Abstract

This study aims to find out how the quality of complaints of acts of violence against children and women in the Central Kalimantan Regional Police PPA Unit. The method used is the Qualitative method, the research conducted was descriptive research in which the Central Kalimantan Regional Police PPA Unit was the research location. Data collection techniques use observation, interviews, and documentation. Based on the results of the study, the Quality of Handling Complaints on Violence Against Children and Women of the Central Kalimantan Regional Police PPA Unit is still not optimal, because of the five service quality indicators there are two indicators that have not run well, namely Tangibles, and Responsiveness while the three indicators that have gone well are reliability indicator, Assurance, and Empathy.

Abstract

The purpose of this research is to know about bureaucratic pathology study in the Population administration services in Jekan Raya Sub-district office. The method used in this study is qualitative. The primary data in this research is the employee who provides service and community in Jekan Raya Sub-district office. Secondary Data of materials, including books, articles, scientific papers, newspapers, and scientific journals. Based on the research on the pathology of bureaucracy that appears in Jekan Raya district office seen from the complaints of some people in Jekan Raya subdistrict office still there is a convoluted service and existence of bureaucracy also still Very low. To be able to overcome bureaucracy pathology structured in Jekan Raya subdistrict, which must be done by Jekan Raya subdistrict, namely for low serving culture should perform quality public services, where the pattern of service implementation From the re-oriented government as a provider of service-oriented to the needs of the community as a user. Advice on the need for improvement of population administration services to improve the optimal service to the community, such as efforts to add facilities and infrastructure, should the government of Jekan Raya subdistrict can disseminate brochures on Service operational standard for the public to know the procedures of its treatment, the government of Jekan Raya subdistrict can provide information to the public to convey or provide a letter if there are complaints in the box/counter that has been Provided.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui Studi Pengelolaan Tenaga Pendidik Dalam Rangka Implementasi Manajemen Berbasis Sekolah Pada Sekolah Lanjutan Tingkat Atas Di Kota Palangka Raya. Metode yang digunakan dalam penelitian ini adalah kualitatif. Sumber data primer yaitu Kepala Dinas Pendidikan Provinsi Kalimantan Tengah, Ketua Yayasan, Kepala Sekolah, Wakil Kepala Sekolah, Tenaga Pendidik, Tenaga Kependidikan, Ketua Komite Sekolah. Sumber sekunder berupa buku-buku, jurnal ilmiah, arsip dan dokumen. Hasil penelitian Rekrutmen dan Penempatan Pendidik dimana Proses rekrutmen tenaga pendidik diawali dengan perencanaan yang matang. bahwa rekrutmen guru disesuaikan dengan kebutuhan mata pelajaran yang dilakukan pada tiap-tiap awal tahun ajaran. Perekrutan guru sebagai tenaga pendidik tidak dilakukan setiap saat, karena komposisi guru sebagai tenaga pendidik yang tetap sudah ada dan cenderung tidak berubah. Pemberian Kompensasi Sistem pemberian kompensasi yang digunakan menggunakan sistem kompensasi secara finansial/langsung dan kompensasi non finansial/tidak langsung. Sistem kompensasi secara finansial/langsung diberikan berupa gaji pokok. Sedangkan kompensasi non finansial/kompensasi tidak langsung diberikan berupa tunjangan. Pola pembinaan dan pengembangan yang terstruktur belum Nampak dilakukan oleh sekolah yang menjadi lokasi penelitian. Hasil penelitian menyimpulkan bahwa tidak terdapat aturan baku terkait pelepasan dan pemberhentian tenaga pendidik.

Abstract

In the implementation of the Harapan family Program, Several things need to be considered, ranging from how to the stages, the implementation capability, communication that awakened, conformity of implementation with existing guidelines, and the commitment of participants of PKH related Its obligations. Based on the results of the research that has been done, it can be concluded, namely: that the process of implementing the Program family hope in Jekan Raya Sub-district is done through several stages, namely starting from the selection and establishment of PKH participants, The initial meeting, the payment phase, the establishment of a group mother of PKH recipients, verification of commitments, suspension and cancellation, and complaints process. In general, the implementation of the Program family Harapan (PKH) in Jekan Raya subdistrict has been running well and smoothly. Where the process of each stage of implementation of this program has been run properly because it is done by referring to the procedures and mechanisms in the provisions of PKH. The success of PKH implementation in Jekan Raya sub-district is also not separated from its implementation role, communication that awakened, the characteristics of implementing agents as well as from participants of PKH itself in its commitment to carry out its obligations. Some obstacles or obstacles that occurred in the process of implementation of family Harapan Program (PKH) in Jekan Raya Sub-district is concerned with the problem of uncertainty payment date, as well as a cynical response or social jealousy of the community Participants of the PKH community.

Abstract

Katingan Regency as one of the regencies in Central Kalimantan province that has potential agricultural land potentials should implement the policy of agricultural irrigation infrastructure in the village of Tura District Malan Island District Katingan. Therefore, in this research researchers want to see the factors that cause the irrigation infrastructure to be inadequate. The type of research used is qualitative research with the techniques of data collection interviews, observations, documentation, tape recorders. The results of this study describe the infrastructure of irrigation channels, which means and infrastructures have not been adequate. Irrigation channels in irrigating farmland farmers have already had irrigation channels that will always channel the water source. The problem of irrigation channels today is the absence of water doors on the irrigation channels in the village of Tura so that water often comes out in the rainy season so that from the irrigation channels in the dry season, there is often drought in water due to lack Water availability for paddy fields in the village of Tura, it is reaping complaints from the farmers in question because it greatly affects the crops of the farmers, facilities and infrastructure of the irrigation tract system is insufficient so that the harvest obtained only 2-3 Per year until the harvest each day only for the daily needs of farmers in the village of Tura, but the provider of irrigation infrastructure has not been adequate in the village of Tura because of the budget cuts in the agricultural service by the local government for the opening Road access.

Abstract

A person who has graduated and holds a degree in healthcare personnel, before contact directly with the community or provides public services and according to the health LAW mandate must have a registration letter/STR. Based on the initial survey in STR making still, have complaints or difficulties from the applicant medical personnel registration and considering the area and payment through the Bank becomes a separate obstacle for health workers in obtaining the registration letter. This research is to find out how the registration policy is implemented in the provincial health office of Central Kalimantan and the factors affecting the policy. Four factors influencing the implementation of the policy according to the theory of George C. Edward III, namely: communication, resources, disposition, and bureaucratic structure. The method used is a qualitative determination of the descriptive snowball informant while the key informant is a section of the head of the HUMAN Data collection techniques with observation, interviews, and documentation. The results of this study concluded that the implementation of the Register of registration letter policy has been executed in accordance with the mandate of law and regulation of the Minister of Health, but not in accordance with what is expected by the public, because there are Factor IE resources, especially the source of funds and facilities are still limited, servers are often disruptions. So even though the human resources are adequate, communication factors are good, the disposing factor and bureaucratic structure are also good, but if not supported by resources and facilities are adequate especially the source of funds then the policy Can not be implemented properly.

Abstract

This study is aimed at finding out whether there is an influence between academic services and the image of the Institute in the College of Economics Dahani Dahanai Buntok partially and simultaneously and which variables most influence the image of the institution For this study the authors used a theory according to Parasuraman, Zeithmal, and Berry (1988) about the five dimensions of service namely aspects of direct evidence, aspects of reliability, aspects of responsiveness, aspects of assurance and aspects of empathy. For the measurement of the research instrument the author uses a Likert scale, while for the analysis of the data this study uses a validity and reliability test, a classic assumption test, a multiple linear regression test, a t test and an F test, using SPSS version 17.0. The results of this study indicate that based on a simple linear regression test the value obtained for the Image (Y) is 9,688, variables X1,0,026, X20,017, X3-0,101, X40,351, X50,118, it can be seen that for the value of X1 ¬ X2X4 and the positive coefficient X5 means that there is a good influence between the variable with the image of the institution, while the negative coefficient X3 variable means that the X3 variable value decreases the institution's image will decrease in the eyes of students. So it can be seen that the most influential variable increasing the image of the institution is the Assurance (X4) variable and the variable that must be immediately addressed by the management of the STIE DD is the Responsiveness variable (X3) because if it is not immediately responded it will further reduce the institution's image.

Abstract

The purpose of this study is to describe and analyze the relationship between the DPRD and the City Government of Palangka Raya in the preparation and determination of the Regional Budget and to describe and analyze the factors that influence the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of APBD regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results showed that the pattern of interaction between the executive and the legislature in the discussion of the Regional Expenditure Budget (APBD) in Palangka Raya City in 2018, starting from the stages of KUA and PPAS formulation and the RAPBD discussion until the budget approval stage was always colored by several phenomena of interaction between the executive and legislative to carry out the functions of authority to master each other, dominate. In determining budget policy, it was found that the relationship between the DPRD and the City Government of Palangka Raya in the preparation and stipulation of the Regional Budget was still conducive so that it did not lead to deadlock in the formulation and determination of the Palangka Raya City Budget in 2018. Factors affecting the interaction of DPRD and Palangka City Government Raya in the preparation and determination of APBD is the existence of a special mission to negotiate in the form of non-agenda, bargaining with executives to gain the interests of the legislature, a vision that may be different in running a good governance (transparent, democratic, good, fair, responsible and objective ) and equalize the same understanding in responding to every issue and scene in formulating local regulations on APBD and their implementation.

Abstract

The Residential and Building Development Information Center (PIP2B) is an innovative institution that is targeted to become a public institution that supports the implementation of housing and settlements. Which in its establishment is facilitated by the Central Government and belongs to the Provincial Public Works Department of Central Kalimantan. In support of housing and settlement operations, the Settlement and Building Development Information Center (PIP2B) provides ease of services and access to information on various elements: planners, implementers, building materials entrepreneurs, government, communities and academics. This research is motivated by the many complaints from Palangka Raya City community about Information Service in Information Center of Settlement and Building Development (PIP2B) still can not be felt by society evenly. Type of research used is descriptive qualitative research. Research that aims to describe and describe events and phenomena that occur in the field and presents data in a systematic, factual, and accurate about the facts or phenomena that occur in the field. Data collection techniques in this study using observation techniques, interviews, and documentation. The results showed that based on the results of interviews and research documentation with Tangible indicator, realibility, Responsiveness, Assurance and Empathy as well as related to service indicators, it can be drawn some conclusions as seen from the many research findings in the field either due to inadequate facilities and infrastructure the lack of facilities provided, and the lack of communication between the Office of Information Development Information Settlement and Building (PIP2B) with the Ministry of PUPR.

Abstract

The purpose of this research is to determine the implementation of the district/city Worthy Development policy (KLA) in central Kalimantan province. The method used is qualitative descriptive. Data collection techniques using interviews, observations and documentation. The data analysis used is the interactive model of Miles & Huberman with data reduction, data presentation, and conclusion withdrawal. The results of this research show that the policy of district development/city worthy of children (KLA) has been implemented in central Kalimantan province, although not optimal because of the lack of effective communication done to the public. Another thing that hinders the policy of district/city development worthy of children is because of the limited budget resources so that the implementation of the policy of District/city development worthy of children in central Kalimantan province becomes hampered. The advice that can be conveyed is to the Women Empowerment Department, Child protection, population control and family planning (P3A-PPKB) with the Office of Population Control and family planning, women empowerment, protection District level children to conduct more active and sustainable communication to the public through the installation of banners, banners, and creative posters or through other advertising media to improve the Community's understanding and awareness So that the active role of the community in the process of implementing district/city worthy development policy can increase. Approach the private sector to allocate the budget of their Corporate Social Responsibility to support the implementation of the district/city proper development policy in Central Kalimantan province.
