Abstract

Purpose : This study aims to analyze how China’s symbolic power, manifested through the accumulation of economic modalities in the form of money or financial capital, and Jokowi’s symbolic power, manifested through the accumulation of symbolic modalities such as authority and prestige as the President of Indonesia, operate within the development of the KCIC. Design : This study employs a qualitative method in the form of library research, using a content or thematic analysis approach. Findings : The findings of this study reveal the following. First, China, through the KCIC/Whoosh policy, constructs symbolic power in the form of efforts to dominate influence in Indonesia, driven by its ambition to advance the Belt and Road Initiative (BRI). Second, Jokowi builds symbolic power in the form of a legacy of transportation infrastructure modernization. Although both China and Jokowi are able to construct symbolic power within the KCIC project, this power tends to be fragile. The fragility arises because KCIC has not yet been fully accumulated as a new symbolic modality. Practical Implication : These include recommendations to conduct a reassessment of the interest burden, to integrate the high-speed rail with efficient local transportation so that this symbolic power is not perceived as fragile, and for the government to exercise greater caution in granting concessions over vital infrastructure while safeguarding strategic assets. Originality/value : This study theoretically complements Bourdieu by positioning its research findings within the framework of symbolic power.

Abstract

Purpose – This study examines the political discourse of natural resource governance and power relations among actors in environmental management in Mahakam Ulu Regency, East Kalimantan. Methodology – The research employs a qualitative method through literature review and Critical Discourse Analysis (CDA). Data sources include policy documents, civil society reports, academic publications, and relevant media coverage. Findings – The discourse of “development” is used by the state, local elites, and corporations to legitimize extractive expansion such as mining and plantations. This has reduced Indigenous living spaces, reinforced power inequality, and weakened community participation. Alternative discourses on customary land rights have emerged but remain structurally limited. Practical Implications – The study highlights the need for fair and participatory natural resource governance, stronger recognition of Indigenous rights, and sustainable environmental policies. Originality/Value – This research is novel in focusing on Mahakam Ulu as an underexplored borderland region and combining CDA with actor-relational analysis.

Abstract

Purpose: To examine the implementation of collaborative governance in community empowerment through the Kampung Ramah Lingkungan Program (Kang Raling) in Garut Regency and analyze the factors influencing its success. Design/methodology/approach: Qualitative descriptive approach with a case study design. Data were collected through in-depth interviews and observations of key stakeholders. Analysis was conducted using NVivo based on Ansell and Gash's (2008) collaborative governance framework. Findings: Collaborative governance drives community empowerment through facilitative leadership of DLH, flexible institutional design, and local social capital. These mechanisms transform the community's role from program recipients to active agents in waste management. Practical Implications: This study serves as a reference for local governments in designing participatory and adaptive community-based waste management programs by strengthening facilitator roles and improving cross-sector transparency and coordination. Originality/Value: Empirically examines the relationship between collaborative governance and community empowerment in village-scale waste management, enriching Indonesian literature on cross-actor collaboration mechanisms and contextual success factors. Abstract

Purpose : This study aims to analyze the synergy between multi-actor actors in the management of MECoK Ecopark in Jepara using the Ansell and Gash Collaborative Governance model perspective as a theoretical framework. Design/Methodology/Approach : The research adopted a qualitative approach using a case study. The study included primary data collected through interviews, documentation, and field observations. Secondary data was obtained through documentation studies on the organization's official website and literature review of e-books and e-journals. Findings : MECoK's management synergy aligns with Ansell and Gash's model of Starting Conditions, Facilitative Leadership, and Collaborative Process. However, there is a gap in Institutional Design, where collaboration is still conducted informally without a long-term management MoU. Nevertheless, MECoK has proven to contribute to the Sustainable Development Goals (SDGs).               Practical Implications : Research suggests the need for accountability mechanisms, role redistribution, and more structured cooperation agreements to shift collaboration from dependence on specific actors to institutional sustainability. Originality/Value : Different from previous research that focused on socio-ecological aspects, this paper provides novelty by examining the synergy of MECoK management using a collaborative governance framework, while also contributing theoretically by demonstrating that cohesion between actors can substitute institutional formalization as a determinant of collaboration effectiveness. Abstract

Purpose: To analyze the application of the pentahelix model in developing Sundakerta Tourism Village, Tasikmalaya Regency, and identify its implementation challenges. Design/methodology/approach: Qualitative descriptive method through in-depth interviews, field observations, and documentation studies. Findings: Sundakerta's development involves pentahelix collaboration across Academic, Business, Government, Community, and Media elements. Natural, cultural, and religious potential supports local wisdom-based ecotourism, evidenced by the Arga Hot Springs. Key challenges include limited business capital, low product innovation, and suboptimal digital media utilization. Practical Implications: Recommends strengthening village governance, institutional capacity, and digital promotion strategies. Originality/Value: Enriches pentahelix and stakeholder theory literature in the context of ecotourism-based tourism village development. Research Type: Research Paper.

Abstract

Purpose : To analyze how users construct meanings of their experiences and to identify key issues in service delivery as a basis for improving transport policy and practice Design/methodology/approach : A qualitative empirical phenomenological approach using in-depth interviews, non-participant observation, and document analysis; data were analyzed through phenomenological reduction, thematic clustering, and interpretation of experiential essence Findings : The service is perceived as affordable, comfortable, and safe; however, quality is affected by schedule inconsistency, limited routes, and inadequate bus stop facilities, resulting in a gap between policy design and operational reality Practical Implication : User experience serves as a reflective evaluation instrument, encouraging a human-centered policy evaluation approach to improve service quality, responsiveness, and public trust. Abstract

Purpose: To analyze the implementation of good governance principles in MSME development services at the Cooperative and SME Office of Central Lampung Regency, focusing on transparency, accountability, and participation. Design/Methodology/Approach: Qualitative approach through in-depth interviews with agency officials and MSME actors, service observation, and policy document analysis. Data were analyzed thematically. Findings: Good governance principles have been formally adopted within administrative procedures, particularly in transparency and accountability. However, implementation remains procedural, with limited MSME participation in planning and evaluation, reflecting a pattern of procedural compliance governance rather than substantive service practice. Practical Implications: Good governance implementation in local government is shaped not only by policy design, but also by institutional capacity, bureaucratic culture, and government-business relational patterns. Originality/Value: Empirically explains how institutional capacity dynamics and local service practices shape good governance implementation in MSME development in Indonesia. Abstract

Purpose : The research aims to analyze how the Gerindra Party employs TikTok to enhance voter engagement, expand political influence, and shape public opinion Design/methodology/approach : This study applies a qualitative approach using literature review and content analysis of the official Gerindra TikTok account. Findings : The findings reveal that Gerindra’s strategy is grounded in three main theories: Uses and Gratifications, Agenda Setting, and Gatekeeping. Through creative content such as the “Joget Gemoy” dance trend and the “Oke Gas Prabowo Gibran Paling Pas” jingle, the party successfully builds a relatable image among younger voters. Furthermore, by setting relevant public issues and engaging directly with users through comment responses and video interactions, Gerindra fosters an effective two-way digital communication. These results indicate that TikTok functions not only as an entertainment medium but also as a strategic platform for political communication and public image building. Practical Implication : Describes how the findings can be applied in practice,  for example - their relevance to policymakers, practitioners, or specific sectors. Furthermore, this study can serve as a reference for political parties and communication practitioners in designing effective digital campaigns through creative, interactive content that is adapted to both social media culture and algorithms, with a view to increasing voter engagement and strengthening political image. Originality/value : Emphasizes what makes the research unique, innovative, or valuable. It should highlight the paper’s contribution to the existing body of knowledge or its novel perspective. Abstract

Purpose : This study aims to analyze waste management as a public service based on the management function of Planning, Organizing, Actuating, and Controlling (POAC) in Ngaban Village, Tanggulangin District, Sidoarjo Regency.     Design/methodology/approach : The research was conducted through a qualitative method with a descriptive approach through observation, interviews, and documentation studies using purposive sampling techniques. The data analysis applied the Miles and Huberman model with the stages of reduction, presentation, and drawing conclusions. Findings : The results of the study show that waste management is not fully optimal. This is reflected in the implementation of POAC functions that have not been carried out in a balanced manner, including planning that is not completely based on real conditions, organization that still requires strengthening SOPs, implementation that requires increased socialization to encourage community compliance, and supervision that still needs to be improved in terms of follow-up and transparency. Practical Implication : The findings indicate the need for policy improvements in village waste management through data-based planning to ensure realistic retribution targets, the development and implementation of clear Standard Operating Procedures (SOPs), strengthening institutional coordination, enhancing community participation through continuous socialization, and implementing digital-based monitoring and retribution systems to improve transparency and accountability. Originality/value : This study offers empirical contribution on the application of POAC management functions in village waste mangement and enriches managerial-based public service governance studies.

Abstract

Purpose: This study aims to analyze the impact of implementing the Free Nutritious Meal (MBG) Program in Palembang City on students' nutritional fulfillment and its implications for learning concentration. Methodology: Employing a qualitative approach with a descriptive method, data were gathered through interviews, observations, and documentation, followed by systematic analysis involving data reduction and presentation. Findings: The findings reveal that the MBG Program contributes positively to daily nutritional adequacy and student focus. Nevertheless, operational challenges persist, including limited menu variety, uneven distribution, and the necessity for enhanced cross-sectoral coordination. Practical   Implications: Practically, this study offers strategic recommendations for local governments to evaluate distribution governance and nutritional standardization to ensure policy sustainability. Originality/Value: The originality of this research lies in its empirical analysis of local implementation of national education policies. As a research paper, this study underscores the urgency of nutritional interventions in holistically improving human resource quality. Paper type: Research Paper
