Abstract

This research aims to determine the strategy of the drug abuse Prevention Program on provincial National Narcotics Agency (BNNP) Central Kalimantan. This research uses a qualitative approach. Data collection techniques consist of primary Data and secondary Data. The data collection techniques in this study are observations, interviews, documentation studies. Data analysis techniques by means of data reduction, data presentation and withdrawal of conclusions. The results showed the drug abuse prevention strategy on the Provincial National Narcotics Agency (BNNP) Central Kalimantan is (1) Demand Side, which is the implementation of information dissemination function and advocacy P4GN to the community. The goal is to increase the public's capture of the dangers of abuse and trafficking in dark drugs among the try (2) Supply Side, strategies taken through the implementation of prevention and eradication of abuse and circulation Dark drugs through the media; Strengthening of therapeutic institutions and rehabilitation of victims of abusers and/or drug addicts in an integrated; and strengthening drug intelligence activities. (3) Central Kalimantan BNNP barrier in implementing drug abuse prevention strategy, among others, a limited number of human resources BNNP Central Kalimantan, lack of public awareness and poor policy on narcotics handling.

Abstract

This research aims to determine the development of Round Lake as a tourist destination in Katingan district, Kalimantan Central province and its termination factor. This research uses a qualitative method that aims to find the meaning of a phenomenon in the background of a specific context and analyzed the reduction technique that is then presented sera done draw conclusions. The results of the research on the development of the Round Lake tourism destination in the Katingan regency of central Kalimantan province can be concluded that 1) has not been carried out marketing research in policymaking and program 2) innovation made Yet effective, thus demanding innovations in the field of development and marketing 3) still a mini chance for the community to engage in the development of around Lake tour. The inhibiting factor in the development is that the accessibility available is sufficient enough but the traveled distance is quite time-consuming and the road is passed perforated. Also, facilities and infrastructures that support the gate or post are not yet available, the direction to which the tourist destination also does not exist. Another factor is the data information system that belongs to the tourist destination and Aubulat is also quite minimal. The potentials that have not yet been once can be developed. This is because the community will be able to expand the tourism destination of the Round lake by the wishes.

Abstract

This research aims to expand the implementation of public information disclosure assessed still experiencing various obstacles. It was at least indicated by the assessment of the central Kalimantan Provincial Information Committee as stated in the Central Kalimantan Provincial Information Commission DECREE number: 048/KEP/KI Kalteng/2018 dated October 12, 2018, where the regional office of the Ministry of Religious Affairs in central Kalimantan was given a value of 39.3. Research is conducted using a qualitative perspective with a case study method. Data collection is done by interview method and document study. The research was conducted at the Regional office of the provincial religious Ministry of Central Kalimantan. The results of the study showed that the implementation of public information disclosure in the regional office of the provincial religious Ministry of central Kalimantan was executed. Some public information services as regulated in the applicable legislation have been published. However, there are still obstacles encountered in the implementation to make some public information that has not been published. These constraints relate to the contents of the policy and its implementation environment.

Abstract

In the present condition, the movement of ' Aisyiyah and Nayiatul Aiyiyah women is still needed and developed in particular in central Kalimantan, by looking at the current challenges and socio-political conditions. In the context of Muhammadiyah, the strengthening of women's movements in the requirement is inherent with the mission and dynamics of the Muhammadiyah movement in realizing the true Islamic community. The revitalization of Muslim women's movements is also in line with Islamic missions as a religion that upholds the glory of women and humanity to become the world's majesty and as a treatise on the pamphlets of the secret of Lil'alamin. Thus, researchers are interested in reviewing the role of Muhammadiyah women in leadership and political affairs. Research objects that serve as the subject of research have complex and dynamic characteristics. Based on the results of the study of about 70% of Muhammadiyah women both Aisyiyah and Nasyiatul Aisyiyah have been actively involved in leadership and political roles in Central Kalimantan. The activities are directly involved in the government agency and the political, KPU, etc. and can also be done orally through studies, meetings held or personally. The quota of 30 percent of women in Parliament and political parties was not wasted by the district leader ' Aisyiyah to issue a policy on women's political Empowerment program, giving women a political education. The Program is listed in activities including seminars, workshops, studies, studies, training and so on, in providing support to women to participate in the political field in central Kalimantan. The department owned by the Women of Muhammadiyah both Aisyiyah and Nasyiatul Aisyiyah in addition to the obligation in the domestic domain is a classic problem that serves as a test of commitment in the air-conditioned ma'ruf nahi munkar.

Abstract

The purpose of this research is to see the supervision of elections conducted to realize the election held democratically, direct, common, used, confidential, honest, fair and quality. The success of electoral implementation is a common necessity for all people. Because only thus elected quality figures to lead the nation. The supervision of election implementation is a shared responsibility. People can conduct supervision with participatory supervision. The method of research is qualitative, data collected using methods of interview techniques, observations, and documents. Data processing is done with qualitative, which is using an interactive data analysis model. The results of the study showed: (1) The practice of participatory supervision was carried out by forming a "participatory supervision village" which was held in Basarang subdistrict namely Basarang Jaya Village, Straits district of Inner Straits and Kecamatan Kapuas Hulu in Desa Dirung Koram; (2) Supervision pattern developed namely coaching, socialization, discussion, and deliberation with the community leaders level RT, RW, the Arisan of the chairman of the RT every Saturday night, fitness gymnastics by mothers. and others; (3) Community participatory supervision village has contributed quite significantly to the results of the election implementation in the region, almost all villages/villages that become participatory supervision village successfully carried out the electoral activities safely, orderly, smoothly without any fraud measured by 0% report violations; Research advice is (1) need to increase participatory election supervisory training activities in community groups at village/Kelurahan in all areas of the subdistrict; (2) Provide more socialization to the community layer; (3) Develop the presence of participatory supervision village that has been to become political culture, and form a participatory supervision village in all villages and sub-districts in Kapuas and central Kalimantan

Abstract

The purpose of this research is to know and describe the bureaucratic culture in realizing good governance in the regional secretariat of central Kalimantan province. As well as to develop the bureaucratic cultural strategy in the Regional secretariat of central Kalimantan province in realizing good governance. The study used a qualitative approach. The research data is derived from live observations, interviews, and collecting documents. The informant in this research is the official and staff in the regional secretariat which considered relevant and competent related in organizing the bureaucratic culture in the regional secretariat. The results showed that the government bureaucracy culture in the central Kalimantan provincial secretariat is still trapped into the mechanistic static bureaucratic culture, the pathological bureaucracy and cultural bureaucratic bureaucracies, so Great influence on bureaucracy performance in realizing Good Governance. Advice that can be given by researchers is the leader of bureaucracy organization to have a clear vision and mission and can be an example of good examples for his subordinates and has a strong commitment to realizing the bureaucratic culture needed Organization. By first diagnose the culture that there is written bureaucracy.

Abstract

This research aims to determine the implementation of biometric absence policy and its impact on the discipline and performance of civil state apparatus at the General Bureau of Central Kalimantan Provincial secretariat based on government regulation Number 53 the year 2010 about civil servants ' discipline. This study examined the policy implementation of the researchers using the Model implementation theory of Donald Van Metter and Carl Van Horn's policy (Agustino,2016:133). The Top-Down approach Model in this theory is a performance of a policy implementation that is essentially intentionally done to achieve a high performance implementation of public policy that takes place in a relationship with six Variables that affect the performance of the policy implementation are the size and objectives of policies, resources, the characteristics of implementing agents, attitudes or tendencies (disposition) of executives, communication between organizations and implementing activities and Economic, social and political environment by relying on that policy implementation runs linearly from available political decisions, executor and public policy performance. The type of research used is qualitative descriptive. Data collection techniques use observations, conduct interviews, and documentation, and then data is analyzed by reduction, data presentation and verification. From the results showed that the application of the biometric attendance policy has been performed well this is seen from the improvement of the discipline and performance of ASN which is already meet the hours of entry (morning apple) and hours of office, HR has character Discipline, communication between leaders and subordinates is always established at all times in a level, the working environment shows a conducive atmosphere. The impact of policy implementation of biometrics absent discipline increases and is coupled with improved performance.

Abstract

The purpose of this research is to know the effectiveness of the implementation of the complete systematic land registration Program (PTSL) in Sukamara district of Sukamara District and the effective inhibiting factors of its implementation. The study used a qualitative approach. The research Data is derived from live observations, interviews, and collecting documents. The informant in this research is the land of the province of central Kalimantan, the National Land Agency (BPN) Sukamara, Department of Population and Civil registration of Kapubaten Sukamara, District Sukamara, Government village and society/landowners. The results showed that the implementation of the program was quite effective with the addition of personnel and administrative force in the success of the program. This is also because the flow and stage of implementation of the program is already running according to the existing rules although in the process there are some constraints. Although the target is still not reached in each year but there is an increase in access in the next year. The inhibitory factors in the of are still found in the field of unknown land ownership, there are still many landowners who are not present at the time of measurement, low public awareness/landowners in clearing and making a barrier to the land, the low awareness of public to follow the program PTSL, still found population data that is not synced with land mail and the presence of land that is requested not have sppt-un land running.

Abstract

Management of settlements on the edge of the Kahayan river, pahandut, Palangkaraya city, is part of the way done by the community and assisted by the government to maintain the quality of clean water in the river environment and reduce the disposal of household waste to the river by providing slagging to the community, making MCK / sanitation and communal septic tank. For a literature review on settlement management, the theory used by George R Terry's theory, while the indicators used to determine the process of settlement management that is using the approach of planning, organizing, implementing, and supervising or known as POAC. The research method used is descriptive qualitative. data collection methods using observation, interviews, and documentation. The results of the study revealed that the process of settlement management in the Kahayan river bank, pahandut, palangkaraya city, was running quite well, only that the utilization was not optimal in terms of the settlement management process which consisted of the planning, organizing, implementing, and controlling stages

Abstract

This study aims to analyze and describe the arrangements of street vendors in Jekan Raya sub-district, Palangka Raya city. The research method used is a qualitative research method, using data collection techniques through observation, interviews and documentation. Sources of data in this study are apparatus or agency employees and related parties with the implementation of street vendor regulation (PKL) policy. Based on the results of research Analysis of the arrangement of street vendors in Jekan Raya sub-district of Palangka Raya City is quite good, but the response from the public in providing information is still not good. Researchers indicate that the relevant agencies as implementing the regulation of street vendors have taken action in an effort to improve the motto of the City of Palangka Raya, namely the Beautiful City. However, the implementation in the field was not suitable as expected, there were still many obstacles because there were still many stubborn street vendors.
