Abstract

In the framework of international politics, the economic dimension has a central role in relations between countries. The economic dimension, particularly investment, is a determinant factor and often becomes a global measure in achieving national development. This has also become President Jokowi's big ambition since he came to power in Indonesia. Various investments were brought in in the framework of national development and the implementation of the Nawa Cita ideals. The foreign policy which is very inclined to attract investors continues. Deregulation of domestic policies was also carried out in order to welcome investment. However, in fact, the investment that Jokowi brought and carried out did not change the lives of Indonesian people. Economic growth predicted to skyrocket has actually stagnated in the 5 years of his reign. The absorption of labor has also decreased. Not to mention other problems caused by the investment made.

Abstract

The implementation of licensing services through Online Single Submission (OSS) at the Binjai City Investment Service and One-Stop Integrated Licensing Service (DPMPPTSP) can still be said to be unsatisfactory because it still has problems in licensing services, especially Construction Services Business Permit (IUJK) services. Problems that are often faced include the completion of the Construction Service Business Permit (IUJK) not on time and business actors do not understand the operation of the OSS system, which results in licensing services through the OSS not yet maximized. This study is to determine the quality of licensing services through OSS at the DPMPPTSP Binjai City and to find out the inhibiting factors for the implementation of licensing through OSS at the Binjai City DPMPPTSP. This research method uses a descriptive method with a qualitative approach. The results of this study indicate the quality of licensing services through OSS at DPMPPTSP of Binjai City which is examined from the dimensions of service quality, namely Tangible, Reliability, Responsiveness, Assurance ( guarantee), Empathy (empathy) as a whole is considered good but not optimal. The DPMPPTSP Of Binajai City is expected to have a technical team located at the Dinas and Dinas to conduct socialization regarding the use of the OSS system to the public so that the public is able to register their own permits and not through third parties/brokers.

Abstract

The purpose of this research is to answer the professionalism of the District Election Committee (PPK) in carrying out the adhoc district level recapitulation in carrying out the recapitulation at the sub-district level, in particular the follow-up to the witness's objection makes it possible for various problems that cannot be resolved in the recapitulation at the sub-district level, so that they arise again. at the district level. This study uses the main theory of electoral integrity from Pippa Norris. To explain KDP's professionalism, Gregorius Sahdan's theory of professionalism is used. To see the form of resolution of the witness' objection, the theory of conflict resolution from Spiegel, Novri Susan, and Ralf Dahrendorf will be used. The research findings show that the professionalism of KDP in the recapitulation at the sub-district level is very good in terms of regulatory capacity and implementative capacity. Judging from the administrative capacity, there are still several shortcomings due to reduced accuracy as a result of the very high workload and work intensity of KDP. In addition, the witness's objection in the recapitulation at the sub-district level had been properly accommodated by the PPK based on the provisions of the law and PKPU. The model that was used by the PPK to follow up on the objections of witnesses was discussion (consolidation), recommendations from the District Panwaslu (mediation), and through a lawsuit to the Constitutional Court (arbitration). These methods are applied in stages and conditionally.

Abstract

Child welfare is the responsibility of the family because the child is part of the family. However, in reality there are still many who neglect their children so that the children's welfare is threatened. Abandoned children need protection to ensure their survival. One of the efforts made in dealing with the problem of neglected children is through an institution-based child service program through child social service institutions. However, institution-based child services have not been optimal in realizing children's welfare. Thus, children who are in institution-based care need to be transferred to family-based care so that the child's welfare can be better. One of the permanent efforts to care for children is through adoption. The method used in this research is mixed methods research method. The design chosen in this study is Explanatory Sequential Mixed Methods, the researcher will measure the level of children's welfare with quantitative research first followed by qualitative research. The results of quantitative research regarding the welfare of preschool adopted children show that basically the welfare of adopted children is in the good category. The results of the qualitative research found that the background and reasons or motivation of adoptive parents to adopt an effect on the care of the adopted child so that the child's welfare can be better. Most adoptive parents do not yet have biological children, so the presence of adopted children is a complement to their long-awaited family. The opportunity they get for adoption makes them try to care for, nurture, and treat their adopted child very well. They always pay attention to children's physical development, children's psychological development, children's social development and children's cognitive development so that children's welfare can be achieved.

Abstract

Toba Batak culture is very important for the development of Lake Toba tourism in Parapat. Toba 3H Batak culture (Hamoraon, Hagabeon, and Hasangapon) is a culture that is strongly held by the Toba Batak people. And the culture is carried out in daily living habits including the way the Toba Batak people in Parapat treat tourists and if tourists are satisfied, of course there will be tourism development. So in this study will look at the attitudes, attention, actions, and anticipation of tourism actors both local Toba Batak communities, business people and related parties in increasing the development of tourism in Parapat. The methodology used in this research is qualitative research with a descriptive approach. The informants in this study were key informants in this study were tribal chiefs who knew Batak culture well, the main informants in this study were domestic tourists with Toba Batak and foreign tourists who ended up in Parapat and additional informants in this study were business actors and givers tourism services such as traders, hotel entrepreneurs, restaurant entrepreneurs, hotel servants, restaurant servants, parking attendants, etc., and tourism observers and responsible government agencies such as the Tourism Office and BPS The results of this study indicate that Batak Toba culture can have a positive and negative impact on Lake Toba tourism, but in this study it was seen that Batba Toba 3H culture had a negative impact on the development of tourism. It can be seen how the Toba Batak people serve tourists. The obstacles faced are the habit of the Batak Toba people who are very hard and want to be respected, making tourists not want to return to Parapat

Abstract

This study aims to see how the use of information technology, especially social media and online applications, supports the emergence of this business. The research method in this study uses a qualitative approach and uses a phenomenological methodology through in-depth interviews to see the experience of one of the home-based online business entrepreneurs who built their business during the Covid 19 pandemic. The informant in this study was a 32-year-old woman with a bachelor's degree in economics. informants know quite a lot about marketing techniques. The results show that the most important use of social media is to create electronic word of mouth which is the backbone of the success of home-based online business marketing. Age is also a determining factor in operating an online-based business using this information and communication technology. So, it can be concluded that the use of communication information technology is the main key to the creation of online home-based businesses that were born during the Covid 19 pandemic. Social media, online motorcycle taxi applications, e-commerce are very helpful for home-based online businesses to run their business during the Covid pandemic. 19.

Abstract

The merit system is defined as human resource management based on work performance, competence is a major factor in improving work performance, competence is indispensable in every job both in the private sector and in the government sector, in the government sector, work related to community service is directly carried out by an executive position Therefore, an executive position must have a minimum competency, namely managerial competence. The purpose of this study was to analyze managerial competence, inhibiting factors faced by executors who work at the Semarang Religious Education and Training Center. The research method used is descriptive quantitative with a survey approach to answer the research objectives, namely to analyze the managerial competence of the executive positions and to analyze the inhibiting factors faced by executive positions who work at the Semarang Religious Training Center. The results showed that the managerial competence of the executive positions who worked at the Semarang Religious Education and Training Center was in the medium category and the inhibiting factor was the lack of competency development in increasing knowledge. Recommendations as steps that must be taken by the Semarang Religious Education and Training Center are to increase the competency development of executive positions.

Abstract

The purpose of this study was to determine the implementation of subsidized fertilizer distribution in the Natambang Roncitan Village, Arse District. This type of research uses qualitative research with descriptive methods. Research informants include the Secretary, Head of Facilities and Infrastructure at the Agriculture Office, Distributors, Retailers, BPP, PPL, and farmer/farmer groups. Data collection techniques using interviews, documentation studies, and data retrieval techniques. The results showed that the implementation of subsidized fertilizer distribution in Natambang Roncitan Village, Arse District was still not optimal due to lack of supervision. Some problems that can still be addressed by the Regional Agriculture Office of South Tapanuli Regency include prices at the farmer/farmer group level that do not match the Highest Retail Price (HET), kiosks that sell to farmers outside their scope of the area, and bureaucracy that is too long in distributing subsidized fertilizers.

Abstract

This research is motivated by a contradictory reality about the life of traditional fishermen. Traditional fishermen have “sacred” zones for fishing activities which are protected by law due to their highest biodiversity and cultural importance to local fishing communities. On the other hand, 76 percent of the traditional fishermen are classified as poor; the level of poverty headcount index (PHI) reaches 32.4 percent. Based on this contradictory situation, 2 (two) important questions arise: what happens in the fishing area of traditional fishermen and whether the poverty experienced by traditional fishermen starst from this fishing ground. This research took place in Bagan Kuala, a village where the majority of the population are traditional fishermen. This study used an ethnographic approach with two data collection tools, which are interviews and observations. It was found that each traditional fisherman in this village has its own fishing grounds and boundaries. The boundary is marked by fish aggregating device (FAD), which also serve its purpose as fish catcher. Some of the FADs have been owned by fishermen for many generations. Outsiders often trespass this fishing ground, particularly at night where they use modern tools like trawl, destroying the fishermen’s FADs. As a result, there are conflicts and also negotiations involving the locals and outsiders who asked for their permission; the catch was divided depending on the agreement. From these findings, it can be concluded that poverty can start from the fishing ground.

Abstract

This study aims to analyze external factors, namely tasks, work environment, and work organization that affect the workload of KPPS in the 2019 General Election in Binjai Utara District, Binjai City. This study uses a quantitative method because it analyzes external factors that affect workload with independent / independent variables (X), in this study are external factors that affect workload, namely tasks (X1), work environment (X2) and work organization (X3). ; The dependent / dependent variable (Y) is the workload of the 2019 Election KPPS officers in Binjai Utara District, Binjai City. The results of the research and discussion obtained by the assignment had a positive and significant effect on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so that Hypothesis 1 was accepted; the work environment has a positive and significant effect on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so that Hypothesis 2 is accepted; Work organizations have a positive and significant influence on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so Hypothesis 3 is accepted. The researcher concluded that the assignment has a positive effect, HaHypothesis 1 is accepted; work environment has an accepted influence. Hypothesis 2; Work organization has a positive influence, HaHypothesis 3 is accepted.
