Abstract

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

Abstract

The concept of the management of the fishing pole so that the chart can be viewed through three perspectives, namely sustainable economically, socially and ecologically sustainable. This research aims to identify what institutions are involved in the management of a fishing pole in Sibolga Ilir village, Sibolga Utara district Sibolga city. This research is a descriptive study of qualitative. The technique of collecting data through observation, interview, spreading the now, as well as the study of librarianship. The results of research is an institution managing a fishing pole is a chart Department of marine, Fishery and animal husbandry Sibolga Port Administrator, Sibolga and Sibolga Ilir Village. This research is a descriptive study of qualitative nature. The technique of collecting data through observation, interview, spreading the now, as well as the study of librarianship. The results of research is the concept of management of the chart of the stake in Kelurahan of Sibolga Sub-district Ilir Sibolga Utara, Sibolga unsustainable due to the not yet established boundaries and the safe zone to the establishment of the fishing pole, use chart chart of excessive fishing pole that gives rise to an indirect impact on the structure of the tropical rainforest and the direct impact on the habitat.

Abstract

Siosar is one of the tourist areas located in Karo Regency, North Sumatra. The tourism development of Siosar tourism area involves the roles of stakeholders, namely government, private sector and community. The role of stakeholders is needed to carry out development including tourism development so that it can be carried out optimally. Stakeholders are individuals or groups involved in tourism development. The purpose of this research is to analyze the roles of stakeholders in developing the tourism area of Siosar. The research method used is a literature review study. The results showed that the role of stakeholders in the development of the Siosar tourism area was not significant. Siosar is a tourist area that has natural potential, agro-tourism, and others that must be developed properly. Each stakeholder plays its role, but has not given optimal results, there are still imbalances in roles and the obstacles faced indicate that stakeholders have not fully played their roles, both the roles of the government, the private sector and the community. The role of stakeholders is not yet optimal because there is no cooperation and communication that is well established. The local government should have collaborated with the private sector and the community to make efforts in developing tourism, so that tourism development in the Siosar tourism area can be more optimal and significant.

Abstract

Aceh is the first entry point of Islam in Southeast Asia, precisely in Peurlak East Aceh on 1 Muharram 225 Hijrah. The term "Serambi Mekkah" as a predicate given to the Nanggroe Aceh Darussalam (NAD) region shows that Aceh is very strong with Islamic tradition. The results showed that in the implementation of duties  and  functions  Wilayathul  Hisbah  has  been  optimal  in  carrying out  its function, especially in minimizing the perpetrators of khalwat in Central Aceh district. In view of the data Year 2014 s / d Year 2015 Continue to progress in minimizing the perpetrators of the khalwat which signifies Wilayathul Hisbah Institution has been optimal in carrying out its duties and functions, but there are still some obstacles faced by Wilayathul Hisbah institutions are: 1. In an effort to enforce Islamic Shariah Wilayathul Hisbah institutions still face various perceptions that are less good. 2. Lack of public role in the enforcement of Islamic Sharia especially Khalwat 3. Lack of budget Oprasional and Infrastructure.

Abstract

This study aims to analyze the accountability of mobile driving license (SIM) services. Service accountability is the accountability of public service providers to the community for every decision and action. Instead, accountability is a motivation for all stakeholders to be responsible for the services provided to realize good governance. This research has a qualitative-descriptive approach with the research location in the working area of the Central Java Regional Police. Data were obtained through in-depth interviews, field observations and documentation. The results showed that the performance of the Ditlantas Polda Central Java was not optimal. This is indicated by the discrepancy between the mobile SIM service product and the number of owners of passenger cars and motorcycles. This condition is influenced by the quantity and quality of human resources/employees, the lack of collaboration with other parties and the low level of socialization to the community. The mobile SIM service facility is also the cause of the low performance of the Central Java Police Ditlantas. The car as a service key facility is not adequate. On the other hand, offline mobile SIM services are still found in the Central Java region. This service is not integrated, thus reducing the quality of mobile SIM services, especially for immigrants who are not from other regions. The conclusion is that the accountability of the Central Java Police Ditlantas regarding mobile SIM services is still relatively low. So that to increase the accountability of the Central Java Police Ditlantas, they must carry out an evaluation to rearrange plans and concepts, build collaboration and increase socialization related to mobile SIM services.

Abstract

The successful implementation of the policy will be determined by many variables or factors, and each of these variables are related to one another. In view of Edwards III, policy implementation is influenced by four variables, namely: (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure. This research is a descriptive study with a qualitative approach. The results are as follows: (1). Implementation of the discussion using the theory of policy implementation at the stage of monitoring the implementation of data updating voters (DPT) in the city of Medan in 2010 Election not running optimally be seen from the number of people who are not enrolled in the DPT and the limited performance of the Supervisory Committee (2). Abstract

This research is conducted to know how execution of marketing communications by employees of Glorious Earth Asih Insurance. The issues of this research is: " How far the iInfluence of marketing communications to make-up of the amount of client at Glorious Earth Asih Insurance?" Research Method used by method korelasional, while technique of data collecting is by propagating enquette. Technique analyse the data used in this research analyse the single tables. Result of research indicate that the level of correlation obtained is equal to 0,658, this value far reside in to the r table that is equal to 0,2848. Result test the Z calculate obtained by r = 14 compared to by bigger[of value rXY = 0,658. Hence inferential that free influence of X of marketing Communications to variable tied by Y ( make-up of the amount of client) is significant. Mean the hypothesis raised to be accepted. Pursuant to coefficient determinasi known by that level of influence of marketing communications to make-up of the amount of client is equal to 43,296% and the rest of equal to 61,06% influence by other factor outside this research

Abstract

Penelitian ini bertujuan untuk menggambarkan perilaku keterlibatan politik masyarakat Desa Gunung Tua Tonga dalam pemilihan kepala daerah (Bupati/Wakil Bupati) tahun 2013. Penelitian ini menggunakan jenis penelitian kualitatif. Penelitian kualitatif berupaya untuk memahami makna yang dilakukan sejumlah individu/kelompok berdasarkan masalah sosial. Dalam penelitian ini menggambarkan keterlibatan masyarakat Desa Gunung Tua Tonga dalam memberikan hak pilihnya pada pemilihan Bupati/Wakil Bupati tahun 2013. Sementara itu teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Lebih lanjut penentuan informan berdasarkan informan yang memiliki hak suara untuk memilih dan tidak memiliki hak suara. Analisa data melalui reduksi data, penyajian data serta kesimpulan. Hasil penelitian didapatkan bahwa Perilaku pemilih pada pemilihan tersebut terkait dengan pertimbangan sosial-ekonomi, seperti kekerabatan, pendidikan dan uang. Sementara itu bentuk partisipasi politik yang dilakukan adalah secara pasif dan aktif. Dengan demikian bentuk pelibatan politik masyarakat diharapkan mampu demokrasi yang berkualitas.

This research is a mass communication entitled "NEWS OF CRIMINAL AND ATTENTION PARENTS (Crime News Presentation Effects in Pos Metro Metro Parents Against Attention in Children in the village of Bandar Sei Tuan Klippa Kecataman Percut Deli Serdang)”. The problem in this study is whether the effect of the presentation of crime news in Medan Post Metro Parents Against Attention in Children in the Village District Klippa Percut Bandar Sei Tuan Kabupaten Deli Serdang. The purpose of this study is how the presentation of crime news in Medan Post Metro Parents Against Attention in Children in the Village District Klippa Percut Bandar Sei Tuan Kabupaten Deli Serdang. This research was conducted with the population of 12 neighborhood take 6 environment with the proposed population is 835 people.
