Abstract

This study aims to analyze ethnic conflict in Kalimantan Indonesia. As a country with  a different culture and identity variant, the potential for conflict is very vulnerable to reappear. The research method in this study used qualitative study with historical analysis model. This method uses both primary and secondary supporting data with predominantly historical books relevant to ethnic conflict, supported by national and international journals and articles. The results of this study reveal that the historicalization of the conflict is still a grudge and each ethnic identity is still dominant in its group feeling and creates a perception of identity justification. This study conveys to the conclusion that the potential of a vulnerable Indonesian State of ethnic conflict can emerge as a time-bomb and any time due to political, economic, and norms. In order to prevent the ethnic conflict in Kalimantan from recurring, the State must be strong. The recommendations in this study adopted from the education of values  that prioritize the value of harmony, the value of togetherness, in adapting to understand and implement the real philosophical in life is "dimana bumi dipijak disitu langit dijunjung”.

Abstract

This paper aims to find out the strategic role of the US Quadrilateral Security Alliance in reducing China's threats in the Asia Pacific during 2017-2020. The method used in this research is qualitative, with descriptive-analytical technique. This technique aims to provide a holistic understanding and description of a symptom or phenomenon. The findings of this study show that the rise of China in the economic and military sectors, as well as China's aggressiveness in expanding its territories, threatens the US hegemony in the Asia Pacific. Thus, to maintain its status quo, the US formed a Quad Alliance with Australia, Japan and India in 2007. However, this alliance was inactive since 2008 and reactivated in 2017 by President Donald Trump. The Quad Alliance is quite intense in conducting military expeditions in the Indian-Pacific Ocean. Based on the Balance of Threat theory by Stephen Walt (1985), the Quad Alliance is the US "Rebalancing Strategy" against China in the Asia Pacific, which aims to eliminate 4 main sources of threats, namely China's aggregate power, China's geographical proximity to the US alliance, China's military capabilities, and China's ambitions in the region. The dynamics of the Sino-US contestation are driven by the basic motive of Neorealism, that is protecting the national interests of the two countries, whether political, economic, or domination/influence.

Abstract

In the current era of digitalization, everyone can easily create and share information without ascertaining whether the information is valid or invalid. In Sidoarjo District, Government agencies that play a role in preventing the spread of false information continue to occur in the public is a role that should be carried out by the communications and information service. The writing of this study aims to find out and analyze how the role played by the Communication and Information service of Sidoarjo District in preventing the spread of false information to the public in Sidoarjo District based on the focus of this research, namely the duties and functions of the Sidoajo District Communication and Information Service, especially in the Information and Communication Public Management Sector. The data are presented through direct observation and interviews qualitatively analyzed.  This study concludes that until now there is no policy or Standart Operating Procedure (SOP) that regulates the prevention of the spread of false information to the people of Sidoarjo, the action taken In handling cases of false information is only to clarify based on reports received from the people of Sidoarjo District.

Abstract

The purpose of this article is to analyze the low level of political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election and what are the factors behind the low political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election. This research method is descriptive qualitative, by presenting the facts found comprehensively through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and drawing conclusions. The results of the study showed that there were still many KPMs with disabilities who did not participate in the election, only 5 KPMs with disabilities took part in the 2019 legislative elections out of 13 KPMs with disabilities who met the requirements. The factor that causes it is minimal accessibility from both the organizers and the family, including not being registered in the DPT (permanent voter list) because it is not listed in the KK.

Abstract

Partai Keadilan Sejahtera (PKS) is an Islamic party with a strong Islamic ideology with a large number of cadres and voters (constituents) and is very influential in building multiculturalism in Indonesia. This study is to describe the view of the multiculturalism of Partai Keadilan Sejahtera (PKS) through party policies, and non-Muslim and minority community cooperation. The method used in this study is qualitative research using literature studies sources in the form of books, websites, articles, and newspapers. PKS changed hymns and marches to instill and demonstrate multiculturalism. PKS involves and supports non-Muslims to become party administrators, and candidates for legislative and executive members. PKS also cooperates with minority communities to maintain the integrity, brotherhood, unity, and integrity of the nation. PKS as an Islamic political party makes Pancasila and Bhinneka Tunggal Ika the main values in maintaining multiculturalism in Indonesia.

Abstract

Road Traffic and Transportation as part of the national transportation system must develop its potential and role to realize security, safety, order and smooth traffic in order to support economic development and regional development. Road users in general, still do not fully comply with the regulations that have been set. However, the purpose of this regulation is to prevent unwanted things from happening. The enactment of Law Number 22 of 2009 concerning Road Traffic and Transportation replacing the old Law Number 14 of 1992, has brought about important changes in the way of life of road traffic in Indonesia. With the formulation of the problem, how is the role of the Lamandau Regency Transportation Service as a Stakeholder and how to implement zero overloading of freight transport in Lamandau Regency. This study was conducted to analyze the role of the Lamandau Regency Transportation Service as a stakeholder and presumably to describe zero overloading of freight transport in Lamandau Regency. The descriptive qualitative research method used in this study was intended to obtain information about zero overloading of freight transport in Lamandau Regency.

Abstract

Financial organizations such as banks have experienced an increase in demand for loans from borrowers over the years. These organizations are highly interested in knowing whether a borrower can pay back if granted the loan requested. Granting loans to defaulters can cripple the business, hence, these financial organizations are compelled to evaluate credit worthiness of clients using the vast volume of historical data related to financial position of borrowers. Like other prediction models, credit scoring is a technique used in predicting the probability that a loan applicant, existing borrower, or counterparty will default. Machine learning technique has ability to solve these challenges faced by credit analyst by automating the processing and extraction of knowledge from data. This research focuses on the development of a credit scoring model using Rough Set Theory (RST) and Multi-Layer Perceptron (MLP) Neural Network. RST was used for feature selection while ANN trained with backpropagation was used for classification. This research used two credit scoring datasets; Australian and German credit dataset. Data pre-processing and machine learning were performed using the Anaconda software. This research compares the result obtained from the RST and MLP with Decision Tree, Logistic Regression, Random Forest, Support Vector Machine, Nayes Bayes, K-Nearest Neighbour and ANN using standard evaluation metric to ascertain its performance on the two datasets and conclude the major findings. This research contributes a credit scoring model with improved performance while saving the computational costs.

Abstract

The COVID-19 pandemic has resulted in demands for the provision of public services by minimizing face-to-face services. BKIPM Semarang in its efforts to provide good public services to the community continues to strive for innovation. One of the innovations created by BKIPM is the KAU DARANG (Fish Quarantine is for You Now) innovation. This innovation is a public service innovation where people can get a certificate of fishery quality in physical form without having to come to the BKIPM Semarang office because the certificate will be sent to their respective homes even for people whose homes are difficult to reach. The purpose of writing this article is to analyze how the process of the innovation is because the innovation is new and has never been studied before. The research method used in this study is a descriptive qualitative method with library research data collection techniques. The results of the study indicate that this innovation is a process innovation that is reinforcing or reinforcing in nature, which seeks to improve previous innovations because previous innovations only facilitated the delivery of certificates to producers which only covered certain areas. With this innovation, people do not need to crowd at UPT BKIPM Semarang to get a certificate according to their needs, but only need to submit an application online for processing and then wait for the certificate to come to their house.

Abstract

The purpose of this paper is to analyze the implementation of policies in the verification of individual support requirements at the Labuhanbatu Regency KPU in the 2020 post-conflict local election and describe the factors that become obstacles in the policy implementation process in the process of verifying the support requirements of individual candidates in the 2020 post-conflict local election. This study uses qualitative research methods. The type of research is descriptive qualitative where the researcher describes the data obtained as a result of a study. By using this method, the researcher will get the data as a whole and can be described clearly so that the results of this research are really in accordance with the existing field conditions. Researchers explore all about the mechanism of the Labuhanbatu Regency KPU in the registration and verification stages of the support requirements of individual candidates in the 2020 Regional Head Election without any manipulation and will present data according to field conditions that occurred at that time.

Abstract

The purpose of this study was to describe how the process and the inhibiting factors for the implementation of the socialization and campaign for the 2020 Madina Regency Election during the Covid-19 Pandemic. This qualitative approach is directed at the background and the individual holistically or intact. The use of each research method depends on three things, namely: first, the type of research question; second, the control the researcher has over the behavioral events that he will study, and third the focus on the phenomenon of his research concerning current or historical phenomena. The results of the study stated that the socialization process carried out by the KPU and Bawaslu in Mandailing Natal Regency was a determining part of people's political behavior. The reason is that the implementation of socialization forms values that indicate how elections should take place and each member of the community in Mandailing Natal Regency participates in the political system. In general, implementing the decision to conduct elections during the Covid-19 Pandemic at the Mandailing Natal Pilkada is a challenge in organizing elections, making new and urgent demands on how elections are managed. The Covid-19 pandemic has symbolically thwarted the social rituals of voters with the power of their individual votes being able to determine who should lead them in the results of the 2020 Simultaneous Pilkada.
