavior significantly influences the Quality of Public Services. Employee performance does not significantly influence the Quality of Public Services.

Abstract

This study aimed to know the description of : 1) ability, motivation and environment as well as the aachievemenet of the work of employee, and 2) the influence of the ability, motivation, and environmenet partially nor simultan against employees on the work achievement of Departement of Tranfort Communication and Informatics of the city Of Banjarmasin.. This research method using the associative of research type of correlation. The subjects is the entire officers and using simple random sampling techniques to take sample. Data were collected techniquues by using a questionnaire and further analyzed by using multiple linier regression techniques. Data processing using the help of the program SPSS (Statistical Product Service Solution) for Window 21.0. The research results of the descriptive analysis showed, ability and work achievement, which is nice. While the motivation of employees and the environmenet are included in the catagories that are very nice. The results of the statistical analysis in partial showed the ability and motivation has no effect againist the employees work achievement, while the environment influence on work achievement. The simultaneous ability, motivation, and environment effect on employees work achievement

Abstract

Based on Basic Health Research (RKD) and Toddler Operations in North Hulu Sungai Utara, nutritional problems are less increasing in the last three years, 2015 less than 17.32% malnutrition, 2016 less than 20.54% and nutrition prevalence less by 24%. Less nutritional problems in Hulu Sungai Utara Regency are included in the categorization of serious public health problems due to nutritional prevalence above 20%. mapping of the poor urban village region donated the most under-five children under five, namely 537 children under five. Based on the results of the research that the implementation of nutrition improvement program for under-fives under-nutrition category in urang sub-district in the northern river upstream district has not run well enough, it is known from: 1. Environmental aspect in the form of community economic environment and family care pattern, 2. Target group, some program implementers are not yet fully aware of the targets set by the government nationally, 3. Program activities, activities carried out only as routine activities ie immunization activities and postal services yando, 4.Pengelolaan Management and Pengawasa, not fully run well it diliat still lack inter-sectoral coordination, factors affecting nutrition improvement program for under-fives under-fives category in poor urban village influenced by several factors 1. Policy Size and Objectives 2. Resources, 3. Characteristics of implementing agents, 4. Attitudes / implementers, 5. Intercommunications organization and activities of the implementer, 6. Economic, social and political environment.

Abstract

The objective of this research is to know service performance of the apparatus in the certification of educators in the Education Office of Kabupaten Hulu Sungai Utara and factors affecting the service performance of the apparatus are in the certification of educators in the Education Office of Kabupaten Hulu Sungai Utara. The research method used is a qualitative research method using a descriptive analysis technique, with techniques of documentation and interviews. The informants in obtaining the data are the Head of the Office, Secretary, Chief of Department. Chiefs of Sections, Head of Sub-sections and also the staff at the Education Office of Hulu Sungai Utara.The result showed that the service performance of the apparatus in the certification of educators in the Education Office of Hulu Sungai Utara has not been optimal yet when seen from the actual tasks and functions. Factors affecting are professionalism factor and organizational structure of the financial managers of educators certification in the Education Office of Hulu Sungai Utara. It can be seen from the aspect of the distribution of tasks which is unclear and is still overlapped in the work, as well as other aspects that the authorities have not been fully delegated for employees in accordance with the existing position and title.

Abstract

The objective of this research is to know the work enthusiasm and performances employee, the relationship with the characteristics of the gender, age, education, and year of service, and to know correlation work enthusiasm with performances employee at Badan Kesatuan Bangsa, Politik dan Perlindungan Masyarakat Kabupaten Kapuas. The method used is a quantitative research approach and the instrument is a questionnaire that analyzed by using Chi Square Goodness Of Fit Test, Independent Test, and Person Correlation. The research result show that work enthusiasm are not spread in the all category, but more is pretty good category (43,6%), so as performances employee is pretty good category (46,2%). In addition, there is not any relationship among the characteristics of gender, age, education, dan year of service with work enthusiasm and performances employee. The other result there is a correlation significant work enthusiasm with performances employee, and the correlation strong enough category.

Abstract

The general election is actually the entry point for the improvement of public welfare in various aspects, whether political, economic, social, cultural and so on. In order to make an impact elections positively correlated with the welfare of the public, in addition to the background of the prospective participants/contestants election also required the political understanding of the citizens as voters because of political literacy is one factor that plays a major role in the quality of elections in a country.In Amuntai City, Hulu Sungai Utara district, political knowledge citizens are generally relatively low where political terms not understood as it should be in addition to confusion relevance between elections and regional development. Political participation of citizens in general is still low, especially those who work in the informal sector and tend to avoid involvement in practical political activity. Although they participated in the elections, but they just do not care about the output of the election itself. Furthermore, the political interest of citizens were generally quite low because most of them assess prejudice against political activity although no doubt some of those who assess positively to the political world.To increase the political understanding of citizens in Amuntai City, suggested to the election organizers in Hulu Sungai Utara district, especially the Election Commission and the Election Supervisory Committee to conduct an intense political socialization to the community, especially in rural areas. Political socialization should be cooperating with the participation of local governments, organizations of society and universities in the area. Political parties in the region should also undertake political socialization as the embodiment of one of the functions of political parties, especially in the areas that became the basis of a mass political party concerned with promoting political ethics that typically become one of the political ideology of political parties.

Abstract

The aims of this research are: 1) To know the performance of employees in public service at Regional Revenue Service of East Barito Regency, 2) To know the obstacles in public service at Regional Revenue Service of East Barito Regency, and 3) to know solution to overcome obstacle in public service in the District Revenue Office of East Barito Regency.This research is a qualitative research. The key informant in this research is Head of Regional Revenue Service of East Barito Regency. Data were collected through interviews, observation and documentation.The results showed that: 1) Performance of employees of Revenue Service Office of East Barito Regency seen from performance indicators such as quality, effectiveness and work commitment is good but the quantity of work, the timeliness of task implementation, independence in dealing with work problems on PBB-P2 and BPHTB still not implemented optimally. 2) Obstacles faced in Public Service in the District Revenue Office of East Barito Regency, namely: a) Employee Performance not yet optimal, b) Lack of Employee Competency and Socialization, and c) Lack of Room Facilities Waiting, and 3) Solutions Can Do To Overcoming Obstacles in Public Service in the District Revenue Office of East Barito Regency, namely: a) Employee Development and Evaluation b) Technical Guidance (Bimtek) and Socialization, and c) The addition of waiting room facilities.

Abstract

The issues discussed in this study were the implementation of BPJS program on health in RSUD of Pambalah Batung, Amuntai. It is inspired by the complaints of patients who were admitted to redeem the drug, the number of beds and rooms which was not adequate as well as there were many facilities and infrastructures which were still in bad condition, and there were many people who were not aware of the availability of BPJS program on health. The samples of data sources used purposive sampling technique. As many as 10 people were considered to have strong relations with the issues examined. The data were collected by observations,interviews,and documentation. The survey results revealed: the constraint from the aspect of the unclear communication which resulted in the delays of service process carried out by the Executive of RSUD, the aspect of resources interms of facilities which was still in sufficient because there were many health facilities which were not functioning properly and in damaged condition.It is suggested to socialize BPJS on health program more often by RSUD of Pambalah Batung through flags, banners, and localtelevision, toad health facilities for BPJS patients especially in patient and sanitary rooms, to repair damaged facilities. The addition of internet (wifi), particularly for Emergency Room (ER) is required when information on JKN program is in need.
