Abstract

This research raises the phenomenon of Land and Building Tax Collection in Rural and Urban Areas in Medan Tembung District. In this study, researchers used implementation theory by applying the George C Edward III model implementation. This theory uses 4 variables, namely communication, resources, disposition and bureaucratic structure. If one of these variables is not met, obstacles will be found that cause the PBB-P2 collection process in Medan Tembung District to be ineffective. This study uses a qualitative approach with data observation techniques, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and data collection. The results showed that the implementation of PBB-P2 collection policy in Medan was not yet effective because it did not fulfill all the factors and variables determined by George C. Edward III. Policy implementers are only able to fulfill 1 factor, namely the variable of bureaucratic structure consisting of SOPs and fragmentation only so that it has an impact on the results of realization that have not increased and have actually decreased over the last 3 years. Another obstacle is the low level of public awareness and the unfulfilled variable implementation of the George C Edward III model, such as in the communication factor, there is transmission, clarity, disposition and resources which have not been properly resolved by policy implementers.

Abstract

AbstractAsahan District is one of the many districts in Indonesia that has implemented a rehabilitation program for unfit for habitation because there are still some Asahan people who are unable to meet their basic needs, namely a livable house. The purpose of this study is to determine the implementation, obstacles and responses of the community to the uninhabitable house rehabilitation program in Asahan Regency in 2019. The theories used in this study consist of phenomenological development paradigms, development definitions, public policies, public policy implementation. (policy implementation) with George Edwards' approach, consisting of communication, human resources, the tendency of the implementer, and the position of the implementer. Qualitative analysis was used with each informant as a source of information, consisting of 1 key informant, 1 main informant and 6 additional informants. The results showed that the implementation of the Rehabilitation Program for Unworthy Houses (RTLH) in Asahan Regency was good, through communication, human resources, disposition and bureaucratic structures, implemented as an integral part of achieving the effectiveness of social development programs for the feasibility of roofs, floors and walls. Implemented social development is defined as the achievement of social welfare with the principles of development that is not centralized and not top down; Human resource constraints with limited staff and community delays in completing the program can be handled properly. The response of the community who benefited from the RTLH Rehabilitation program was good, indicated by the support for program achievements and their acceptance of the requirements that had to be met both administratively and the criteria for the use of assistance.

Abstract

One of the requirements to be able to vote is to become a voter on the Final Voters List (DPT). In fact, this list is a classic problem that has never existed, including the DPT for the 2019 Concurrent Elections. Using qualitative methods, this thesis discusses why the DPT for the 2019 Election is still problematic, with the large number of voters in Medan City who vote using their KTP on polling day there are still voters who have not registered in the DPT who can reach more than 10% of the total number of DPT in Medan City and how to solve this problem. Even though Law no. 7/2017 concerning Election for voter registration using the registration registration method, the application of this method has not met the prerequisites. There are at least eleven prerequisites that must be met. The Election Law does not help who is responsible for implementing updating voter data in the post-election period. The current registration and updating formulation is more of an update on the system's ongoing periodic list. A timely voter registration formulation is implemented by the KPU by opening up spaces for cooperation between government agencies and institutions involved in updating population data. With a sustainable system, it is hoped that it can increase the degree of updating of data selectors.

Abstract

This research aims to analyze the supporting & barrier factors of the implementation of corporate social responsibility program of PT. PP London Sumatra Indonesia, Tbk in helping the lives of the people around Bagerpang Plantation, Deli Serdang Regency - North Sumatra Province. Research methods are carried out with a qualitative approach using data collection techniques through interviews and field observations. The informants in this study consisted of CSR program recipients, corporate management who handle CSR departments and local village government apparatus. The research site covers Bagerpang estate which consists of 7 divisions / villages in 3 sub-districts namely Galang, Bangun Purba and STM Hilir. The results showed that PT. PP London Sumatra Indonesia, Tbk as a private company in the field of agro industry participated in assisting the government in development through the implementation of CSR programs as a form of social responsibility to the community and the environment for the impact sparked by its operational activities. PT. PT. PP London Sumatra Indonesia, Tbk has implemented CSR practices in several areas of work, namely education, health, infrastructure maintenance, social and religious and populist economic efforts. Researcher also introduced several supporting and barrier factors of the success and effectiveness of CSR implementation. The conclusion of this research is that the company is still focusing its CSR implementation goals and objectives on improving the quality of life of employees and their families not yet on the level of community empowerment._________________________________________________________________________

Abstract

Public participation is the right and obligation of citizens to contribute to development by contributing to initiative and creativity. Public participation has also attracted a lot of attention from academia as a concept of public policy. The authors conducted a systematic literature review of published articles in the social sciences to enhance our understanding of public participation. Some of the main issues are explained in this area through the NVIVO 12 plus software that qualitative analysis tool. The main issues are community, development, government, information, and interests. This article raises several propositions on the matter. This article suggests some new topics for further research.

Abstract

This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.

Abstract

This study takes the theme of a film titled Public Perceptions of Friendship in the film 5 Cm. This study aims to look at the values that exist in the film 5 cm and to know the perception of friendship in the film 5 cm which includes the values of loyalty, struggle, sincerity, solidarity, mutual help, sacrifice and hard work. The method used in this research is descriptive method. The object of research is the public perception of the film 5 Cm with perception theory approach. To determine the number of respondents of this study using the sample population. The population in this study were students of SMK Negeri 1 Barumun Padang Lawas, amounting  to  360  people  throughout  the  class  X,  XI,  XII  Department  of  Computer Engineering and Networks (TKJ) of SMK Negeri 1 Barumun. And sampling techniques used in this research is purposive sampling by taking a sample of 40 people or 10% of the total population. Data collection techniques used is to spread out the questionnaire, literature study and documentation. Data analysis techniques in the study of data analysis techniques using descriptive method by describing and explaining the data obtained during the study. These results indicate that the film 5 Cm is a film that provides benefits to the community. The majority of students have a perception that tend to be positive about the values of friendship that exist in the film 5 Cm.

Abstract

This study aims to explore the 2019 election logistics distribution process carried out by the KPU of Medan City along with the obstacles that resulted in the late election logistics distribution process; finding a way out of the delay in the distribution process of election logistics in Medan City so that it is in accordance with the principles of being on time, effectively and efficiently; and to analyze the impact of late distribution of election logistics on the integrity of elections. This study used descriptive qualitative method. The results showed that many factors caused delays in the distribution of the 2019 election logistics, such as the DPTHP stage, fleet shortages, policies taken for distribution from PPS in urban villages to polling stations on April 17, 2019 before the start of voting, and others. as a way out of these problems: one, permanent distribution from KPU to PPS and finally to TPS; two, Using distribution centers (warehouses) in five constituencies in Medan City to break the concentration from one place in order to ease the work, be more focused, and minimize the occurrence of logistical delays and the exchange of ballots between electoral districts. Logistical delays indicate human error, lack of capacity and capability of election administrators.

Abstract

This study is to analyze the role of youth in developing their knowledge of the coffee business to attract tourists to visit the Siamrjarunjung Tourism Area and its surroundings and introduce Simalungun coffee to a wider area so that it is generally known. This study uses a qualitative method. The results of this study, the development of coffee businesses in the Simarjarunjung Tourism Area and its surroundings have followed the current trends in big cities. Coffee entrepreneurs have processed coffee beans from cherries, green beans, roast beans, and have even consumed coffee. Local youth have developed their knowledge on how to manage coffee since 2016. The impact is very visible from the increased income of coffee farmers who previously sold cherries, now they can sell in the form of green beans, roast beans, and even coffee drinks clearly increase income for farmers and coffee entrepreneurs. shop. The development of the coffee shop business has also increased with the development of knowledge of coffee shop business entrepreneurs about contemporary coffee brewing techniques favored by millennials. The role of youth in increasing the selling value of coffee can be seen from the increase in the capacity of youth in understanding coffee management and even making places to enjoy coffee in the Simarjarunjung and Surrounding Tourist Areas, namely coffee shops. There are 6 (six) coffee shops in the Simarjarunjung Tourism Area and its surroundings, each of which is managed by local youths by selling various kinds of coffee products such as green beans, roast beans, and coffee drinks.

Abstract

Netizen Basis Democracy Volunteers are one of the community groups that carry out election socialization activities and educate democratic values to their segments of society or Netizens in the 2019 Elections. This study discusses the election socialization activities carried out by Netizen Basis Democracy Volunteers. The purpose of this research is to analyze the patterns of election socialization using the variable of political socialization. The author uses qualitative methods, data collection through interviews, documentation and literacy studies. The results showed that Netizen-Based Democracy Volunteers carry out election socialization activities using media and non-media facilities through volunteer and personal account posts. There are four patterns of socialization of Netizen-Based Democracy Volunteers, namely: Opening information posts, hanging out with Netizens, posting on social media and giveaway. For some people, especially Millennials, consider the Election socialization activity as an effort to represent the struggle to uphold people's sovereignty, this is supported by the composition of Netizen-Based Democracy Volunteers who are all students who are considered far from political interests, this is because Millennial is more familiar with social media so that it is easy and quickly keep abreast of information and relatively many have references. While some who refuse to assume that the socialization activities carried out by volunteers are less work activities and some even make fun of volunteers.
