Abstract

Cimanuk Watershed is one of the important water sources in West Java Province. The damage that occurred in Cimanuk watershed affected the sustainability of water supply in West Java. The administrative area of ​​Cimanuk watershed extends to 4 regencies, namely Garut Regency, Sumedang Regency, Majalengka Regency, and Indramayu Regency. The Cimanuk River itself has a length of ± 338 km which can supply water needs of 2.2 billion m3 every year with the main utilization for irrigation in agricultural areas. Forest areas in the upper Cimanuk watershed affect the continuity of the hydrological, erosion and sedimentation process. Changes in the upstream area in terms of land use and forest exploitation that do not consider environmental aspects can damage the entire watershed ecosystem, causing fluctuations in water flow, sediment transport, and material dissolved in the water flow system. Given the reciprocal relationship in the concept of watershed management, the implementation of the Payment Environmental Services or PES mechanism is important, where water is one of components that deserves be consideration. The economic valuation of water quantified as water prices is also a fundamental reason for the importance of PES studies. Water prices based on scientific calculations, both qualitative and quantitative, determine the "feasibility value" that will be given from the downstream community upstream as conservation actors to support the concept of fair environmental services. Quantitative analysis is carried out in the form of valuations involving several methods, namely the Contingent Valuation Method, Value of Marginal Product Water, and Full Cost Pricing. The price of water can be used as an indicator of the cost of forest environmental services as a water provider as well as improving market mechanisms. Abstract

‘Citarum Harum’ is a program to restore the Citarum River. The problem of waste and sewage and the existence of the strategic Citarum River by splitting West Java Province are very supportive of economic growth, especially labour-intensive industries that can absorb a lot of labour into serious problems. Citarum, which is known as one of the dirtiest rivers in the world, urges the government to immediately issue regulations to start the restoration of the Citarum River Basin (DAS Citarum). Citarum watershed pollution and damage mitigation measures in an integrated strategic pace for control and law enforcement that integrate authority between government agencies and stakeholders related to Citarum watershed recovery based on Presidential Regulation No. 15 of 2018 concerning Acceleration of Pollution and Damage Control in the Citarum River Basin. Various steps and methods were taken to restore the Citarum watershed, as well as communication and coordination of the central government with various related parties such as the Environmental Service Office (DLH) of the West Java Provincial Government and Kodam III Siliwangi to be enhanced to immediately realize Harum Citarum.

Abstract

The reforms triggered by the economic crisis that hit Indonesia and a number of other Asian countries in 1998 have resulted in not only an improvement over a system that has been in force for the past 30 years but also fundamental changes. Although reform is born by a spirit of renewal, in response to the failure of the state to develop a system that can generate prosperity and justice for the people, both in the political and economic fields, but in the process has not produced a better relationship system between politics and public administration, which is professional, effective, efficient and free from corruption. This unsuccessfulness is predictable because the administrative reform is not based on a strict economic school. We had previously applied the Keynesian school, then Neo-liberalism, up until now the world is still searching for a new school. No exception for Indonesia. Reform has established a new system, completely different from the previous system, but without consistent ideology and paradigm. The lack of clear direction is the cause of the failure of administrative reform in Indonesia. The paper will analyze the cause of this unsuccessful, and propose recommendations for improvement.

Abstract

The paper presents the performance of energy development programs during the 2015-2019 RPJMN period, evaluates them, and proposes some recommendations for that of the next 2020-2024 RPJMN. Energy development programs in the 2015-2019 RPJMN performed quite well, however some indicators such as coal production and the share of new-new and renewable energy in the country’s energy mix were not encouraging. While most of energy infrastructure program was not delivered well, the oil and gas production declining trends, in addition to excessive exports of coal reminds that Indonesia’s energy security is not safe. In 2020-2024 RPJMN exploration efforts must be increased, aiming at achieving reserves replacement ratio more than 1. Meanwhile, the share of new and renewable has to be increased, by emphasizing the development of biofuels in particular. In addition, energy conservation efforts have to be continued.

Abstract

Urbanism's impact creates land scarcity as a result of an imbalance in urban land between supply and demand. As a developing country, Indonesia is still striving to overcome the slum area and provide decent housing for low - income groups. In fact, the city is owned by everyone, so slum people and other low - income groups have the right to the city to enjoy the results of development and its facilities and infrastructure, including decent urban living spaces. These areas are government challenges and opportunities to provide the best housing services for poor or marginal communities. Over the past decades, slum upgrading has become a global solution to overcome slum problems. It relies on the concept of ' self - help ' in which community participation is used as a means of improving and sustaining the quality of life of slum dwellers. The number of researches was carried out to analyze the level of community participation in slum upgrading, but not many analyze the level of governance in slum upgrading. The purpose of this research is to analyze the performance of Indonesia governance in achieving successful slum upgrading by using a single case study of one of Indonesia's slum upgrading projects, namely the Neighborhood Upgrading and Shelter Sector Project (NUSSP). The transition from centralized to decentralized governance has become the biggest challenge in implementing slum upgrading in Indonesia, especially on issues of political engagement, coordination, and cooperation, financial sustainability, tenure security, continuity, and institutionalization. This research has led to the conclusion that transitional Indonesia requires a unified strategy that combines some forms of centralized governance with some forms of decentralized governance. Finally, the concepts of ' self - help, ' ' less governance, ' and ' development from below ' proposed as the original concepts of slum upgrading could not work independently. Strong intervention, adequate governance and ' development from above ' are really needed to achieve successful slum upgrades. Abstract

This paper studies about managing the effectiveness of public health performance in Surabaya City, Indonesia. The research method uses a qualitative approach through focus group discussion elaborated with secondary data of the health sector performance. This paper proves that vertical and horizontal balanced performance measurements in the health sector are essential. Vertical stable performance is in the context of a hierarchical performance of top-level performance and lower-level performance in the public institution. In contrast, a horizontal balanced performance is the arrangement of qualitative and quantitative performance indicators and targets

Abstract

This paper assesses the performance of method targeting and implementation error of social transfer programs in Indonesia, which consists of Raskin, in-kind transfer; Program Keluarga Harapan (PKH), a conditional cash transfer; Program Indonesia Pintar (PIP), scholarship program; and Program Indonesia Sehat (PIS), free health insurance for the poor and vulnerable. The logit model of exclusion and inclusion errors shows the drivers of probability error in targeting these four kinds of social transfer programs. The finding shows error in the implementation that relies heavily on urban-rural differences and legal identity ownership rather than the role of government employees. Measuring the performance of miss-targeting is needed to improve the effectiveness of social transfer programs on achieving their goals. The analysis of targeting performance suggests caution in employing a mechanism of the delivery program to improve the implementation of the targeting program to promote more social safety net rather than in-kind transfer and cash transfer as well as to re-evaluate the identification requirement for receiving social benefits to reach the beneficiaries from the extreme poor

Abstract

This study estimates the relationship between Forest and Land Rehabilitation policies and the quality and health of watersheds measured by the Coefficient of Flow Regime. The method used is the estimation of the Granger causality relationship. The results of this study indicate that in the short term or less than three years of forest and land rehabilitation does not have a significant relationship with the good value of the coefficient of flow regime. It is hoped that with these findings, the government can review the methodology, institutional system, location, quality of materials and tools for forest and land rehabilitation by taking into account the natural and geographical conditions around the watershed. furthermore, the government can implement other measures to support forest and land rehabilitation in accordance with existing regulations.
