Jurnal Ilmiah Syi’ar, published by Da’wah Faculty of Bengkulu State Islamic Institut since 2007. The subject covers textual and fieldwork studies with various focuses of communication, conseling, development and empowerment of community, management, and many more (the central focus of Islamic sciences). In the beginning the journal only served as a scholarly forum for the lecturers and professors at internal of the Institute. However, due to the later development with a broader readership, the journal has successfully invited scholars and researchers outside the Institute to contribute.

Nawa Cita requires the village as the core of development. Funds are rolled out for each village to support the development, empowerment, and welfare of some village subjects. The main assumption is that the synergy of infrastructure followed by community empowerment will produce sustainable welfare. This rationality is considered not running together because it provides a large portion of the infrastructure and understates human empowerment. This study tried to discuss village funds by reviewing past development patterns, community development, and correcting infrastructure-based development. The discussion in this paper has been supported by various journals, figures, and news from online media. All materials are read interactively, reduced, then the essence of reading is developed according to inductive reasoning. It was found that from the past, village programs always referred to the provisions of the central government. Even though the problems and needs of each village are very different. Then, the lack of understanding of the village apparatus about the program, it is not uncommon for programs to be rolled out to be replicas from other villages. This paper also discusses community-based development as a solution to village fund problems.

Adolescence is a period of development that is very important in the dynamics oflife because at this time adolescents have a tendency known as Identity VersusIdentity Confusion which is the main task of adolescents in achieving adevelopment of self-identity. In fact, at this time, many adolescents havedifficulties in recognizing their own identities, what their potential is and wherethey are going, where it becomes a very urgent problem for adolescents. Whilefor the spiritual development of adolescents, it cannot be separated from thedevelopment of the personality as a whole, meaning that one's attitude andspiritual beliefs in his life are none other than his personal role models that growand develop from birth especially since in the womb. The focus of this paper isthe egocentric and spiritual implications of adolescents in achieving thedevelopment of self-identity. This paper is carried out through library researchtechniques. The conclusions of this paper normatively produce an Egocentricand Spiritual Implication of Youth in achieving the development of self-identitywhich makes the next person into a unique and principled person with animportant role in life and value in society.

Religious counselors are the spearhead profession in the spread of religion while representing the government in delivering religious and development programs in the national and local level. They are not only consist of civil servants (PNS) employees, but also non-civil servants (non-PNS) employees. For those who already have PNS status, their careers are generally more certain and in a safe position. On the contrary, for those with non-PNS status, they are in a dilemma. On the one hand, their existence really has important meaning in the midst of the rise of various religious issues. But on the other hand, they are in a stagnant career condition, there is no career certainty and lack of attention compared to the PNS. Therefore, basically it is necessary to empower non-PNS religious counselor. The research result shows that the government through the Ministry of Religious Affairs actively has attempted to empower non-PNS religious counselor with the Islamic Information Information Management System and the E-PAI application. In addition the government has made efforts such as training and coaching, examining performance reports, making clear guidelines or regulations, and upgrading the salary up to 100 percent. The research method used in this study is descriptive qualitative type and emphasizes on the study of literature.

Media is not something foreign in this era, but media is still a central part of communication, new media is still new or more widely used by individuals who always communicate, the more sophisticated media that is used will make everyone more eager to communicate in verbal or non verbal forms. Such as the new media that developed in this century is the internet which, according to some people, is something miraculous, but what exactly is it looking for from the new media? Until when can this media survive and be used properly? With the advancement of information and communication technology in this era, news from abroad is so quickly conveyed, long-distance communication can be done face to face. It is undeniable that modern life has been felt by various layers of society. New media is a term to describe the emergence of a new era in communication or interaction, computers, information networks and communication. If traced further the media turns out to bring a new theology (new theology) in religion. Almost all of the people are looking for sources of religious law or theological basis of new media (theology on new media). These conditions are increasingly apparent with the advent of the internet or what is called new media. New media or the internet bring new values in religion for some people. So that with the presence of these new media, some people tend to take religious values through the media.

The background of this research begins with the existence of Muslim Dayak counselors in schools who get a negative perception of the social environment regarding the existence of tribal counselors based on the religion adopted. This research method uses a qualitative approach where researchers act as key instruments, data collection techniques using interviews, observation, documentation studies and data triangulation, data analysis results from a combination of all data collection techniques that produce qualitative meanings and propositions. The negative perception of the social environment is the main problem of the formation of the identity of Muslim Dayak counselors that is strongly believed by the counselor, for which Muslim Dayak counselors need good communication skills in conveying their identities to the social environment so that the formation of self-identity can be done well. Overall Muslim Dayak counselors are able to introduce self-identity well without any obstacles based on the religion adopted. This happened partly because of the philosophy of Huma Betang which contained values of tolerance and mutual respect among religious believers who could reduce negative perceptions of the social environment about the existence of Muslim Dayak counselors.

Umar bin Khathab was the chaliph of about 10 years. He was well know as his ekspansion policies. He introduced a goverment administrasion system by dividing its area and building Baitul mal to be an independent institution. Those exspansion policies had reached the goal successfully, so as the income of the a sure of the Baitul mal were overabundance. Then, the chaliph Umar managed it through accumulation and emission by forming Diwan. He had applied the concept of Islamic management long before the weit management exisheted. The concent of Umar’s give preference on manner which related to the value of faith and truth. He also applied the Syura concept on manner and management activity, especially those which related to the determination of decision. Dividing goverment area and Amir and Madinah as the center of polity and Baitu mal the independent institution out of the goverment intervension became chaliph Umar contribution Islamic polity.

This study try to reveal the understanding of the human resources of Koperasi Jasa Keuangan Syariah (KJKS) on the basic principles of sharia economics. As a sharia microfinance institution, KJKS will face daily Muslim customers and operational systems that demand basic knowledge of Islamic economics. This study uses the focus group discussion (FGD) method with a sample target of 30 KJKS managers in the City of Padang. The sample was given 18 items pre-test questions related to the basics of Islamic economics with a choice of yes or no. We find that the main problem is still understanding the concept of Islamic economics, where there are still many cooperative managers who lack knowledge. Research shows that 39% of managers do not know clearly how the Islamic economy is. We then conducted an FGD by giving an understanding of the understanding of Islamic economics and sharia finance. It was seen an increase in the percentage graph of the understanding of cooperative managers, namely 86% of managers were able to understand the fundamentals of sharia economic concepts and sharia finance, while the other 14% were unable to understand right.

Moral education is very important for learners to improve intelligence, emotional and spiritual. The value and moral learners to note because the education in school was very instrumental in supporting development of learners. Writing aims to provide information to teachers and counselors to instill the importance of moral values and the learners. Student often perform acts that violate the values and morals. Moral education aimed at guarding the learners do the wrong deeds in accordance with existing norms in society, the nation’s moral decline that Indonesia is very good with high numbers in the teens, freesex, rampant use of illegal drugs, there was a brawl between students. This strategy is done the existence, responsibility, and yet how belief and practice againts those values need to be strengthened. Environment and peers influence the religious moral values in life. Counselors in terms in give it a role in shaping how to think, behave, and act to participant.

The era of information abundance problems has shifted, from the difficulty offinding information to the difficulty of filtering information. This paper aims toexplain the urgency of public media literacy in the midst of the abundance ofinformation presented by the mass media. Media literacy is a concept about the ways people question what is watched, observed, read and produced from the media. Media literacy is needed so that the public as a media audience has the authority to actively sort out and choose media shows, so that if there is a presentation that only emphasizes sensation, the public can reject it. by not watching it or switching to other shows.
