Abstract

ABSTRACT Observing the performance of the Soakonora Village Government in the process of providing population administration services to the community is still overshadowed by several problems, the most prominent problems are regarding employee discipline, time, skills and work spirit of the village government. The performance of the Soakonora village government still needs to improve to further increase productivity in providing services to the community. Most village officials do not have the competencies appropriate to the workload they bear, such as knowledge, skills and attitudes to complete the work optimally. Apart from that, the lack of work enthusiasm from village officials also results in performance in providing services being hampered and slow, this has an impact on the community who think that their administrative affairs are being deliberately ignored by the village government.

Abstract

Abstrak Penelitian ini menjelaskan respon pemerintah desa pulau dalam menghadapi ancaman virus COVID-19 yang merebak terjadi pada tahun akhir 2019 hingga 2022 di dua desa pulau yakni, Desa Kakara A dan Desa Kumo Kecamatan Tobelo, Kabupaten Halmahera Utara. Metode Penelitian menggunakan deskriptif kualitatif dengan menggunakan hasil wawancara dan studi kepustakaan sebagai bahan utama yang berkaitan dengan obyek penelitian atau permulaan data yang bersifat kepustakaan. Adapun beberapa sumber yang digunakan antara lain, kepala desa, jurnal ilmiah, hasil-hasil penelitian, internet serta sumber-sumber lainnya yang berkaitan. Hasil penelitian menunjukkan, bahwa pemerintah Desa Pulau memiliki berbagai kebijakan untuk melindungi masyarakat desa dari ancaman pandemic virus corona (COVID-19) dengan mendayagunakan potensi lokal untuk melindungi warga masyarakat desa pulau yakni, melakukan lockdown pulau, batobo (berenang), mengunyah kulit batang pohon ketapang dan juga menyiasati lahan untuk menanam bahan pengganti makanan pokok (beras). Selain juga intens melakukan sosialisasi protocol kesehatan 5 (lima) ; Memakai Masker, Mencuci Tangan dengan Sabun, Menjaga Jarak, Menghindari kerumuman, dan Membatasi mobilitas. Kesimpulannya, pemerintah desa pulau Kakara A dan Kumo sangat tanggap menghadapi wabah Virus CORONA-19 dengan kebijakan meskipun sejumlah warga ada yang kena virus namun dapat disembuhkan, meskipun ada juga yang tidak meninggal.

Abstract

Employee work motivation is one of the determining factors in administering government and providing services to the community. Service that is dynamic and without favoritism, efficient and effective in terms of time, is the service that every community wants. And the quality of service really depends on the service provider, namely government officials. Apart from the factor of employee placement in accordance with their education and expertise so that the services provided can be effective and efficient, the work motivation factor of an employee is also very closely related to the quality of the service provided. Motivation is part of Human Resources Management in the context of coaching, developing and directing personnel. work in an organization. The source of work motivation, which is one of the determining factors in providing services by an employee, includes the opportunity to develop, the type of work carried out, and the feeling of pride in being part of the organization where they work. Apart from that, work motivation is also influenced by feelings of security at work, fair and competitive salaries, a pleasant work environment, appreciation for work performance and fair treatment from leaders.

Abstract

The failure of development in Indonesia has been blamed on the government's inability to eradicate widespread poverty. This is because development models tend to come from above and pay little attention to community participation. This does not provide opportunities for the community, especially the poor, to participate in the planning and decision-making process concerning the selection, planning, implementation, evaluation and monitoring of development programmes, so that the poor are only used as objects of development. The centralised development planning model of the past can indeed accelerate economic growth, but it is unable to overcome the impact of development, namely the widespread poverty. The concept of the community empowerment movement focuses on the fact that humans or human groups can experience obstacles and tries to create conditions that provide the possibility for every human being to be able to fulfil the task of actualising their existence as widely as possible. In Indonesia, empowerment was originally a term widely used by Non-Governmental Organisations (NGOs) to refer to efforts to strengthen communities, both socio-economically and politically. In other words, community empowerment is about making people have a bargaining position so that they can become active actors in the development process and not just objects of development.

Abstract

Human Resource Development is one of the important factors in achieving organisational goals. One of the important instruments in achieving these main goals is motivation. Motivation is one way to build character and coaching, directing each individual. With motivation, the development of each organisational achievement can be seen and measured clearly. In other aspects, motivation can provide a sense of pride for being part of the organisation where they work. Increased motivation provided by leaders is carried out in several aspects, namely in financial management, motivation provided by leaders in improving the performance of public services, given with the aim of improving work performance, emphasis on the importance of rules or provisions that must be implemented properly so that the goals set by the organisation can be realized properly. Motivation in the management of regional revenue is given by leaders because it is a responsibility to the tasks assigned so that it is hoped that the continuity of the organisation, especially in the aspects of budget management discipline and accuracy in completing tasks, can be carried out properly. and Motivation in spending the regional budget aims to support the operational implementation of government administration and development spending which aims to improve people's welfare by opening up jobs to reduce unemployment and alleviate poverty, another dimension of leadership motivation is also an effort to answer the challenges of basic needs both in the education and health sectors by increasing access to fair and equitable services.

Abstract

Abstract In an increasingly digital-savvy society, greater demands for the speed of public services are a challenge for the government in presenting digital technology-based services to adapt to the times. It is said that digitalisation in public services is not only beneficial for the community, but also for internal public service providers. With optimal service, not only does it give an impact on trust in government performance, but more importantly, the right to other needs will automatically be fulfilled properly. The purpose of this study was to determine the Strategy for Improving Population Administration Services at the Population and Civil Registration Office of Ternate City, The research method used in this research is qualitative research method, the results obtained from observation, interviews and documentation, in this study are primary sources including, Secretary of the Office, Head of Registration and Population Services, Head of Planning Subdivision and Head of Data Utilisation and Information. The results showed that, the improvement of population administration services at the Population and Civil Registration Office of the City was carried out by, among others: First, the digitalisation of services which aims at efficiency both in terms of time and budget and effectiveness in terms of resource utilisation (employees).Second, the ball pick-up strategy where this strategy is carried out by making direct visits from house to house (dor to dor) with two service mechanisms, namely responding to requests directly to service spots and planning well-scheduled programs. However, there are a number of obstacles in the service including limited infrastructure, budget, lack of awareness of the importance of population administration and knowledge related to the use of digital media by the community. It is expected that in the future the Population and Civil Registration Office needs to improve population administration services by preparing adequate infrastructure by allocating sufficient budget, besides that it is important to increase the capacity of employee resources related to the use of digital media in population administration management.

Abstract

Abstract The role of water is very important and has even become part of every human's life. Water is a basic need for humans that must always be available in everyday life, both for consumption, washing and bathing needs and so on. The availability of clean water is highly expected by the community to support daily life activities that cannot be separated from water needs, so in this case it needs to be supported by the existence of a professional body in managing water needs. The existence of the Tirta Halteng Regional Drinking Water Company is engaged in providing clean water needs which is one of the Regional Owned Enterprises (BUMD), so this company is known by the community as one of the sources in the management and provision of clean water. this research the researcher uses a qualitative descriptive approach and type of research, namely seeking information from the object that is the centre of the researcher either by obtaining sources from interviews, and documents. Based on the findings in the field, researchers found several sub-programmes in the strategy to improve clean water services, including the following: (1) Drinking water programme for low-income communities (MBR). (2) NUWSP/OPOR programme. (3) Network development cooperation in Weda City through the PUPR Office and PDAM. Researcher suggestions are: (1) There needs to be an effort from PDAM Central Halmahera Regency in improving the quality of clean water for the community. (2) in solving these problems and making it easier, the agencies concerned should be able to further improve and expand the existence of cooperation.
