Abstract

Purpose : This research aims to identify the forms of melon farmers’ involvement and the social changes experienced by farmers in the Republik Melon program through a co-production approach. Design/methodology/approach : This study was conducted within the Republik Melon innovation program in Wates District, Blitar Regency, using a qualitative method with a case study approach. Data were collected through observation, interviews, and documentation to explore program implementation and stakeholder involvement. Findings : The findings show that melon farmers are actively involved in the development of the Republik Melon program and directly benefit from its implementation. The program contributes to economic improvement and social welfare, particularly through the creation of new employment opportunities for farmers. In addition to melon farmers, the program involves cross-sector collaboration with several actors, including the Blitar Regency Office of Food Security and Agriculture (DKPP), Bappedalitbang of Blitar Regency, the Wates District Government, the Wates Agricultural Extension Center (BPP), the Wates Women Farmers Group, and MSMEs in Tugurejo Village. Practical Implication : The results can be used by local governments and program implementers as evaluation material and a basis for decision-making to improve the effectiveness and sustainability of the Republik Melon program. The co-production approach may also serve as a reference for strengthening collaboration and community participation in other regional innovation programs. Originality/value : This study highlights a greenhouse-based agricultural innovation that positions farmers as key actors, reflecting the principles of co-production and the values of collaboration, empowerment, and community participation in modern public administration.

Abstract

Purpose : This study aims to analyze the challenges in implementing flood management policies in Bekasi City through the application of target mapping techniques as a spatial-based planning and policy decision-making tool. Design/methodology/approach : This research employs a qualitative approach using a case study method focusing on flood management policies in Bekasi City. Data were collected through in-depth interviews, field observations, and document analysis of policy frameworks, flood-prone area maps, and regional planning documents. Target mapping techniques were applied to identify priority areas and key stakeholders in flood mitigation efforts. Findings : The findings indicate that flood management policy implementation in Bekasi City faces several challenges, including limited inter-agency coordination, inconsistencies in spatial planning, and suboptimal use of spatial data. The application of target mapping has proven useful in identifying flood-prone areas and prioritizing policy interventions; however, its integration into the decision-making process remains limited. Practical Implications : This study provides practical recommendations for local governments to strengthen the integration of spatial data into flood management planning, enhance cross-sectoral coordination, and optimize the use of target mapping as an evidence-based policy formulation tool. Originality/Value : This study introduces an analytical approach by utilizing target mapping techniques in the analysis of local flood management policies. The approach contributes to the development of spatial data-driven policymaking and enriches the literature on public administration and urban environmental governance.

Abstract

Purpose : This study analyzes the factors influencing the behavior of Millennials and Generation Z toward money politics in the 2024 General Election in Lubuklinggau City. Design/methodology/approach : With young voters dominating the electoral landscape, this research employs a qualitative case study approach through interviews, observations, Focus Group Discussions (FGD), and document analysis, supported by NVivo12 Plus. Findings : The findings reveal six main factors shaping youth attitudes: political education, practical political experience, values and ideology, technology and social media, economic conditions, and peer influence. NVivo analysis highlights political education as the most dominant factor, followed by economic conditions and peer groups. Practical Implication : These results underscore the urgency of strengthening political education, enhancing digital literacy, and improving economic conditions, particularly in youth-dominated areas, as strategies to reduce money politics and foster more critical, rational, and integrity-based political participation among young voters. Originality/value : Providing new findings, especially in handling political money actions or practices for young people in dominant areas.

Abstract

Purpose : A case study is required in a region that has ambitious energy transition targets, faces the dilemma between economic development and environmental sustainability, and possesses a traditional governance system that interacts with a modern partnership framework. Design/methodology/approach : his research uses a qualitative approach with a document analysis method. Data was collected from official government documents, partner organization cooperation reports, and supporting scholarly articles. Findings : The findings show that the Program allocated IDR 12.5 billion from the provincial budget (APBD), while IDR 2.24 billion was allocated for Penglipuran from the Regency budget (APBD), village funds, and Corporate Social Responsibility (CSR). This funding resulted in rooftop solar power plants (PLTS) and communal biodigesters, leading to emission reductions. Practical Implication : his research recommends five policies for local governments in the energy transition: first, institutionalizing commitment through local regulations; second, hybrid financing; third, institutional capacity development; fourth, targeted subsidies; and fifth, sustained political support. Originality/value : The critical findings illustrate that collaborative governance is effective for incremental innovation (technology adoption, procedural improvements) but weak in driving structural transformation (power redistribution, institutional change).

Abstract

Purpose : This study aims to describe and analyze the implementation of the e-government-based SIPADES application policy in Ketapang Village and identify factors that support and hinder its implemention. Design/methodology/approach : This study employed a descriptive qualitative method, collecting data through field observations, interviews, and documentation. The data analysis was guided by George C. Edward III’s theoretical framework on policy implementation, which emphasizes four key components: communication, resources, disposition, and bureaucratic structure. Findings : The results of the study suggest that the implementation of SIPADES in Ketapang Village has not been ideal due to inadequate socializing, data loss during updates, and unstable internet connections. However, the village officials remain committed through the provision of facilities and manual recording, but the workload is still concentrated on the Village Secretary. Practical Implication : These findings form the basis for the village government and the the Village Community Empowerment Office to improve technical assistance, improve communication regarding application updates, strengthen digital infrastructure, and equalize SIPADES operational tasks. Originality/value : This research provides a fresh viewpoint on the implementation of SIPADES in regions impacted by disasters, highlighting the crucial role of external influences in determining the success of e-government initiatives—an aspect that has been minimally explored in earlier studies.

Abstract

Purpose : This study examines how Islamic political parties in Indonesia (PKS, PKB, and PPP) transform their strategies and ideological articulation in response to digitalization by analyzing political communication on X (Twitter), Instagram, YouTube, and TikTok, with particular attention to the implications of religious symbols in online politics. Design/Methodology : Using a critical qualitative approach grounded in Norman Fairclough’s Critical Discourse Analysis (CDA), the study analyzes primary data consisting of official party posts and user comments to identify textual patterns, discursive practices, identity negotiations, and the articulation of Islamic values across platform-specific formats. The findings show that these parties strategically integrate rich religious narratives and symbols tailored to each platform’s affordances to build political image, strengthen ideological positioning, and mobilize support. Religion-based content consistently generates higher public engagement, indicating strong ideological resonance between party messages and segments of the audience. However, this digitalization also prompts criticism regarding the commodification of religious identity and the normalization of a singular political-religious identity, which may narrow deliberative space, intensify polarization, and weaken pluralism in the digital public sphere. Practically, the study recommends a more ethical and reflective approach to digital da’wah and religious political communication—emphasizing inclusive framing, transparency of intent, and dialogic engagement—to maintain a democratic and pluralistic online environment. Originality lies in its comparative cross-platform CDA of three Islamic parties that connects platform-specific communication strategies with audience engagement and democratic implications in contemporary Indonesia.

Abstract

Purpose: This study aims to analyze the failure of implementing the Regulatory Impact Assessment (RIA) in maintaining regulatory rationality within Indonesia’s fast-track legislation practices and to formulate a reform model grounded in Max Weber’s theory of rational-legal authority and the principles of good regulatory governance. Methodology: This research employs a normative juridical method using conceptual and statutory approaches. Legal materials were collected through library research and analyzed qualitatively using rational-legal reasoning to evaluate the effectiveness of the RIA mechanism in ensuring the quality of lawmaking processes. Findings: The study finds that RIA has not been substantively implemented in Indonesia’s fast-track legislative process, resulting in a shift from legal rationality to pragmatic political rationality. This condition has weakened legal legitimacy, caused policy overlaps, and eroded public trust in legislative institutions. The lack of public participation, transparency, and evidence-based analysis is identified as the main factor behind the ineffective implementation of RIA. Practical implications: The findings highlight the urgency of adaptive RIA reform through strengthened inter-agency coordination, the adoption of an open regulatory data system, and the establishment of an independent regulatory evaluation body. This model can serve as a practical framework for policymakers to ensure rational, transparent, and accountable legislative processes. Originality/value: This study offers an original contribution by integrating Weberian legal rationality theory into the reform design of RIA in Indonesia. It presents a novel conceptual framework for reinforcing legal legitimacy and regulatory quality through the institutionalization of RIA as a mechanism of rational-legal authority in a modern Rechtsstaat.

Abstract

Purpose : The purpose of this study is to examine the management of Ngaban Village Market in enhancing the Village Original Revenue (PADes), using George R. Terry’s management theory as the analytical framework. Design/methodology/approach : This study employed a qualitative method with a descriptive approach, utilizing observation, interviews, and documentation study through purposive sampling. The data analysis followed the Miles and Huberman model, encompassing the stages of data reduction, data display, and conclusion drawing. Findings : The study reveals that the implementation of Terry’s four management functions—planning, organizing, actuating, and controlling—operates synergistically in the management of the market. Planning is based on market potential and community needs; organizing encompasses task division and resource management; actuating focuses on market operations and public service delivery; and controlling is conducted regularly to ensure target attainment. Practical Implication : The research findings affirm that the integration of the four management functions in a synergistic manner can drive the success of village market management and contribute to the sustainable improvement of community welfare. Originality/value : The findings strengthen Terry’s proposition that management is a coordinated and dynamic process, while also contributing to the advancement of the theory itself.

Abstract

Purpose : This research aims to analyze the implementation of the Uninhabitable House (Rutilahu/RTLH) policy in Karawang Regency using Merilee S. Grindle’s policy implementation framework, with a focus on the role of Local Capacity in responding to program fragmentation at the multi-level governance scale. Design/methodology/approach : This study employed a descriptive qualitative method to examine the dynamics of public policy implementation. Primary data were collected through observation, in-depth interviews with village officials, and documentation. Data analysis was conducted through reduction, presentation, and conclusion drawing, guided by Grindle’s implementation theory. Findings : The implementation of the RTLH policy has generally improved housing quality and community welfare. However, program fragmentation between district and provincial schemes, such as the Aladin Program, creates disparities in resource distribution and access for the extremely poor. The capacity and commitment of village governments emerged as a key determinant of success, demonstrated by consistent data input of 78 RTLH units into the SIIMAH system and adaptive administrative measures, including the issuance of domicile certificates (SKD) to address land legality constraints. Practical Implication : Regulatory synchronization and institutional role reformulation among central, provincial, and district governments are necessary to reduce program fragmentation. Incentives for active villages and a more inclusive Aladin Program design are recommended. Originality/value : This study extends Grindle’s implementation theory by emphasizing the adaptive capacity of local implementers in overcoming structural and resource limitations.

Abstract

Purpose : This study examines the Smart Kampung Program in Banyuwangi Regency through Midgley’s social development framework, with particular attention to the integration of individual, community, and governmental roles in enhancing rural social welfare. Design/methodology/approach : Employing a descriptive qualitative approach with a case study design, the research is based on a systematic literature analysis of peer-reviewed journals, official government reports, regional regulations, institutional publications, and other credible online sources. Data were analyzed using the interactive model proposed (Miles dkk., 2014), encompassing data reduction, data display, and conclusion drawing and verification. Findings : The findings reveal that the Smart Kampung Program has effectively combined technological innovation, governance reform, and community empowerment to improve public service delivery and citizen participation. Nevertheless, the integration among key actors remains uneven, particularly with regard to social sustainability and disparities in human resource capacities across villages. Practical Implication : The study offers practical implications for local governments and policymakers in strengthening inclusive and sustainable rural development models grounded in social development principles. Originality/value : The originality of this research lies in its application of Midgley’s theoretical framework to analysis of the Smart Kampung Program, thereby contributing a novelty perspective to the discourse about social development on village level.
