RISTEK adalah majalah artikel ilmiah yang terbit dua kali dalam satu tahun. Hasil kerjasama antara Bappelitbang Kabupaten Batang dengan DRD Kabupaten Batang. Isi majalah ilmiah RISTEK bersifat umum yang secara garis besar berisi hasil kajian tentang berbagai potensi dan masalah krusial dibidang sosial, ekonomi, pariwisata, hukum, pendidikan, dan teknologi yang ada di Kabupaten Batang. Hasil kajian yang di muat di jurnal "RISTEK" diharapkan: (1) menjadi sumber informasi/dasar pengambilan kebijakan bagi Pemda Kabupaten Batang; (2) sebagai sarana menyalurkan informasi bagi masyarakat yang ingin memberikan sumbang pikiran dan ide dalam memajukan Kabupeten Batang; dan (3) sebagai sumber informasi bagi masyarakat luas untuk kepentingan lokal/regional/nasional.

Abstract

The DELIMA website is a digital service provided by the Batang Regency Government that is used to apply for research and internship permits online. This service was developed to support digital transformation and improve the efficiency of public services. This study aims to analyze the usability and user experience (UX) of the DELIMA website using the System Usability Scale (SUS) and User Experience Questionnaire (UEQ) methods. A total of 19 respondents who have used this website participated in the study. The SUS test results showed an average score of 82.10, which is classified as Excellent with a grade of B, indicating a good level of user acceptance. Meanwhile, the UEQ results showed a positive user experience, with the aspects of Attractiveness (1.85), Efficiency (1.99), and Accuracy (1.86) falling into the Excellent category, while Clarity (1.95), Stimulation (1.66), and Novelty (1.38) fell into the Good category. These results show that the DELIMA website has fulfilled the functional and emotional aspects of users well, although the aspects of novelty and stimulation still need to be improved.

Abstract

Flood disasters have become one of the most critical environmental issues in Grobogan Regency over the past two years. At least three major floods occurred in February and March 2024, and again in January 2025, inundating 98 villages across 14 subdistricts and breaching 28 river embankment points. These floods were triggered by extreme rainfall, inadequate flood control infrastructure, and uncontrolled land conversion from forest to agricultural areas in the upstream catchment zones. This policy paper aims to identify the main drivers of flooding and formulate short-, medium-, and long-term strategies for flood risk reduction in Grobogan Regency.The study employed a descriptive–qualitative approach using literature review, interviews with officials from the Regional Disaster Management Agency (BPBD) and the Regional Development Planning Agency (Bappeda), and direct field observations. The analysis applied the USG (Urgency–Seriousness–Growth) model to determine priority issues and the SWOT (Strengths–Weaknesses–Opportunities–Threats) framework to evaluate strategic options for policy intervention. The findings reveal that flood mitigation efforts should focus on strengthening water resource infrastructure, conducting regular river normalization, and enforcing stricter land-use control. Adaptive strategies such as agroforestry systems, upstream reforestation, and sustainable land management are essential to enhance climate resilience. Through cross-sectoral collaboration and ecosystem-based governance, Grobogan Regency can progress toward sustainable flood resilience.

Abstract

Digital evidence is one of the means of evidence that provides clues to investigations regarding evidentiary issues related to the validity, authenticity, and integrity of digital evidence, so that it can be trusted and recognized as valid evidence in court. Digital forensics is part of the investigation in the application of technology-based science adapted to current developments. The research focus is more specifically descriptive and uses an empirical legal analysis approach in examining the law. This research is also referred to as doctrinal legal research based on literature. The use of digital forensic data is part of the interests of modern science as the development of Industry 5.0 and strengthens the findings of technology-based evidence by providing clarity and objectivity not found in physical evidence. Optimizing the use of personal data as a form of achieving the protection of community rights, providing certified resources and adequate infrastructure. Developing technology to address applicable legal issues in professional resolution. The urgency of digital forensic evidence in the spread of crime in every sector is becoming important, restoring public trust is necessary due to digital developments and preventative efforts regarding the spread of crime.

Abstract

Unit Biro Administrasi Akademik (BAAK) Institut Widya Pratama memanfaatkan sistem pembelajaran RdC untuk mendukung proses akademik, sehingga diperlukan evaluasi terhadap pengalaman pengguna guna memastikan kualitas layanan. Penelitian ini bertujuan mengukur User Experience (UX) pada sistem BAAK dengan menggunakan wawancara semi-terstruktur untuk menggali konteks penggunaan, serta User Experience Questionnaire (UEQ) versi lengkap yang terdiri dari 26 item untuk memperoleh penilaian kuantitatif. Hasil pengukuran UEQ menunjukkan skor tinggi pada aspek Attractiveness, Efficiency, Dependability, dan Stimulation, yang mengindikasikan bahwa sistem dinilai positif secara fungsional maupun emosional. Wawancara semi-terstruktur memberikan pemahaman tambahan mengenai pain point, seperti keterbatasan pada fitur tertentu, serta saran pengembangan dari pengguna. Analisis meliputi perhitungan skor setiap item, penilaian keenam skala UEQ (Attractiveness, Perspicuity, Efficiency, Dependability, Stimulation, dan Novelty), serta pengujian reliabilitas untuk memastikan konsistensi instrumen. Secara keseluruhan, penelitian ini menunjukkan bahwa pengalaman pengguna terhadap sistem BAAK berada pada kategori positif. Namun, aspek Novelty dan beberapa item bernilai negatif masih memerlukan perhatian untuk peningkatan lebih lanjut

Abstract

Human activities are causing global environmental changes that affect climate and water quality. Although water is crucial for life and the economy, previous management practices have not been sustainable. With increasing water demand and limited availability, new approaches to water resource management are needed for a sustainable future. Water resource management practices in Indonesia face challenges from social subsystems related to community participation in water resource management. This study employs a qualitative descriptive method supported by a Narrative Literature Review (NLR). Community participation in the Integrated Water Resources Management (IWRM) process has been emphasized by national regulations and researchers. The "Bottom-Up Planning & Management" approach involves active participation from groups or communities directly involved in resource management, as well as stakeholders affected by decisions made. The local initiative of the Racika Palm community in water resource management has led to social innovations through watershed conservation programs via reforestation, community empowerment, education on water utilization, and policy advocacy through TKPSDA and other forums. Challenges in developing community participation include financial limitations and insufficient technological utilization to expand the impact of community roles. Communities need to leverage social media and technological innovations, such as Smart Water Management (SWM), to enhance the effectiveness of water resource conservation programs. Through community involvement with broader impacts, the vision of integrated water resource management can be achieved.
