Abstract

Covid-19 or SARS-CoV-2 is a virus that emerged at the end of 2019 and has never been identified in the human body before. According to the World Health Organization (WHO), this virus is vulnerable to attack the elderly who have high mortality and morbidity in the face of the Covid-19 pandemic. In this case, of course, the elderly really need access to intense health services, especially for the elderly who have a history of chronic or degenerative diseases. One of the efforts that can be done is such as maintaining cleanliness through Clean and Healthy Living Behavior. Serdang Bedagai is one of the regencies that are included in the ten regencies that have the largest elderly population in North Sumatra. Therefore, it is necessary to optimize empowerment in these districts to improve the quality of life of the elderly during the Covid-19 pandemic. The implementation method in this empowerment activity is through lectures and practice, followed by gymnastics. With this activity, the participants understood how to maintain cleanliness and health and began to implement physical activity in an effort to improve health.

Abstract

One of the efforts that can be done is such as maintaining cleanliness through the 3M Movement, namely washing hands, wearing masks and diligently consuming herbal herbs. Binjai City is one of the regencies that are included in the five regencies that have the largest elderly population in North Sumatra. Therefore, it is necessary to optimize empowerment in these districts to improve the quality of life of the elderly during the Covid-19 pandemic. The implementation method in this empowerment activity is through socialization and practice. With this activity, the participants understood how to maintain cleanliness and health and started implementing the 3M Movement.

Abstract

The purpose of this study was to identify and understand the study, thoughts, roles and strategies of developmental political actors in the Al Washliyah organization conducted by DR.H. Dedi Iskandar Batubara, S.Sos, S.H, M.SP. The type of research used in this research is descriptive with a qualitative approach. Qualitative research methods are used to measure carefully certain social phenomena that occur. Specifically, this research method also uses the life history method. The results showed that as a political actor of development in the Al Washliyah organization in North Sumatra, where he played a role in the formation and optimization of acceleration in three Al Washliyah ittifaq charities, namely: Education; Da'wah; and Social Charity. The function of Dedi Iskandar Batubara as a development political actor in the Al Washliyah organization in North Sumatra is to improve organizational management which aims to synergize the programs formulated in the acceleration vision. The supporting factors for development political actors in the Al Washliyah organization in North Sumatra are the people (cadres) factor from strengthening human resources, where behind the implementation of a program will greatly determine the success or failure of a program and by utilizing digitalization (social media) which is a concept of information media in carrying out various activities, such as in the field of da'wah and meetings that can minimize the costs incurred and the efficiency of the time used. The inhibiting factor can be seen that there are not too big obstacles in translating various programs and work plans that have been mandated by the Al Wasliyah deliberations (Muktamar XIII).

Abstract

What you want to know in this study is how the quality of voter lists remains in the 2019 Simultaneous Elections. In addition, what are the factors that become obstacles in updating voter data and how efforts are made in overcoming these obstacles. This research method is qualitatively descriptive, by presenting the facts found comprehensively through in-depth analysis. While data analysis techniques consist of data reduction, data presentation and conclusion withdrawal. The results of the research obtained, the system of updating the voter list in the Humbang Hasundutan KPU is not yet at the maximum point, because in the KPU of Humbang Hasundutan Regency there are still found a number of 4,418 voters who entered into special voters or who are not registered in the DPT, a total of 949 elements of NKK data are empty, a total of 66 elements of NIK data are empty and there are double voters as many as 380 voters. The accuracy of other elements of voter data, which cannot be ascertained the truth as well as the lack of oversight of the performance of the adhoc body.

Abstract

This paper intends to discuss what is problematic in the recruitment of KPPS members and how recruitment management is carried out by the Medan City KPU to meet the needs of KPPS members. The method used is qualitative. The research is located in Medan Tembung District, with research subjects namely members of KPPS, KPU, PPS, KPPS, PPK and voters. The data collection process is by interview, documentation and observation. The analysis used is content analysis. The problem with the extension of the recruitment of KPPS members is due to the implementation of the stages of recruiting KPPS members that are not in accordance with the rules. The Voting Committee (PPS) does not announce the registration of KPPS members but continues the recruitment to the Head of the Environment. The implementation of the recruitment management function was not going well and the control over the ad hoc agency was very weak, causing the recruitment of KPPS members to be carried out by the Head of the Environment. KPU needs to carry out political education programs in collaboration with academics and the government and the recruitment of KPPS members in the future requires a new pattern in order to create KPPS members who are independent and with integrity.

Abstract

The purpose of this paper is to analyze the Implementation of the Village Financial System (Siskeudes) and the Inhibiting Factors in the Implementation of the Village Financial System (Siskeudes) in the Management of the Village Revenue and Expenditure Budget (Apbdes) in Kodon-Kodon Village, Brand District, Karo Regency. The research method used in this research is descriptive research with a qualitative approach with the subject of key informants and additional informants. In 2020 SISKEUDES Application Version 2.0. The theory of implementation used is the theory of implementation of the George C. Edward III Model. The results of the study indicate that the transparency in reporting village financial management is quite good, in terms of the existing resources in the village that are able to operate the SISKEUDES application, which is still very limited. Technical implementers in operating the SISKEUDES application are often negligent in carrying out their duties in the SISKEUDES application. The bureaucratic structure is still less effective between the Village Head and the Technical Implementer of the SISKEUDES Application. The village head must wait for the results of the financial reports prepared by the technical implementer of the SISKEUDES APP.

Abstract

The increasing number of internet users and the emergence of this new technology not only affect our lifestyle but also create new marketing strategies for product owners to promote and sell their products. In addition, social media also provides an easier way for product owners to understand their consumers. This study seeks to identify the AISAS communication model on the Instagram account @bodatnation in running a paid promotion business. The method used in this study is a qualitative research method with observation techniques, literature review, and in-depth interviews with the founder and admin of the @bodatnation Instagram account. The results of this study indicate that the Instagram account @bodatnation can adopt the AISAS communication model. The admin of the @bodatnation account has succeeded in finding issues and trends in society and then processing them into interesting and informative content. Point Search – Action – Share is very influential on consumers for purchasing decisions for products that are being promoted or using paid promote services.

Abstract

In terms of providing licensing services in the public sector, e-government provides a new nuance. The presence of the Online Building Permit (IMB) service, provided by the DKI Jakarta Provincial Investment and One-Stop Integrated Service (DPMPTSP), is sought to be a medium to cut possible financial and time costs associated with the licensing processes, to improve service quality, and also to eliminate the practice of brokers/licensing intermediaries. In practice, the level of intention to use this online IMB service among residents is relatively minimal. Based on this phenomenon, this research aims at analyzing the factors driving the success of e-Government through the public value approach. This study employs a qualitative descriptive method using the Theory of E-Government Success Model from De Lone and Mc Lean (2016) and Public Value proposed by Scott et al (2016). The research result reveals that DKI Jakarta DPMPTSP as a public organization has supported the provision of the online IMB service well, however, several factors need to be improved to increase the public value of the online IMB services to the community. Analysis of the five theoretical success measures (Trust, Well-Informedness, Communication, Information Retrieval, and Participation) is expected to explain the majority of citizens' perceptions of the success of e-Government.

Abstract

The purpose of this study was to describe how the process and the inhibiting factors for the implementation of the socialization and campaign for the 2020 Madina Regency Election during the Covid-19 Pandemic. This qualitative approach is directed at the background and the individual holistically or intact. The use of each research method depends on three things, namely: first, the type of research question; second, the control the researcher has over the behavioral events that he will study, and third the focus on the phenomenon of his research concerning current or historical phenomena. The results of the study stated that the socialization process carried out by the KPU and Bawaslu in Mandailing Natal Regency was a determining part of people's political behavior. The reason is that the implementation of socialization forms values that indicate how elections should take place and each member of the community in Mandailing Natal Regency participates in the political system. In general, implementing the decision to conduct elections during the Covid-19 Pandemic at the Mandailing Natal Pilkada is a challenge in organizing elections, making new and urgent demands on how elections are managed. The Covid-19 pandemic has symbolically thwarted the social rituals of voters with the power of their individual votes being able to determine who should lead them in the results of the 2020 Simultaneous Pilkada.

Abstract

The purpose of this study is to find out the subjective reasons of motorists in traffic who commit traffic violations, such as violations of traffic signs, violations of traffic light, violations of vehicle completeness and violations of driver's equipment. The research method used is descriptive research with a qualitative approach. The research technique was carried out by studying literature, interviews, documentation, and observation. The results of the study, the reason for the driver to commit a violation is situational, the encouragement from an urgent situation and rushing in chasing time makes the driver do it. The second reason is individual, namely the encouragement from within oneself, such as a hobby of making modifications that are not up to standard. It would be nice for every motorist to obey the rules in traffic, not because of the guard from the police, especially the traffic police, but should have self-awareness.
