Abstract

Abstract The discussion of the constraints of digital education is the theme of discussion in this study. Digital education is being discussed considering the transformation of education is carried out by all countries, including countries members of the G20. However, in its implementation, digital education faces several obstacles. Therefore, this study aims to explain the obstacles several countries face in implementing digital education in their country. Five countries are observed where the five countries are countries that are members of the G20 membership, namely Indonesia, India, South Africa, Poland, and Hungary. The study uses a literature approach with an observation period in 2020 during the Covid-19 pandemic. Based on the analysis, the results show that the five countries face a shortage of facilities and means to support digital education. In addition, the unpreparedness of users of digital education system services is also another obstacle. These obstacles are the main obstacles faced. For this reason, the discussion of the cooperation forum for the G20 countries consistently seeks to encourage better economies of scale so that an inclusive economy can be achieved in all G20 member countries. The success of achieving an inclusive economy can build a better digital education infrastructure in the future.

Abstract

Bureaucratic reform as a result of the industrial revolution 4.0 demands a change in work patterns in Regional Apparatus Organizations (OPD). Organizational change (OD) is an OD approach and technique through processes and technology for the planning, planning, direction and implementation of OD. E-planning and e-budgeting as an effort to synchronize regional and national policies and programs aim to create synergy between the regional and national economies. Changes in organizational policies that occur will be faced with resistance from individuals. Resistance as one of the causes of the lack of success of OD, it can be overcome by understanding resistance, planning and managing change effectively and efficiently. The purpose of the study was to determine the factors causing resistance and the magnitude of OPD resistance in the implementation of this policy. The research was conducted in Pringsewu Regency. The study used primary and secondary data and then analyzed using the Analytic Hierarchy Process. The results showed that the factors causing resistance were sequentially found in the priority criteria of HR, policies, behavior/attitudes, and SAPRAS. The magnitude of the resistance level of OPD in the implementation of e-planing and e-budgeting occurs in the criteria of HR (49.0%) which are influenced by alternative performance (26.8%), skills (14.7%), Bimtek (11.3%), Commitment (11.0%), ICT (10.9%), and SIMDA (8.7%). The most priority factor causing resistance to be improved is the handling of the quality of human resources (49.0%). The high level of HR resistance is due to ignorance and the lack of information received on change.

Abstract

Community advisors are correctional officers who have been appointed and appointed as community advisors and can be dismissed by the minister in accordance with the regulations that govern them. The main tasks of community supervisors are mentoring, community research (litmas), mentoring and coaching, and supervision. This study aims to determine the implementation of the duties and functions of community mentors during the COVID-19 pandemic at the Class II Penitentiary Kediri. The method used in this research is qualitative-descriptive in which the research explains in detail and depth about the phenomena that occur. Data collection was done by means of literature review, observation and interviews. Based on the results of the study, it was shown that the implementation of the duties and functions of community supervisors was not running effectively and efficiently. During the COVID-19 pandemic, there were several regulations that did not allow the implementation of tasks and functions to run optimally. It is shown by the government's ban on gatherings to prevent the transmission of the covid-19 virus, so all activities run virtual through zoom meetings and video calls, related to tasks and functions that require face-to-face meetings, cannot be carried out optimally such as self-help guidance.

Abstract

The purpose of this study was to determine the implementation and future prospects of the Surabaya e-SIM application. E-SIM or electronic SIM Surabaya is an online Driving License (SIM) service innovation organized by the Colombo Surabaya SIM Administration Administration Unit (SATPAS). Through this application, residents of Surabaya and outside Surabaya are facilitated in terms of obtaining a driving license (SIM). The implementation of the Surabaya e-SIM application uses the policy implementation model of George C. Edward III by focusing on four indicators, namely communication, resources, disposition, and bureaucratic structure. The results of the study indicate the successful implementation of the e-SIM application which is shown through: 1) Communication, the Surabaya Traffic Police Satpas Satpas have carried out socialization regarding the mechanisms and procedures for using Surabaya's e-SIM. 2) Resources, the parties involved in the implementation of the SIM making program through the Surabaya e-SIM application are all levels of the Surabaya Police Satpas Satpas. 3) Disposition, the service provided is good and the community is very enthusiastic in implementing the program, each unit has its own task, it makes it easier to manage. 4) Structure, implementation of e-SIM Surabaya based on Perkap No. 9 of 2012 and SOP SIM Online. The implementation of the Surabaya e-SIM application is very influential on future prospects, namely it can facilitate public services, minimize the practice of mall administration.

Abstract

The University of Lampung is one of the state universities that carries out the mandate as a public service agency of education. In achieving its goal of producing professionals and capable of high competitiveness, the implementation of GUG must be applied to get better performance. This study aims to determine the implementation of GUG on performance at the University of Lampung. Data collection techniques were carried out through questionnaires. This type of research is a descriptive research with a quantitative method with a t-test. The results showed that there were significant differences in the implementation of GUG on performance between the head office and work units. This happens because the head office has more authority as a place for final decision making or as the centralization of all policies, while work units function as policy implementers with limited authority. At the head office, there are more adequate resources compared to work units, especially in terms of human resources, where employees who are considered qualified will be promoted to move to the head office, so that the work unit lacks reliable human resources

Abstract

This article describes the perspective of being friendly to children, women, special needs groups and the elderly on public transportation services in Bandar Lampung City. Using a qualitative research approach with interview, observation and documentation data collection techniques, it shows that the technical aspects, social aspects, gender aspects, disability aspects, and environmental aspects that are expected in public transportation services are not fulfilled. The Bandarlampung City Government does not yet have a legal basis that specifically pays attention to groups of children, women, special needs and the elderly.

Abstract

Indonesia memiliki masalah yang cukup serius dalam pemerataan teknologi, kebijakan Ujian Nasional Berbasis Komputer (UNBK) yang diterapkan di Kabupaten Pesawaran menjadi perhatian karena beberapa perbedaan dengan daerah-daerah lainnya yang juga melaksanakan UNBK. Penelitian ini bertujuan untuk menganalisis Kesenjanagn Digital yang ada di Kabupaten Pesawaran khusunya pelaksanaan UNBK di SMPN 25 Pesawaran. Hasil penelitian ini menunjukkan bahwa ada beberapa faktor penyebab kesenjangan digital terjadi di SMPN 25 Pesawaran yaitu Pertama, faktor teknologi yang terkait dengan Jalan ke akses telekomunikasi, serta faktor siswa sebagai pengguna yang belum melek akan TIK. Kedua, kondisi sosial ekonomi masyarakat di SMPN 25 Pesawaran masih banyak yang berada pada posisi menengah ke bawah sehingga TIK belum menjadi kebutuhan yang mendasar.

Abstract

This study aims to evaluate the formulation of policies regarding implementing regulations and determining the locus of the Smart Village program in Lampung Province through issues of process, content and policy form. The type of research used is descriptive with a qualitative approach. The data is generated from interviews with sources, observations and documentation. The results of the study found that the program policy formulation process used an institutional approach, namely the Lampung Province Community Empowerment, Village and Transmigration Service as a policy formulator in coordination with the Lampung Province Regional Development Planning Agency and harmonization of regulations with the Lampung Province Regional Secretariat Legal Bureau. The content of the program policy is in accordance with the problems in the village and the strategic issues of the village in Lampung Province as well as the objectives to be achieved in the smart village concept. The form of program policies is in accordance with macro, micro and word for word forms in accordance with the guidelines for the preparation of regional legal products as stipulated in the Minister of Home Affairs Regulation Number 80 of 2015 concerning the Formation of Regional Legal Products. In the future, it is hoped that the Lampung Province smart village policy formulation will also prioritize a bottom-up approach. In order to strengthen implementation, it is imperative that a master plan and other technical policies be established immediately. In the context of monitoring and evaluation so that it is not only carried out by the Lampung Provincial Government, but also from the village government and village communities as program recipients so that it becomes an improvement in the process of formulation and implementation of the next Lampung Province smart village policy.

Abstract

Regional spending aims to prosper the community and advance the region, when regional income increases, the region will be more capable and independent to finance regional expenditures. This study aims to determine the effect of Regional Original Income, Revenue Sharing Funds and Total Population on Regional Expenditures. The population of this study is the Regency and City in West Sumatra Province. The sampling methode uses quantitative methods with analytical techniques in the form of panel data regression analysis. The results of this study indicate that the Regional Original Revenue has a significant positive effect on Regional Expenditure, while the Revenue Sharing Fund has a positive and significant effect, and the Number of Population has an insignificant negative effect. It is hoped that this research can be a reference in further research. It is hoped that this research can be a reference for the government to better utilize existing resources in order to prosper the community and better optimize the use of local revenue, regional expenditure funds, and profit-sharing funds.

Abstract

The purpose of writing is give feedback for National Commition of Disability for optimal to carry out the taskto evaluation of Law No. 8 of 2016 on People with Disabilities in relation with market traditional to facilitation from disability. Data form observation, literature and were analyzed in descriptive qualitative method. The market as a public facility (public agency) is obliged to provide easy access to facilities and infrastructure for the public and persons with disabilities. The law authorizes the government to establish an independent institution (National Commission for Disabilities) in order to evaluate the organizers of public facilities in compliance with the Law on Disabilities. However, due to the limited number of members of the National Commission for Disabilities, its performance needs to be in partnership with Scouting in educational institutions. Scouting carries the spirit as a cadre institution for generations who are helpful, honest, caring for others and are responsible for being an ideal partner.
