Abstract

The World Health Organization (WHO) declared Covid-19 a global pandemic because it has spread widely in the world. The impact is felt not only in the health sector but also in other fields such as the economy, socio-culture, and education, to influencing government policies. In Indonesia, the implementation of the Large-Scale Social Restriction (PSBB) policy has been carried out to prevent the spread of Covid-19 in several areas such as DKI Jakarta and Surabaya. In contrast to Central Java Province, which implemented the Jogo Tonggo policy, a community-based policy at the Residents' House (RW) level in an effort to deal with Covid-19 that requires collaboration between the government and the community. This study uses descriptive qualitative research methods. Data collection is done through literature study and documentation. The results showed that Jogo Tonggo during the Covid-19 emergency period encouraged the formation of joint awareness and obedience of the citizens of Central Java to the government's appeal. Community obedience is driven by choices, namely: obeying because of the threat of a pandemic, strengthening social solidarity and human values, togetherness in society at the RT and RW levels, as well as the existence of legal rules that contain sanctions.

Abstract

This study aims to describe and analyze the relationship between hygiene behavior, social capital, and family financial management to the condition of family welfare. The problem is focused on the condition of family welfare in rural communities which is often considered low. Then the government's development policy was blamed for not paying attention to remote areas. However, many factors affect welfare conditions. Some of the most frequently associated come from economic, social, and health aspects. In this article, we will show related factors from these 3 aspects, namely hygiene behavior, social capital, and family financial management. The data were collected through descriptive methods and analyzed with a quantitative approach. The research respondents were 400 family heads living in Babakan Madang District, Bogor Regency. This study concludes that there is a significant relationship between hygiene behavior, social capital, and family financial management on family welfare conditions.

Abstract

The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.

Abstract

The purpose of the study was to analyze the implementation, obstacles and efforts to implement the Regent's Regulation Number 50 of 2017 concerning Civil Servant Discipline at the Regional Secretariat of Batu Bara Regency. The method used in this research is a qualitative method, which is a research method used to conduct research naturally using various available methods. The results showed that from an organizational perspective the implementation of work discipline was not optimal, where there was a lack of understanding of human resources, namely a head of service and other SKPD in the implementation of the organizational structure and lack of ability to carry out good performance in accordance with the organizational structure. In terms of interpretation of the implementation of work discipline, a head of service should be able to socialize technical instructions and implementation instructions on work discipline ranging from electronic attendance, morning apples and work hours, but the reality is that a head of service does not have seriousness in creating good communication with ASN so that technical instructions and instructions for implementing work discipline have not run optimally within the Regional Secretariat of Batu Bara Regency. In terms of implementation, the Regional Head gives sanctions to officials who have problems in their inability to improve work discipline so that the head of the service is not given a job or is not given another position at the Regional Secretariat of Batu Bara Regency due to disharmony between the head of the service who has problems with the Regional Head.

Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.

Abstract

Partai Keadilan Sejahtera (PKS) is an Islamic party with a strong Islamic ideology with a large number of cadres and voters (constituents) and is very influential in building multiculturalism in Indonesia. This study is to describe the view of the multiculturalism of Partai Keadilan Sejahtera (PKS) through party policies, and non-Muslim and minority community cooperation. The method used in this study is qualitative research using literature studies sources in the form of books, websites, articles, and newspapers. PKS changed hymns and marches to instill and demonstrate multiculturalism. PKS involves and supports non-Muslims to become party administrators, and candidates for legislative and executive members. PKS also cooperates with minority communities to maintain the integrity, brotherhood, unity, and integrity of the nation. PKS as an Islamic political party makes Pancasila and Bhinneka Tunggal Ika the main values in maintaining multiculturalism in Indonesia.

Abstract

This article aims to analyze the factors that influence interest in the use of new technology, especially in the use of digital financial applications. The problem is focused on the acceptance or interest of potential users of the LinkAja application which is the result of a synergy between SOEs to increase financial inclusion in Indonesia. Other privately-owned digital financial applications such as GoPay, OVO, and DANA have received significant acceptance, but this is different from LinkAja even though it has been supported by the BUMN Movement and also the government. To approach this problem, the theoretical reference from Davis's Technology Acceptance Model (TAM) is used (1989) and adds another factor, namely risk perception. The data were collected through Non-Probability Purposive Sampling of as many as 522 samples and processed using the Partial Least Squares method in SEM. and analyzed quantitatively. This study concludes that usage interest is influenced by perceived usefulness, perceived convenience, and user attitudes. Other factors such as risk perception and subjective norms were found to have no significant effect on interest in using LinkAja.

Abstract

Waste production in Bandar Lampung City reaches 4000 tons per day. Heaps of waste that do not decompose become problems such as plastic waste, food waste, and paper materials. The City Government of Bandar Lampung made Regional Regulation Number 05 of 2015 concerning Waste Management in the City of Bandar Lampung by implementing:waste management through TPS 3R. The TPS 3R concept is a place for collecting, sorting, reusing, recycling, and processing regional scale activities. The area of TPS 3R, larger than 200 m2, is equipped with a sorting room, organic waste composting, warehouse, buffer zone and does not interfere with aesthetics and traffic. This research leads to the development of waste processing facilities using a Cost Benefit Analysis approach with a plan for two scenarios, namely Scenario A (business-as-usual) and Scenario B (waste processing using TPS-3R. The pattern of waste management in Bandar Lampung City uses the direct collection method (door to door) and immediately accommodated in Bakung TPA A strategy to optimize waste management at 3R TPS through outreach to the public.

Abstract

In the current era of digitalization, everyone can easily create and share information without ascertaining whether the information is valid or invalid. In Sidoarjo District, Government agencies that play a role in preventing the spread of false information continue to occur in the public is a role that should be carried out by the communications and information service. The writing of this study aims to find out and analyze how the role played by the Communication and Information service of Sidoarjo District in preventing the spread of false information to the public in Sidoarjo District based on the focus of this research, namely the duties and functions of the Sidoajo District Communication and Information Service, especially in the Information and Communication Public Management Sector. The data are presented through direct observation and interviews qualitatively analyzed.  This study concludes that until now there is no policy or Standart Operating Procedure (SOP) that regulates the prevention of the spread of false information to the people of Sidoarjo, the action taken In handling cases of false information is only to clarify based on reports received from the people of Sidoarjo District.

Abstract

During the Covid 19 pandemic, driver’s license or SIM services at the Semarang Polrestabes Satpas Unit Office were limited, with the aim of avoiding crowds and interactions in order to prevent the spread of the Covid 19 virus. Service time for SIM test participants was limited, service officers were limited, as was the number of people taking SIM test participants. restrictions are made. This affects the quality of service to the people who take the SIM test participants. This study aims to investigate the quality of service for a driver's license (SIM) during the Covid-19 pandemic at the Semarang Police Station. The results showed that the quality of service provided by Polrestabes Semarang did not meet the expectations of the community because the calculated quality value (Q) had a result of less than (≤) 1. The obstacle faced was the need for priority on completeness in the context of health protocols that were still lacking both officers and the public. service users, lack of cleanliness of infrastructure and service officers who are still lacking. The solution when viewed from Quadrant A of the Cartesian diagram of the Servqual model, the attributes of community needs that are the main priority and must be improved are the condition of clean bathrooms, neat appearance of officers by implementing health protocols, officers paying more attention to users, especially during the pandemic to maintain distance and keep 50% capacity; the price of the appropriate SIM product, the ease of payment, the guarantee comes first if there is an error on the officer, the solution is given in experiencing public complaints about SIM services. And the solution that can be given is to complete the Covid-19 pandemic attribute equipment including symbols marking social distancing, providing handwashing and soap in several corners of the service room, as well as being disciplined in using masks by officers and also providing masks for people who come without wearing masks, completing the list of available services,  increasing the knowledge of officers regarding SIM services provided to answer all forms of community questions, and making it easier for all people to get services without discrimination.
